The OSBI is off ering up to a $10,000
reward for information leading to the arrest
and conviction of the person or persons
responsible for the homicide of Carina
Saunders. The 19-year-old’s body was found
in the fi eld west of the Homeland Grocery
Store at the intersection of Rockwell and N.E.
23rd Street in Bethany October 13, 2011. The
Bethany Police Department worked the case
until recently when it requested OSBI take
over the investigation.
After a thorough review of the case fi les produced by Bethany
P.D., the OSBI agent assigned this case has determined more
work can be performed – through interviews, forensics, and other
investigative tools. However, the OSBI will need the public’s help
in developing further leads and expanding current ones. Therefore,
if anyone has any information, knows of any evidence in this case,
they are urged to call 1-800-522-8017. The $10,000 reward is the
maximum state law allows OSBI to off er.

Duncan police have arrested a suspect in connection with
Duncan’s first homicide of the year.
Michael Anthony Ray, 16, is being held without bond in the
Stephens County Jail, accused of killing 14-year-old Alyssa
Wiles. He was arrested on June 11 and arraigned the next day.
According to the affidavit, Wiles’ father discovered his
daughter’s body in their home around 4:40 pm on June 10.
Police, medical personnel, and investigators responded to
the residence and determined she was deceased, apparently
stabbed to death.
Ray, who was the girl’s ex-boyfriend, was initially questioned, but allegedly told police “he had nothing to do with
her death.” The investigator noted in his report that Ray was
“cold and showed no emotion.”
A friend of Ray’s, who is 14 years-old, told others he and Ray
had “hurt a girl.” When the juvenile boy was questioned by
investigators, he said he was riding his bike outside Alyssa’s house and did not go inside the
girl’s home during the attack. He added he did not see what happened, but saw Ray walk out
of the house. Ray then told him he had killed Alyssa. He added Ray was mad at her and was
going to talk to her because she had broken up with him.
Ray allegedly confessed to killing Alyssa late June 11. The murder weapon was reportedly
thrown into a cemetery, but at press time, it had not been recovered.

An inmate at the Stephen’s County Jail was charged with aggravated
assault and battery when great bodily injury is inflicted after he beat up a
fellow inmate on May 29.
According to the affidavit, when an officer arrived at the jail, the victim
had blood coming from his nose and his left eye was bruised and swollen
shot. The victim told police he did not know what had happened or who
had attacked him.
The other inmate involved, 38-year-old Terry Lee Willard, Jr., of Duncan, told the officer he and the victim had been arguing about fighting
since the night before. Willard said he wanted to get out of prison before
his son turned 18 and knew that if he were involved in a fight, he would not get out in time.
Willard said the victim kept mouthing him, and he just couldn’t take it anymore. He explained that he began punching the victim, but was not sure how many times he punched
him.
The officer reviewed video of the fight; initially, the victim was out of view of the camera
and only Willard could be seen throwing punches. When the scuffle moved into full view of
the camera, both inmates were attempting to punch each other. Officers broke the fight up
and separated the inmates. Willard was apparently not done with the victim, because video
showed him trying to get around the officer detaining him to get to the victim.
The victim was taken to the hospital and hospital staff found that the victim had multiple
fractures to his face as a result of the fight.
Willard’s bond was set for $100,000 and he is scheduled to appear in court on July 31,
2013.

A warrant has been issued for a Duncan man who falsely represented himself during a traffic stop.
Rodney Jason George, 39, was
charged May 13 for obstructing an officer and false impersonation of public
officer.
On April 17, a Comanche police officer pulled over George after he was going 64 mph in a
55 mph zone. The Duncan man handed the officer his driver’s license and Comanche Police
Department police officer commission card.
The officer asked George if he still worked for the police department and George replied,
“yes.” The officer told George to slow down when driving and completed the traffic stop.
According to the police report, the officer then received a phone call from a woman who
said George had vandalized her rental property after he was evicted.
The officer contacted the Comanche police chief, who informed the officer that George had
been fired over a year ago and no longer has commission with the Comanche Police Department. The police chief said he had tried to get the commission card back from George, but
was unable to because he didn’t know George’s new phone number or address.
At time of publication, an outstanding warrant has been issued for George and his bond is
set at $5,000.

A man driving a stolen car that went into a ditch
fl agged down the wrong person for help.
Dean Gangl, 40, of Richmond, Minn., unwittingly asked an off -duty sheriff ’s deputy to help
him pull the vehicle out of a ditch along Benton
County Road 4 west of Foley, Minn., Sheriff Brad
Bennett said.
The deputy, who came upon the stranded motorist at while he was on his way home, noticed that
the vehicle in the ditch matched the description of
one reported stolen hours earlier in St. Cloud. The
deputy radioed to dispatchers, who confi rmed the
man was driving a stolen car, Bennett said.
The deputy arrested Gangl and found that he
was in possession of a white crystal substance.
Gangl tested positive for methamphetamine, Bennett said.
He was taken to the Benton County Jail and
charged with being in possession of controlled substance and possession of a stolen motor vehicle.
A house burglar was arrested at a court when he
showed up for another case, police said. The man
kicked in the back door of a home and entered
but ran off when a teenage girl who was lying on
a couch saw him and started screaming, Nassau
County police said.
The girl identifi ed the 49-year-old man, who
had multiple prior arrests for burglary, in a photo
lineup, they said.
The man, from Bayville, was arrested by an offi cer when he went to First District Court for an
unrelated issue, police said. He was charged with
second-degree burglary.
A Perth man has been charged with drink driving three times in 24 hours, his menacing spree
ending with a bizarre incident at a police station.
The 46-year-old was fi rst stopped by Boddington police in the Perth hills and charged with driving under the infl uence and driving with a suspended license.
He was spotted driving his car again a short time
later and arrested for drink-driving, police said.
The man’s car was impounded in the Boddington police station but early the next morning, the
man allegedly jumped over the fence of the police
station, broke open a padlock on a back gate and
drove away in his car.
He was caught and arrested again three hours
later and charged with three counts of driving under the infl uence; three counts of driving while under suspension and one charge of trespass.
He’s been refused bail.

Tulsa police arrested a man accused of holding his exgirlfriend’s children hostage for $100.
Police said the children’s mother called them and
said she was fighting with her ex-boyfriend, Cody Lee
Panther, and he took both of her children without her
permission.
She told police Panther then started texting her that
he would not bring the kids back if she did not pay him
$100. Police arrested Panther on two counts of child
stealing.

Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

support from both parents and do not lose this right when a
parent leaves the home.

Only two days after being arrested for drug and gun possession,
the trouble couple of 31-year-old Carla Renee Speaks of Oklahoma
City and 29-year-old Justin Edward Sherman of McCloud, once
again found themselves sitting in the Grady County Jail.
According to the affidavit, Chickasha police responded to a report
of an armed robbery on June 4 that occurred at a convenience store.
Police say they had seen Sherman and Speaks in the area of the store
several hours prior and that the description of the suspect matched
Speaks.
The clerk told police that as she was closing the store, a man
dressed in dark clothing with a bandana over his face walked to the
front window of the store, pointed a handgun at her and demanded money. She said she handed the man money in a brown sack
through a small transaction window. The man also demanded her
cellphone and he then ran away from the store.
Police located Sherman and Speaks at a nearby hotel; Sherman
said he had been at the convenience store earlier that day, but had
not robbed it. Speaks also denied involvement with the robbery.
Surveillance video from the store showed Sherman and Speaks
stealing 5-Hour Energy drinks from the store.
Sherman told police he had been released from jail earlier that
day and was so broke that he had purchased a McChicken sandwich
from McDonald’s and split it with Speaks.
Police reviewed surveillance video of the robbery and were able to clearly identify Sherman
as the culprit because he was wearing the same shoes as the suspect in the video.
In a field south of the hotel where the couple was found, police found a handgun (later
determined to be a bb gun), a belt, black pants and a brown sack. They also found the stolen
energy drinks in Speaks’ purse in a trashcan at the hotel and several black socks in a potted
plant.
Police determined that about $185-$200 was stolen from the store. They found $127 and a
stolen energy drink in Sherman’s possession. Speaks had $80 of the stolen money.
Sherman and Speaks are being charged with first-degree robbery, possession of stolen
property and larceny of merchandise from a retailer. The couple is being held on $100,000
bonds at the Grady County Jail and is scheduled to appear in court on July 10, 2013.

2013 for some reason seems to
be the year of the drowning. There
seems to have been a large number
of drownings so far on Oklahoma lakes and waterways, the majority
of which could easily have been prevented. I am going to cover
some of the rules on wearing Personal Floatation Devices, as well as
some strong suggestions regarding them, in the hopes that we can
slow down this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not going
to get into their descriptions, just which types are required for what
situation. All PFDs must be U.S. Coast Guard approved, and used
in accordance with their label. The label will also state the type. All
vessels must carry one wearable (Type I, II, III, or V) USCG approved
PFD for each person on board or being towed. In addition to that,
vessels 16 feet in length or longer must have one Type IV USCG
approved PFD on board and readily accessible. Oklahoma Law
requires that all children under 13 years of age wear an approved
PFD whenever underway in a vessel less than 26 feet in length. Each
person on a personal watercraft or sailboard must wear an approved
PFD. Anyone being towed on water skis or similar devices must
wear an approved PFD. Ski belts are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull it
up off them. If it can come off, it is not the right size for the wearer.
Those are the requirements, so now lets talk about the suggestions.
If you have children in or around water, make sure they have a PFD
on. Air mattresses, floaties, and other toy floatation objects don’t
count. There have been way too many stories of toddlers near the
water’s edge falling in and drowning, and these could be prevented
by following this suggestion.
Also, keep a watchful eye on those kids...even if they are only out
of your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
on.

An Elk City man was arrested after
police found meth and drug paraphernalia in his hotel room.
On May 18, Chickasha police responded to a call from a hotel about drug use
in one of its rooms. According to the
affidavit, hotel staff told police that an
employee had found pipes commonly
used to make drugs in one of the hotel’s
rooms.
An incident had also occurred the
night before regarding a lost wallet; after reviewing surveillance video, an employee was able to identify one of the room’s residents as the suspect
who had taken the lost wallet.
A staff member told police she had seen the smoking pipes, took
pictures of them and locked the residents out of their room by deactivating their room keys.
Police were given the photos and say they contained images of
pipes commonly used to smoke illegal drugs.
After obtaining a warrant, police returned to the hotel room and
met the room’s guest, 22-year-old Michael Leigh Farmer. Farmer
told police his property was in the living room.
After searching his stuff, officers found several baggies of K2-like
substances (synthetic marijuana), a metal grinder with a leafy substance, a Bic pen smoking pipe and a metal pipe. Both pipes had a
burnt residue inside them.
Farmer was arrested and transported to the Grady County Jail.
Farmer is being charged with possession of meth and possession of
drug paraphernalia. He is being held on a $2,500 bond and is scheduled to appear in court on July 25, 2013.

Anger is not

We should be
angered by acts
of ungodliness,
unrighteousness, injustice, and inequity. These things anger
God as well.
But if you are angry because someone has disturbed
your pride, self-sufficiency, status, prestige, or power.
your reaction will likely be sinful. And sinful anger is often
expressed in harshness, cruelty, bitterness, and a lack of
control.
We must examine our hearts when our kids make us angry.
If it is righteous anger, let it motivate you to take action and
deliver consequences. Sin needs to be addressed, and we
honor God by delivering those consequences with empathy
and love. If it is sinful anger, pray for the courage to confess
it, repent, and resolve it.
Examine your anger to determine the motives behind it.

control you.” Don’t let the sun go down while you are still
angry, 27 for anger gives a foothold to the devil.

Board recommends
clemency for Davis
On June 6, the Oklahoma Pardon and Parole
Board recommended clemency for Brian
Darrell Davis, who is facing execution on
June 25. The board voted 4-1 to recommend
that Davis’s death sentence be commuted
to life in prison without parole. The parole
board recommended clemency after
Davis took responsibility for the crime
and apologized to the family of the victim.
“A weight lifted off of all of us,” said his
mother, Yvonne Davis. “Brian does deserve
a second chance.”
Davis was convicted of murdering his girlfriend’s mother. The
recommendation now goes to Governor Mary Fallin, who can approve
or reject the vote. The governor also has the authority to grant a 30-day
stay in order to consider the case further.
