JUSTICE SERVED
A Tahlequah man was sentenced to 20
years in federal prison after he shot at Cherokee Counties deputies earlier this year.
According to OSBI, on July 27, 2022, Bradley Mouse shot at Cherokee County Sheriff’s
Office deputies and Cherokee Nation Marshal
Service deputies in Cherokee County while
they attempted to serve an arrest warrant on
his residence.
Thankfully, no law enforcement officers
were injured.
After a foot pursuit and short manhunt,
Mouse was arrested.
The investigation involved Native Americans and fell under the McGirt Supreme
Court decision. OSBI agents responded to the scene, conducted the investigation, and presented the investigation to the US Attorney’s Office for the
Eastern District of Oklahoma. On October 13, 2022, Mouse was charged in a
nine count indictment by a federal grand jury.
On November 9, 2022, Mouse pled guilty to four counts of assault with
intent to commit murder in Indian Country and one count of use, carry, brandish, and discharge of a firearm during and in relation to a crime of violence.
Mouse was sentenced to 20 years in federal custody. This case is an excellent example of the teamwork that happens every day between local, state,
and federal law enforcement partners.

A SUCCESSFUL HAUL
A Tulsa man wanted in Wagoner County for
multiple felonies, was taken into custody while
returning a U-Haul truck to the dealership.
According to WCSO, on October 11, Wagoner County Deputies J. Carey and Lt. J. Halfacre responded to a call of Domestic Violence
in the Rocky Point area of Wagoner County,
during which it was discovered that the suspect, William Maddox had broken into his
ex-girlfriend’s residence by kicking the door in,
assaulted the female, assaulted another male
in the residence, intentionally damaged property, and made threats to return with a firearm.
Deputy Carey conducted an investigation and secured felony and misdemeanor arrest warrants for Maddox for this case.
On October 20, Lt. B. Noble and Deputy M. Gray were patrolling the
Rocky Point area when a suspicious vehicle and subject were seen in the
area. Deputies attempted turn around and make contact with a Red Kia
Rio displaying paper tag. The driver immediately sped off at a high rate
of speed, going out of sight before deputies were able to attempt a traffic
stop. Lt. Noble and Deputy Gray conducted a thorough search of the
area before locating the vehicle approximately 10 minutes later, just a few
blocks from where it was originally spotted. The vehicle was checked and
was found to be stolen out of Tulsa on October 9.
After an investigation into the vehicle and suspect, who was seen leaving
the area by witnesses, evidence was gathered identifying William Maddox
as the suspect and showing William Maddox in possession of the stolen
vehicle between the date it was stolen and the date it was recovered.
Lt. Noble and Deputy Gray spent the next two days looking for Maddox
before gaining information that Maddox had rented a U-Haul truck from a
company in Bixby. Lt. Noble made contact with the Bixby Police Department and coordinated to have Maddox arrested if and when he returned
the U-Haul to the dealership.
On October 22, officers with the Bixby Police Department located and
arrested Maddox on his Wagoner County warrants without incident while
he was returning the U-Haul he had rented. Lt. Noble and Deputy Gray
were able to take custody of Maddox and transport him to the Wagoner
County Detention Center where he was booked for his warrants as well as
the felony charge of Possession of Stolen Vehicle.
The Wagoner County Sheriff’s Office would like to thank the Bixby Police
Department and Wagoner County District # 27 Attorney’s Office for their
assistance in apprehending this suspect.

Graham Price of South Wales ripped off the bank where he worked, but he wasn’t
completely duplicitous. He left a note in the safe: “Borrowed, seven million pounds”—
signed “Graham Price.”
A Good Samaritan noticed an elderly man being robbed, so he jumped in and
punched the thief. The thief was so upset, he called the police to complain.
When Stephan Crane broke into the Ravelli Republic (Montana) newsroom, he used
the computers to watch porn and check Facebook. Then Crane doused the offi ce with
a fi re extinguisher, took some candy, and left. It wasn’t diffi cult to fi nd him, however; the
police just followed the trail of stolen M&Ms that led to his sister’s place across the way.
When police in Vancouver, Canada, asked to search Jason Pauchay’s apartment
for drugs, he was not a suspect—in fact, they were looking for someone else. That all
changed when they got a look at how his name was listed on his cell phone: “Jason
Pauchay Drug Dealer.”
Two men decided a back-to-school event at an offi ce supply store would be the perfect time to do some shoplifting. After all, store clerks would be busy helping an infl ux of
shoppers. The sale happened to coincide with the annual “Shop with a Cop” day when
about 60 police offi cers show up to help children pick out school supplies.
Adan Juarez Ramirez had it all fi gured out—he could be a cop without having to take
the boring test. But he was arrested in Grapevine, Texas, after pulling over a driver in his
pickup truck, outfi tted with fl ashing lights. He even had an ID badge, which he’d made
by blacking out a restaurant gift card and etching in the word “POLICE.” However,
he’d kept the restaurant’s logo, a jalapeño pepper surrounded by the words “Chipotle
Mexican Grill.”
A Target store in Augusta, Georgia, agreed to take back a printer from a dissatisfi ed
customer. Then the clerk noticed some work the customer forgot to remove from the
machine: Counterfeit bills.
Two machete-wielding men barged into a Sydney, Australia, bar demanding money.
They didn’t know the club was hosting a bikers’ meeting at the time. One of the robbers
ended up in the hospital, the other hog-tied with electrical wire.
In Mesa, Arizona, a home break-in was foiled when the burglar jumped through the
bedroom window—and got trapped in a clothes hamper. Cops took it from there. (That
defi nitely wasn’t the kind of clean getaway he had planned.)

Presumed Innocent Until Proven Guilty 11 | DECEMBER 2022 SEQUOYAH COUNTY
Troy Allen Stevenson, 22, of Sequoyah County, was
found guilty by a federal jury of Involuntary Manslaughter
in Indian Country for the July 17, 2021, shooting of his
father.
The jury trial began with testimony on Tuesday, October 11, 2022, and concluded on Thursday, October 13,
2022, with the guilty verdict.
The guilty verdict was the result of an investigation by
the Sequoyah County Sheriff’s Office, the Cherokee Nation Marshal Service, and the Federal Bureau of Investigation.
The United States Attorney’s Office for the Eastern District of Oklahoma prosecuted the case because the defendant is a member of
a federally-recognized Indian tribe and the crime occurred in Sequoyah County, within the boundaries of the Cherokee Nation Reservation, and within the
Eastern District of Oklahoma.
The Honorable Ronald A. White, U.S. District Judge in the United States
District Court for the Eastern District of Oklahoma, in Muskogee, presided over
the trial and ordered the completion of a presentence report. Sentencing will
be scheduled following completion of the report. Stevenson was remanded
to the custody of the United States Marshal pending the imposition of sentencing.

AROUND THE STATE
Gotta catch ‘em all!
For the past several months, the Tulsa
Police Department has been investigating a
fraudulent Pokémon Card Scam.
Detectives were contacted by five victims
across the United States. Victims in Hawaii,
Arizona, Texas, Colorado and Ohio all reported buying rare and high value Pokémon
cards from the suspect in Tulsa, identified as
Michael McCoy.
Each victim purchased the cards for thousands of dollars only to find out the cards
they received were fake.
During the investigation, Detectives partnered with a special prosecutor with the Tulsa County District Attorney’s Office
who specializes in intellectual property and trademark infringement. Through
collaborations with Nintendo Corporation, a representative determined that
the Pokémon cards were in fact counterfeit. The cards that were sold by the
suspect had little to no value on their own, however were being sold as “rare
collectors cards” for $350 per card.
On November 1, Officers arrested Michael McCoy at a local Post Office as
he was in the process of mailing more counterfeit cards to another potential
victim.
McCoy is now charged with:
- Obtaining Merchandise by False Pretense over $1000 x 5
- Violation of Trademark Anti-Counterfeiting Act
McCoy also had warrants for his arrest out of Arkansas.
This is an arrest, not a conviction.

MUSKOGEE RESIDENT SENTENCED FOR
ODOMETER TAMPERING AND WIRE FRAUD
Sebron Dejuan Brown, 36, of Muskogee, was
sentenced to 48 months imprisonment and three
years of supervised release for one count of Conspiracy to Commit Odometer Tampering, two
counts of Odometer Tampering, and one count of
Conspiracy to Commit Wire Fraud.
The Second Superseding Indictment alleged that from December 2016 through May
2017, Brown purchased high mileage vehicles
and caused the odometers to be rolled back,
which artificially and significantly inflated the vehicles’ value. In many instances, the defendant
altered the odometers to display several hundred
thousand miles lower than the true readings.
After tampering with the odometers, Brown recruited others to engage in a conspiracy to stage vehicle collisions and submit
fraudulent insurance claims. As a result of these fraudulent insurance claims
orchestrated by Brown and his co-conspirators, the investigation revealed insurance carriers substantially overpaid for property damage to the vehicles,
along with fabricated personal injury claims.
The charges resulted from an investigation by the Federal Bureau of Investigation (FBI) and National Highway Traffic Safety Administration (NHTSA), with
the assistance of the National Insurance Crime Bureau (NICB). This investigation developed after representatives from multiple insurance companies
noticed a pattern of suspicious claims within the Eastern District of Oklahoma. Through this investigation, federal agents uncovered an extensive and
elaborate scheme to commit odometer and insurance fraud.
“The defendant’s scheme endangered the public and defrauded multiple
insurance companies,” said United States Attorney Christopher J. Wilson. “I
am thankful for the collaborative investigation by the FBI, NHTSA, and NICB.
Through their efforts, the mastermind of this criminal conspiracy was identified
and brought to justice.”
“Odometer fraud is a crime, plain and simple, so I applaud the court’s decision,” said NHTSA Acting Administrator Ann Carlson. “We continue to work
toward keeping everyone safe on the roads, and the investigation and criminal
prosecution of large-scale interstate odometer fraud is a part of those efforts.
These types of fraud schemes keep older, less-safe, gas-guzzling vehicles on
the nation’s highways, and victimize those who need reliable transportation to
support their families. This case is an example of our commitment to ensuring
justice for the victims and protecting the public.” The NHTSA estimates that
odometer fraud in the United States results in consumer losses of more than
$1 billion annually.
The Honorable David Cleveland Joseph, U.S. District Judge from the United
States District Court for the Western District of Louisiana, temporarily assigned
to the Eastern District of Oklahoma, presided over the hearing. Brown will
report to a United States Bureau of Prisons facility to serve his non-paroleable
sentence of incarceration.
