ROGERS COUNTY LEADS TO
WOMAN'S ARREST
A traffic stop last month resulted in the largest
methamphetamine bust in Rogers County history.
According to reports, a Rogers County deputy
stopped a vehicle, because the driver was tailgating a semi truck. The driver, identified as Tyra
Stewart, seemed extremely nervous. While speaking to the deputy, she kept
scanning the area and fidgeting in her seat. She also refused to get out of the
car.
Stewart was driving a rental car with Florida plates, but she told the officer she
didn’t know who rented the car. The deputy noticed the vehicle was filled with
trash, fast food wrappers, and empty soda bottles. That indicated the woman
was trying to reach a destination.
When the deputy asked Stewart why she was following the truck so closely,
she said she was following it because she was lost and met the driver west of
Tulsa. She was unable to describe how the driver looked, however.
A K9 at the scene alerted to the truck of the car. Deputies found duffel bags full
of drugs. The bags contained 115,000 pounds of crystal meth and 2.2 pounds
of fentanyl. Reports state the drugs had a street value of $2.5 million.
There were 500,000 lethal doses of fentanyl and 260,000 lethal doses of meth
in the bags. The fentanyl was wrapped in carbon paper and food saver bags. It
was also dipped in wax several times.
The meth was wrapped in plastic and covered in axle grease. It also smelled
like Vicks Vapor Rub.
Along with the drugs in her vehicle, Stewart had a loaded gun and some cash.
Authorities said she also had some cocaine that she swallowed. She was taken
to the hospital for treatment after she was arrested.
Official charges, court date, and bond information were unavailable at the time
of publication.

AROUND THE STATE
NIGHTMARE ON ELM STREET
Enid man Walter Lee Hill Jr., 40, was put behind bars after he allegedly fired a gun at officers during an hours-long
standoff on March 16.
According to reports, Enid officers were dispatched to
the 1200 block of East Elm at approximately 3:52 p.m. to
investigate reports of a man firing a gun into the air. When
they arrived, they couldn’t find the man who was firing the shots.
A second call at 4:27 p.m. advised officers that there were shots fired in the area of 12th Street
and Cypress. They went to the location and met with a witness who said the shots were fired at
a nearby residence.
Officers went to the residence. A woman told them that Hill shot at her inside the residence.
Officers surrounded the residence and made announcements to Hill.
Hill then fired shots at the officers from inside the residence. Officers returned fire.
The SWAT team was called to the scene. Garfield County deputies, North Enid police officers,
and Waukomis officers also responded to the scene.
Officers spoke to Hill on the phone, but they couldn’t convince the man to surrender. After
nearly six hours, they deployed gas canisters inside the residence.
Payne County deputies arrived at the scene in armored vehicles to assist. Hill surrendered
shortly thereafter, around 9:42 p.m.
Hill is being charged with six counts of assault with a dangerous weapon and possession of a
firearm after a former felony conviction. His bond was set at $1M and he is scheduled to appear
in court on April 17, 2023.

HAULIN' AND HIDING
On March 28, around 2:41 p.m., an officer
was on his way to a collision in Tulsa when he
spotted a U-Haul pickup driving 90+ mph in a
65 mph zone on I-244.
The Officer conducted a traffic stop, and
found the driver, later identified as Joshua Cole, had 21 City of Tulsa warrants.
Cole was taken to the City of Tulsa jail where he was booked for his warrants and speeding.
At booking, it was discovered Cole was hiding nearly 20 grams of a crystal
substance in his sock, which field tested positive for Fentanyl.
Joshua Cole was booked into the Tulsa County Jail for:
- Carrying Drugs into Jail
- Speeding
- Aggravated Trafficking in Fentanyl
- Multiple outstanding warrants
A passenger in the vehicle, Lawrence Dunagan, was also arrested for several outstanding city warrants.

MURDER
A 17-year-old male was arrested for suspected
murder after deputies stopped his vehicle on March
22.
According to reports, Mayes County deputies were
dispatched to investigate a reckless driver that morning. They stopped the teen driver, who was covered
in blood. He also made some comments about stabbing someone.
Deputies asked Pryor police officers to conduct a welfare check at the home of the
teen’s 34-year-old aunt. When officers went to the residence, they found a woman
who was deceased. She had multiple wounds on her body. There was also a knife still
lodged in her body.
Officers spoke to the teen suspect, who said he and his aunt were arguing about
something when she grabbed a knife. He said they wrestled for the weapon, before
he grabbed it and stabbed the woman four times.
The Oklahoma State Bureau of Investigation determined that there were more than
20 wounds on the victim’s back, torso, and head.
The teen said after stabbing the woman, he left with another child who lived at the
residence. He said he knew his aunt was still alive, but he didn’t know if she was going
to survive the attack.
The suspect is being charged with first-degree murder.

A 36-year-old Jay man accused of raping a
child surrendered himself to authorities earlier
this month, after a warrant was issued for his
arrest.
Reports state that David Taylor Phillips allegedly sexually abused a child from November 2018 to March 2023. He also
allegedly raped the child from November 2021 to November 2022.
The sexual abuse reportedly started when the victim was just 10 years old.
Phillips is being charged with sexual abuse to a child under 12, lewd acts
with a child under 16 and rape in the first degree. His bond was set at $75,000,
and he is scheduled to appear in court on May 12, 2023.

ARRESTS
Two people were arrested after the Oklahoma
Bureau of Narcotics (OBN) investigated a rural
Vinita pot farm after receiving a tip about illegal
sales.
According to reports, OBN agents started investigating several farms on S. 4440 Road in December after receiving the tip. Agents posed as
black market buyers from out of state. They purchased marijuana several times from the farms.
On March 22, agents seized 250 pounds of
processed marijuana, nearly 7,000 plants, and
four guns from three marijuana plants.
They also arrested 53-year-old Thai Anthony
Xiong and 36-year-old Kia Lor Xiong.
Both suspects are being charged with aggravated manufacture of a controlled dangerous
substance, trafficking in illegal drugs, three counts
of distribution of a controlled substance, acquiring
proceeds from drug activity, maintaining a dwelling for keeping and selling controlled dangerous substance, possession of a firearm during the commission of
a felony, unlawful use of a communication facility, and possession of a controlled
dangerous substance without affixing the appropriate stamp. Their bonds were
set at $250,000, and they are scheduled to appear in court on May 5, 2023.

DEMOLITION MAN
Miami man Nicholas Juliano Locastro, 29, allegedly chased and rammed another vehicle while
under the influence late on March 22.
According to the affidavit, a Miami officer was
dispatched to the 300 block of Third Avenue NW
at approximately 11:38 p.m. A man had called 911 and said Locastro was chasing him near the police department.
The officer heard a crashing sound. He found a dark colored truck facing
westbound. He also saw a gray car parked near a stop sign. A red truck was
driving from the scene. The truck had damage to the front end. The car had
damage from the front to the rear. The man who called 911 told the officer that
the driver of the truck had run from the area on foot.
The officer saw Locastro running north from the alley between B Street NW
and C Street NW. The officer approached the man and placed him in handcuffs.
He told the officer he didn’t know who was driving the truck.
The officer noticed that Locastro seemed to be under the influence of alcohol
and a stimulant drug.
The caller said that he drove past the trucks, and they started chasing him, so
he called 911. Locastro continued to chase him and at some point, he rammed
the man’s car, spinning him around.
Locastro then jumped out of the truck and took off running. Locastro said that
the car actually rammed him.
The officer asked the man if he would submit to standard field sobriety tests.
Locastro agreed, but he didn’t do too well and the officer placed him under
arrest. When they arrived at the jail, Locastro said he was going to kill the other
man.
Locastro is being charged with assault and battery with a dangerous weapon,
driving under the influence, and driving without a driver’s license. His bond was
set at $7.500, and he is scheduled to appear in court on April 19, 2023.

In Boone County, Arkansas, a man was arrested for stealing an outdoor video surveillance camera from a business. He was caught
because of surveillance video ... from a camera on an adjoining building.
In Harrison, Arkansas, emergency personnel were called to a pawn shop
regarding a man stuck in the store’s chimney. He tried to tell the police he
was taking a short cut home late the night before, and decided to walk across
the roofs of adjacent buildings. You might have seen his picture looking up at
a camera from that chimney ... it made the news on the Today show.
In nearby Marion County, Arkansas, a woman had served her time in the
county jail and was released. A short time later, she called the jail and told
them she had left something in her jumpsuit and was coming back to claim
it. Deputies found a small container in the jumpsuit, tested the contents and
found that it was meth. The woman came in, she was asked if the container
was hers. When she said yes, she was arrested.
