4 | SEPTEMBER 2023 KAY COUNTY Presumed Innocent Until Proven Guilty
FUELED BY
FENTANYL
30-year-old Jalen Anthony Michael Kemble is facing quite the list of charges for three
different cases after he allegedly went on a
crime spree between July 29 and July 31.
He allegedly killed a 43-year-old old man
during that time.
According to reports, on July 29, Ponca City police responded to a
rape and kidnapping at an apartment on South 9th Street. The victim
said Kemble entered the apartment and raped her in the bathroom. A
child in the apartment woke up and started crying. The victim said she
was able to check on the child. She then locked herself in the bathroom
and went to sleep. Kemble later woke her up and said he was leaving.
At 4:40 a.m. on July 30, Tonkawa police received a 911 call and transferred it to the Kay County Sheriff’s Office. The caller reported Kemble
was involved in a physical domestic dispute on Tosque Drive.
A witness said Kemble pointed a gun at them and fired around into
the ceiling while three children were sleeping at the residence. He also
allegedly head-butted a woman, who had a swollen lip. Officers found a
45-caliber casing at the location.
Deputies were then notified that firefighters responded to a burning
home and found a body inside. The victim was slumped over in the bathtub with gunshot wounds to his head.
Investigators found 9mm casings all around the residence.
Later that day, Kemble surrendered to law enforcement after a standoff. He told investigators that he stole a vehicle, which police found in the
700 block of east Maple.
Kemble also said he got high on meth, alcohol, and fentanyl that weekend, but he didn’t know the meth was cut with fentanyl.
Investigators asked him about the murdered victim. When he learned
the man was dead, Kemble told officers, “I’m sorry guys, I don’t remember.”
All together, Kemble is being charged with burglary in the second degree, unauthorized use of a vehicle, murder in the first degree with deliberate intent, arson in the first degree, unauthorized use of a vehicle, cruelty to animals, burglary in the first degree, two counts of assault, battery,
or assault and battery with a dangerous weapon, feloniously pointing a
firearm, possession of a firearm during the commission of a felony, and
domestic assault and battery in the presence of a minor. He is being held
on a $1 million bond, and he is scheduled to appear in court on September 8, 2023.

BTK KILLER POSSIBLY
LINKED TO PAWHUSKA
MISSING TEEN
Dennis Rader, a.k.a. the BTK Killer, is being investigated for the disappearance of a 16-year-old Pawhuska cheerleader last seen in June of 1976.
Cynthia Kinney was last seen at a laundromat in
Pawhuska 47 years ago. Osage County Sheriff Eddie
Virden decided to take a closer look into the case of
her disappearance when he learned that Rader had included the phrase “PJ-Bad Wash
Day” in his writings.
Virden stated that PJ is Rader’s abbreviation of the word “Project”.
The Osage County Sheriff’s Office (OCSO) recently conducted a search at the former
residence of Rader, in Park City, Kansas, under the guidance of Sheriff Virden. The operation aimed to collect items of evidentiary value based on specific leads that the OCSO
had received.
On Tuesday, August 23, 2023, Sheriff Eddie Virden led a team of investigators from the
OCSO to Park City, a suburb of Wichita, in collaboration with the Park City Police Department. The primary focus of the search is closely tied to the Kinney missing persons case.
This ongoing investigation has uncovered potential connections to other missing persons cases and unsolved murders in the Kansas and Missouri areas, which are possibly
linked to Rader. The Osage County Sheriff’s Office has been working alongside the Kansas Bureau of Investigation (KBI), sharing crucial information and collaborating on this
case.
During the search, items of interest were recovered at the former residence of Rader.
These items will undergo thorough examination to determine their potential relevance to
the ongoing investigations. At this stage, Rader is considered a prime suspect in these
unsolved cases, including the Kinney case.
Rader began his rein of terror in 1974 with the murders of a family in Wichita. He then
later strangled three more women. Shortly after that, he wrote mysterious letters to a local
TV station alluding to the possibility of more killings.
BTK Killer struck again in 1985, 1986 and 1991, but initially, some crimes weren’t
linked to him.
The killings then suddenly stopped, without
explanation, and nothing was heard from him
again until March of 2014. The Wichita Eagle
received several photos of the 1986 strangulation of Vicki Wegerle and a photocopy of her
missing driver’s license; her murder had not
been linked to BTK Killer until then.
Investigators eventually linked a computer disk he had sent to the media to Rader’s
church.
In a press release, The Osage County
Sheriff’s Office stated, “Sheriff Eddie Virden
and his dedicated team remain committed to
bringing closure to the Cynthia Dawn Kinney
Missing Persons Case.”
Kansas didn’t have the death penalty at the
time of the killings, so the 10 life terms was
the harshest sentence possible. No charges
have been filed as of yet in Osage County.

AROUND THE NATION
Couldn’t he have phoned a friend instead?!?
An 18-year-old man in DeKalb County basically turned himself into police after a robbery
attempt turned ice cold...literally.
On Saturday, July 15, 2023, around 6:41 p.m. the Waterman Police Department in Waterman, Illinois responded to a call about a man being stuck in a
freezer at a local food establishment called Fay’s Finest Foods.
So how did this man get himself locked in a freezer? That is where the story
gets interesting.
According to WSPY News, 18-year-old Gabriel J. Morales locked himself
in the freezer at Fay’s Finest Foods while attempting to ROB the joint, AND
he called 911 himself.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

AND JUSTICE FOR
ALL
A Bartlesville man was sentenced on August 29
to three years in prison for stalking and threatening Congressman Kevin Hern and his wife.
U.S. District Judge Keith Starrett sentenced
Keith Charles Eisenberger, 40, to three years in
federal prison followed by three years of supervised release for cyberstalking,
threatening to kidnap and assault a member of Congress, and threatening to
kidnap and assault the spouse of a member of Congress.
“Eisenberger threatened a member of Congress and his family in an attempt
to interfere with and undermine our democratic process and the duties of that
official,” said U.S. Attorney Clint Johnson. “Online threats of violence meant to
intimidate elected officials, or any member of our community, are criminal acts
and will be investigated and prosecuted.”
For nearly four years, the Hern family had to deal with stalking, harassment,
and threats from the Defendant, both online and in person, from Tulsa to Washington, D.C..
Beginning in late 2018, Eisenberger began making a series of harassing
phone calls and in-person visits to both the Tulsa and Washington D.C. offices
of Congressman Hern, which led to him being removed by U.S. Capitol Police
on several occasions. Eisenberger stated he had a personal vendetta against
Congressman Hern, because he believed the congressman had been appointed
to the OK-1 congressional seat without Eisenberger being considered for it.
In 2020, Eisenberger began voicing his grievances in dozens of social media
posts. In Nov. 2020, Eisenberger made a post again voicing his anger about the
election and further suggesting that the congressman deserved to be “federally
executed” and that if that was not feasible then the resignation, death, or expulsion of Hern was acceptable.
In a lengthy Oct. 2021, social media video post, he touted that he was going
to assault and hospitalize the congressman, whether it be at a debate, a conference, or elsewhere.
In a May 11, 2022, social media post, Eisenberger stated that he knew where
the Hern family lived and that he hoped to break into the residence to kidnap
Hern and his wife. He further wished death would come to the congressman’s
wife and children.
During his plea, on Aug. 10, 2022, Eisenberger admitted to using electronic
devices and cellular devices to send threats through cyber space with the intent
to harass, intimidate, and threaten United States Representative Kevin Hern.
Eisenberger further admitted that he threatened to assault and kidnap Representative Hern and his spouse with the intent to impede, intimidate, and interfere
with Representative Hern while he was engaged in his official duties, and to
retaliate against the Representative.
Eisenberger will remain in the custody of U.S. Marshal Service pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.
