A Yukon man was taken into custody Nov. 20 after authorities say he had marijuana delivered by mail to his
home.
William Garbe, 30, is facing charges of possession with
intent to distribute marijuana.
According to reports, a U.S. Postal Inspector suspected
a package had marijuana in it when workers smelled a
strong odor of marijuana coming from the package.
A search warrant was obtained by Canadian County investigators for the address in Yukon where the package
was supposed to be mailed.
After the package was delivered to his residence, investigators arrested Garbe when they found the eight-pound
package containing “high-grade California marijuana.”
The street value was estimated at around $100,000.

By Lt. Jeff James
Oklahoma Highway Patrol
Today, I’m going to discuss who
has the biggest impact on our new
drivers that hit the road each and every day. First, the Oklahoma
Driver’s Education classes and schools across the state are second
to none, and do a fantastic job of educating our young drivers on the
law, and proper way to safely operate a motor vehicle. I would like
to point to some other folks, who I believe have a far greater impact
on how our youngsters approach driving, and address them, and
that is the adults who these young drivers look up to: the parents,
older siblings, and extended family.
If you fit in this category, please pay attention. I believe that our
kids learn their driving behavior not from the Oklahoma Highway
Patrol, other law enforcement, or driver’s education instructor, but
from you, the parents and family. I know I learned that way! Let
me give you some examples.
You are a dad, and for whatever reason, when you are driving
in town, or on a county road, you just don’t buckle up. Maybe
its because you don’t drive fast in these areas, or have a farm tag
and just don’t have to; however, you do buckle up when you get
on highways or go on long drives. The message you are sending is
that when you are in the vehicle there are certain times that it is
ok not to wear your seat belt. If dad doesn’t have to do it, I don’t
either! In fact, at least 50% of all accidents happen on county roads,
and you are more likely to be in an accident within 10 miles of your
residence than otherwise. So the real message you are sending is,
don’t buckle up during the times that you are most likely to need it!
Next, mom gets off work at 5:00, and one of the kids has a ball
game in another town at 5:30. She can get there if she speeds. After
all, it is important to get to those activities, and it won’t hurt to
push the speed just a little. The message you send to your kids
is, its ok to speed, as long as you can justify it! The facts are that
unsafe speeds kill more young people 16 to 25 than any other single
thing! The message here needs to be that its ok to slow down and
show up a few minutes late.....it is much better than the alternative,
which is never showing up at all because you’ve been involved in
an accident.
Please remember, when you are driving, you are setting
the example for someone....and they are watching you all the
time. What message are you sending? I hope it’s the one that says,
I’ll lead by example because I love you, and want to do my part to
keep you safe! Thanks for reading, buckle up, and be safe!

A Burns Flat man who fled the
scene of an accident told an officer he
left because he needed to pay for his
insurance “real quick.”
The trooper had to explain to
20-year-old Jose Francisco Wata Chavarria that it doesn’t work that way.
A state trooper was dispatched to
the scene of a two-vehicle collision
on EB 140 near the 68 mile marker
in Custer County on November 27
around 10 a.m. According to the police
report, the crash happened during the
ice storm, and a vehicle was blocking
the roadway.
When he arrived, he saw a black car slowly driving away from the
scene with its hazards on. There was only one driver at the scene –
he told the trooper that the other involved party jumped in his black
car and left.
Police located the vehicle at Sixth and Gary in Clinton. The backseat passenger was identified as Chavarria. He admitted that he was
behind the wheel during the accident.
The driver, Chavarria’s father, said he warned his son that he
wasn’t supposed to leave the scene of the crash. But, Chavarria didn’t
listen to his dad. He said he left because his insurance was expired
and he needed to pay it.
The trooper told him that the insurance company wouldn’t cover
the accident after he got insurance on the car – he needed it before.
He failed to tell the other driver involved that he was leaving, so the
trooper didn’t buy his insurance excuse.
The man admitted that he was scared and made a mistake.
Chavarria is being charged with leaving scene of accident involving damage. His bond was set at $300, and he is scheduled to appear
in court on December 28, 2015.

Burns Flat man Timothy Joe Luna Jr.,
28, and an accomplice allegedly stole a vehicle from an Elk City business on November 21. The victim said Luna distracted her
while the other man grabbed her keys.
An Elk City officer was dispatched to the
store in the 100 block of N. Main to investigate the theft. According to the affidavit, the
victim said the two men came in her store
just before closing. Luna asked her about a
sweater that was hanging on the back wall.
When she walked with him to look at it,
she said the other man grabbed her car keys off the counter. She
didn’t realize the men robbed her, and they left the store.
The victim started looking for the keys so she could lock up. She
went outside to see if she left them in her vehicle, but that was
missing too.
Officers watched security footage of the alleged theft. The video
showed Luna walk with the victim to the back of the store before
his accomplice jacked her keys.
On November 22, shortly after midnight, a resident in the 1900
block of South Van Buren found an unoccupied vehicle parked in
his driveway. The car belonged to the victim.
When the victim arrived on scene, she said her wallet, which
container her driver’s license and debit card, was missing, and it
appeared that the suspects looked through the glovebox and center console.
On December 4, a search warrant was executed at a motel room
in the 2600 block of Highway 66, because Luna was staying there
and he was a suspect in a burglary that occurred in Washita County. In his room, police found the victim’s driver’s license.
Luna is being charged with larceny of automobile and knowingly concealing stolen property. A $5,000 warrant was issued for
his arrest.

A Longdale man is wanted in Watonga after he allegedly shoved some
beer down his pants and left a convenience store without paying on November 15.
Daniel Aaron Whiteeagle, 27, was
caught in the act stealing three beers,
but he only gave back two.
According to the affidavit, a Watonga officer was dispatched to a local convenience store shortly after 2
a.m. to investigate the theft. Employees told him that the suspect left the
scene in a green SUV.
Both workers said they saw a man
later identified as Whiteeagle shove three cans of beer down his
pants. When an employee confronted him and warned him he was
on camera, the alleged thief took two cans out of his pants and
walked up to the register. He then made up some BS excuse about
needing to go to his car to get his wallet.
When Whiteeagle walked out of the store, he had no intention of
going back in. He got away with one of the beers and headed in the
direction of the casino.
The officer obtained a photo lineup from Blaine County dispatch
and showed it to the store employees. They both said Whiteeagle
was the beer snatchin’ culprit.
The officer found the suspect vehicle in the casino parking lot.
The driver identified herself as Whiteeagle’s cousin. She said she
sat in the car while he ran in the store, but she didn’t know of any
theft. The woman said when she parked at the casino to pick up a
friend, Whiteeagle exited the vehicle and told her he was going to
walk home.
Whiteeagle is being charged with larceny of merchandise from
retailer. His bond was set at $500. A warrant has been issued for
his arrest.

BRINGING CONTRABAND INTO A
PENAL FACILITY
Deaths in
crashes involving drunk drivers with a blood
alcohol concentration (BAC) of
.08+ dropped in
2010, but despite
this decrease,
there were still
10,228 lives lost
– that’s one person every 51 minutes. That makes it everyone's problem.
It seems that many people were doing their part to put a stop to
this completely preventable epidemic. Alcohol-related traffic fatalities reached a low point in the late 1990s. Research also indicates
that 62% of Americans exposed to the now-iconic Friends Don't Let
Friends Drive Drunk campaign have personally intervened to stop
someone from driving drunk, no doubt saving countless lives.
However, since the late 90's, alcohol-related driving deaths have
been steadily increasing. It seems that though the campaign was very
successful, it did not change the behavior of many potential impaired
drivers. Many thought the messages to be targeted at overtly drunk
drivers, and not them. When decision time came, they would consider themselves merely "buzzed" and get behind the wheel.
The new PSAs created to address this gap were released in December 2005 with the objective to inspire dialogue and recognition of
the dangers of "buzzed" driving and subsequently, to motivate people
to stop driving buzzed. The next installment expands on this message, equating buzzed driving and drunk driving and demonstrating
the devastating consequences that can occur as a result of buzzed
driving. The overall campaign hopes to educate people that consuming even a few drinks can impair driving and that Buzzed Driving is
Drunk Driving.

Schroeder
When Jack Harwell was sheriff of McLennan County, folks
affectionately referred to the county jail as the “Harwell Hilton.”
Saturday morning, a drunken Oklahoma Sooners fan who
thought he was at the Waco Hilton but instead was found sleeping in the McLennan County Courthouse got to spend the rest
of the day at the “Harwell Hilton,” deputies said.
Deputies responding to a burglar alarm at the courthouse
about 8:15 a.m. Saturday found Harold Anthony Schroeder, 35,
of Oklahoma City, curled up between the counsel rail and the
first-row seats in the 54th State District Courtroom.
Wearing a crimson Oklahoma Sooners shirt, a groggy Schroeder sat on a bench in the courthouse rotunda and tried to explain to deputies that he thought he was at the Hilton.
Deputies noted in reports that Schroeder smelled strongly of alcohol.
Deputies arrested Schroeder on a Class B misdemeanor criminal trespass charge, and he
was released from the county jail about 2:15 p.m. Saturday after posting $1,000 bond.
It was unclear Monday whether Schroeder made it to Saturday night’s Baylor-Oklahoma
game at McLane Stadium.
McLennan County Sheriff’s Capt. Steve Smith said courthouse videos show Schroeder entering the second floor of the courthouse through the Washington Avenue entrance after
climbing the steep, limestone stairs.
Smith said investigators are unsure how he got into the building but think it is possible
that the slide lock on the door was not engaged properly and the door opened when Schroeder gave it a shove or two.
Smith said Schroeder was not charged with burglary of a building because his intent was
not to steal anything — he was just looking for a place to sleep. He told deputies he didn’t
know how he ended up in a third-floor courtroom, Smith said.
A courthouse employee who asked not to be identified said she entered the building from
the North Fifth Street side Saturday morning and heard the alarm sounding.
Deputies asked her to leave while they searched the building, but she said she heard Schroeder say he and his friends had been drinking at a downtown bar and he left, thinking he was
walking to the Hilton.
She said his friends told courthouse officials that they looked for him when he didn’t make
it back to the Hilton.

Oklahoma State Bureau of Investigation special agents
have made an arrest in the homicide of 59-year-old Michael
Beach of Cordell.
On Dec. 4, agents arrested Kathryn Lynn Hicks, 44, at 1627
N. Klein in Oklahoma City. Agents tracked Hicks to that location with the help of a photograph released to the public
earlier that day. Beach's stolen Chevrolet Tahoe was found a
block from Hicks' location.
Agents booked Hicks into the Washita County jail on a
complaint of first degree murder.
Beach was found the morning of Nov. 30 morning dead
inside his Cordell home. He had been shot several times.
The Cordell Police Department requested OSBI's assistance with the case.
