On Wednesday, April 27th at about 7 p.m.,
Kenneth W. Oliver, 31 and Marcus J. McKinney,
33 of Longview, Texas and Minden, Louisiana,
respectively, were both taken into custody that
evening and charged with Armed Robbery with
a Firearm.
Living in Calumet, and working for an oilfield
service company, both men were arrested after the pair drove to the Lucky Star Casino, and
McKinney pulled a gun on a couple in the parking lot, and said “Give me everything” indicating
all their money and valuables.
According to reports, McKinney jabbed a
small black semi-automatic pistol in the driver’s abdomen and demanded all his valuables.
Stunned by what was occurring, the female
passenger reached over and began honking the
horn in an attempt to summons help. McKinney
then pointed the gun at the female, and pulled
her arm away from the horn.
Three Lucky Star Casino security officers
heard the horn, and was spotted by McKinney
as they responded to investigate. McKinney
knocked the driver in the head with the pistol,
and then fled the scene to the east in the direction of the Travel Center convenience store located at Black Kettle & U.S. Highway 81 where
his getaway car was parked.
As McKinney was about to cross Black Kettle
to the convenience store, he turned and pointed
the pistol in the direction of the security officers
who had responded to the incident and gave
pursuit of McKinney. Once McKinney crossed
Black Kettle and into the parking lot of the convenience store, he hopped into a black 2011 Cadillac CTS Coupe driven by Oliver, and the pair fled southbound on Highway 81.
A Canadian County Sheriff’s Deputy working in the area spotted the getaway
car traveling southbound on US 81 and Foreman Road just moments after receiving the information. The deputy stopped the vehicle at Bickford and Cheyenne in
the city limits of El Reno and took both subjects into custody with the assistance
of several El Reno Police Officers. McKinney, who was wearing the exact clothing description provided by the victims, was in possession of the semi-automatic
pistol used during the armed robbery in the casino parking lot.
“I can’t tell you how impressed I was to learn of the detailed information the
victims were able to relay to law enforcement, which aided in the immediate apprehension of these two men; who both possess violent and extensive criminal
histories. I’m extremely proud of the quick response of my deputy made in identifying and stopping the vehicle, leading to the arrest of these criminals, ” said
Randall Edwards, Canadian County Sheriff.
McKinney and Oliver were transported to the Canadian County Jail and both
remain in custody. McKinney was booked on two counts of Robbery in the First
Degree, Use of firearm During the Commission of Felony, Possession of a Firearm with an Altered Identification During the Commission of a Felony, and four
counts of Pointing a Firearm at Another. Oliver was booked on two counts of
Robbery in the First Degree.
McKinney and Oliver’s bonds were set at $127,500 and $100,000 respectively,
and they both remain in the Canadian County Jail.
The case remains under investigation, with the possibility for additional charges being placed on both men.

On Nov. 13, 2015, Troop C Headquarters dispatched Troopers Kenny Knight and Danny Upton to
an injury collision on the Muskogee Turnpike. This
was a one-vehicle crash where the driver had apparently fallen asleep and crashed into the concrete barrier wall. The driver was pinned and had sustained
serious, life-threatening injuries.
Troopers Knight and Upton arrived on scene within one minute, recognized the seriousness of the
situation, and immediately began emergency trauma
treatment, while calling for medical personnel. The
driver had severed one leg below the knee and was
losing a substantial amount of blood.
Trooper Knight retrieved a tourniquet but could
not apply it due to the damaged vehicle and the debris. Troopers Knight and Upton both crawled into
the vehicle and were able to keep the victim calm and
conscious. They had to use bolt cutters and a knife to
cut through debris and wiring, with Trooper Knight
operating the cutters while Trooper Upton gave verbal directions. In the same manner, while Trooper
Knight was blindly reaching into the crushed vehicle
to apply the tourniquet, Trooper Upton was giving directions.
The tourniquet was successfully applied and the
victim was transported by helicopter to a hospital. Air Evac medic Robert Blankenship later notified OHP the Troopers’ “proactive measure…without a doubt
gave the [the victim] those few valuable minutes he needed to survive.” Muskogee EMS Medic Chris Turner also notified OHP that an unknown Trooper had
save this victim’s life by applying the tourniquet, and that all OHP personnel
should be commended for their actions.
Without the assistance of power tools or any equipment other than protective
gloves, a tourniquet and borrowed hand tools, they entered a crushed vehicle and
cooperatively provided aid that saved a man’s life.
For their quick, proactive decisions and their inventive method of taking care
of this victim, we honor Trooper Kenny Knight and Trooper Danny Upton with
the Trooper of the Year Award for Humanitarianism.

Ashleigh D: The U.S. Has more prisons and locks up more people than any
other nation. It has become a system fueled on profit, housing non violent offenders like cattle. Maybe if more money went into other things like schools it would be
different here. Who knows.
Chris R: I am personally for releasing non-violent offenders before cutting
education. Cuts in education only increase the likelihood of increased prison populations in the future.

According to our interpretation of this article, it looks as if our prison system
will not undergo any budget cuts this year, but our schools still face budget cuts.

Agreement reached on tapping fund for
Oklahoma schools, prisons
Gov. Mary Fallin and legislative
leaders announced
in March an agreement on a plan to
withdraw nearly
$79 million from
the state’s Rainy
Day Fund to offset budget cuts to
schools and prisons.
Common Education will get $51
million, and $27.58
million will go to the Department of Corrections.
“I think all of us can agree that draconian cuts to education and the Oklahoma
Department of Corrections are unacceptable and something we are not going to allow happen in the state of Oklahoma,” Fallin said.
She announced the agreement in a news conference attended by key legislators
who said the approval process will begin quickly on bills to tap the state fund, which
was established to help with budget problems during times of economic distress.
“We don’t take this lightly, knowing full well that next year could be worse,” said
Senate President Pro Tem Brian Bingman. “It’s raining, and that’s what rainy day
funds are for.”
State revenues are in decline amid an oil bust and after a decade of income tax
reductions and increasing tax breaks for business.
The state is not taking in enough revenue to cover expenses, which has forced it
to make two rounds of cuts to agency allocations.
The first 3 percent cut was ordered in December, and a 4 percent cut was announced in March. Those cuts equate to $27.58 million for Corrections and $109.2
million for Common Education.
State schools Superintendent Joy Hofmeister said the money from the Rainy Day
Fund is sorely needed.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Oklahoma Game Warden Lt. Jeff Headrick (District 7 - Washita Co.) recently responded to a call,
while off duty, about someone shooting from the
road. The caller said, "They just shot and I am chasing them.”
After gaining more information, Warden Lt.
Headrick quickly gathered his gear and responded
to the call.
Warden Lt. Headrick radioed Oklahoma Highway Patrol headquarters (Troop H) and requested
assistance. OHP Troop Commander Captain Brad
Neidy and Communications Officer Lt. Jeff Lewis
responded and quickly stopped the suspect vehicle.
Warden Lt. Headrick arrived shortly and interviewed the suspects. They admitted to shooting at a
turkey from the public roadway.
Cases like these would not be possible without concerned citizens taking time to
call. Oklahoma Game Wardens do not encourage citizens to pursue suspects, but
they certainly encourage calling to report violations.
