TONKAWA MAN ACCUSED OF
SEX CRIMES AGAINST A CHILD
Tonkawa man Rusty Wayne Burger, 64, was
arrested on July 29 after he was accused of sex
crimes against an underage victim.
According to reports, Tonkawa police officers
and Oklahoma State Bureau of Investigation
agents interviewed the man about the allegations at his place of employment.
The male victim had reported Burger to authorities on July 27.
Reports state that the alleged offenses happened over a period of two
years, starting when the victim was just 14 years old.
Burger is being charged with three counts of lewd or indecent acts to a
child under 16, three counts forcible sodomy, rape by instrumentation, and
lewd molestation. His bond was set at $200,000, and he is scheduled to appear in court on November 7, 2024.

CONGRATULATIONS!
The Ponca City Police Department is excited to announce the promotion of Josh Henderson to Deputy Chief
of Police. Henderson, a seasoned law enforcement professional, has been a vital part of our department since he
joined in 2009.
Originally from Tulsa, Oklahoma, Henderson graduated
from Nathan Hale High School before embarking on a distinguished career in the Marine Corps as a Sergeant in the
Infantry. After his military service, he pursued higher education, earning a Bachelor’s Degree from Oklahoma State University.
Henderson’s career with the Ponca City Police Department has been marked by a series
of progressive roles. He has served as a Patrol Officer, Field Training Officer, and Field Training
Officer Coordinator. His dedication to community safety is further evidenced by his work as a
School Resource Officer and Extra Eyes Director. Additionally, he has worked as a Detective,
and served as the Lieutenant over the Detectives division. Most alumni will think of him fondly
from his role co-coordinating the Ponca City Citizens Police Academy.
In his most recent role, Henderson has served as an Administrative Lieutenant, and served
as the Tactical (Tac) Team Commander.
Henderson is a proud graduate of the Ponca City Leadership Class 37, and has shown exceptional leadership and commitment throughout his career. His new role as Deputy Chief will
allow him to further leverage his extensive experience to enhance the department’s operations
and community relations.
Henderson is married to his wife Lori, with whom he has two children. His commitment to
both his family and his profession continues to drive his dedication to serving the Ponca City
community.
Please join us in congratulating Major Josh Henderson on his well-deserved promotion to

AROUND THE STATE
On August 4, around 3:50 p.m., Officers were
called out to a burglary at Kultivation Kingz near
Pine and 169 in Tulsa. When Officers arrived, they
found the business had been burglarized and a
large amount of marijuana was stolen.
The owners of the business reported they had
multiple tracking devices inside some of the stolen product.
Officers tracked down some of the stolen goods
at a home near Edison and Gilcrease Museum
Road. When Officers arrived, several individuals were seen unloading plastic
tubs full of marijuana from a U-Haul truck. When the individuals spotted the Officers, they took off running.
At the home, Officers recovered 283 lbs. of marijuana, believed to all be stolen,
a Glock pistol, and $13,000 in counterfeit $20 bills.
Kym Mayberry was arrested for 2nd Degree Burglary, Trafficking Marijuana,
and Possession of a Firearm in Commission of a Felony.
At this time, we know that the stolen marijuana came from at least four dispensaries that were burglarized. One of the dispensaries was able to recover more
than $50,000 in product after the bust.
Detectives are continuing to investigate this case. Anyone with information

A TRIP TO THE BEAR DEN
A Texas truck driver will probably be searching
for a new career after he made the poor decision
of driving his rig under the influence in Osage
County.
Ray Anthony Reynolds, of Baytown, Texas, was
charged August 19 with driving a motor vehicle
while under the influence of alcohol and drug,
driving left of center, possession of controlled
dangerous substance (marijuana), and unlawful possession of drug paraphernalia, in Osage
County District Court.
According to a press release by the Osage County Sheriff’s Office, at around
9 a.m. on August 16, alert deputies stopped a semi on State Highway 11 after
observing the driver cross over the centerline multiple times.
Upon making contact with the driver, identified as Reynolds, deputies determined that he was under the influence and in possession of marijuana. As a
result, the driver was placed under arrest and taken into custody.
“We’re committed to keeping our
roads safe,” the press release stated.
“And we’d like to remind everyone
about the dangers of driving under
the influence. Please stay vigilant and
report any suspicious driving behavior
to local authorities. Stay safe, Osage
County!”
Reynolds’ bond was set for $2500
and he is scheduled to next appear in
court on September 6.

A Broken Arrow firefighter is in trouble after he allegedly pointed a gun at someone while on Keystone
Lake on July 28.
The firefighter, 41-year-old Justin Robert Williams,
41, who was off duty at the time of the incident, was
placed on administrative leave after his arrest.
According to reports, some people were on ATVs
playing in the sand near the lake. At some point, Williams docked his boat at the edge of the water. The
people on the ATVs flung some sand onto the man’s
boat, and a fight ensued.
Williams’ son handed the man a gun. He also held up his dad’s badge and screamed,
“My dad’s a cop!”
The people on the ATVs reported the incident to Pawnee County deputies, who
placed Williams under arrest.
Williams is being charged with reckless conduct with a firearm. His bond was set at

WHAT'S FOR LUNCH?
An inmate at the Washington County Jail is in
even more trouble after he allegedly damaged a
camera with his lunch tray.
According to reports, 41-year-old Michael
Blatchford appeared in court on August 23 because he used a plastic lunch tray to damage
the camera in his cell.
Blatchford was in jail after being arrested in
May for two felony counts of stalking and placing threatening or harassing phone calls.
When officers surveyed the damage, they noticed that the camera’s outer
camera was damaged, and it wasn’t completely secured to the ceiling. The
lunch tray was also damaged.
Blatchford was the only inmate who was housed in the cell at the time. The
camera had an estimated value of $1,200.
Blatchford is being charged with injuring a public building. His bond was
set at $5,000, and he is scheduled to appear in court on September 6, 2024.

AROUND THE NATION
A 39-year-old is charged with Aggravated Assault against a Public Servant, following an officer-involved shooting in East Lubbock.
Lubbock Police were called to the 300 block of
East 37th Street at 9:00 a.m. on August 11th for
a report of a domestic disturbance. Initial information conveyed to dispatch indicated Eliseo Padilla
III was armed with a gun and had destroyed property at the residence.
The responding officer arrived on scene at 9:07 a.m. and found Padilla in front
of the house. Padilla, who was verbally combative, ignored multiple instructions
by the officer to place his hands on a nearby vehicle in order for the officer to pat
him down. After giving multiple commands, and with the knowledge Padilla was
armed with a weapon, the officer deployed less lethal force with his department
issued Taser. Despite the deployment of the Taser, Padilla produced a firearm
and began shooting at the responding officer. In response, the officer drew his
duty weapon and returned fire at Padilla at 9:09 a.m.
The responding officer, who suffered no injuries, immediately notified dispatch
shots were fired and requested EMS. Additional officers arrived on scene and
began dispensing life-saving measures in order to treat Padilla. Upon arrival, EMS transported Padilla to University Medical Center via ambulance with
life-threatening injuries.
An investigation is currently underway by the Lubbock Metropolitan Special
Crimes Unit, LPD’s Office of Professional
Standards and LPD’s forensic unit.
The officer who fired at Padilla was
employed by the Lubbock Police Department beginning in January of 2015.
He is currently on routine administrative
leave per department policy.
Padilla, who remains in critical condition at UMC, was served a warrant for
Aggravated Assault against a Public Servant. His bond is $300,000.
