Lawton couple in jail after drug bust
A Lawton couple was put behind bars after
a drug bust on February 7 totaling more than
$135K in cash and drugs.
According to reports, officers were doing surveillance on 30-year-old Gregory Keith
Dixon’s home the day of the bust. The officers,
who were with the Lawton Police Department
Special Operations Unit, saw the man leave his
house with two bags in his hand. Knowing that
Dixon had a revoked license, they followed him
after he got in his car and drove away.
Officers attempted to stop the man, but he
led them on a pursuit, tossing the two bags out
of the window.
Officers located the bags, which contained
approximately 683 grams of marijuana, 77
grams of crack cocaine, 42 grams of cocaine,
120 ecstasy pilled, a ledger and a digital scale.
Dixon was placed under arrest.
Officers searched the man’s home after obtaining a search warrant. They found digital
scales, clear plastic baggies, a grinder, 522
grams of marijuana and $74K in cash.
The man’s girlfriend, 26-year-old Rachel Ashley Lira, was also placed under arrest.
Lira is being charged with maintaining place
for keeping/selling controlled substance and
possession of controlled dangerous substance. Her bond was set at
$5,000, and she is scheduled to appear in court on March 28, 2019.
Dixon is being charged with two counts of trafficking in illegal drugs, two
counts of unlawful possession of controlled drug with intent to distribute,
acquire proceeds from drug activity, gang-related offense, endangering
other while eluding/attempting to elude police officer, child endangerment
permitting abuse, possession of controlled dangerous substance, unlawful possession of drug paraphernalia and driving with license canceled/
suspended/revoked. His bond was set at $750,000, and he is scheduled
to appear in court on April 15, 2019.

A 35-year-old Tulsa man entered a guilty
plea today in U.S. District Court for digitally
producing images depicting the sexual abuse
of children and distributing almost 500 other
graphic image and video files of the sexual
abuse of children, announced U.S. Attorney
Trent Shores.
At the plea hearing, Jerry Matthew Berry admitted to producing obscene visual representations of the sexual abuse of children and distributing child pornography in 2017 and 2018.
Cyber Crimes detectives from the Tulsa Police
Department and agents from Homeland Security Investigations discovered Berry’s illicit activities during a peer-to-peer file sharing undercover investigation. After executing a search warrant on Berry’s apartment,
investigators also discovered hundreds of additional images and videos
of child pornography on his phone. Berry, a former private school teacher
in Oklahoma City, admitted to distributing child pornography on file sharing programs. He also admitted to downloading pictures of children from
Facebook and digitally altering the photographs to depict himself sexually
assaulting and physically harming the children.
“Tulsa Police Department Cyber Crimes detectives and Homeland Security special agents are resilient and committed to the fight to defend our
children from online perpetrators. Their dedicated efforts enable the U.S.
Attorney’s Office to bring child sex offenders to justice,” said U.S. Attorney
Shores. “These days, parents must be ever vigilant because predators
like Mr. Berry are lurking about on the internet. The facts of this case are
a stark reminder that parents should check their privacy settings on social
media and be aware when posting photos of their children.”
U.S. District Judge Claire V. Eagan accepted Berry’s guilty plea and set
sentencing for May 7, at 10 a.m. At that time, Berry faces a mandatory
minimum sentence of 5 years and up to 20 years in federal prison, at least
five years and up to life of supervised release, and a $250,000 fine for each
count. He remains in custody.
The Tulsa Police Department’s Cyber Crimes Unit and Homeland Security Investigations conducted the investigation. Assistant U.S. Attorney
Christopher J. Nassar prosecuted the case.
This case is part of Project Safe Childhood, a nationwide initiative
launched in May 2006 by the United States Department of Justice to
combat the growing epidemic of child sexual exploitation and abuse. Led
by the United States Attorney’s Offices and the Criminal Division’s Child
Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.

Not running on a full tank
A Marlow man driving a stolen vehicle allegedly led officers on a high-speed pursuit
through Stephens County on February 11.
The chase came to an end when the vehicle
he was driving ran out of gas.
According to the police report, a Stephens
County deputy was on patrol when he saw
a flatbed truck parked at a gas station in the
700 block of South Broadway shortly after 10
p.m. He checked the truck’s tag information
and was advised that the vehicle had been
reported stolen. He watched as the driver,
later identified as 31-year-old John Clayton
Griggs, drove out of the parking lot and headed south on US-81.
The deputy followed the vehicle and attempted to stop it, but Griggs just kept on
going. The pursuit continued throughout northern Stephens County for approximately an hour. During this time, Griggs ran some stop signs, recklessly
passed other vehicles and drove on the wrong side of the road, all while driving at high rates of speed.
The deputy and other officers eventually stopped the man when the stolen
truck ran out of gas at the intersection of 1690 and 3070. Officers ordered
Griggs out of the vehicle at gunpoint.
Griggs initially appeared to be following officer’s orders, but he clearly had
other ideas. A few moments after exiting the truck, he turned around and took
off running north on 3070. He didn’t get very far, though. Officers caught him
about 150 yards down the road.
While being placed in handcuffs, Griggs continued to fight back against officers. His resistance was futile, however, and he was transported to jail.
Griggs is being charged with possession of stolen vehicle, endangering
others while eluding/attempting to elude police officer and driving with license
suspended. His bond was set at $25,000, and he is scheduled to appear in
court on March 20, 2019.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

March is National Youth Violence
Prevention Month
The National Association of Students
Against Violence Everywhere is a nonprofit
aiming to provide safer environments for
our youth. Its mission is to decrease the
potential for violence in our schools and
communities by promoting meaningful student involvement, education and service
opportunities.
SAVE’s Vision: Schools and communities will be safer and more secure, free of
fear and conducive to learning as a result of
students being actively involved in meaningful violence prevention efforts.
How It Got Started: SAVE was started by students in Charlotte, North Carolina in 1989 after the tragic death of a classmate who was trying to break up a
fight at an off-campus party. A group of students who did not want this death
to be “just another statistic” took action and created a violence prevention
program.
Chapters: SAVE has evolved into a national association with chapters in
elementary, middle and high schools as well as at colleges and community organizations across the country. Today, there are more than 200,000 students
involved nationwide.
Activities: Student members take the lead in planning chapter activities by
using the three SAVE Essential Elements: conducting crime prevention activities, conducting conflict management activities and providing meaningful service through projects in schools and communities. SAVE chapters also plan
safety rallies and safety awareness campaigns, engage in peer mentoring to
younger students, and conduct fun and educational meetings.

Former corrections officer and nurse
charged with child sexual abuse
A husband and wife have been arrested on
numerous felony charges which include First
Degree Rape, Forcible Sodomy and Willfully
or Maliciously Engages in Enabling Child Sexual Abuse.
John Carl Welker, 39, was charged February 27 with two counts of lewd molestation, two counts of sodomy- victim under 16
years, and two counts of lewd molestation,
and his wife, Patricia Lynn Welker, 43, was
charged with one count of lewd molestation, two counts of sodomy- victim under
16 years, and two counts of enabling child
sexual abuse.
According to the Altus Police Department,
John and Patricia Welker were arrested late
Friday afternoon on February 22. The couple
is accused of having a sexual relationships
with three children. The oldest victim, now 22
years old, told investigators the sexual abuse
began when she was 9 years old and continued until she was 21 years of age.
John Welker is a former Corrections Officer and Patricia Welker is a registered nurse.
Both suspects were transported to the Jackson County Jail.
Bond was set at $200,000 each and are
scheduled to appear in court April 5 at 9:00
am for their preliminary hearing conference.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

It has come to our attention that someone
has posted on social media that a gun was allegedly purchased by a teenager and to please
keep your eyes out. “Safety”
On February 12, a person reported to the Hobart police department that they had a gun stolen from their residence. During the course of
the investigation it was discovered that the unsecured gun at the reporting parties residence
had allegedly been sold by the reporting parties juvenile son to another
juvenile. After speaking with several relatives to the juvenile whom the gun
was allegedly sold to it was discovered that the alleged juvenile is not
enrolled in any schools. Further more there have been NO threats to any
individuals, schools or any other facilities. The Hobart Police Department
can not release any further information to this matter due to this is still under investigation. We are working diligently to resolve this issue.

Outstanding Chickasha Homicide
Suspects Arrested
The two remaining suspects
of the murder of Arnold Adams, III, of Chickasha, have
been captured in Lawton- one
a juvenile, and the other an
adult.
Malcolm Jackson, 18, of
Oklahoma City, was charged
with murder, first degree, in
Grady County District Court.
OSBI stated via social media
on February 19 that outstanding murder suspects,
16-year-old Dmillion Williams, aka NinePoint, and
Jackson, aka Highlife, were arrested by the Lawton
Police Department in Lawton on the evening of Monday, February 18.
Lawton police officers were patrolling for armed
robbery suspects when they encountered Williams
and Jackson. A short foot pursuit ensued and Jackson and Williams were taken into custody.
Williams is currently being held at the Comanche
County Juvenile Detention Center in Lawton.
Jackson has been transferred to the Grady County Jail. Both are charged with Murder in the First Degree, related to the homicide of 18-year-old Arnold
Adams III in Chickasha on January 28.
20-year-old Troy Jennings, of Mcloud, 16-year-old
Brooklyn Nelson, of Oklahoma City, 15-year-old Vivian Sanders, of Newalla, and 15-year-old Montana
Simpson, of Norman, were previously taken into
custody for this homicide.
The OSBI appreciates the Lawton Police Department and their excellent police work in bringing the
last two suspects into custody.
