On June 3, 2020, a federal grand jury indicted
John Scott Brooks, 36, of Lawton, for bank robbery. The indictment alleges that on March 23,
2020, Brooks robbed the Southwest Oklahoma
Federal Credit Union (SOFCU), located at 6714
West Gore Boulevard, Lawton, Oklahoma, and that
he used a fake bomb during the robbery. Law enforcement had previously arrested Brooks on April
2, 2020 for the robbery. If convicted on Count 1,
Brooks faces a maximum penalty of twenty years
in prison, three years of supervised release, a fine
of up to $250,000, and restitution. In Count 2 of
the indictment, Brooks is charged with conveying
a bomb threat during the robbery. If convicted on
Count 2, Brooks faces a maximum penalty of up to a 10-year sentence,
three years of supervised release, and a fine of up to $250,000. Assistant
U.S. Attorney Edward J. Kumiega is prosecuting the case.

OSBI ARRESTS BETHANY MAN AS A RESULT
OF CHILD PORNOGRAPHY INVESTIGATION
The Oklahoma State Bureau of Investigation
(OSBI) has arrested 28-year-old Joseph Rogers
after an investigation by the Bureau’s Internet
Crimes Against Children (ICAC) unit. The OSBI
investigation was initiated in January 2020 after
a Virginia ICAC unit forwarded images that were
tracked to the Jones, Okla., area. It was determined the images were of a 14-month-old child
and were taken in November 2018.
Rogers is facing multiple charges including Possession, Distribution and Manufacturing of Child
Pornography, Child Abuse and Computer Crimes Act violations. He was
booked into the Oklahoma County Jail on a $355,000 bond.

A Florida man was arrested after trying to shoplift 15 quart-sized bottles of motor oil
and 30 DVDs from a 7-Eleven — by stuffing the items down his pants.
It’s the sort of thing you might not believe unless you saw it yourself. Fortunately (or
not, for the man in question), the heist was captured on store security cameras.
According to the Polk County Sheriff’s Office, the alleged theft occurred at a 7-Eleven
in Lakeland, Fla.
Polk County Det. Phil Ryan was parked outside the store when he says he looked
through the store window and saw William Jason Hall, 38, stuff bottles of motor oil
down his pants.
“Mr. Hall then dropped several movies from the shelf onto the floor, bent down,
stacked the movies on top of one another, picked them up, and slid them down into his
pants too,” reads a police statement on the department Facebook page.
“Then he waddles like a duck out of the store,” Sheriff Grady Judd with the Polk
County Sheriff’s Office told NBC News 8. “Our detective who is sitting in the car, watching all of this, says to himself, ‘Self, I think I’ll arrest him.’”
The detective then walked Hall back into the store, where he proceeded to empty his
haul: 15 bottles of Pennzoil motor oil, and 30 “Treasure Hunt” DVDs. Oh, and in case
you’re wondering (how could you not be?) the man managed his baggy pants-banditry
by tucking the ends of his pants into large work boots – allowing him to then stuff the
aforementioned motor oil bottles and DVDs.
He was given a charge of petit theft, a misdemeanor, but because this was his third
offense for small theft, the charge was upgraded to a felony.
“Mr. Hall, the next time you need some motor oil and last-minute gifts, please pay for
them,” police said. “That guy in the car outside might just be a plainclothes detective.”
Police say Joseph McInnis III, 21, and Tyree McCoy, 22, attempted to stage an armed
robbery at a pub in Woodlawn, Md. There was just one problem: the bar was hosting
a retirement party for a police officer and so was filled to the brim with off-duty cops.
“I’m sure that they weren’t planning on there being a large room filled with police
officers,” Baltimore County police Officer Jennifer Peach told WBAL-TV.
According to police, the two men entered the take-out area of Monaghan’s Pub in
Woodlawn and held up an employee at gunpoint, demanding cash.
Meanwhile, dozens of Baltimore County police officers had converged on the pub to
celebrate the retirement of Sgt. David Neal, a 29-year veteran of the force.
“At that time, the person who had been behind the counter knew that there was a
retirement party for a police officer happening, so they went into the other portion and
alerted the officers to the fact that they had just been involved in an armed robbery,”
Peach said.
The two men fled the bar on foot but didn’t make it far before they were apprehended
by police. Neither police nor any employees of the bar were injured during the robbery
or subsequent foot chase.
Jack Milani, the owner of Monaghan’s Pub, told the Baltimore Sun that he’s surprised
anyone would consider robbing his establishment, a known hangout for off-duty cops.
“It’s kind of odd you would even attempt it,” Milani said. “[Police officers] are always
in here. There was a decent amount of them.”
The two men were charged with armed robbery and possession of a handgun, and
transported to the Baltimore County Detention Center.
A bank robbery suspect in Gwinnett County, Ga., is accused of making a crucial
mistake following his alleged crime — he let his identity be known.
Eric Rivers was arrested in connection with a spree of bank robberies in Lawrenceville, Ga. after he appeared in an on-camera interview with a local news station for an
unrelated story about public transit.
Lawrenceville police say Rivers was suspected of having just robbed a Chase Bank
and was believed to be in the midst of casing several other banks when he agreed to
the interview with the WGCL-TV reporter.
“You see, when you accept an interview and provide them with your real name it actually makes our job too easy,” a statement from the Lawrenceville Police Department
read.
Rivers removed his hat and du-rag, which he is alleged to have worn during the robberies based on security camera images released by police.
Authorities say after the interview, Rivers proceeded to scope out a Fidelity Bank in
the area.
As police investigated the reported robberies, a bank manager said the suspect
walked towards the WGCL news truck after leaving the building.
Police followed up the lead and was provided Rivers’ name by the news station.
Lawrenceville Police Det. Scott Pendergrass believes the reporter caught Rivers “off
guard” and “surprised” him.
The department offered advice to would-be criminals in a Facebook post. “When
after having robbed several banks and you are at another bank casing the place for an
additional robbery and are approached by a news crew in the parking lot … DO NOT
stop and agree to an interview with said news crew,” the statement read.
Police allege Rivers attempted five robberies in total, but was successful in making
away with money in just two incidents.

terrorism. The Internet can give identity thieves,
hackers, and scammers online access to your
computer, financial and personal information and
more. Additionally, today’s mobile devices are well
integrated with the internet and have far more
functionality than mobile phones of the past. They
are increasingly used in the same way as personal computers, potentially making them susceptible to similar threats affecting computers connected to the Internet.
For youths, the internet often serves as a positive and powerful arena for socializing and
learning. However, the use of the internet also brings about risks to their safety, including
the dangers of sexual solicitation, online harassment and bullying, and exposure to illegal
content. By discussing responsible socializing and communicating, parents -- regardless of
whether they are technologically savvy -- can help their kids make better decisions about
online behavior.
Efforts to address cybercrime include activities associated with protecting networks and
information, detecting criminal activity, investigating crime, and prosecuting criminals, . The
Administration has taken significant steps to better protect America against cyber threats and
has developed a pragmatic and focused cyber-security legislative proposal for Congress to
consider. The proposed legislation is focused on improving cyber-security for the American
people, our Nation’s critical infrastructure, and the Federal Government’s own networks and

An Altus man, who police believe is responsible
for shooting into a home in the 700 block of North
Willard, was taken into custody by law enforcement officials in Lineville, Alabama on May 5th.
26-year-old Manuel Kevin Dutra was transported back to Altus and booked into the Jackson
County Jail on May 14. Dutra is charged with Willfully Discharges a Deadly Weapon Into a Dwelling. Police investigated a string of shootings in
late October of 2019, where multiple homes suffered damage from gunfire. There were no injuries
reported. Dutra’s bond has been set at $250,000
dollars.

OSBI OFFERS $5000 REWARD IN 2018
CHOCTAW, OKLA., COLD CASE
Oklahoma State Bureau of Investigation (OSBI) is offering a $5,000 reward for information that leads agents to the persons responsible for the
murder of 35-year-old Eric Trammell.
On August 27, 2018, the Choctaw Police Department requested OSBI
investigate Trammell’s death. He was found on NE 36th Street in Choctaw
and had sustained two gunshot wounds. OSBI agents located video surveillance from the area where he was found and discovered Trammell met
with four men about 30 minutes prior to his murder.
Agents have identified one of the suspects as 20-year-old Jaylen Brown.
Now agents need the public’s help to identify and locate the other three
men. The four suspects arrived together in the same car and were the
ones seen speaking to Trammell before he was shot.

Marlow man Develin Dion Lay, 44, was put
in jail after his neighbor told police he had exposed himself to her and another woman late
last year.
According to the affidavit, the woman contacted a Marlow police officer and advised
that she wanted to press charges against
Lay. She told the officer that Lay had exposed
himself to her sometime in 2019.
When the officer asked for clarification, the
woman said Lay pulled out his genitals and
shook his penis at her and another woman.
While swinging his junk around, the man
also yelled out, “Do you want some of this?
Come get some of this?”
Not surprisingly, the man’s vulgar invitation
didn’t woo the women.
The officer also spoke to the other woman, who lived next to the reporting
party. She said in October 2019, Lay took out his genitals and shook it at
them.
This woman also said she had issues with Lay yelling at her and trying to
come on her property. She told the officer that she saw Lay yell obscenities at
the reporting party and another woman several times.
The reporting party also told police that Lay had threatened that he was
going to blow her up and blow the whole neighborhood up. She wasn’t sure
of the day or time that he made the threats.
The woman said Lay had been harassing her and causing problems since
he lived across the street.
Lay is being charged with indecent exposure after former conviction of two
or more felonies. His bond was set at $70,000, and he is scheduled to appear
in court on July 29, 2020.
