A confused Enid woman wasn’t
quite sure where she was when police found her roaming an apartment
complex in the 800 block of E. Oklahoma on November 22. She said she
thought she was at her apartment
complex, but she was wrong.
Enid police were dispatched to the
apartments shortly after 3:30 a.m. because an unwanted guest was banging
on people’s doors, the affidavit states.
When they arrived, they saw 36-yearold April Llanos standing on a curb.
She was moving back and forth and
seemed to have trouble standing still.
Llanos told the officers she didn’t know where she was, but she
thought she was at her apartment complex in the 1200 block of E.
Broadway. She said she wasn’t sure how she got to the location.
When an officer asked her if she had used drugs recently, she admitted to using meth earlier that day. She also told police she had
some methamphetamine on her person.
Llanos first looked for the drugs in a fanny pack around her waist,
but she was unable to find it. She then pulled a plastic baggy from
her coat pocket and handed it to the officers. The baggy contained
a straw with a white residue and four smaller baggies containing a
crystal substance. Police also found a needle in her jacket pocket.
An officer placed Llano under arrest and asked her if she had anything else illegal on her. She said she had a knife attached to her belt
inside her pants. Police found the long bowie-type knife secured in
her britches.
Llanos is being charged with possession of a controlled dangerous
substance, unlawful possession of drug paraphernalia and unlawful
carry. Her bond was set at $15,000, and she is scheduled to appear
in court on January 5, 2015.

Hello to all!
By the time you read this, you will
have probably made all your holiday travel plans, if you are going
somewhere, or have people coming to your home to celebrate. The
roadways will be extra busy, and with a lot of people traveling at the
same time, the chances for accidents also go way up. I’m going to
give a few tips on how to minimize your chances of being involved
in an accident, and some ways to help insure your holidays are safe.
Every year, we work a lot of accidents on people who are “running
late”. Speed plays a major role in accidents, as well as the severity
of an accident. Speed decreases reaction time, which a driver needs
to be able to react to anything that happens in front of them. What
is the best thing you can do to not be “running late”? Simply plan
your holiday travel a little in advance. You know what time you
and your family get off work, or get out of school, so plan your
departure time accordingly. Give yourself plenty of time for delays,
bathroom and snack stops, etc. Also, if you are running late, its
OK! The people you are going to see would rather you be late, than
not arrive at all because you were involved in an accident.
Another major factor in holiday accidents are a result of
celebrating, and then making a bad decision. I’m not going to tell
you not to enjoy your holiday, and if partaking in some egg nog or
other alcoholic drink is part of your celebration, that’s fine. Just
don’t decide to drive after you drink. Drinking and driving is a
decision, not an accident. Planning here goes a long way towards
a safe holiday. If you know you are going to drink, plan on staying
where you are, or have a designated driver.
Another thing you can do to stay safe is wear your seat belt. The
accident may not be your fault, and you may be doing everything
right, and could still end up in the hospital or worse, because you
didn’t have your seatbelt on. Even minor accidents can cause
significant damage to us if we are not properly restrained. Every
Trooper on the road has worked a fatality accident which we all
know in our heart would not have resulted in death had the person
been using a seatbelt. It takes no time to put on, but it may be the
most important thing you can do this holiday season.
To sum up, slow down and enjoy the holiday season! Plan ahead,
and use a designated driver or stay put if you use alcohol in your
celebrations. No one wants to spend the holidays in a hospital or
worse! Holidays are for celebration, so lets take care of ourselves
and each other.

Deaths in
crashes involving drunk drivers with a blood
alcohol concentration (BAC) of
.08+ dropped
in 2010, but
despite this decrease, there
were still 10,228
lives lost – that’s
one person every 51 minutes. That makes it everyone's problem.
It seems that many people were doing their part to put a stop to
this completely preventable epidemic. Alcohol-related traffic fatalities reached a low point in the late 1990s. Research also indicates
that 62% of Americans exposed to the now-iconic Friends Don't Let
Friends Drive Drunk campaign have personally intervened to stop
someone from driving drunk, no doubt saving countless lives.
However, since the late 90's, alcohol-related driving deaths have
been steadily increasing. It seems that though the campaign was
very successful, it did not change the behavior of many potential impaired drivers. Many thought the messages to be targeted at overtly
drunk drivers, and not them. When decision time came, they would
consider themselves merely "buzzed" and get behind the wheel.
The new PSAs created to address this gap were released in December 2005 with the objective to inspire dialogue and recognition of the
dangers of "buzzed" driving and subsequently, to motivate people
to stop driving buzzed. The next installment expands on this message, equating buzzed driving and drunk driving and demonstrating
the devastating consequences that can occur as a result of buzzed
driving. The overall campaign hopes to educate people that consuming even a few drinks can impair driving and that Buzzed Driving is
Drunk Driving.

have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.

A Kentucky woman was arrested on November 4
for crystal meth possession while wearing a t-shirt
that said “I Heart Crystal Meth”
Deborah Delane Asher, 37, was charged with trafficking a control substance, methamphetamine in
the photo seen above. Richard Jeffrey Rice, 57, was
also arrested at that time and faces the same charges. According to the Laurel Co. Sheriff’s Department,
“the arrests were the result of a drug investigation
conducted there after deputies located 2 subjects in
possession of 3.37 grams of crystal meth and a set of
digital scales.”
The arrests were made at Dolly Miller Road, six miles north of London,
Kentucky.

OSBI agents have arrested a Guthrie man for sexually assaulting
and beating an 85-year-old woman December 25, 1997. David
Jerome Stephens, II, 35, was arrested Oct. 23, at his home located
at 11775 Red Cedar Road in Guthrie.
An OSBI DNA analyst alerted the OSBI case agent of a DNA hit
on the case from the Combined DNA Index System. Days before
the statute of limitations would have run out, that agent filed a
John Doe warrant based off a DNA profile collected from the rape
victim. The warrant allowed the case to legally remain active.
Moena House was beaten with a pipe and sexually assaulted
Christmas morning inside her Guthrie home after giving in to her
attacker’s demands for money. House died in 2008.
DNA was collected from Stephens for a 2013 conviction of
possession of a controlled dangerous drug within 1000 feet of a school/park/child. Stephens has a
lengthy arrest record starting in 1997.

Two Noble County men were charged Nov. 05
on several counts each of sex-related crimes.
Michael Wesley Watters, 36, of Morrison, faces
two felony charges of prepare/distribute/exhibit
obscene material, one felony count of blackmail,
and two misdemeanor counts of unlawful use of a
computer, in Noble County District Court.
According to court records, Watters turned
himself in on a warrant that was issued Nov. 5.
He appeared before a judge the next day with
his attorney. He was later released on a $50,000
bond and was ordered to have no contact with the victims except for visitation purposes. He
is scheduled to appear for his preliminary hearing conference on Dec. 18 at 1:30 pm.
The other man, Dale Oris Clingan, 66, of Perry, was charged with five felony counts of pornography- possess juvenile pornography, and one count of felony lewd or indecent proposals
or acts to a child under 16, in Noble County District Court.
Clingan was arrested Oct. 27 and made his initial appearance before a judge the following
day. Bond was set at $200,000, but at his preliminary hearing on Dec. 5, it was reduced to
$50,000. He was ordered to have no contact of any kind with the state’s witnesses. A second
hearing is set for Jan. 8 at 10:00 am.

Dover man Randy Lee Hedge, 54, was caught red handed with a package full of drugs he received in the mail November 29 from California. He tried to deny it, but drugsniffin’ dogs don’t lie.
According to the police report, the Kingfisher County
Sheriff’s Officer received info that Hedge had received
some drugs in the mail from California. Deputies parked
their vehicle south of the Dover post office to keep watch.
Hedge walked into the post office, then exited with a
brown package. He got into a truck, and the driver turned
north onto Highway 81.
Deputies followed the patrol vehicle and stopped it
when they realized Hedge wasn’t wearing his seatbelt.
The driver stopped on Beard Blacktop, and police made
contact with Hedge. They told him he had a warrant out of
California, and they were waiting to see if California was going to extradite.
While they were waiting, a K9 unit arrived. Police told Hedge and the driver that they were
going to do an open air search on the truck for narcotics. The dog alerted on the truck.
Police found a package containing three taped bundles wrapped with coffee grounds and
duct tape -- the bundles were full of a green leafy substance that smelled like marijuana.
Both Hedge and the driver said the package didn’t belong to them, but when police told
Hedge they knew he had picked up packages full of drugs in the mail several times at the post
office, he admitted the package was his.
A deputy placed him under arrest and police started an inventory of the truck. While they
were looking through his vehicle, Hedge started spitting and dry heaving in the patrol car. He
said he couldn’t breathe, and he was going to throw up.
Police took him to the hospital, but staff released him to be transported to jail.
Hedge is being charged with two counts of unlawful possession of controlled drug with
intent to distribute. He is being held in lieu of a $100,000 bond and is scheduled to appear in
court on December 10, 2014.

Fairview woman Allison Renee Davis,
50, was arrested for second-degree burglary on November 24 after she admitted
to using her granddaughter to break into a
home through the doggie door.
According to the affidavit, Fairview
police were contacted shortly after 4:03
p.m. by the victim, who said she wanted
an officer to come to her house in the 200
block of S. Seventh for a burglary report.
She told him that while she was gone during the weekend, someone broke into her
house and stole $3,000 out of her freezer.
The woman said she left on Friday and when she returned on
Monday, she realized the cats were inside her house, even though
she had left them outside and blocked the doggie door. She looked
around her house and found a metal bracket from the outside
rain gauge by her kitchen sink. She then went outside and looked
in the freezer; her money was gone.
The victim told the officer she believed Davis broke into her
house and stole the money, because she knew where the money
was hidden.
The officer spoke to Davis’ family, including her granddaughter, who had spend Friday night with her. She told the officer her
grandmother asked her to crawl through the doggie door and
unlock the door to the victim’s home. She said her grandmother
then went to the outside freezer and took a blue pack out of it.
The officer then spoke to Davis, who admitted to using her
granddaughter to gain access to the home to take the money. She
said she initially only took $200, but after her granddaughter
went to sleep, she went back to the house and took the rest of the
money.
Davis is being charged with two counts of second-degree burglary and contributing to the delinquency of minors. Her bond
was set at $25,000, and she is scheduled to appear in court on
December 11, 2014.
