Enid man Timothy Ray Brown Jr., 29, tried to blame his
brother for stolen items in his vehicle, but he was the actual
alleged thief.
On December 26, an Enid police officer was dispatched to
the 2500 block of Everitt shortly after 1:30 p.m. to investigate a burglary, according to the affidavit. Dispatched advised
the suspect had stolen a purse from a car. The suspect then
jumped into a black vehicle and left the area. The vehicle’s tag
checked back to the address on Everitt.
As the officer drove past the residence, a black car approached him. The driver, identified as Brown, looked at the
officer with wide eyes as though he was shocked to see police.
The officer stopped him in the 2500 block of West Oklahoma. Brown immediately told the officer, “I’m going to whoop
my brother’s ass.”
He explained he was trying to return a purse his brother stole from a vehicle to its owner.
The officer asked Brown why he didn’t pull into the driveway of his house when he saw him.
Brown appeared scared and told the officer he was looking for his wife.
The officer told Brown that he and his vehicle matched the description of the burglary suspect, and he was driving from the direction of the burglary.
After some more confusing questioning-and-answering, the officer asked Brown why he
didn’t call police when he realized the purse was stolen. He said he thought he could return
the purse.
The officer asked where he was taking the purse. Brown said the police station.
Inside the purse, the officer found a license with a woman’s name on it.
An officer later made contact with the woman, and she advised the purse was hers. The
witness arrived on scene and positively identified Brown as the car burglar.
While conducting an inventory of Brown’s vehicle, police found a wallet containing several
cards with a man’s name on them. They made contact with the man, who advised his wallet
had been stolen. An officer also found a pipe with a burnt residue that smelled strongly of
marijuana and a slim jim, used to break into vehicles.
Brown is being charged with second-degree burglary, knowingly concealing stolen property, unlawful possession of drug paraphernalia and petit larceny. He was released on a $2,500
bond and is scheduled to appear in court on February 9, 2015.

Today, I’m going to re-visit who
has the biggest impact on our new
drivers that hit the road each and every day.
First, the Oklahoma Driver’s Education classes and schools across
the state are second to none, and do a fantastic job of educating our
young drivers on the law, and proper way to safely operate a motor
vehicle. I would like to point to some other folks, who I believe
have a far greater impact on how our youngsters approach driving,
and address them, and that is the adults who these young drivers
look up to: the parents, older siblings, and extended family.
If you fit in this category, please pay attention. I believe that our
kids learn their driving behavior not from the Oklahoma Highway
Patrol, other law enforcement, or driver’s education instructor, but
from you, the parents and family. I know I learned that way! Let
me give you some examples.
You are a dad, and for whatever reason, when you are driving
in town, or on a county road, you just don’t buckle up. Maybe its
because you don’t drive fast in these areas, or have a farm tag and
just don’t have to; however, you do buckle up when you get on
highways or go on long drives. The message you are sending is that
when you are in the vehicle there are certain times that it is OK not
to wear your seatbelt. If dad doesn’t have to do it, I don’t either! In
fact, at least 50% of all accidents happen on county roads, and
you are more likely to be in an accident within 10 miles of your
residence than otherwise. So the real message you are sending is,
don’t buckle up during the times that you are most likely to need it!
Next, mom gets off work at 5:00, and one of the kids has a ball
game in another town at 5:30. She can get there if she speeds. After
all, it is important to get to those activities, and it won’t hurt to
push the speed just a little. The message you send to your kids
is, its OK to speed, as long as you can justify it! The facts are that
unsafe speeds kill more young people 16 to 25 than any other single
thing! The message here needs to be that its OK to slow down and
show up a few minutes late.....it is much better than the alternative,
which is never showing up at all because you’ve been involved in
an accident.
Please remember, when you are driving, you are setting
the example for someone....and they are watching you all the
time. What message are you sending? I hope it’s the one that says,
I’ll lead by example because I love you, and want to do my part to
keep you safe! Thanks for reading, buckle up, and be safe!

Attorney General Warns Oklahomans
of IRS Phone Scam
Oklahoma Attorney General Scott Pruitt is warning
to keep watch of a phone scam making its way across
the state.
The Attorney General’s Office has received a number
of complaints from citizens who received phone calls
from someone claiming to be a representative of the
IRS.
The caller claims the IRS has a case against an
individual and if he or she did not contact the number
given within 24 hours, that person would be arrested.
This particular scam targets the most vulnerable
Oklahomans who may not readily be aware of the
IRS’s procedures.
“It is beyond frustrating that scams like this
continue to be rampant. Unfortunately, we typically
see these types of scams spike during the holidays.
While this is meant to be a season of celebration, Oklahomans should keep their guard
up to protect themselves from such crimes,” Attorney General Pruitt said. “A simple tip
you should always remember, the IRS will never call about a payment or taxes owed
without sending it in writing first.”
Here are some tips to protect you from these types of scams:
• The IRS will always notify you in writing first. They will never contact you by phone
without first mailing you a bill.
• You will never be required to use a specific payment method.
• Never give your credit or debit card numbers over the phone.
• You will not be threatened with being arrested by local law enforcement for not
paying.
If you have been a victim of a scam, report the incident to local law enforcement and
to the AG’s Office immediately. For more tips from the IRS you can visit their website at

A Morrison couple was met with a surprise visitor after coming home from a recital in Stillwater.
According to the probable cause affidavit, a Noble County undersheriff was called to the couple’s home Dec. 18 regarding an
intruder in their home. When he arrived, he met with the wife
and said her husband was inside with the intruder. Inside the
home, the deputy saw a man sitting on the couch with blood on
his face.
The deputy asked the husband what had happened and he
said they had come home from a recital in Stillwater and found
Franklyn Neff inside hiding beside the couch. The husband
added he had his daughter with him and instructed the girl to
go to her room. Neff tried to leave, but the husband stopped
him. The deputy noticed blood on the husband’s hands.
The deputy then asked the husband if he knew the intruder
and he said yes. They had let him stay for a couple of days, but then had to kick him out because of his drinking problem.
The deputy did a walk-around of the house and found a screen pulled off a window and
propped up against the house. A laundry basket had been knocked over inside the house near
the entry point, also.
Neff was taken into custody and charged with breaking and entering. Bond was set at
$1000 and he pled guilty at his hearing on Dec. 30. Neff was sentenced to 10 days in the
Noble County jail. Neff had spent 14 days in jail, so his time was served.

A drunk Spencer man was arrested December 29 when police found him jumping in front of cars, trying to get a ride.
According to the affidavit, a Kingfisher officer was dispatched to U.S. highway 81 near Walmart around 6:57 p.m.
for a “suspicious person” in the middle of the road. Dispatch
advised they had received multiple calls on the man, and he
had reportedly jumped out in front of several cars. When the
officer arrived at the location, he saw a man standing in middle
of the northbound lane.
The man, Dustin Edward Cobb, 25, appeared to be waving
his hands in an attempt to get a car that had just passed him
to stop. The officer drove toward the man, and Cobb immediately started walking toward the patrol car. Cobb was yelling
and cursing. There was saliva all around his mouth, and it was
dripping onto his shirt.
The officer wisely told Cobb to calm down. The man told the officer repeatedly that his friend
kicked him out of the truck. He said he just needed to go east to Spencer while pointing north.
The officer told Cobb he was pointing north, and Spencer was in the other direction.
While they were speaking, the officer noticed Cobb was unsteady on his feet. He kept leaning
against the patrol car. Cobb also smelled like alcohol, had bloodshot eyes, and his speech was
very slurred.
Cobb told the officer that he had been drinking with his friend at a local bar. He said they left
the bar, and on the way back to Spencer, Cobb said his friend got mad at him and kicked him
out of the truck.
While speaking to the officer, Cobb “appeared to be very confused about where he was and
where he needed to go.”
The officer asked him how much he had had to drink; Cobb said two beers. The officer responded that he appeared to have had more than just two beers. Cobb then asked him to give
him a ride home.
Cobb got a ride alright -- straight to jail.
Cobb is being charged with public intoxication. He was released on a personal recognizance
bond and is scheduled to appear in court on January 5, 2015.

A Fairview woman was arrested during a December 9 traffic stop after her nervousness made
police very suspicious.
At approximately 7:19 p.m., Fairview police were
dispatched to assist another officer on a traffic stop
near Highway 60 and Vo-tech Road. When they
arrived, they saw the officer and the car he pulled
over. The officer told them the driver, Chasity Lynn
Keener, 34, was driving with a suspended license.
An officer went to speak with Keener, and she
noticed the woman seemed “very uneasy and upset.” The officer also
thought Keener appeared to possibly be under the influence of something.
The officer asked her if there as anything on her person she should be
concerned about. Keener said no.
The officer then told her she would be going to jail for driving with a
suspended license. She asked Keener if she had any illegal items in her
vehicle. Keener told her she had a syringe filled with meth in her wallet
in the backseat. Keener asked the officer if she could go get it. The officer
told her no, and she placed Keener under arrest.
Another officer searched the vehicle, and he found multiple syringes, a
pipe, a spoon, baggies, crystal meth crystals, pills in prescription bottles
with no labels, foil, a Clorox bottle filled with a substance that later tested
positive for ketamine (an anesthetic) and other items of paraphernalia.
An officer took Keener to jail.
After returning to the scene, the officer collected the evidence and
field-tested the items found.
The crystals and some of the syringes tested positive for meth. The
other syringes tested positive for ketamine, and the pipe tested positive
for marijuana.
Keener is being charged with three counts of possession of a controlled
dangerous substance within 1,000 feet of a school, unlawful possession
of paraphernalia and driving with license suspended. Her bond was set
at $50,000, and she is scheduled to appear in court on January 8, 2015.
