Presumed Innocent Until Proven Guilty GARFIELD COUNTY 5 | MAY 2018
Hopefully, third time’s a charm
A 34-year-old Enid man is making the
news for the third time in less than six
months after he decided to run from the
law during an attempted traffic stop.
In January, Dustin William Martinez
was charged with unauthorized use of a
credit card; in December 2017, he was
charged with assault and battery with a
dangerous weapon for slicing his underage girlfriend’s throat, and now he is being charged with felony eluding peace officer and possession of CDS.
Reports state that a Garfield County
deputy spotted a vehicle with a defective right brake light in the 300 block of
E. Elm around midnight on April 26. The deputy attempted to stop the
vehicle, but the driver, later identified as Martinez, took off instead. The
man accelerated down Maple across Van Buren.
During the 25-minute pursuit, he drove eastbound in the westbound
lane of U.S. Highway 412 and ran several vehicles off the road. The
chase eventually came to a stop when Martinez crashed his car into
a culvert in the 6600 block of E. U.S. 412. He exited his vehicle and
took off running, but the deputy zapped him with a taser and placed
him under arrest. During the arrest, the deputy found 29.4 grams of
marijuana in the man’s possession.
Bond for Martinez was set at $200,000 and all his other bonds for
other crimes on his rap sheet were doubled. His next court appearance is scheduled for May 21.

Presumed Innocent Until Proven Guilty GARFIELD COUNTY 9 | MAY 2018
Two robbery suspects lost their loot to the wind after a holdup at a travel
agent’s office, police video shows.
Surveillance footage shows money dropping from the pockets of an unidentified man’s pants as the robbers flee the travel agency in Droylsden, northern
England, according to police. Gusty winds then scatter the bills in the street
and foil attempts to collect it. Greater Manchester Police released footage of
the bungled getaway online. “This duo threatened innocent people working
in the travel agents and should know their actions are utterly unacceptable,”
Detective Constable Phil Scargill said via a statement. “They took every step
to secure the money in the shop, but left the stolen notes in their wake as they
fled from the scene,” Scargill added. It’s unclear how much money was stolen,
or whether any was recovered.
Here’s a volatile combination: nudity, guns, drugs and pizza. At least for Phillip Engle, the 27-year-old man who found himself in a not-so-happy situation
at Happy’s Pizza in Muskegon Charter Township, Michigan. Engle, who lives
next door, allegedly showed up at the pizzeria wearing just a towel with his
three young children in tow. According to the police incident report, Engle was
carrying a gun, and he used it to bang on the glass door until it shattered. The
gun then allegedly discharged, and police found a bullet casing lodged in the
door’s metal frame. Officers who responded to the scene say they found Engle
on his porch with a handgun. He threw the gun in the yard when ordered to
drop it. Later he told them that he had three loaded guns in his home, which
they confiscated for safekeeping. An employee at Happy’s Pizza told an officer
from the Muskegon Township Police Department that when Engle was at the
shop, he yelled, “No one will help me,” and “No one will feed my kids!” He also
allegedly said, “I’m trippin’ out!” Engle reportedly told police that he had earlier
consumed four hits of LSD. One of Engle’s young children told officers that
her father had also shot the dashboard of their car because it wouldn’t stop
beeping. They found a spent casing on the dashboard and what appeared to
be a bullet hole. According to Fox 17, Engle’s wife said she took out a personal
protection order from him. Engle was arraigned on four misdemeanor charges:
malicious destruction of property worth $200 to $1,000, careless discharge of
a firearm, reckless use of a firearm and possession of a firearm while under the
influence.
Imagine if Walter White of “Breaking Bad” had driven around wearing a hat
that read, “Meth.”
A man was sporting a beanie with the word “Weed” on it when he was pulled
over for a lane change no-no near La Pine, Ore. When the trooper explored
further, he found 6 pounds of weed worth $15,000 hidden in the car, according
to a police news release. Now, instead of a routine traffic violation, 32-year-old
Ali Reza Tabibnejad, of Missoula, Mont., faces charges of unlawful possession
and delivery of a controlled substance. This wouldn’t be the first case of a
suspect graphically telegraphing a crime. When Bryan Wendler, of Marathon
County, Wisc., was arrested on charges of drunken driving last year, he wore a
T-shirt that read, “Been Drinking? Free Breathalyzer Test: Blow Here.” An arrow
pointed at his crotch.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A registered sex offender is wanted in Noble
County for Failure to appear on a 2013 case of
contributing to the delinquency of a minor.
Robert Casey Goldman, 30, of Perry, pled guilty
in September of 2017 to charges of lewd or indecent proposals or acts to a child under 16 and
child neglect in Noble County District Court. A
stipulation of his suspended sentence was to “violate no laws”, according to online court records,
but he has broken the law numerous times since
that sentence.
In Payne County, since the beginning of the
year, he was arrested on an application to revoke
a suspended sentence for aggravated DUI and
possession of drug paraphernalia in a 2016 case. He appeared before a
judge in January without counsel and was ordered back to court in February with an attorney. February: no attorney. March date: no attorney. April
date: no attorney. May? We shall see.
In Noble County, a bench warrant was issued March 15 for failure to pay
on the contributing to a delinquency of a minor charge. He was arrested
March 18 and soon released on a $1000 “Own Recognizance” bond. He
failed to appear on his court date on May 2 and another bench warrant has
been issued.

An Enid man was put behind bars in Kingfisher
County after he allegedly stole a vehicle from the
Enid Police Department.
Kyle Baker Carter Ornder, 19, was charged April
18 with unauthorized use of a vehicle, obstructing
an officer, knowingly concealing stolen property,
and driving without a drivers license, in Kingfisher
County District Court.
According to information filed, Ordner took a
1998 Dodge without the consent of the Enid Police
Department, who owned the vehicle. Hennessey
Police Officer Christian Solis made contact with
Ornder, but Ornder refused to obey Solis’ commands. Ornder was eventually taken into custody
and booked into the Kingfisher County jail. During a search, a stolen .40
handgun was found.
Ornder pled not guilty at his initial appearance and bond was set at
$15,000. He is scheduled to return to court on June 18 at 1:30 pm.

national police week
Sunday, May 13 -
Saturday, May 19, 2018
In 1962, President John F. Kennedy signed a proclamation which
designated May 15th as Peace Officers Memorial Day and the week in
which that date falls as Police Week.
Currently, tens of thousands of law
enforcement officers from around the
world converge on Washington, DC
to participate in a number of planned
events which honor those that have paid the ultimate sacrifice.
The Memorial Service began in 1982 as a gathering in Senate Park of approximately 120 survivors and supporters of law enforcement. Decades later,
the event, more commonly known as National Police Week, has grown to a
series of events which attracts thousands of survivors and law enforcement
officers to our Nation’s Capital each year.
The National Peace Officers’ Memorial Service, which is sponsored by the
Grand Lodge of the Fraternal Order of Police, is one in a series of events
which includes the Candlelight Vigil, which is sponsored by the National Law
Enforcement Officers Memorial Fund (NLEOMF) and seminars sponsored by
Concerns of Police Survivors (C.O.P.S.)
National Police Week draws in between 25,000 to 40,000 attendees. The
attendees come from departments throughout the United States as well as
from agencies throughout the world. This provides a unique opportunity to
meet others that share a common brotherhood. In that spirit, the Fraternal Order of Police DC Lodge #1 sponsors receptions each afternoon and evening
during Police Week. These events are open to all law enforcement personnel
and are an experience unlike any other.

Although they are not a substitute for treatment, self-help groups like 12-step programs
can be a great source of support and encouragement while a person is engaged in treatment,
and after. The most well-known self-help groups
are those affiliated with Alcoholics Anonymous
(AA), Narcotics Anonymous (NA), and Cocaine
Anonymous (CA), all of which are based on the
12-step model.
Most drug addiction treatment programs encourage patients to participate
in a self-help group during and after formal treatment. These groups can be
particularly helpful during recovery, as they are a source of ongoing communal support and encouragement to stay drug free. Information on local meetings can be found on their websites. Support groups for family members of
people with addictions, like Al-anon and Alateen, can also be helpful.
There are other groups in the private sector that can provide a lot of support. To find meetings in your area, contact local hospitals, treatment centers, or faith-based organizations. These organizations often coordinate support groups for substance abuse.
