Donna Ellen Rainey, former clerk and treasurer for the towns of Hunter and Kremlin,
was charged with embezzlement of public
money on July 17 for allegedly stealing nearly
$30K during her time in office.
Reports state Rainey wrote herself 74
checks totaling $29,783.15 between November 1, 2019, and April 9, 2019.
The checks were discovered when the district attorney requested an investigative audit
relating to the books and accounts of Hunter
back in April. When investigators spoke to
Rainey on May 14, she admitted to paying
herself the extra funds. She said that the town
board did not approve the extra payments.
During the audit, an investigator discovered that Rainey was also serving
as the clerk and treasurer for the town of Kremlin. The financial operations of
both towns were commingled, and the extra transactions were coming from
both towns.
According to reports, the town of Hunter has combined the positions of
town clerk and town treasurer delegating the control over financial activity to
just one person. Further complicating matter was the fact that the board of
trustees had allowed Rainey to work from her home in Kremlin for at least 15
years. She had accepted utility payments from both towns at her home office.
Rainey is being charged with embezzlement of public money. She was released on a $5,000 personal recognizance bond and is scheduled to appear
in court on September 9, 2019.

McLelland facing stalking charge for
repeatedly violating protective order
A 34-year-old Alva man is facing a felony
stalking charge after he repeatedly violated
a protective order originally put in place midJune.
Reports state an Alva officer was contacted
by a woman on July 29 who said that Shaun
Obrien McLelland had violated the protective
order she had placed against him through text
messages. She said that the man sent her
more than 95 text messages during the time
period of 11:54 a.m. on July 28 to 5:41 p.m.
on July 29.
Officers went to the man’s home on Second
Street at approximately 5:59 p.m. to speak to him regarding the allegations. The man denied contacting the victim through text messaging.
When an officer warned him that if he was lying he could be charged
with obstruction, McLelland said he didn’t text the woman, and he didn’t
want to go back to jail.
Officers left the area and continued their investigation. They retrieved
phone records and pinged the phone used to text the victim within 40
meters of McLelland’s address.
The officers went back to the man’s residence later that day, and McLelland continued to deny contacting the victim.
An officer informed him that the phone had been tracked to his house,
and they would be getting a search warrant to search the device. McLelland retrieved the phone and showed the officers two messages he sent
the woman. He told them he had deleted the others. He was placed under
arrest and transported to jail.
This wasn’t the first time the man violated the protective order.
Reports state a protective order was placed against the man on June
14. He allegedly violated the protective order on June 15 and was subsequently arrested and charged on June 25.
He again violated the protective order on July 2. The victim said he followed her to her babysitter’s house. He then tried to add her on Snapchat
on July 3 and July 4.
On July 5, the woman saw that McLelland had taken screenshots of her
Snapchat story. He also tried to add her on Facebook. She reported the
violations on July 6.
McLelland is being charged with stalking and a protective order violation. His bond was set at $4,000, and he is scheduled to appear in court
on September 10, 2019.

We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only

A Guthrie woman got more than she bargained
for after she refused to sign a simple ticket for a
defective tail light, fled from the officer, and then
kicked him when he tried to arrest her.
Debra Sue Hamil, 65, was charged July 17 with
assault and battery on a police officer and resisting arrest, in Kingfisher County District Court.
In a video released by the Cashion Police Department, Hamil was pulled over for a broken tail
light on her vehicle and given a ticket after she admitted to the officer that it had been out for about
six months. When the officer told her the ticket
was going to be $80, things took a turn for the
worse.
Hamil told the officer that she wouldn’t sign the
ticket and she didn’t think she deserved to pay $80 “for something that is fixable and [she] can fix it.” After arguing with the officer for a few more minutes,
the officer told her to step out of her vehicle because she was under arrest.
She refused and drove off.
Hamil pulled over shortly after the officer took off after her, lights flashing
and sirens blaring. She still refused to exit her truck and the officer was forced
to pull her out by her arm. Still resisting, the officer put her to the ground and
tried to cuff her, but she managed to turn onto her back and kicked him in the
groin area. The officer’s taser was then deployed.
Screaming from the effects of the taser, Hamil still refused to obey commands to put her hands behind her back. The officer warned her that she
would be tased again if she didn’t comply, and that seemed to work; she then
rolled over onto her stomach and put her hands behind her back.
After Hamil calmed down a bit, the officer spoke with Hamil and explained
to her why he had tased her.
“Yeah, I tried to kick you because I’m a country girl and I didn’t like being
thrown on the floor,” Hamil admitted.
Hamil was transported to the Kingfisher County Jail and booked. Her bond
was set at $10,000 and her next court date is scheduled for August 27 at
1:30 p.m.

Police said two burglars struck a Texas store that sells high-end security equipment,
and the whole thing was caught on tape by 17 cameras rolling in the store.
“The point is, nobody is safe; there is always a stupid criminal out there,” said Kris
Webb, owner of Spy Supply.
The thieves broke into Webb’s surveillance gear store in North Richland Hills, Texas,
last week.
“I’ve got them on no less than 17 cameras,” Webb said. “We are a security business.”
And if the name of the business wasn’t telling enough, multiple warning signs on the
store should have given the burglars a clue that they would be on camera.
“It is absolutely astounding that these people have the audacity to steal from us and
not expect to get caught,” Webb said.
The surveillance cameras caught several clear images of the two men who broke in
through the store’s front door with a crowbar early Friday.
Police said the duo filled a trash can with close to $10,000 worth of spy equipment.
Authorities said the video even showed a clear shot of their getaway car.
Webb said he’s taking the robbery in stride.
“I’m pretty confident they will get caught,” he said. “I’m not confident we’ll get our
equipment back.”
An ex-con allegedly tried to rob two people in New York, police said, but didn’t notice
his intended victims were police officers -- in uniform.
Police said 33-year-old Jermaine Washington allegedly was so intent on robbing
someone Saturday that he pulled a fake handgun on the two armed police officers as
they walked through Riverside Park, The New York Daily News said.
“It was stupid criminal tricks,” a police source said. “The guy didn’t even look to see
who was coming.”
After Washington allegedly pulled his fake gun, the two officers drew their real weapons and Washington surrendered after a short but tense standoff.
A man driving a stolen car that went into a ditch flagged down the wrong person for
help.
Dean Gangl, 40, of Richmond, Minn., unwittingly asked an off-duty sheriff’s deputy
to help him pull the vehicle out of a ditch along Benton County Road 4 west of Foley,
Minn., Sheriff Brad Bennett said.
The deputy, who came upon the stranded motorist at while he was on his way home,
noticed that the vehicle in the ditch matched the description of one reported stolen
hours earlier in St. Cloud. The deputy radioed to dispatchers, who confirmed the man
was driving a stolen car, Bennett said.
The deputy arrested Gangl and found that he was in possession of a white crystal
substance. Gangl tested positive for methamphetamine, Bennett said.
He was taken to the Benton County Jail and charged with being in possession of
controlled substance and possession of a stolen motor vehicle.
A house burglar was arrested at a court when he showed up for another case, police
said. The man kicked in the back door of a home on Aug. 8 and entered but ran off
when a teenage girl who was lying on a couch saw him and started screaming, Nassau
County police said.
The girl identified the 49-year-old man, who had multiple prior arrests for burglary, in
a photo lineup, they said.
The man, from Bayville, was arrested by an officer when he went to First District
Court for an unrelated issue, police said. He was charged with second-degree burglary.
A Perth man has been charged with drink driving three times in 24 hours, his menacing spree ending with a bizarre incident at a police station.
The 46-year-old was first stopped by Boddington police in the Perth hills and charged
with driving under the influence and driving with a suspended license.
He was spotted driving his car again a short time later and arrested for drink-driving,
police said.
The man’s car was impounded in the Boddington police station but early the next
morning, the man allegedly jumped over the fence of the police station, broke open a
padlock on a back gate and drove away in his car.
He was caught and arrested again three hours later and charged with three counts
of driving under the influence; three counts of driving while under suspension and one
charge of trespass.
He’s been refused bail.

A 25-year-old suspect is in custody after authorities uncovered a murder for hire plot.
According to OSBI, on July 10, the Major County Sheriff’s Office requested the Oklahoma State
Bureau of Investigation (OSBI) assist with the investigation involving Kandi Neilson. Neilson attempted to hire a hitman to kill her estranged wife
and her estranged wife’s new boyfriend. OSBI
agents, with assistance from the Major County
Sheriff’s Office, arrested Neilson on July 12.
Neilson is facing a charge of Solicitation of First
Degree Murder. She was booked in the Major
County Jail and was denied bond.
