Charges have been filed against
several Sulphur nursing home
employees for illegally obtaining
and diverting prescription
medication.
Mark Woodward, Spokesman
for the Oklahoma Bureau of
Narcotics (OBN) says the charges
stem from a joint investigation
that began in January, 2012
involving OBN, the Oklahoma Attorney General’s Office, the Sulphur
Police Department, and the Murray County Sheriff’s Department.
“During an audit, information surfaced that over 9,000 dosage
units of controlled substances (hydrocodone) had been diverted by
employees of the Callaway Nursing home in Sulphur.
Woodward says employees would use their position of phoning
legitimate prescriptions authorized by doctors to call in fraudulent
prescriptions of Hydrocodone for residents of the nursing home.
“These residents had not been prescribed the Hydrocodone by
doctors. There is no evidence that any resident was deprived of their
legitimate medications. Evidence suggests some of the employees
would personally use small amounts of the diverted medication,
but the majority of the fraudulent drugs were sold on the streets of
Sulphur.”
The Murray County District Attorney’s Office has filed charges
against six individuals. Warrants were issued for Jackie Allen
Alexander, 63, Director of Nursing at Callaway for Conspiracy to
Obtain Controlled Substances by Fraud; Melanie A. Kirby, 39,
Assistant Director of Nursing for Callaway, for Conspiracy to Obtain
Controlled Substances by Fraud; Carrie Billings, 41, for Conspiracy
to Obtain Controlled Substances and Medicaid Fraud; Sierra D.
Williams, 23, for Conspiracy to Obtain Controlled Substances by
Fraud and Medicaid Fraud; Mackenzie Digby, 30, for Conspiracy to
Obtain Controlled Substances by Fraud and Medicaid Fraud; and
Angela Ford, 33 for Conspiracy to Obtain Controlled Substances by
Fraud.

Cooking with Brandon
A Louisiana man was arrested during
the early-morning hours of July 17 after an
Ardmore police officer found him trying to
cook meth in a motel parking lot.
Brandon Willis, 27, was charged in
Carter County District Court later that
day with endeavoring to manufacture
CDS- meth, unlawful possession of
CDS- meth, unlawful possession of CDSmarijuana, and unlawful possession of
drug paraphernalia.
According to information in the case,
Ardmore Police Cpl. Randy Hanlon was
on patrol when he passed a motel on Holiday Drive around 4:30
a.m. and noticed suspicious activity in a car in the parking lot. As
he approached the car, he caught Willis attempting to cook a batch
of meth in the trunk.
Hanlon found marijuana, smoking pipes, rolling papers, syringes,
and digital scales, along with the meth and the ingredients and
utensils to make the meth.
Willis was transported to the Carter County Jail where he was
booked in. He is scheduled to next appear in court September 11 at
9:00 a.m. Bond was set at $30,000.

The criminally incarcerated … where did they come from?
What led to their downfall? Many counselors have traced this
criminal cycle to decades of abuse in the homes they were raised.
At some point, having unbearable memories of pain, the victims began to self-medicate - turning to alcohol or marijuana -
discovering the temporary relief becoming weaker and weaker,
leading to the use of stronger drugs. A slack in their job performance normally followed, getting them fired.
But a drug user needs money to maintain his/her chemical addictions and lifestyle. The user may resort to robbery or more serious crimes, wanting to stop but can’t. And until he/she reaches
a point of dealing with their past abuse, they will never be able
to quit and find ‘change’. Both counseling and ‘forgiveness’ is a must in starting a new and healthy
cycle for their life.
It was many years before I could reach that point of ‘forgiveness’ regarding my own abusers. Even
when seeking answers, I didn’t fully understand what it would take to find counsel and healing, until
writing my first book, ‘I Love You, Mom … Please Don’t Break My Heart’.
“Seconds later, she opened the door and jerked me out of the car, threw me onto the ground like

was happening, I did not move a muscle. She would really get angry if I moved! Without saying one
word, she slid a plastic bag over my head, covering my face. For a split second, my mind went numb.
I gasped for breath as her arm pressed tighter and tighter against the plastic bag covering my nose
and mouth. Suddenly the probability of death overpowered all fear of a beating. For the first time in
my life, panic replaced all dread of violence and pain. Gasping and choking, my fingers clawed at the
bag. My mom grabbed at my hands as she struggled to keep the plastic over my nose and mouth. My
weak, undernourished body was no match against my tall, powerful, and very determined mother.
Fighting for breath within the tomb of plastic, I felt her grip tighten even more against my face.”

The Oklahoma State Bureau of
Investigation is offering up to $10,000
for information related to the murder of
Carol Mowrer. The 66-year-old woman
was brutally killed inside her home at
6409 W. Lake Estates near Tishomingo
in Johnston County on October 26,
2011. A home healthcare worker found
the body. Mowrer, who was in poor
health, died of lacerations to her neck.
The Johnston County Sheriff’s Offi ce
requested OSBI assistance in this
case. Offi cials quickly noticed items
missing from the victim’s home including two small safes. One is
a SentrySafe Fire Safe model 1100 BK. The second is much like
model 1170 shown in attached photographs. Mowrer stored her
prescription drugs in one safe and valuables in the other. Also
missing from the victim’s home was a custom-made emerald
pendant, also shown in a sketch attached to this release.

A Davis man accused of molesting a pig
on school property back in February was
jailed again after he sought revenge on a
man who testified against him in another
case by torching his pasture.
Jimmy Jeter, 77, was charged July 3
with third-degree arson in Garvin County
District Court.
On February 29, he was charged in
Murray County with one count of felony
detestable and abominable crime against
nature and was scheduled to appear in
court July 24, but didn’t make it due to
the fact he was in the Garvin County Jail.
According to the police affidavit, a farmer told deputy Scott
Cottrell that he saw Jeter’s white truck drive slowly along his
property line and stop. A few minutes later, the farmer saw smoke
coming from his hay/cattle pasture and called the Davis Fire
Department.
Cottrell found Jeter at his home and asked him if he knew
anything about the pasture fire. Jeter denied being in the area and
said he was at the Snak-Shak from 11:30 a.m. until 1:00 p.m.
Later in the day, Cottrell saw Jeter getting out of his white truck
at the Snak-Shak. Jeter reaffirmed he was at the store at 11:30
a.m. until 1:00 p.m. He added he had been sitting in a booth with
another man during that time, but he couldn’t remember the
man’s last name.
Video surveillance of inside the store showed Jeter did not
go inside the Snak-Shak until 12:25 p.m.; the fire department
received a call from the farmer at 12:23 p.m.
Jeter was placed under arrest for arson and transported to the
Garvin County Jail.
Besides his pig case, Jeter is no stranger to trouble. He was
convicted in Garvin County of cattle theft and served prison time
in 2008, and was arrested last year for stealing horses.

sentenced to death for the
murder of his ex-girlfriend,
Cynthia Lynn Jarman, 23,
and her two children, Tonya
Kay Jarman, 5, and Timmy
Glen Jarman, 3, on Dec.
7, 1993. Hooper shot each
victim in the head twice and
buried their bodies in a shallow grave in a secluded fi eld.
The victims had been missing for several days before
being discovered.
The truck that Cynthia had been driving also was
found abandoned and burned. Police records, including
domestic violence reports, show that Hooper and Jarman
had previously been in a physically violent relationship.
The 10th U.S. Circuit Court of Appeals upheld Hooper’s
convictions in 2002, but overturned his death sentences.
Hooper claimed his legal counsel made mistakes during
the second stage of his trial. In a 2004 hearing, Hooper
was once again sentenced to death.
Attorney General Scott Pruitt requested the execution
date on June 4, after the United States Supreme Court
denied the inmate’s fi nal appeal.

Corn cob carnage
A Foster man decided he still wanted to
play childhood pranks by driving through
a farmer’s corn field not once, but twice
in the last month. The damage to the corn
crop was extensive and the man-boy was
arrested.
Kurt Montgomery, 21, was charged with
two counts of felony malicious injury to
property valued over $1000 in Garvin
County District Court.
According to the police affidavit, the
farmer spoke with Deputy J.R. Williams on
June 28 and told him someone had been
driving through his corn crop. Williams said he would take pictures
of the damage and any possible evidence. The farmer added he had
found a hub cap for a GMC pickup in the middle of the field where
the suspect had turned several doughnuts.
The farmer also said he was offering a $1000 reward to information leading to an arrest of the person responsible.
A couple of days later, the farmer went to the Sheriffs Office and
showed Williams a picture that had been posted on Facebook. He
said since it got out there was a reward being offered, someone
called him and said there was a posting on Facebook he needed to
see. Williams went to the Facebook page and found the posting of
the picture along with the caption “just a little fun”. In the picture
was a silver GMC 4x4 pickup. A male was leaning over the tailgate
and Montgomery was standing on the driver’s side at the middle
portion of the bed. Both were looking in the bed of the truck.
Further investigation of the incident led deputies to two other
witnesses in the corn field carnage. One reported seeing corn stalks
and mud on Montgomery’s truck and the other said Montgomery
admitted to him that he drove through the field.
Montgomery was later apprehended and taken to the Garvin
County Jail. He pled not guilty and was ordered back to court August 31 at 10:00 a.m.

Summer time can be a time of
fun, whether its at the lake, pool,
or any of the numerous other
activities to be found throughout this great state, but it is also
a time of serious heat. With temperatures reaching into the
100’s many times already, and more to come, I thought I would
touch on the way heat can affect your traveling plans, and some
tips to help you beat the heat!
First, be prepared. Cars suffer in the heat just like we do. If
and when they break down, you’ll want to be ready. Be familiar
with your emergency equipment in your vehicle. This means
learn where your jack, spare tire, and tire tool are. Learn how
to use them. Figuring that out on the side of the road at 102
degrees is no fun at all. The owner’s manual of your vehicle
has a section on roadside emergencies that can help you figure
out where the emergency equipment is stored, and tips on
how to use it. Learn the steps to change a flat! Although we
will be happy to help you if you are broken down, we aren’t
always close, and may not be able to get to you for a long period
of time. If you know how to get yourself out of a roadside
emergency, that’s less time you’ll spend in the heat.
Take lots of water with you if you are going on a trip, especially
if it’s a long one. Have a cell phone with you so you can call
for help if you need it. Be aware of your surroundings when
driving, so you can give the person you call for help an accurate
location for where you are. Also, if you can get your car to a
place of shade, do so. Temperatures can be up to 20 degrees
cooler in a place of shade such as an overpass or large trees.
Lastly, make sure your car is maintained properly. Ever
notice how many pieces of tires you see on the roadway during
the summer? The heat is hard on tires, so make sure they are
properly inflated and have good tread. If your tread is worn,
get them replaced! The pavement those tires are rolling on is
even hotter than the thermometer is showing! Visually check
your belts, and make sure all your fluids are filled up. That
ounce of prevention can keep you from being stuck on the side
of the road in 100 plus temperatures.
Preparing for roadside emergencies in the heat is just as
important as it is in the winter, but it seems like we just don’t
prepare the same for it. Just a few minutes of learning how to
change a flat, packing in a case of water, and being aware of
your surroundings can keep a bad day from being a whole lot

An Oklahoma City mother has been charged with
child abuse after she “whooped” her 3-year-old
daughter for opening the refrigerator after 7 p.m., investigators said. An arrest warrant is expected to be
issued for Nortesha Harmon, 28, of Oklahoma City.
On July 4, Harmon was dropping off her 3-yearold daughter when she told the child’s father that
she had whooped their daughter with an extension
cord for getting a drink after 7 p.m., court documents
revealed. On July 11, investigators interviewed the
child and noticed bruises on her face and body, investigators said.
The child’s father told investigators that he and the child’s mother did not
have a legal custody agreement, but he allowed her, the mother, to see the
child whenever she wanted, according to court document. The child was
treated at Children’s Hospital in Oklahoma City.

A Rosedale man was taken into custody after
he emptied his revolver trying to kill his wife.
Vincent Doss Fulton, 62, was charged July
12 with shooting with intent to kill in McClain
County District Court.
According to the police affidavit, deputies
were called to the 11000 block of Signal Hill Rd.
July 9th in reference to a shooting. Fulton had
allegedly taken his Taurus model Judge revolver
and shot at his wife. Deputies found a bullet hole
in the east bedroom wall of the residence. That
same bullet went into the next bedroom and
through a window.
Another head-level bullet hole was found in
the front door, but not the screen door. Deputies
deduced the front door was closing and the screen door was open when
Fulton emptied another round, suggesting his wife was exiting the residence
at the time of the shot.
Once outside, Fulton’s wife hid under a John Deere Gator. He followed her
outside and fired more rounds and a bullet hit her in the wrist.
Once Fulton was in custody, he told deputies that he “picked the wrong
gun to shoot her with.”
At his arraignment the next day, Fulton pled not guilty and bond was set at
$500,000. He was ordered not to have any contact with the alleged victim.
His next court appearance is set for August 9 at 9:00 a.m.

A Blanchard man accused of killing his pregnant
wife was released from the Oklahoma County Jail July
25 after he posted a $100,000 bond.
Justin Adams, 25, was arrested in January, just over
a month after he reported his wife, Jaymie Adams,
missing. Her van was discovered parked at a Midwest
City MacDonald’s, but her body was found near a dirt
bike trail January 7 at Lake Stanley Draper. An autopsy
later revealed she had been beaten and stabbed.
Jaymie was pregnant at the time of her death,
therefore prosecutors charged Justin with two counts
of first-degree murder: one count for Jaymie’s death
and one for the unborn child’s.
Justin became a target of the investigation for police because he wasn’t
completely forthright with information to the police. Originally he told
investigators she was involved in online prostitution and was meeting several
men at the McDonald’s for sex. Sequential interviews with Justin uncovered
inconsistencies between “factual information related to the investigation”
and what he told investigators.
Justin’s attorney, Irven Box, said in an interview that prosecutors have a
weak case against Justin and he hasn’t seen any real evidence tying his client
to the crime scene. He also said it is very rare for bail to be granted after it had
been originally denied.
Justin is required to wear a GPS monitor and was ordered back to court
October 19. Until then, he will be staying with his grandparents in Oklahoma
City.
