Presumed Innocent Until Proven Guilty GARVIN COUNTY 3 | OCTOBER 2020
A Purcell woman was taken into custody after
she allowed her mouth to get her into trouble.
Amy Raper, 48, was charged September 14
with felony assault and battery on a police officer
and misdemeanor disturbing the peace, in Garvin
County District Court. Her bond was set at $2500.
Garvin County deputies were called to an RV
park north of Paoli for a disturbance. When they
arrived, they found Raper using loud and abusive
language toward a woman. According to court information, Raper was quarreling with the woman
and refused to leave the property.
When deputies confronted Raper, she allegedly
pointed her right index finger towards the deputy’s face and said, “f#*k you!” She then slapped his right bicep and chest
twice.
That’s when the cuffs came out and she was taken into custody, and
then transported to the Garvin County jail.

October is National Domestic
violence Awareness Month
The following is a list of early
warning signs that someone may
be abusive. This list was put together by survivors of domestic
violence who reflected on the early
phases of the battering relationship
and identified some of the early
warning signs of abusers.
Someone who:
• Wants to move too quickly into the relationship.
• Does not honor your boundaries.
• Is excessively jealous and accuses you of having affairs.
• Wants to know where you are all of the time and frequently calls, emails and texts
you throughout the day.
• Criticizes you or puts you down; most commonly tells you that you are “crazy,”
“stupid” and/or “fat,” or that no one would ever want or love you.
• Says one thing and does another.
• Takes no responsibility for their behavior and blames others.
• Has a history of battering.
• Blames the entire failure of previous relationships on their partner; for example,
“My ex was a total bitch.”
• Grew up in an abusive or violent home.
• Insists that you stop spending time with your friends or family.
• Seems “too good to be true.”
• Insists that you stop participating in leisure interests.
• Rages out of control and is impulsive.
Pay attention to the “red flags “and trust your instincts. Survivors of domestic violence frequently report that their instincts told them that there was something wrong
early on but they disregarded the warning signs and didn’t know that these signs were
indicative of an abusive relationship. Always take time to get to know a potential partner and watch for patterns of behavior in a variety of settings. Keeping in touch with
your support system and participating in good self-care can lower your risk of being
involved in an abusive relationship.

A day of drinking led to an assault involving
scissors after two men started arguing on September 11.
According to reports, Ardmore officers were
dispatched to an apartment complex in the 1200
block of 6th Avenue Northeast at approximately
2:57 p.m. to investigate a stabbing. When they arrived, they met with the victim, who was bleeding.
He was transported to the hospital and treated for
minor lacerations on the back of his head.
Later that day, officers spoke to the perpetrator,
identified as 59-year-old Ronald Edward Good.
Apparently, Good and the victim were drinking in
an apartment. At some point, the two started arguing and Good stabbed the victim with a pair of scissors. He was placed
under arrest and transported to jail.
Good is being charged with assault and battery with a dangerous weapon. His bond was set at $10,000, and he is scheduled to appear in court
on October 29, 2020.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

TWO ARRESTS MADE IN MURRAY COUNTY
MURDER INVESTIGATION
Oklahoma State Bureau of Investigation
(OSBI) agents have made two arrests in a
murder investigation that began in June when
an unidentified deceased male was found
along the interstate in Murray County. The
deceased was identified two days later as
43-year-old Juan Manuel Rosas of Denton,
Texas.
An arrest warrant for First Degree Murder was issued for 23-year-old Randall Justin Rudd and he was taken into custody on
September 3 in Arlington, Texas. Based on
additional information obtained during the
investigation, 20-year-old Shannon Mayorga
was also arrested on First Degree Murder
charges. As of press time, Rudd is in custody in Texas pending extradition

OSBI ARRESTS DUNCAN MAN ON MULTIPLE CHILD PORNOGRAPHY CHARGES
DUNCAN, Okla. – On September 22,
Agents from the Oklahoma State Bureau of
Investigation (OSBI), assisted by officers from
the Duncan Police Department, served a
search warrant in the 200 block of North B
Street in Duncan. As a result of the search
warrant, 69-year-old Jeffrey Lee Birst was arrested and faces multiple child pornography
charges.
The case originated in July when the National Center for Missing and Exploited Children (NCMEC) forwarded a cyber tip they received from an electronic service provider to
the OSBI. The OSBI Internet Crimes Against Children (ICAC) Unit opened an
investigation upon receiving the tip. Based on their investigation, Birst was
arrested today without incident and booked into the Stephens County Jail.
Birst is charged with Possession of Child Pornography, Distribution of Child
Pornography and Violation of the Oklahoma Computer Crimes Act.
If you suspect a child is being sexually exploited, contact the National Center
for Missing and Exploited Children immediately at 1-800-THE-LOST or www.
cybertipline.com. You can also contact the OSBI Internet Crimes Against Children (ICAC) Unit at (800) 522-8017 or [email protected].

Wanted man leads officers on
high-speed chase
A Kingston man wanted for a warrant on a
domestic abuse charge, is now facing even
more charges after he allegedly led officers
on a high-speed chase through Kingston on
the evening of September 5.
According to reports, a Kingston police officer tried to stop 34-year-old Clinton Tyler
Robertson when he saw the man traveling
down Highway 32.
Robertson had a warrant for his arrest.
Robertson didn’t stop when he saw the officer, however. Instead, he just kept on driving, reaching speeds around 100 mph. The
man eventually came to a stop near Highway
7-A and McDuffee Road.
Before coming to a stop, Robertson made a sharp turn after slamming on
his brakes. This caused an officer to swipe a tree with his car.
Robertson was immediately placed under arrest and transported to jail.
Robertson is being charged with endangering others while eluding/attempting to elude police officer, running a roadblock, possession of controlled
substance, unlawful possession of drug paraphernalia, malicious injury to
property and failure to obey official traffic control device. His bond was set at
$15,000, and he is scheduled to appear in court on October 7, 2020.

Two arrested for taking
contraband to inmate
Two people are being accused of taking
contraband items to an inmate at the Joseph
Harp Correctional Center near Lexington.
Wynnewood man Tony Matthew Knighten,
34, and Enid woman Angela Rangel, 19, are
both being charged with conspiracy.
Reports state that a K-9 alerted on Knighten’s vehicle that was parked in the Joseph
Harp parking lot on August 4. The K-9 alerted
to the presence of drugs – medical marijuana
was found in the man’s vehicle.
Knighten told police that he had been
“compromised” by an inmate at the prison.
He said he met with the inmate’s girlfriend,
identified as Rangel, several times in Purcell.
The woman would give him packages, which
he would then deliver to the inmate. Rangel
would pay Knighten $400 for each package
he delivered using a prepaid Green Dot card.
Knighten is being charged with conspiracy to commit a felony. His bond was set at
$5,000.
Rangel is being charged with conspiracy.
Her bond was set at $5,000.
They are both scheduled to appear in court
on October 14, 2020.
