A Blackwell man became so upset that a woman was
staying with another man that he grabbed some gasoline and tried to burn the man’s house down.
According to the police report, a Blackwell officer
was dispatched to a possible house fire in the 200
block of E. Florence around 3:42 a.m. on September
13. When he arrived, he noticed that the porch swing
on the front porch was on fire.
The homeowner told the officer he saw 70-year-old
Ernest Garrett pull into his driveway, get out of the vehicle, walk to the front door with a whiskey bottle and
then “quickly” leave the residence.
The homeowner noticed that the front porch and the couch in his front room
were on fire.
A woman who was staying at the house told the officer she saw Garrett set the
house on fire as well.
The fire department arrived and put the fire out.
The homeowner told the officer the bottle Garrett had carried up to the front
door was still on the porch. The officer saw a melted plastic bottle that appeared
to have some liquor inside, but upon further inspection, he realized the bottle was
full of gasoline.
When police spoke to Garrett, he told them he was upset the woman was staying
with the homeowner, so he decided to go to the man’s house with a bottle of gas
and set it on fire.
Garrett is being charged with arson in the first degree. He was released on a
$25,000 bond and was scheduled to appear in court on September 18, 2014.

When 23-year-old Merci Rene Keene’s husband tried to
leave with their daughter while she was at work, she got him
where it hurts- literally. The Chickasha woman tried to bite
her man’s penis off.
Thanks to the man’s lucky stars, she was unsuccessful and
arrested for domestic abuse.
According to the affidavit, a Chickasha officer was dispatched to the 900 block of South 15th Street at 12:33 p.m.
on September 4 to check out reports of a disturbance. When
he arrived, he heard a man and woman yelling at each other.
The man stepped outside the house and told the officer he and his wife, Keene,
were fighting. Keene told the officer they were fighting because her husband attempted to leave with their daughter. She said she was at work when her mom
called her and said her husband was trying to leave with their 11-month-old
daughter.
Keene left work to confront her husband.
There was no verbal argument here – Keene said she tackled her husband
while she was holding their daughter and took him to the ground. Once he was
down, Keene said she bit the victim on the arm, hit him, and tried to bite his
penis off.
The victim had a bite mark on his left thigh, about two inches away from his
private parts.
Keene was arrested and transported to jail.
Keene is being charged with domestic abuse in the presence of a minor. She
was released on a $4,000 bond and is scheduled to appear in court on October
16, 2015.

Convicted felon Charlie Chester Morrison, 35, allegedly
attacked a juvenile male and pulled him out of his truck during an altercation on September 13.
The Ramona man seemed to think the minor was up to no
good -- but he didn’t give the boy a chance to explain.
According to the affidavit, a Washington County deputy
was dispatched to West 3900 Road just west of Highway 75
around 4:30 p.m. When he arrived, he saw three subjects
standing in front of the residence -- Morrison, the victim,
and the victim’s father. The victim was bleeding and looked
like he was in pain.
Morrison told the officer he looks over the property due to theft in the area, and
he saw the victim driving a truck through the pasture. He stopped the man and
said he was scared of weapons that the victim might have, so he pulled him out of
the truck. He couldn’t explain why the victim’s face was bleeding.
The victim said he came to fill the deer feeders with corn and when he started to
leave, Morrison approached him with a gun. He then jerked him out of the truck
and started punching, kicking and pistol-whipping him.
The victim said he thought he was going to die.
The deputy went to Morrison’s residence and spoke with his wife, who told him
she found the handgun under their bed. She said she didn’t know Morrison had
the gun in their residence and he wasn’t supposed to, because he was a convicted
felon. She said her husband was out on bond through Osage County.
The deputy opened the gun case and found a handgun that matched the victim’s description. There was blood on both sides of the weapon.
Morrison is being charged with assault and battery with a dangerous weapon,
possession of firearm after former felony conviction, threaten to perform act of
violence and feloniously pointing firearm. His bond was set at $200,000, and he
is scheduled to appear in court on September 25, 2015.

Barnsdall woman Carolyn Sue Gifford, 63, clearly
wasn’t upset about her divorce.
Just kidding.
While trying to split their assets with a court-appointed mediator present, Gifford allegedly shot at
her ex-husband and his truck on September 14.
Her ex dodged a bullet -- literally!
According to the affidavit, a Osage County deputy
was dispatched to the 500 block of CR 2351 shortly
after 5 p.m. to investigate a shooting. The victim told
the deputy that his ex-wife was angry and came home
with a pistol. She then fired the weapon at his truck.
The man said he exited his truck, but the ex fired
two rounds at him and another at his truck, striking the left rear tire. She then
started to reload the pistol.
A court-appointed mediator was present while the ex-couple divided their assets, and he saw the entire thing. He said Gifford fired a round at the truck, two
rounds at the victim, then another round at the truck, hitting the tire. The mediator said she started to reload the gun, but he was able to talk her into putting the
gun away.
The deputy investigated the scene. He found three bullet strikes in some items
on the victim’s trailer and a bullet hole in his tire.
After securing a search warrant, the deputy found a .22 magnum caliber revolver-style pistol with five expended cartridges and one live cartridge in the residence.
Gifford is being charged with assault with deadly weapon. She was released on
a $10,000 bond and is scheduled to appear in court on October 23, 2015.

What you’re saying
about this on...
Okjailbirds: THIS COMMENT WAS POSTED BY AN OFFICER WHO WISHES
TO REMAIN ANONYMOUS: In reference to the DHS post - I’m in law enforcement and
you can get a LOT of feedback from cops about DHS. Most of us see how badly they handle
cases and how many innocent families they destroy and how many abusive parents they
let keep kids.
The problem is, many of us don’t want to speak up in a public forum like Facebook because it doesn’t look good for a government employee (the cop) to bad mouth another. It
creates a very unprofessional image.
Please keep me anonymous, but you might pass along to their director that there is a
large disdain for DHS among law enforcement. That should be taken very seriously because we are the ones who see first hand the nature of the cases they handle. Most of these
cases are referred to them by U.S. or to us by them.
I’ve only dealt with one DHS worker that I thought truly cared and was competent
enough to do what was in the best interest of the kids and family.
Amber S: It’s nice to finally hear an officer speak about what really happens.
Tiffany M: Thank you for your service officer, and thank you for speaking up!!! I
only wish more officers will come forth!!!!
Marilyn R: Thank you for your service officer! Oklahoma DHS is a joke and an
embarrassment to our state.
Larrad R: Ill belive it when I see it. The is the most famous line besides we are
taking your children, from DHS
Beth N: In as many as we have dealt with including four to six Directors in the
almost two years of dealing we know of just one that I commend doing her job above and
beyond and I am proud to know her.
Brooke B: Thank You so much. In tears
Chasity T: Thank you
Michelle K: Good to see an officer speak up. Its sad that officer needs to remain
unanimous but I don’t blame him/ her because odd backlash. I’ve seen cases where children were taken and shouldn’t have been and I’ve seem cases where they should never be
with the p...See More
DHS in Oklahoma has been one of the largest complaints we receive at OK Jailbirds. We are asking our readers to tell us what their experiences with DHS have
been. Good or bad, lets hear it and we will hopefully be speaking with the director
soon to address some of these issues.
Tell us about your experiences with DHS
Jennifer L: I’ve been there, “in the system” and i only remember one that cared
and still stay in contact with and I’m almost 40. I was moved at least 5 or 6 times before i
got to go live my dad. It really sucks as a kid. And out of those foster family’s was only one
that actually cared the rat it was alp about the money.
Jamie J: I have to agree!!! Dealing with Stillwater DHS is a JOKE!!!!
Kendra W: I’m a former foster child they took me out the Hm never did anything about the case only to have to find out 5yrs later that if they did their job my sisters
wouldn’t of have to been put thru being raped & my sister pressured into a baby adoption
scheme. I was in the system & seen several workers a lot of them don’t care bc of burn
out(I’m not defending them)they have too many cases little pay not to mention it is a very
stressful job. There needs to be a check & balance here sum way to help prevent them with
burn out & also a way to hold them accountable
Abrielle R: Thank you, officers, for caring and for fighting for us.
Nicole J: My case was very sensitive.. I greatly respect the officer that did everything he could to help my children and me that horrible night. I will always remember him.
So, I know what your talking about when you say you see first hand and your first on call. its
truly sad that you guys aren’t allowed to do more. This officer spoke on my behalf in court
by supena on three different accounts, but dhs still managed to twist it. I think what you
are doing is something wonderful. You’re giving us all hope that something will be done.
Thank u and God bless you.
Catherine G: DHS has very good works.
Dana L: This police officer did not say anything about the list I wonder why unless
they don’t know about it yet but most do.
Joseph H: My experience is that when myself and other fathers file a complaint
against the mother, Dhs is quick to dismiss the case and close it way to soon. They didn’t do
near enough investigating. No surprise visits or anything. They showed up once and closed
the case.. OKLAHOMA DHS IS A JOKE.
Billy S: I was accused of child abuse because I spanked my son for stealing at
school. Two weeks after the spanking they came to my house and looked at my son’s bare
bottom. There were no bruises on his butt but there were some on his legs. They asked him
where they came from and he told them that they were from playing. The next day DHS
removed my kids and it took me two years to get them back. The only thing they were after
was my money. I was ordered to go through numerous domestic violence classes as well as
parenting and anger management classes. There were 4 times that the judge ordered them
to return my children but DHS kept appealing the ruling and would not return them. I have
never hated anyone or anything until I had to deal with this agency.
Kathie B: Kelsey Briggs…Will soon be 10 years that she was murdered under the
watchful eye of DHS.
Amber D: Dhs was very quick to ensue child support payments from my husband
when his son lived with his mom. When my husband and i obtained custody they havent
done anything to get child support from the mother and its almost been a year!
Jenny M: It’s very sad that so many of you cannot see all the positive things that
the OKDHS does for many Oklahomans each and every day. We are so much more than
just child welfare and food stamps. We don’t just yank kids out of homes for no reason and
did you know that a judge has to sign each and every pickup order issued for a child. It isn’t
the decision of one individual worker. Yes they are overworked but many are supporting
families of their own and guess what? Many are also foster parents which are desperately
needed in Oklahoma. Do you realize that we also provide services so that parents can work,
provide services to improve and protect the lives of those with mental and physical disabilities? We also pay for services to keep our elderly out if nursing homes where they
are also neglected and abused as well. YOU are the eyes and ears of your community! We
depend on the public to stand up and say something if you see a child or vulnerable adult
being neglected or abused. EVERYONE in Oklahoma is a mandated reporter, not just DHS
workers. Perhaps instead of ranting and raging about what DHS is doing wrong, you might
consider your own parenting practices and try to improve them. Or, offer a hand to someone who appears to be struggling. Oklahomans are some of the strongest, kindest people
in the nation. We take care of each other here. It has been my pleasure and my mission to
serve OKDHS for nearly 22 years. Yes, there have been rough times but we hang on and do
the best we can with what the legislature allows us. Next time you want to complain about
what we do wrong, stop and think about what we actually do right. Chances are, your family had been touched in some positive way at some point in time or you will need us in the
future. Don’t be so quick to judge unless you’ve walked in our shoes.

Registered Sex Offenders for The Area
FACT:
Victims of sexual assault often
share some blame for the
assault.
False. Adult and child victims of
sexual abuse are never to blame
for the assault, regardless of their
behavior. Because of the age
difference, children are unable
to legally consent to sexual acts.
They are often made to feel like
willing participants, which further
contributes to their shame and
guilt.

Cleveland man Jared Christian Stocum, 18, admitted
to smoking marijuana with a minor when a police officer
stopped them on September 15.
According to the police report, a Cleveland officer came
across Stocum and his juvenile friend on West Delaware near
B Street around 2:43 a.m. He recognized the juvenile from
prior dealings and asked what he was doing out past curfew.
The juvenile told him he was walking home.
The officer then asked the other man if he was over 18. The
man said yes, but told the officer he didn’t have any identification. He told the officer his name was Stocum.
When the officer asked Stocum where he lived, the man
told him he didn’t know the address.
Both Stocum and the juvenile had red, bloodshot eyes and
were speaking slowly and quietly.
He asked Stocum if he had been smoking marijuana -- Stocum said yes.
When the officer asked Stocum if he knew it was against the law to be out in public while
under the influence of marijuana, Stocum said he didn’t know or he would have stayed home.
He told the officer he had been playing XBox with the juvenile, and he was walking him home.
Because the officer believed Stocum was under the influence of something, he placed the
man under arrest.
He asked if Stocum had anything illegal on his person -- Stocum said no. When the officer
patted down the man, he found what appeared to be a small clear baggy sticking out of his
front pocket. He asked Stocum what the baggy was.
Stocum said, “I forgot that was in there.”
The officer pulled the baggy out -- it contained a white crystal-like rock that later fieldtested positive for methamphetamine.
Stocum told the officer he bought the meth earlier that day for $20. He also said he shared
his marijuana with the juvenile.
Stocum is being charged with aiding minor in drug crime, possession of controlled dangerous substance and public intoxication. He was released on a $3,000 bond and is scheduled to
appear in court on September 22, 2015.

By Lt. Jeff James

Well, the temperatures are
dropping, and fall is almost here,
and these things signal the start
of football season in Oklahoma! Not only have our major colleges
had their first home games, but all across the state, people are
traveling to and from football games from 4th graders on up to
high school. With that in mind, here are a few tips to make this
football season safe.
Lets start with college. Whether you are a Sooner, Cowboy,
or Golden Hurricane fan, one thing is for sure...you aren’t
alone! There are thousands of fans for each home game
traveling to the stadiums. This volume of traffic demands your
consideration. First, if you can, leave early! The closer to game
time, the worse the traffic gets, so if you can, get to the stadium
early. There are plenty of things on a game day that are going on
prior to kickoff that you can spend your time enjoying. There are
usually lots of free stuff for the kids to do that make the whole game
day experience wonderful for them as well.
Second, be patient! You WILL run into traffic, so plan ahead,
and don’t get frustrated with it. Turn on the radio, listen to the pregame hype, and remember to be a safe, courteous driver. Getting
frustrated, and getting into a hurry, can result in a traffic accident
that will delay your arrival, and could end up being very expensive,
not to mention the potential for injury.
Last, be aware that there are usually some temporary traffic
control changes on game days. Both before and after the games,
law enforcement will be at intersections controlling the traffic
lights, and making adjustments to keep the traffic flowing in the
best possible manner. Be alert and aware, and recognize when and
where these temporary traffic controls are taking place!
Now, on to the local games! The biggest thing I remember from
growing up is that parents are usually running late to get to games,
because of what time they got off work. This has not changed... we
Troopers are stopping folks who are speeding trying to get to a kid’s
ball game all the time. While we understand, (we have kids too!)
we also see all too often what happens when accidents happen as
a result of unsafe speed. If you get stopped by us, you’re going to
be even later, and possibly on the hook for a hefty fine. If you get
involved in an accident, you may not make the game at all.
Finally, when you do get there, be a good fan! Cheer your team,
don’t denigrate the other team. Use appropriate language in the
stands; remember, there are kids of all ages in the stands with you.
We Oklahomans love our football, just remember to show your
support in a positive way!
Thanks for reading, buckle up, and be safe!
