that ain’t my truck
A Stillwater man caught with a truck stolen
from the Oklahoma State University Animal
Science Department was arrested on November 8 while putting things in the vehicle.
41-year-old Micah Floyd Winters told a
deputy that the truck wasn’t his.
According to reports, a Payne County deputy was dispatched to a rural Stillwater trailer
park at approximately 6:39 a.m. to investigate
a suspicious man going through a trash can.
When he arrived, he saw Winters standing at
the bed of a truck.
Winters said he was waiting for his friend to
wake up so they could go to work. While he
was waiting, he decided to rummage through
the trash can.
The man also told the deputy that the truck he was standing near wasn’t
his. He said it had been parked at the location for several days. He was just
putting some garbage items he wanted to keep in the truck so he could come
back and get them.
Winters said he hadn’t driven the truck.
A witness told the deputy the truck wasn’t there the night before. When the
deputy touched the hood of the truck, he noticed that it was still warm from
being driven recently.
An OSU employee came to the location at 8:22 a.m. and confirmed that the
truck had been stolen from the Animal Science Department.
Winters is being charged with possession of a stolen vehicle. His bond was
set at $10,000, and he is scheduled to appear in court on December 7, 2020.

Two Creek County men were charged in November on federal charges:
David Gene Randle: Felon in Possession of a
Firearm and Ammunition.
Randle, 50, of Mannford, is charged with being
a felon in possession of a Taurus 9mm caliber
semi-automatic pistol, a Winchester .22 caliber
semi-automatic rifle, a Stevens 20-gauge shotgun, and ammunition. The Bureau of Alcohol,
Tobacco, Firearms and Explosives and Creek
County Sheriff’s Office are the investigative
agencies.

A 29-year-old Oklahoma state senator is being
charged with manslaughter after a May vehicle
accident ended in a man’s death.
According to reports, Democratic State Senator Allison Ikley-Freeman from Tulsa was traveling
on the Turner Turnpike on May 22 earlier this year
when her vehicle careened off the rain-slickened
road. Her vehicle hit a disabled vehicle, which had
skidded off the road earlier and was stuck in a
ditch. A man in the vehicle died at the scene.
Ikley-Freeman was trapped in the wreckage of
the vehicle for 40 minutes.
A state trooper who investigated the incident
determined that Ikley-Freeman was traveling 91
mph in a 75 mph zone in rainy conditions. She was speeding, driving recklessly, and traveling too fast for the weather, according to the investigation.
Ikley-Freeman is being charged with manslaughter in the first degree.
Her bond was set at $10,000, and she is scheduled to appear in court on
January 7, 2021.

Crescent man Zachary Michael Campbell,
38, is facing more than 10 years in prison for
allegedly stealing and pawning a multitude of
items over the last couple of years.
Reports state that the man knowingly concealed at least $2,700 worth of stolen items
in Logan County and pawned them in Perkins, in Payne County. He pawned approximately 62 items over 37 transactions.
A Logan County man reported that someone had stolen his custom-built welder trailer
in December 2019 and pawned it at a shop
on Highway 33 in Perkins. The pawnbroker
told police Campbell asserted that he had
owned the trailer for two years when he sold
it to the shop on May 20. The item was on
sale for $1,600 – it was recovered by police on June 5.
In March 2019, another Logan County man told police that 25 items, including a Marlin 30-30 rifle, were stolen from his property. Campbell allegedly
pawned the rifle on March 25, 2019. The firearm was sold to a man who willingly surrendered it when he learned it was stolen.
A third Logan County man reported to police that more than $11,000 worth
of items were taken from his property during two burglaries between November 2018 and December 2018 or early January 2019.
Reports showed that Campbell had pawned an Echo Bearcat trimmer, a
Honda pump, and a jack on December 27, 2018, all of which were possible
matches to the stolen items.
Campbell is being charged with three counts of receiving stolen construction or farm equipment and knowingly concealing stolen property in Logan
County. His bond was set at $25,000.
Campbell is also facing a felony charge of possession of a stolen vehicle in
Payne County. Bond was set at $2500.

after he went missing from Hugo, Okla., in
March 2008. The remains were discovered
in August 2018 in a remote area in northern
Pushmataha County. At that time the Pushmataha County Sheriff’s Office requested assistance from the Oklahoma State Bureau of
Investigation (OSBI) in identifying the remains.
On March 30, 2008, a missing person report regarding Mangrum’s (who was 67 at the
time) disappearance was filed with Hugo Police Department. At that time, DNA from Mangrum’s immediate family was collected and submitted to the National Missing
and Unidentified Persons System (NamUs).
After the human remains were discovered in Pushmataha County in 2018,
OSBI agents, the Oklahoma Medical Examiner Forensic Anthropologist and
local fire department volunteers conducted a thorough search of the area and
collected numerous items of evidence. In an attempt to identify the remains,
that evidence was submitted to the University of North Texas Health Science
Center to run through the NamUs database and possibly get a DNA match.
Recently, the University of North Texas Health Science Center notified the
OSBI that the remains located in northern Pushmataha County were those of
Mangrum.
Mangrum’s death is suspicious and the OSBI is asking anyone with information regarding his disappearance or death to contact the OSBI at (800)

A 22-year-old Ponca City man known as
“Izzy” was put behind bars for allegedly stabbing a man and stealing his backpack during
an altercation on October 24.
According to reports, Ponca City officers
were dispatched to a residence in the 1200
block of South Sixth Street to investigate a
stabbing. Family members of the victim told
police that two men dragged the victim outside and beat him up. One of the suspects
was identified as Israel Grant Karty.
An officer spoke to the victim, who had
been transported to the emergency room.
The victim had three cuts on his body. There
was an inch-long cut on the back of his head,
a two-inch long cut on his shoulder and a
one-inch long cut on his stomach.
A detective later recovered a pocketknife from the scene of the crime.
The victim said Karty and the other man came to the residence and asked
him about drugs. The victim said he told them he didn’t mess with that stuff
anymore. Karty then wanted the victim to do a “bump” with him, but the man
declined.
Karty and the other man dragged the man outside and started going
through the victim’s backpack. A fight ensued, and Karty stabbed the man.
The victim’s mother also saw Karty stab her son.
The victim said the suspects stole his backpack, which contained two Dell
laptops and some iPhones.
Karty was arrested on November 2, 2020.
Karty is being charged with assault and battery with a deadly weapon and
robbery in the first degree. His bond was set at $150,000, and he is scheduled to appear in court on December 18, 2020.

A 44-year-old man who was previously a Bartlesville police officer, is experiencing what it’s like to be on the other
side of the handcuffs after he allegedly assaulted two female officers.
According to reports, James Dale Graham allegedly
groped two female police officers and exposed himself
while on Bartlesville Police Department property.
On September 25, the police chief requested the assistance of the Oklahoma State Bureau of Investigation while
looking into an alleged sexual offense that involved police
department employees.
The first allegation occurred on December 30, 2019.
Graham allegedly touched the inner thigh of a female officer while he was the
passenger in her vehicle as she was responding to a call. The man also admitted
that he exposed himself to her at the police substation that same month.
On January 15, 2020, Graham allegedly touched the inner thigh of a different
female officer. She was conducting a vehicle search during a traffic stop at the time
of the allegation.
During the incidents, Graham was the supervising officer for both victims.
Graham is being charged with two counts of sexual battery and indecent exposure. His bond was set at $5,000, and he is scheduled to appear in court on
January 8, 2021.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
