Months ago, Doug Hutchinson, of Stillwater, was a guest in OK Jailbirds. His charge was
molestation of a motor vehicle. Ultimately, his charges were dropped but that’s certainly not
the end of the incident.
Here’s his side of the story...
Emmett Earl Phillips befriended the daughter of Doug
Hutchinson. He helped with the family’s horses and became
something of a friend of the family. Phillips had been into the
Hutchinson’s home and had seen where the hide-a-key was kept.
One evening, Doug, an avid hunter and gun enthusiast, was out
shooting guns with highway patrol officers. After shooting, he
carefully laid the guns out in the living room getting them to room
temperature before cleaning them and putting them away.
Phillips had seen the guns, according to Hutchinson, laying
in the living room. Among the guns were several custom made
weapons.
Doug and his girlfriend, Susan, had gone to work and when they
returned to the house, the door was half open and the key was still
in the door. It didn’t take Doug long to figure out who had illegally
entered the home. Several weapons were still on the floor lying
around the front room and several were missing. There were muddy boot prints down the
hallway and to the bedroom.
Hutchinson called the Payne County Sheriff’s office. One of the deputies came to dust for
fingerprints and found none.
Once the deputy left, Doug left the house in search for Phillips looking in the vicinity of his
home. He was confident Phillips was the perpetrator because he was the only one besides
family that knew where the house key was hidden.
Soon, he found Phillips and his new girlfriend traveling Fairgrounds Road in Stillwater,
just a few miles from Doug’s home. Doug began to pursue them.
Phillips and his girlfriend turned the vehicle into a property and, according to Hutchinson,
blocked himself in.
Doug stepped out of his truck and asked Phillips, “Hey Emmett, do you want to go drink a
cold beer?” He wanted to see Emmett’s face. Emmett replied, “No, I’m afraid of you and I’m
calling the law.”
At that time, a lady emerged from inside a trailer and asked why Doug was there. He
replied, “I’m here to talk to these two.”
Doug said Emmett was crying in the car trying to call someone. Doug looked at him faceto-face and said, “Emmett Earl Phillips, if I ever catch you in my house again, I’ll kill you. No
threat – it’s a promise.”
Doug got back into his truck and returned home taking the back roads. He said he never
touched Phillips and never touched the vehicle.
Later, another county deputy showed up and let Emmett give him information to file a
police report against Doug. The report indicated Hutchinson had jumped on the Mustang
and uttered profanities. “The profanities may be true enough but I never touched the car,”
Hutchinson said.
An affidavit was written and soon dismissed. He’d been charged with molestation of a
motor vehicle, disturbing the peace and threatening language.
Phillips and two others, Jesse William Price and Branden Allen Davis, were arrested and
charged for the crime. Hutchinson was told the guns were taken to Tulsa to Phillip’s brother,
a known felon for stealing guns.
None of those responsible for the crime has received extended jail time. Two of them
have been through a delayed sentencing program and have been instructed to go through a
Regimented Inmate Discipline Program but have not been able to complete it.
All three of these individuals have significant rap sheets and in the case of Phillips, every
time he’s arrested and booked, his girlfriend quickly bonds him out.
Today, Hutchinson keeps all his guns in the largest Liberty safe money can buy. It’s bolted
to the floor with security cameras so he can watch the property when he’s not at home.

A Stillwater man and woman now face
charges after taking an underage male and
child along with them during drug deals.
Stillwater police officer Adam Elliott
stopped a car just before 6 p.m. July 5 for
rolling through two stop signs on 3rd and
4th streets. He spoke with Dylan Simon,
19, who said he was in the city with his
juvenile friend. Simon told Elliott he was
giving his friend a ride to another friend’s
house.
However, the juvenile said the pair were
going to see Simon’s mother. Elliott said
both boys were nervous and decided to use
his drug dog since they were leaving an
area known for drug problems.
In the car, Simon had 96 grams of marijuana, a digital scale and 36 plastic bags.
A search of his cell phone showed that he
made his drug deals with Kandace Sisney,
19. She sold him resale marijuana for $275,
but he was $15 short, so she took some of
the drug to cover the difference, she said.
Officer Royce Stephens received a search warrant for Sisney’s
house, where they found her and her son, 3, inside. She said her
son was in the house both when Simon picked up the marijuana
and when another man picked up the money Simon had given
her. She had three pipes, three grams of marijuana and multiple
marijuana roaches in her house, Stephens said.
Both were arrested on suspicion of unlawful delivery of marijuana, conspiracy to commit a felony, possession of marijuana
and possession of drug paraphernalia.
The pair was released on bond soon after their arrest. Sisney
will appear in court at 1:45 p.m. Aug. 10. Simon will appear at 10
a.m. Aug. 13.

Shawnee police are on the lookout for a 27-year-old woman who
has been missing more than a month.
Samantha “Sam” Weaver was last heard from June 15 when she
texted her children’s father, saying she was on her way to pick them
up. She never showed.
Weaver is described as a white female, 5’ 5 1/2” tall, has hazelbrown eyes , brown hair, and has a tattoo of a care bear sitting on
a cloud on her upper back and a turquoise with a moon and stars
Indian art on her lower back just above the waistline. She also a rose
on her shoulder.

Perkins police officers arrested a local
woman July 18 after learning that a man
died after she supplied him with drugs.
Police Chief Robert Ernst said that
deputy chief Steve Hensley was dispatched
to a home in the city July 3 in reference
to an unconscious person, later identified
as Richie Craine, 28. Craine was lying on
his back, was stiff, cold to the touch and
showed evidence of blood pooling. He was
pronounced dead just before 9 a.m. that
day.
When Hensley arrived at the medical examiner’s office, he saw a
woman yelling, “You killed my husband! You’re the one who sold
him your Xanax!” at Leanna Howard, 46.
Howard told Hensley and Ernst that she went to Craine’s house
for a cookout. While there, she went to take a Xanax pill out of her
purse and then said her bottle was missing.
Hensley then spoke with Craine’s common law wife, who said
the pair lived together and had a child together. She said Howard
called her and told her she wanted to sell some pills to Craine.
Howard gave Craine 10 Xanax pills for free and sold the rest of her
pills for $30, according to an affidavit.
Howard denied selling the Xanax to Craine and said she had
no money on her. However, she had $30 in her pocket that she
claimed Craine and his wife owed her.
Later, Craine’s wife was interviewed at the Perkins Police
Department, where she said Howard sold her husband 90 pills for
$30. Howard received one $10 bill and one $20 bill, which matched
what Hensley found in her pockets, according to the affidavit. His
wife then said Craine traded the Xanax for methadone.
Howard now faces charges of unlawful delivery of controlled
substances and keeping money from violations of the dangerous
substances act. She posted a $25,000 bond soon after her arrest.
Howard will appear in court at 1:45 p.m. Aug 22.

The criminally incarcerated … where did they come from?
What led to their downfall? Many counselors have traced this
criminal cycle to decades of abuse in the homes they were raised.
At some point, having unbearable memories of pain, the
victims began to self-medicate - turning to alcohol or marijuana
- discovering the temporary relief becoming weaker and
weaker, leading to the use of stronger drugs. A slack in their job
performance normally followed, getting them fired.
But a drug user needs money to maintain his/her chemical
addictions and lifestyle. The user may resort to robbery or more
serious crimes, wanting to stop but can’t. And until he/she
reaches a point of dealing with their past abuse, they will never
be able to quit and find ‘change’. Both counseling and ‘forgiveness’ is a must in starting a new and
healthy cycle for their life.
It was many years before I could reach that point of ‘forgiveness’ regarding my own abusers. Even
when seeking answers, I didn’t fully understand what it would take to find counsel and healing, until
writing my first book, ‘I Love You, Mom … Please Don’t Break My Heart’.
“Seconds later, she opened the door and jerked me out of the car, threw me onto the ground like
a piece of trash, and pulled something from her pocket. Even though I knew something terrible
was happening, I did not move a muscle. She would really get angry if I moved! Without saying one
word, she slid a plastic bag over my head, covering my face. For a split second, my mind went numb.
I gasped for breath as her arm pressed tighter and tighter against the plastic bag covering my nose
and mouth. Suddenly the probability of death overpowered all fear of a beating. For the first time in
my life, panic replaced all dread of violence and pain. Gasping and choking, my fingers clawed at the
bag. My mom grabbed at my hands as she struggled to keep the plastic over my nose and mouth. My
weak, undernourished body was no match against my tall, powerful, and very determined mother.
Fighting for breath within the tomb of plastic, I felt her grip tighten even more against my face.”
There are people who think they have been down the darkest road in life with no possible chance
of change, but I have been down that road, too, and if I could turn it around and not only change my
life, but learn how to help others - becoming one of the country’s foremost child advocates – you can
do it, too.

An Oklahoma City mother has been charged with
child abuse after she “whooped” her 3-year-old
daughter for opening the refrigerator after 7 p.m., investigators said. An arrest warrant is expected to be
issued for Nortesha Harmon, 28, of Oklahoma City.
On July 4, Harmon was dropping off her 3-yearold daughter when she told the child’s father that
she had whooped their daughter with an extension
cord for getting a drink after 7 p.m., court documents
revealed. On July 11, investigators interviewed the
child and noticed bruises on her face and body, investigators said.
The child’s father told investigators that he and the child’s mother did not
have a legal custody agreement, but he allowed her, the mother, to see the
child whenever she wanted, according to court document. The child was
treated at Children’s Hospital in Oklahoma City.

Logan County sheriff’s deputies and a
SWAT team conducted a search warrant at a
trailer July 17 after receiving reports of stolen
property there.
Deputy Tom Kutay said he noticed brown
siding on the south east side of a home on
the 10200 block of Blanche Lane in Edmond,
which an Oklahoma City police officer reported stolen earlier that month. The officer reported seeing Bryce Salmon, 27, steal
lumber from his property. He told Salmon to
leave but did not pursue the matter, he said.
However, soon after the altercation, the officer noticed he was missing brown siding, brown trim wood, two
ladders and a wheelbarrow. He said the siding at Salmon’s house belonged to him and also pointed to plumbing materials that were stolen from him. He said he did not need the property back but wanted
to press charges against Salmon.
To make matters worse for Salmon, he had a gun in his house while
simultaneously concealing the officer’s hardware. Kutay reported
finding a .22 caliber semi-automatic pistol, one magazine with 11
rounds and a box of ammunition. Nearby, he found a checkbook with
Salmon’s name on the checks, marijuana in rolling papers, a film
canister with muscle relaxing pills inside and a marijuana grinder.
Also, Salmon had a book with pictures of drugs taped inside,
a spoon with methamphetamine residue and a used needle in his
house, Kutay said.
Salmon, a registered sex offender, was convicted of soliciting sexual contact with a minor in 2006 and was sentenced to five years
of probation. He received his sentence in Leon, Texas, but will be

Summer time can be a time of
fun, whether its at the lake, pool,
or any of the numerous other
activities to be found throughout this great state, but it is also
a time of serious heat. With temperatures reaching into the
100’s many times already, and more to come, I thought I would
touch on the way heat can affect your traveling plans, and some
tips to help you beat the heat!
First, be prepared. Cars suffer in the heat just like we do. If
and when they break down, you’ll want to be ready. Be familiar
with your emergency equipment in your vehicle. This means
learn where your jack, spare tire, and tire tool are. Learn how
to use them. Figuring that out on the side of the road at 102
degrees is no fun at all. The owner’s manual of your vehicle
has a section on roadside emergencies that can help you figure
out where the emergency equipment is stored, and tips on
how to use it. Learn the steps to change a flat! Although we
will be happy to help you if you are broken down, we aren’t
always close, and may not be able to get to you for a long period
of time. If you know how to get yourself out of a roadside
emergency, that’s less time you’ll spend in the heat.
Take lots of water with you if you are going on a trip, especially
if it’s a long one. Have a cell phone with you so you can call
for help if you need it. Be aware of your surroundings when
driving, so you can give the person you call for help an accurate
location for where you are. Also, if you can get your car to a
place of shade, do so. Temperatures can be up to 20 degrees
cooler in a place of shade such as an overpass or large trees.
Lastly, make sure your car is maintained properly. Ever
notice how many pieces of tires you see on the roadway during
the summer? The heat is hard on tires, so make sure they are
properly inflated and have good tread. If your tread is worn,
get them replaced! The pavement those tires are rolling on is
even hotter than the thermometer is showing! Visually check
your belts, and make sure all your fluids are filled up. That
ounce of prevention can keep you from being stuck on the side
of the road in 100 plus temperatures.
Preparing for roadside emergencies in the heat is just as
important as it is in the winter, but it seems like we just don’t
prepare the same for it. Just a few minutes of learning how to
change a flat, packing in a case of water, and being aware of
your surroundings can keep a bad day from being a whole lot

A Wellston man faces felony assault
charges after getting into a standoff with
a game warden July 23.
Logan County sheriff’s deputy Troy
Dykes reported that game warden Chance
Whitely observed a gray Chevrolet vehicle
parked in a lane of traffic just west of
Pottawatomie Road. Whitely said the
people in the vehicle, identified as David
Cypert, Kandy Gillespie and William
Bradley, were walking around the vehicle.
Bradley was stumbling around and
could barely get two words from his mouth, telling the officer, “We
were drinking some beer and some people began fighting so we
decided to walk.” Soon after, Cypert, 29, picked up Bradley from the
side of the road but was drunk driving, which prompted the stop.
Cypert got out of the car, refusing to listen to the warden. While
Whitely spoke to Gillespie, 34, he saw open containers of beer and
smelled alcohol inside. Gillespie refused to show the warden her
driver’s license, so he called sheriff’s deputies for backup.
Cypert, who decided to add to his charges that evening, decided
to get back in his car and run from Whitely. The warden started a
pursuit, which ended at Gillespie’s house, he said. The pair stopped
to open the gate in front of their home and did not listen to Whitely’s
commands, yelling, “I’m a sovereign citizen and you’re not welcome
on my property.”
After the altercation, Gillespie told Bradley, 31, to get her gun
from the house. The group all yelled at Whitely and said they would
use lethal force to defend themselves. Once Cypert got his gun, he
told the warden, “You see that? How do you like that?”
Soon after, several deputies arrived to help arrest the group.
Gillespie was not detained until deputies broke a glass door to
remove her from the house. She kicked the officers until she was
handcuffed, according to an affidavit.
All remain in the Logan County Jail. They will appear in court at
2 p.m. Aug. 23.

A Carney woman was taken into custody
July 24 after she reported her 7-year-old
daughter missing when she actually forgot
the girl was at a friend’s house.
After speaking with the mother, Carney
police suspected Amanda Robertson, 24, was
under the influence of drugs.
Robertson told police the girl had been
gone about four hours. Police began looking
for the child, but Robertson’s roommate told
officers the girl was over at a friend’s house
and Robertson must have forgotten about it,
according to a report.
A search warrant was obtained by police and officers found a
used syringe with what appeared to be meth inside. They also found
several prescription drugs inside a baggie.
Two other people living in the home with Robertson were also
arrested. Jennifer Blalock, 25, and James Boyd, 27, were taken into
custody along with Robertson and booked into the Lincoln County
Jail on drug charges.
Four children were taken into protective custody, the report stated.

Two people were taken into custody after one of them attacked a
woman with a machete and the other lied to police about it.
Randal Freeze, 25, was charged July 5 with assault and battery,
two counts of assault with a dangerous weapon, assault and
battery with a dangerous weapon, and molesting a motor vehicle.
Freeze’s girlfriend, Marqui Simpson, 24, was charged with
obstructing an officer, possession of a controlled substance, and
unlawful possession of drug paraphernalia.
Meeker police were called to a home in reference to a fight in
progress involving weapons. When officers arrived on scene, the
victim said Freeze chased her around her car with what she said
looked like a machete; that is, until she grabbed a shovel from the
trunk. In the chaos, Freeze also slashed her tire.
After much ado, Freeze willingly went back to the crime scene
and spoke with police. His girlfriend, Simpson, arrived with him.
Simpson denied the weapon Freeze used was a machete and
said it was just a simple 7” fixed-blade knife. She even showed
them a knife in her car that she said was used to slash the tire. The
tire slash and the knife’s blade did not match and she was asked
again about the knife. Over and over again she denied Freeze used
a large knife, even when she was threatened with jail time if she
did not come clean. She never did.
Freeze was completely cooperative and told police everything.
He even said he threw the 15” fixed-blade knife into a field beside
the Meeker Rodeo grounds.
Simpson’s car was
searched and officers
found marijuana cigarettes and roaches,
painkillers, other
unknown pills, and
drug paraphernalia
inside.
Freeze and Simpson were transported
to the Lincoln County Jail and booked in.
