A Stillwater woman remains in
custody following a police manhunt for
the suspect in a string of local robberies.
Carmen Richardson, 39, was arrested
Oct. 30 and charged with three counts of
robbery with a dangerous weapon. Police
say she robbed three stores at knife point
for cash during the previous weekend.
First, she entered an EZ Payday Loan
store and stole $92. Next, she took
$238 from the Wyndham Garden Hotel.
Finally, she robbed the Approved Cash
Advance and took off running. Police
records show Richardson is homeless.
Stillwater police Capt. Randy Dickerson sent out surveillance
videos showing a Native American woman wearing a light shirt
and dark pants entering the stores with a blue-handled knife.
District Attorney Tom Lee filed the charges separately and asked
for $300,000 bond.
This is not Richardson’s first time breaking the law. She was
convicted in 2009 of uttering a forged instrument am received a
five-year suspended prison sentence, jail records show.
Richardson faces 10 years to life in prison for the charges.

One of the things that is becoming
more prevalent, and with the
passing of the new open carry law,
will only continue to rise, is the number of people walking and driving
around armed. For law enforcement, this obviously creates some
challenges in our dealings with the public. I am going to attempt to
explain what we would like from the citizens who choose to go armed,
and what they can expect from us.
First, all people who wish to carry a gun on their person are
required to attend an approved concealed carry class. This goes for
those who wish to carry concealed or open. Upon completion of the
course and the requirements needed, you will be issued a Concealed
Carry License, or CCL. Let me point out, that having a CCL is a
privilege, not a right. It is issued by the state, and with it come some
responsibilities.
One of those responsibilities, and the one that is most important
to us law enforcement professionals, is the obligation to notify us
IMMEDIATELY upon contact. Lets say you get stopped for speeding
and you are a CCL holder and are armed, whether it is on your person
or just in your vehicle. The Trooper gets out of their car and asks
you to step back to them with your driver’s license and proof of
insurance. You should, before anything else, declare that you have
a CCL and are armed. Don’t wait until we see the CCL in your wallet
to tell us....that’s too late! They will then instruct you on what they
would like you to do to address this situation. There are several
things we may do at this point to accomplish this.
We may ask you to say (not reach for or move towards) where
the weapon is. Simply say the location, keeping your hands on the
steering wheel or where they can be seen. If its on your person, we
may wish to disarm you for the duration of the traffic stop, and will
give instructions accordingly. We may simply separate the weapon
from the ammunition and make the weapon safe, and then leave it
in your vehicle. Each officer will handle this in the way that he or
she chooses in order to maintain their own safety. None of these
methods are meant to infer that we feel threatened by a CCL holder,
or that we think you are a criminal or bad person. They are simply
ways that we can deal with the issue of a gun being present in order
to maintain our safety and the safety of others.
Hopefully, this will give you some guidelines on what we are
expecting when you come in contact with us while carrying a
firearm. With respect and understanding, we can all feel safe with an
armed citizen, while respecting that citizen’s right to carry. Thanks

A Stillwater man remains in
custody without bond after Payne
County District Attorney Tom Lee
filed a first-degree murder charge
against him Oct. 31.
Christopher Alden Dawes, 26, was
arrested early Oct. 26 on complaints
of domestic abuse and aggravated
assault, jail records show. Officers
were dispatched to the 1100 block of
South Husband Street in Stillwater
after finding Jeremy Sutherland, 32,
lying unconscious in the street after
being badly beaten, according to the
police report.
LifeNet personnel treated Sutherland at the scene and took
him to Stillwater Medical Center and eventually OU Medical
Center in Oklahoma City, where he was in extremely critical
condition, Stillwater police spokeswoman Sherry Fletcher said.
A witness reported seeing Dawes assault Sutherland and a
24-year-old woman in a nearby home. Hospital employees
treated her for face injuries and a broken right arm, Fletcher
said. Dawes turned himself into police just before 1 a.m.
OU Medical Center staff said Sutherland died from his injuries
at 1:30 a.m. Oct. 31. A Payne County court clerk employee said
Sutherland was removed from life support on the day before.
After Sutherland’s death, Lee filed the murder charge, as well as
an additional domestic assault by strangulation charge for the
attack on the female victim, according to an information sheet.
Associate District Judge Kathy Thomas gave Dawes an
application for court-appointed counsel during his appearance.
District Judge Phillip Corley is assigned to the case.

A Drumright man was taken into custody
after he robbed an adult store in Stillwater
and took off with two magazines, $150,
and a new rubber girlfriend.
Jesse Allen Smith, 27, was charged Oct.
15 with robbery with a dangerous weapon
and attempting to elude police in Payne
County District Court.
According to information in the case,
Smith went into the Christy’s Toy Box on
N. Perkins Rd. late Oct. 11 and threatened
the clerk with a knife. He then took the
blow-up doll, the magazines and the cash
and fled.
Authorities caught up with Smith in his 1999 Ford truck at the
corner of 3rd and Perkins Rd. Smith refused to pull over and a
high-speed chase ensued. At the intersection of Jardot and Sixth,
he blew through the signal light and narrowly missed a patrol car.
The chase ended when Smith crashed his truck into a telephone
pole at the end of a dead-end street and had to be tased into
submission.
A knife was recovered from the truck.
Smith was transported to the Payne County Jail and booked in.
Bail was set at $100,000.

A former high school coach accused of having sex with a
female student fights to have his case dismissed.
The suspect’s attorney said the state’s age of consent law
is unconstitutional.
The controversial legal fight centers on a state law
banning sexual relationships between students and
school employees.
The former educator accused of breaking that law,
Tyrone Nash, allegedly carried on a sexual relationship
with a female student at Western Heights high school.
Nash asked the court to overturn state law.
Under the current law, it would legal for the judge in the case to have consensual
sex with a 16-year-old girl, but Nash, as a former school employee, may not
have the same right.
That’s why the defense said the law should be unconstitutional.

Logan County sheriff’s deputies arrested
a Guthrie ex-con on felony drug charges
Oct. 9.
Just after 4:15 that day, officers executed
a search warrant at the 300 block of W.
Noble. Inside, they found Brittany Jordan,
27, her 11-year old daughter, and Jordan’s
marijuana supply. She also reportedly had
hydrocodone pills in her home during the
search, according to the affidavit.
Jordan was booked in Logan County
Jail and posted a $2000 bond. However,
after her first appearance, Judge Louis Duel raised her bond to
$11,000. She remains in custody and will appear in court at 9
a.m. Dec. 3.
Jordan wrote a letter to the judge asking for enrollment in drug
court. She says her latest arrest helped her realize she had a drug
problem and added she is serving a four-year deferred sentence.
Unfortunately, one of her previous convictions involved drug
possession around children.
She faces between four to 20 years in prison for her latest
charges.

55. He was found unresponsive
about 6:35 a.m.
Davis was convicted on three
counts of fi rst-degree murder in the Sept. 4, 2007,
shooting deaths of his sisters, Tami Link, 52, and
Sheila Ellis, 54, and Link’s mother-in-law, Letannah
Bishop, 87.
Davis was subdued at the scene by his legally blind
brother-in-law, Brent Link, who disarmed and
severely beat Davis after the shootings.
Davis was found guilty by a jury in Cleveland County
in February 2010. The jury recommended a death
sentence, and Davis was sentenced to death by lethal
injection by District Judge Lori Walkley the following
month.

A day of ransacking cars
eventually ended badly for a group
of gangsters in Logan County.
Brandon D’Ron Coursey, 20, was
charged Oct. 11 with conspiracy to
commit a felony, second-degree
burglary and knowingly concealing
stolen property, which stemmed
from a night of summertime
stealing, police say.
According to an information
sheet, Coursey, Gerrard Thompson,
Keshawn Franklin, Lakenric
Stearns and a gang member only
known as Baby Six-O robbed a
Chevrolet Tahoe on the 4000 block
of Redhawk street July 17 and
made off with thousands of dollars
in loot.
The group stole a Colt AR 15
gun, a Remington 870 12-gauge
shotgun, two Glocks and two sets
of body armor and kept the stash
hidden for months, according to
the affidavit.
Franklin and Thompson face felony charges in Oklahoma
County of shooting with intent to kill, reportedly
participating in a drive-by shooting in September using the
stolen weapons. They remain in custody there.
Coursey and Stearns were arrested in Logan County Oct.
15. They remain in custody on a $200,000 bond each and
have court set for 9 a.m. Dec. 20.

Investigators need
help with cold case
Judith Elwell, 5, vanished from her parents’ northwest Oklahoma City home sometime before 9 p.m. July
6, 1967. One of her shoes was found the next day beside
an abandoned house half a block from the Elwell home,
leading police to theorize she lost the shoe while struggling with her kidnapper. No other trace of her turned up.
In the hours and days after her disappearance, hundreds of searchers swept across the area. Individual volunteers mingled with police, firefighters and Civil Air
Patrol workers, and a command post grew outside the
Elwell’s house. After three days the hunt was called off. At
some point over the past four decades, the police case file
was misplaced or destroyed.
Another little girl named Brenda White, 6, from Midwest City, went missing a month after Judith. Unfortunately, hunters found Brenda’s body in November 1967
about 11 miles east of her home in a shallow grave. Judith
has never been found. Police believe on person could be responsible for both disappearances,
as they happened so close together.

A Chandler man was taken into custody after
he attacked his girlfriend, but not before she
bashed him in the head with a clothes iron.
Randy Maxwell, 54, was charged with firstdegree burglary and domestic assault and
battery in Lincoln County District Court.
According to the police affidavit, Chandler
police were dispatched around 9:30 p.m. on
Oct. 8 to the 500 block of S. Oak Street about a
domestic dispute. When they arrived, they met
with the victim who said Maxwell, her boyfriend,
had entered her home and attacked her.
The woman added she was lying in her
bedroom with her three-year-old son when Maxwell entered her room
and began beating her, scratching her face, and bit her finger. The fight
moved into the front room where she hit him in the head with a clothes
iron, at which time he went outside.
Officers found a bloody clothes iron, blood on the floor, and blood on a
chair. They also saw a scratch next to the woman’s eye, her face was red,
and she had a cut on her finger.
Maxwell appeared before Judge Kirk Oct. 10 and bond was set at
$3000. He was ordered to have no contact with the victim and return to
court Jan. 14 at 1:30 p.m.

The Lincoln County Sheriff’s Office requested OSBI assistance regarding a
homicide victim discovered the evening of Oct. 24 along 960 Road southwest
of Wellston.
Deputies and agents spent the night documenting the crime scene and
collecting evidence from the area. The medical examiner
has taken possession of the body and will perform an
autopsy to determine the man’s cause and manner of
death. The male victim, who has since been identified as
35-year-old Gustavo Barragan Valencia of Mexico, had a
tattoo on each arm. The tattoo on the victim’s right arm
had three initials and the tattoo on the victim’s left arm
is the symbol of a cross.
Valencia was found with his hands and feet bound,
his head covered with a pillowcase, and then shot in the
back of the head.
Lincoln County Sheriff Charlie Dougherty said the
execution-style murder had to be drug-related. Two
persons of interest, he added, are being
sought and he plans to obtain search
warrants on a home very soon.
