ATTEMPTING TO ELUDE OFFICER
A Seminole woman was arrested in Shawnee after she allegedly ran from police and threw a couple
baggies of meth out of her window.
The chase lasted until Kristie Eilene Sullins, 36,
ran out of gas.
On April 16 shortly after 1 a.m., a Shawnee officer
saw Sullins make an improper turn onto Harrison.
He also noticed the vehicle she was driving didn’t
have any taillights on. He alerted another officer,
who attempted to stop the vehicle, but Sullins had
other plans.
When Sullins saw the red and blue flashing behind her, she sped up and kept on driving. Officers pursued the vehicle as it flew
through town, running red lights and traveling up to 100 mph.
Near Farrall and S. Kickapoo, police set up a roadblock, but Sullins maneuvered around it and kept on going.
She then turned north onto Leo from Farrall.
According to the police report, an officer saw the driver’s arm come out of the
window and drop two plastic baggies onto the ground.
The vehicle slowly rolled to a stop on the northeast side of Leo. The driver and
passenger put their hands in the air.
The driver, identified as Sullins, was immediately placed under arrest. She admitted to throwing the baggies out of the vehicle when the car ran out of gas.
An officer located the baggies. Both of them contained a white crystal-like substance that later field-tested positive for methamphetamine.
While the officer was speaking to Sullins, she told him she was having a panic
attack and asked to go to the hospital. After hospital staff said everything was
okay, the officer transported Sullins to jail.
Sullins is being charged with endangering others while eluding/attempting
to elude police officer, running a roadblock, possession of controlled dangerous
substance and driving with license suspended. Her bond was set at $20,000, and
she is scheduled to appear in court on May 26, 2015.

no PayoffS allowed
We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

Police arrested two Konawa men on May 3 after a severely malnourished dog was found in their front yard.
According to the police report, a Konawa officer was
dispatched to the 400 block of W. Fifth shortly after 11
a.m. to investigate a report of a “nearly dead” dog lying in the front yard. The reporting party advised the
men who owned the dog that they had previously been
warned that they needed to feed the dog.
The officer located the dog, who could not stand up on
its own. It also appeared to have a severe case of mange.
No one was home at the time, so the officer took the
dog to the city kennel and returned to the residence later
that day.
This time, Danny Aaron Lingar, 45, and 37-year-old
Jimmy Lee Littlejohn were both home. They both told
the officer they took care of the dog and didn’t starve it.
The men also told the officer one of their other dogs had
died two months prior.
When the officer asked how the dog died, Lingar replied, “Someone poisoned her, and we buried that f------
bitch in the backyard. You can go dig her up if you don’t
believe me.”
The officer asked the men if they had taken the dog to the vet for its mange.
They said they were treating the dog with over-the-counter medicine, but when
the officer asked to see it, they said they had already taken it to Seminole, where
they were moving. They were also unable to show the officer any dog food.
Lingar told him, “I can’t take this stress, so I’m just gonna hit this bottle and
hopefully go to sleep and not have to deal with it.” He then grabbed a bottle of
whiskey.
The officer went to the kennel and fed the poor dog, who had trouble standing
up to eat.
On May 3, the officer went to check on the dog, and he found that it had passed
away.
So, he returned to the residence and placed Lingar and Littlejohn under arrest.
Lingar and Littlejohn are being charged with cruelty to animals. They were
released on $2,000 bonds and are scheduled to appear in court on June 4, 2015.
Take care of your bitches

A Midwest City man was arrested after
he allegedly rammed several patrol cars
in an attempt to get away from police on
April 28 -- all because he had a warrant
for his arrest.
A Holdenville officer attempted to stop
32-year-old Eddie L. Ballard after he saw
the man run a stop sign at Fifth and Echo
in Hughes County.
Ballard kept on going, however and
he ran multiple stop signs as the officer
chased after him.
Ballard sped west down 125, and a Wewoka officer tried to block
him, but the officer had to move out of the way to avoid being hit.
According to the police report, Ballard was apparently a man on
a mission, because he “continued to attempt to ram any police unit
[he] approached.”
The chase continued on county roads until they wound up on Main
Street in Wewoka.
Ballard still tried to hit police cars, until one officer caused the man
to spin out of control in front of the courthouse.
Ballard told police he ran because he had warrants for his arrest,
and his passenger also had felony warrants.
In the man’s vehicle, police found a bottle of vodka and a knife
concealed under the front seat.
Ballard and his passenger were placed in cuffs and taken to jail.
Ballard is being charged with assault and battery on police officer
with a dangerous weapon - vehicle and attempting to elude police officer. His bond was set at $10,000, and he is scheduled to appear in
court on June 2, 2015.
Run, run, as
fast as you can
BALLARD
Computer interconnectivity has produced enormous benefits, but has also
enabled criminal activity
that exploits this interconnectivity for financial gain
and other malicious purposes, such as internet
fraud, child exploitation,
identity theft, and terrorism. The Internet can give
identity thieves, hackers,
and scammers online access to your computer, financial and personal information and more.
Additionally, today’s mobile devices are well integrated with the internet and have far more functionality than mobile phones of the past.
They are increasingly used in the same way as personal computers, potentially making them susceptible to similar threats affecting computers connected to the Internet.
For youths, the internet often serves as a positive and powerful arena for socializing and learning. However, the use of the internet also
brings about risks to their safety, including the dangers of sexual solicitation, online harassment and bullying, and exposure to illegal content. By discussing responsible socializing and communicating, parents -- regardless of whether they are technologically savvy -- can help
their kids make better decisions about online behavior.
Efforts to address cybercrime include activities associated with protecting networks and information, detecting criminal activity, investigating crime, and prosecuting criminals, . The Administration has
taken significant steps to better protect America against cyber threats
and has developed a pragmatic and focused cyber-security legislative
proposal for Congress to consider. The proposed legislation is focused
on improving cyber-security for the American people, our Nation’s
critical infrastructure, and the Federal Government’s own networks
and computers.
June is Internet Safety Month

What you’re saying
about this on...
David C: Should be a felony
Phillip R: think this was a waste of time. when distracted driving laws already existed
and the police didnt enforce them. shoot they were often just as guilty as the rest of us. yet
this gives them immuity and lets them be above the law
Cale R: Because that will make them stop.
Christina B: Little late isn’t it?! Way behind as usual. Other countries do not allow
any phone use whatsoever while driving.
Jon N: I like the idea! But just a feel good law that they can’t enforce!
Amanda K: YES YES YES!!!!
Anita G: Its a shame we had to wait til an officer was killed, should have been a number of lifes saved including his!
Todd K: Previous law was a secondary law meaning the police could not stop someone
for doing the offense, the new law is a primary law meaning you can be pulled over for only
texting now.
Michael L: Still ain’t going to stop folks from texting and driving, no matter how stiff
The bill is called the “Trooper
Nicholas Dees and Keith Burch
Act of 2015,” in honor of the
troopers who were involved in a
crash in January east of Shawnee.
A driver, who was allegedly
updating social media while
driving, hit the troopers, killing Dees and seriously injuring
Burch.
According to the National Highway Transportation Safety Administration, texting while driving makes drivers 23 times more likely to be involved in a traffic
accident.
Governor Fallin was joined by members of the troopers’ families as she signed
the bill into law.
She says she hopes the law will save lives.
“My hope is that this bill does more than just change the law,” Fallin said. “As a
state, we need to change the way we think about texting while driving. The fact is
it’s dangerous. If we can get people to think about it that way, we can drive more
responsibly, save a lot of lives and make our roads much safer.”
The law makes texting while driving a primary offense, meaning police can pull
anyone who does it over and give them a $100 ticket.
Senator Ervin Yen says that making texting and driving a primary offense will
have a big impact.
“States with primary-enforcement laws saw an overall reduction of three percent in traffic fatalities,” he says. “For young drivers between 15 and 21, there was
an 11 percent reduction in fatalities. That’s huge.”
He says research shows states that only had secondary enforcement saw virtually no change.
“Primary enforcement saves lives,” says Yen.
Oklahoma is the 46th state to have a law banning texting while driving.
It has exceptions for certain emergency situations and specifies it will not apply
to devices operated in a voice-activated mode in which a driver’s hands would not
be needed to write, send or read a text message.
The law goes into effect Nov. 1.
KFOR.COM
Gov. Mary Fallin signed HB 1965 into law
Tuesday afternoon, making texting
while driving illegal in Oklahoma
the penalty.
Brad B: I hope they find someone to enforce it. Was on my bike yesterday. Seven striaght drivers passed me, all texting or looking at phones. This was in the Arbuckles where
there are so many wrecks.
Keith S: This won’t help anything. Especially with speech to text software in most
phones. Technology has already out paced this new law.
Bryan W: So lame, I hope they actually apply this to themselves I see cops on their
phones more than anyone else
Ken W: About time
Sarah H: Nice idea, but we have distracted driving laws in effect and that has changed
nothing same with drunk driving....laws in place but people still break it and still somehow
manage to continue to break it till they kill someone or themselves
Winnie B: I wonder if it will apply to cops that are using their MDT’s while driving?
William D: Can’t keep implementing new laws, all the laws in the world wont make
up for common sense! Pretty soon we won’t be able to leave the house without knowingly
or unknowingly breaking some law. Land of the free, really?
Dorothy E: I totally approve
Chris S: I’m glad there is a law for drinking and driving cause no one does that either.
Against the law or not, prolly wouldn’t of saved that officer
Dessa M: Let me know how this works out for you.. And if it passes for us it should
also go in affect for the cops too.. I’ve seen them driving and texting.. just because they wear
a badge and work for the state or city’s doesnt mean they can get away with it while they
give us tickets!!
Kristal N: I approve!!! But people will just find a more sneaky way to text while driving and not be seen smh...
Katherine G: My worry is that it is going to be used as a reason to stop and mess
with people..all the officer has to say is he thought someone was texting, and it gives them
valid reason to pull someone over. It’s a good law, but it’s going to be massively abused.
Mark M: They finally got this passage completed. If one life is saved then this bill is
worth it. Thanks Governor Mary Fallin.

When a Pontotoc County deputy stopped a drunk driver
and his intoxicated passenger on May 9, the passenger tried
to act like he was trying to sell the car to the driver.
Unfortunately, Roff man James Dale Duran, 46, was too
drunk to be believable.
According to the affidavit, the deputy stopped the vehicle
shortly after 8 p.m. at a residence at Sandy Creek Drive and
Asa because the truck had crossed the center line multiple
times.
The driver, Stratford man James Merlin Rossiter, 53,
didn’t have a driver’s license, so the officer asked him to step
out of the car. He had slurred speech, bloodshot eyes, and he
was unsteady on his feet. He admitted to drinking “a couple”
of beers.
Standard field sobriety tests revealed the man was too
drunk to be driving, so the deputy placed him under arrest.
He then spoke to Duran, who told him that he was trying to
sell the vehicle to Rossiter, and he wasn’t aware that Rossiter
was intoxicated.
When Duran exited the vehicle, however, he had all the same signs of being
three sheets to the wind. He told the deputy he had been drinking, and that’s why
he wasn’t driving his car.
Duran was also placed under arrest, and the men were transported to jail.
Rossiter is being charged with driving a motor vehicle while under the influence of alcohol, second and subsequent. He was released on a $2,500 bond and
is scheduled to appear in court on June 3, 2015.
Duran is being charged with public intoxication. He was released on a $300
bond and is scheduled to appear in court on August 4, 2015.

The oft-troubled George Zimmerman was involved in a shooting near
Orlando on May 11.
Zimmerman, a lighting rod figure in the debate over gun rights, was
shot at in a dispute with another man, Lake Mary Police Chief Steve
Bracknell told WESH TV.
Initial reports indicated that Zimmerman had been shot, but attorney
Don West told the Associated Press that broken glass and other debris
had sprayed him. Zimmerman was treated and released from a hospital.
Zimmerman infamously shot and killed Trayvon Martin, an unarmed
17-year-old, in a gated community in 2012. A jury acquitted Zimmerman,
but since then he’s been involved in a series of disputes involving
allegations of domestic abuse and speeding.
Images posted to social media show bullet holes in a truck towed from
the scene.

Chances are, while you are
reading this, it may be raining,
has been raining, or is about to
rain somewhere in Oklahoma! We are finally getting those much
needed showers to fill up ponds and lakes. Unfortunately, we
are getting most of it all at once, and we are having some major
flooding! I’m going to talk a little about the dangers that roadway
flooding can present, and some tips for avoiding them.
Every year that we have flooding, we get stories about motorists
who are stranded in water that has risen up over the roadway. The
news has the usual shot of one vehicle with its hazard lights on not
moving, followed by video of other vehicles still driving through
these flooded roads. The solution is very simple, if you don’t want
to be that vehicle that is stranded, don’t drive through standing
water! Most of the locations that typically flood over in heavy rains
are traditional places where this happens year after year. The
problem with this is that usually, the locals think since they’ve been
able to drive through it before, it shouldn’t be any problem now.
A lot of things can happen under water that we can’t see
though. Parts of the roadway could wash out, debris could be
covered up that can’t be seen, and other unseen hazards could
be present. All of these things can spell disaster for the person
who assumes it will be OK to drive through standing water on the
roadway.
Next, don’t drive around “Road Closed” signs. Every year in
these traditional flood areas, the public safety officials close the
roads for safety, and every year people drive around those signs
and end up needing rescued. Not only are those signs put up for
your safety, it is illegal to drive around them. They are Official
Traffic Control Devices, and as Oklahoma State Statute 47:11-201A
states: The driver of any vehicle shall obey the instructions of any
official traffic-control device...unless otherwise directed by a traffic
or police officer.
Last, be aware of your surroundings, so that you can find an
alternate route if needed. In today’s technology driven world, this
is easier than ever to do. Use that smart phone, tablet, or GPS
device to find a way around flooded areas. Also, when the potential
for floods can cause roads to be closed, give yourself extra time to
reach your destination, in case an alternate route is needed.
This spring has been a bounty of rain that Oklahoma has needed
for a few years, but with the good comes some potential bad in the
form of flooding. Now you’ll have some tips for avoiding any of
the pitfalls that inherently come with them! Don’t be that vehicle
they show on the news every year, flooded or swept away. Please
remember, TURN AROUND, DON’T DROWN
Thanks for reading, buckle up, and be safe!
