Shawnee man Jerod Pete Parsons, 27, allegedly shot at police officers during a vehicle
chase on May 18.
According to the affidavit, a Shawnee officer was dispatched to a residence in the
900 block of E. Walnut shortly after 1 a.m.
to investigate a threat with weapons. A man
told him he found out his live-in girlfriend was
cheating on him, so he kicked her out of the
house.
A short time later, he received a call from
a man who wanted to fight him. When the
victim told the man he wasn’t going to fight,
the man allegedly told him he was going to
“spray [his] house with bullets.”
While the officer was talking to the man, a
red truck drove toward the man’s house. The officer shined his light into the
cab of the truck in an attempt to see the occupants.
The man identified one of the passengers as his philandering ex. The officer
hopped in his patrol car in an attempt to track the vehicle down.
A short time later, another officer located the truck headed eastbound on
Remington toward Bryan. The vehicle was driving left of center and swerving
all over the road. Police tried to stop the truck in the 700 block of N. Madeline,
but the driver was armed and ready. He fired his gun at the officers and tried
to run them over.
One of the officers identified the man as Parsons.
Parsons reached speeds up to 112 mph while driving toward Highway 9A.
The suspect continued to shoot a gun at pursuing officers.
At one point, he succeeded, hitting a Pottawatomie deputy’s patrol car.
Officers set up some spike strips and a roadblock on Valley View Road at
1060 Road. While driving over the spike strips and through the roadblock,
Parsons fired at officers.
Officers lost sight of the man, but the owner of the truck Parsons was driving
told police he wanted to report it as stolen.
Dispatch advised Parsons had a suspended license and prior felony convictions.
According to reports, officers searched for Parsons and found him hiding in
a shed in a Shawnee neighborhood near Independence and Union. Negotiators were able to talk Parsons into surrendering after several hours. He was
taken into custody without incident.
Parsons is being charged with two counts of assault with a dangerous
weapon, three counts of shooting with intent to kill, endangering others while
eluding police officer, running a roadblock, larceny of an automobile and possession of firearm after former felony conviction. His bond was set at $500,000.

Summer is here
and many children
are now home
alone with Internetcapable devices.
The Oklahoma
Internet Crimes
Against Children
Task Force wants
parents to exercise
caution when allowing children to use
those devices.
In 2015, nearly 1,000 instances of child sexual exploitation were reported to the OSBI
through the National Center for Missing and Exploited Children’s Cybertipline,
with each case involving the use of computers, apps, chats, or social media.
Parents are urged to consider the following tips:
• Monitor your child’s usage of electronic devices such as cell phones,
tablets, readers, web cams, and laptops, as well as their usage of apps,
games, and social media accounts. Do not allow this usage to be private.
Instead, children should use these in open areas of the home, such as the
living room or kitchen.
• Although strangers are a threat, oftentimes children are exploited by
people they know. A large number of child pornography images are taken
by the children themselves and sent to others they know or think they know.
• Utilize device and software parental controls, as well as safety features
available for your children’s devices and apps. Parents are also encouraged
to communicate openly about online activity with their children.
Young people should be able to identify risky behavior and know what to
do if something bad happens. It is important parents and guardians remain
approachable about this topic – kids should never fear a parent’s reaction
more than they fear the misbehavior and/or consequences of people online.
Ask your child:
• Where do you spend most of your time online?
• What is your favorite app or video game right now?
• Who do you game or communicate with the most?
• How do you decide who gets to follow or friend you?
• What do you share, post, download, upload, and view?
• Can I review your profile with you?
• What would you do if you encounter behavior or communication that
makes you uncomfortable?
If your child is the victim of sexual misconduct online or you observe this
type of behavior, immediately report the incident to www.cybertipline.com,
the OSBI, or local law enforcement.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

A Wetumka woman was locked up after she allegedly admitted to breaking into her neighbor’s home and
stealing a jewelry box, some jewelry, and a coin bank
on June 4.
According to the affidavit, the victim contacted a Wetumka officer at approximately 11:45 a.m. on June 6 to
report the theft. The officer asked the woman if she had
any idea who could have taken her jewelry. She told him
that she saw 49-year-old Marsha Lynn Rupe in front of
her house around 5 p.m. on Saturday when she left to
go to the lake.
Around 1 p.m., the victim contacted the officer and
said she heard that her jewelry was at a man’s house, and he was trying to sell
her jewelry box for $40.
The man wasn’t at home, but Rupe showed up at the victim’s house at 1:45
p.m. Rupe told the officer she didn’t break into the victim’s home. She insisted
she bought the jewelry from a man. She didn’t know his name.
The officer went back to the man’s house who allegedly had the jewelry box
shortly after 5 p.m. The man said Rupe sold him some jewelry on Saturday.
She told the man the jewelry was hers, and she wanted to sell the entire box
to him. He bought everything for $40.
The officer advised the man the jewelry box was stolen. The man said he
had no idea.
The victim later identified the box and its contents at hers, but she told the
officer she was still missing some stuff.
The officer asked Rupe to come to the station shortly after 10 p.m. She admitted to selling the jewelry box, but said she bought it at 10 a.m. on Saturday.
When the officer told her the owner knew the jewelry box was at her home until
5 p.m., Rupe started crying and confessed to the crime.
An officer took her to her home, and she retrieved some more of the stolen
jewelry. She was then placed under arrest and transported to jail.
Rupe is being charged with burglary in the second degree. Her bond was set
at $5,000, and she is scheduled to appear in court on June 28, 2016.

Recent Arrests For Okfuskee County
Okemah man Bret
Lee Tiger, 23, was arrested for allegedly assaulting his girlfriend
with a phone cord on
June 9.
According to the police report, an Okemah
officer was advised
shortly after 11 p.m.
that Tiger had assaulted
his girlfriend. The officer went to some apartments in the 100 block of Fus
Cate trying to locate the victim.
While driving around the complex, he saw a man who matched the description of the suspect. He asked him if he knew where the victim was -- he
said no. The officer then asked the man if he knew the victim -- Tiger said
yes.
The officer asked the man to come with him while he searched for the
victim. Tiger said he had no idea where the victim lived.
The officer spoke to the neighbor who called in the assault. She told him
she dropped the woman off at an apartment. The officer located the victim,
who was holding her arm and crying. He was advised Tiger lied to him about
not knowing where the victim lived -- the victim said her boyfriend sometimes stayed with her at the residence. When he asked her if Tiger hurt her,
she shook her head yes.
The woman’s arm had long red whelps that indicated she had been
whipped with something. The arm was also swollen and she couldn’t move
it.
An ambulance arrived to take the woman to the hospital, and the officer
took Tiger to jail. Tiger told police he and his girlfriend started arguing, and
she threw a bowl at him, but missed.
Later in the evening, they had another argument. This time, he said he hit
her with a phone cord and she threw a door on him.
The victim told the officer she never threw a door on the man. She said he
whipped her with the phone cord.
While she was trying to protect herself, he hit her in the arm with something hard. She didn’t know what he hit her with, because it was dark.
The victim was able to escape out of a window and run to the neighbor’s
for help.
Tiger is being charged with assault and battery with a dangerous weapon.
His bond was set at $10,000.

Wewoka man Jeffery Ryan Black, 19, and Seminole men, 21-year-old Joshua Tyler Hulbutta and
19-year-old Vernon Eddie Staley, were arrested June
4 for allegedly stealing a man’s money and firing a
gun at him.
According to the affidavit, a Seminole officer was
advised of the robbery at approximately 4:56 p.m.
Dispatch said the victim was pursuing the suspects.
When he tried to stop the suspect vehicle, Staley
jumped out of the vehicle and took off running.
Black continued to drive.
The chase came to an end at the intersection of
Harding and Strother. The officer placed Black under arrest. He found a small bag containing a green
leafy substance in the man’s sock. It tested positive
for marijuana.
Hulbutta was arrested for an active arrest warrant.
The victim said he was hanging out with a friend
when Staley and two other men approached them.
They started talking about money, and the man
pulled out some cash. Staley hit the man in the face
and grabbed his money. He threatened to shoot the
victim if they followed him.
The victim didn’t listen, and Staley and Hulbutta
took turns shooting at him.
Officers found a rifle, some ammunition, a pipe that
tested positive for meth, and a marijuana grinder in
the suspect vehicle.
Staley later came to the police department and
told officers the victim asked to buy some marijuana.
He didn’t have any weed to sell, but he needed the
money.
The victim admitted he was trying to purchase
some drugs.
Staley is being charged with endeavoring/conspiracy to deliver/manufacture/possess CDS, robbery by
force or fear, two counts of shooting with intent to kill
and two counts of possession of controlled dangerous substance. His bond was set at $50,000.
Black is being charged with endeavoring/conspiracy to deliver/manufacture/possess CDS, robbery by force or fear, two counts of shooting with intent
to kill, two counts of possession of controlled dangerous substance and possession of firearm after delinquent adjudication. His bond was set at $50,000.
Hulbutta is being charged with endeavoring/conspiracy to deliver/manufacture/possess CDS, robbery by force or fear, two counts of shooting with intent
to kill, two counts of possession of controlled dangerous substance and possession of firearm after delinquent adjudication. His bond was set at $55,000.
They are all scheduled to appear in court on July 7, 2016.

Stupid criminals
For a trio of drug thieves, it was their lucky day. They broke into a home in
Silver Springs, Florida, and discovered three jars of cocaine. They took it home
and snorted the contents. That’s when they discovered that the jars were in
fact urns, and that they were snorting the cremains of the victim’s husband
and two dogs.
When an attempted robbery at a Lowes Home Improvement store went
awry, Milton J. Hodges fled across the street and jumped a fence … right into
the Cypress Cove Nudist Resort & Spa. As the Orlando Sentinel pointed out,
“As one of the only folks wearing clothing,” Hodges was easily spotted by
police.
It’s the worst possible time to faint—in the middle of robbing a bank. But
that’s what happened to a Beavercreek, Ohio, thief. The teller called 911 and
asked for medics. But you have to applaud the man’s stick-to-it-iveness. While
the ambulance was en route, the suspect handed a note to the teller demanding all her cash.
The victim’s jewelry was missing, the electronics were gone, and a window
was smashed. No wonder she was hysterical when officer Charanjit Meharu of
the Calgary police arrived. Then her French-speaking father called. Speaking
in French, she explained that it was all a scam in order to get the insurance
money. What she didn’t suspect was that Officer Meharu speaks six languages, including French.
A 12-year-old boy adamantly denied having stolen an iPhone when questioned by police at his home. And then the iPhone rang in his closet. Okay, yes,
he stole that. But as for the Blackberry he was also accused of stealing, he
double-adamantly denied… *RING!!*

OHP Uses New Device To Seize
Money During Traffic Stops
You may have heard of civil asset forfeiture.
That’s where police can seize your property
and cash without first proving you committed a
crime; without a warrant and without arresting
you, as long as they suspect that your property is somehow tied to a crime.
Now, the Oklahoma Highway Patrol has a device that also allows them to seize
money in your bank account or on prepaid cards.
It’s called an ERAD, or Electronic Recovery and Access to Data machine, and state
police began using 16 of them last month.
Here’s how it works. If a trooper suspects you may have money tied to some type of
crime, the highway patrol can scan any cards you have and seize the money.
“We’re gonna look for different factors in the way that you’re acting,” Oklahoma
Highway Patrol Lt. John Vincent said. “We’re gonna look for if there’s a difference in
your story. If there’s someway that we can prove that you’re falsifying information to
us about your business.”
Troopers insist this isn’t just about seizing cash.
“I know that a lot of people are just going to focus on the seizing money. That’s a
very small thing that’ s happening now. The largest part that we have found ... the
biggest benefit has been the identity theft,” Vincent said.
“If you can prove that you have a legitimate reason to have that money it will be
given back to you. And we’ve done that in the past,” Vincent said about any money
seized.
State Sen. Kyle Loveless, R-Oklahoma City, said that removes due process and the
belief that a suspect is presumed innocent until proven guilty. He said we’ve already
seen cases in Oklahoma where police are abusing the system.
“We’ve seen single mom’s stuff be taken, a cancer survivor his drugs taken, we saw
a Christian band being taken. We’ve seen innocent people’s stuff being taken. We’ve
seen where the money goes and how it’s been misspent,” Loveless said.
Loveless plans to introduce legislation next session that would require a conviction
before any assets could be seized.
“If I had to err on the side of one side versus the other, I would err on the side of the
Constitution,” Loveless said. “And I think that’s what we need to do.”
News 9 obtained a copy of the contract with the state.
It shows the state is paying ERAD Group Inc., $5,000 for the software and scanners, then 7.7 percent of all the cash the highway patrol seizes.
News9.com
Eddie G: This is a a travesty of justice. OHP, because it can now that the technology is available, is asserting its ability to be judge and jury. The legislature needs to put
a stop to this, and whoever the turd(s) is/are who came up it with need to be removed
from their positions even if the law has to be changed to do it. That is ex post facto
you say? I say, too bad assholes. Prove it in a court of law.
Jason L: Today in America you are guilty until proven otherwise, but you are always suspect.
Aaron W: Complete overreach of power. How many candidates running for election in November promise smaller government? Things like this prove that the promises are false statements made to purely get them elected. Looks to me like the “we
the people” are being forced to fear our government...again.
Michael M: So I am against this, however this isn’t the entire story. It’s nice to
see news9 taking a crack at the sensational telling of stories without all of the details
much like the national media.
First, this will be handled like all other property seizures in the state, it must be in
connection to a crime. The asset is seized and effectively placed into evidence.
Second their is a court date I do not remember the amount of time but it is a set
time between the date of seizure and the court date. In the event the court date cannot be held within the allotted time. The asset is returned, in the event a court date is
obtained prior to the court date, the officer must submit a seizure for the the countys
district attorney, the DA must sign off on it prior to the court date the DA Then goes
before the Judge and PROVES that the asset is a benefit the person received from an
illicit activity. If they cannot the asset is returned to the person.
Now all that said, yes there it’s a huge chance for abuse, however the only people
who have either limited our complete immunity is in this situation is the DA and the
judge. The officer who seizes the asset is still liable for any wrong doing and is subject
to civil and criminal ligation in the event of abuse. If that’s not motivation to behave I
don’t know what is. All this is intended to do is “catch” police up to trends in crime.
It is handled the same way any property seizures in the state is handled, a house or
vehicle.
Jamie D: The issue is if money and property are returned and found innocent, the
victim will still incure court costs, missed work, expenses..etc ( all cost money)
Jerry P: Im not sure this is true, but its not a new law, if you are in position of money or property that was used in illegal activity they could always sieze it. With modern
technology people can buy drugs with prepaid cards or even bank cards. If its found
out the money was not involved in illegal activity it will be returned, not a new law at all
Leona U: Due process, have we forgotten this? Innocent until proven guilty. I can
completely understand seizing everything in a felonious act. Apart from that, it’s none
of your business where my money comes from. You certainly don’t have the right to
seize it. When did OHP become judge and jury? This is completely insane.
Amy J: I can picture a drug bust where pounds of Marijuana are seized, as well
as cash. Is this supposed to make that possible if its in a vehicle? Because I’m having
trouble understanding how an officer would just take money from a single mom as if
she were simply driving down the road, and he decided to be a bully. Maybe i don’t
feel threatened because I’m broke haha. I absolutely disagree with the idea of seizure,
except in extreme situations where theft or distribution are obvious, in which case the
items should be entered as evidence, and only after conviction should the money be
used for anything
Jason E: Criminals are not going to have bank accounts anyway. This only harnesses the people and creates more fear and hatred. The money in question that is
used by law abiding citizens is used to pay for our daily lives. When it is taken like this,
utilities and late payment accrue and those don’t get reimbursed by their “mistake.”
Winnie B: If it isn’t just about seizing other people’s cash, then do the job w/o
grabbing any. Currently it’s highway robbery, by badges protected by the laws. A
perfect RICO case.
Patsy T: Oklahoma is reaching as far as they can for $$. This needs to be challenged in court. I get paid on a card I don’t carry my check stubs with me to validate
where funds come from. The gift card thing is unreal.
Braylen R: I love the state taking our belongings without due process. Their reach
doesn’t go far enough if you ask me. We should all be willing to hand over whatever
the state wants, and thank them for their hard work.
Bryan W: The company gets a 7.7% commission rate on all assets money siezed.
So what happens when the money is legitimate like the christian band or somebody
who just took out money to get a new car? I wrote to state legislators with absolutely
no response from them concerning this law asking for just the statistics on its enforcement.
Randy H: I support the men and women in blue in a lot of things....but this is just
wrong....and for ERAD to get 7.7 percent of what the troopers can get ?
Michael W: Oklahoma must be broke way to go Fallin the failer, I’m sure we could
sue if they did take money wrongfully it’s only right I sell my booty for my hard earned
money can’t take that away from me fools.
Charles C: Caught now x wife in bed with police officer. Police came over asked
for my debit card for additional I’d and BAM!!! Next day all was empty. Said I can
rebuttal. Lawyer is more expensive than what was in the account. I’m a ret Air Force
guy. There are a lot of good police officers and about 15% that are shady. I’m speaking the gospel. Nothing you can do once they run that card.
Earl E: Welcome to the Oklahoma Police State. Wrong, wrong and wrong. I’m
sure the budget cuts affected them, so they brought this in to re-fill their coffers. Its
hard to break the law when you are the law (not)
Brandon L: The way Lt. John Vincent can’t even form a coherent sentence would
make me very suspicious like his story ain’t adding up and maybe the cards in wallet
need a little scanny poo!
Teresa P: Its awful they have seized even elderly people’s money and when it was
finally given back they still kept a lot of it. That was Florida. Should not be able to do
this. Its this kind of thing that makes ppl hate police agencies. Stick to upholding the
law not breaking it.
Tadpole S: If they are going to sieze money from any source that needs to be
done by either state investigation or federal investigation ie OSBI or FBI not the OHP.
Edward C: It’ s going to get cops/patrolmen hurt and or killed. If not at first, afterwards. And those who legislated this horrid piece of work should be at the TOP of the
eradication lists. It doesn’t matter how bad the I-35 corridor is, government CANNOT
consitutionally take property, period....especially on a whim,. And don;t bother me
with “the law says”....the Constitutions DOES NOT.
What’s your opinion on this?

An Ada man was locked up after he allegedly broke into a
man’s home and “whooped his ass” on May 22.
According to the affidavit, dispatch advised a Pontotoc County deputy that a stabbing had just occurred at Old Brook Trailer
Park. Deputies went to the location, and they found 33-year-old
Charles Scott Hogue exiting the residence. He was unsteady
on his feet.
When he saw the officers, he dropped some plastic bottles
on the porch.
A deputy asked the man if he lived there -- he said no. When
he asked Hogue what he was doing at the residence, he said some girls told him
the homeowner made some inappropriate comments toward him. So, Hogue went
to the residence, walked through the front door and “whooped [the man’s] ass.”
Hogue said the victim stabbed him twice during the altercation.
The deputy searched the man and noticed a laceration on the left side of his
stomach. Hogue also had a bandaid on his face covering a small stab wound.
In the man’s pockets, the officer found some cigarettes, three lighters and a razor
blade.
Hogue told the deputy he didn’t know where the victim was.
Officers entered the home and saw blood everywhere, including on the steps,
the kitchen counter, the kitchen sink and on some doors. The victim wasn’t in the
house.
Hogue told police that he went back to the victim’s home after the victim left and
stole a pack of cigarettes and three containers of cooking spices.
The hospital contacted dispatched and advised that the victim was in the ER with
some serious injuries.
The deputy went to the hospital and spoke to the man. He had multiple injuries to
his face, head, back, legs and arms. A doctor told the deputy the man was going to
be transported to the OU Medical Center due to the severity of his injuries.
The victim told the deputy Hogue walked into his house without permission
and started punching him. While trying to fight off the assailant, the victim said he
stabbed Hogue a couple of times. The victim was able to get away and go to a
friend’s house for help.
Hogue is being charged with burglary in the first degree and aggravated assault
and battery. He is being held without bond; he was scheduled to appear in court
on June 14, 2016.
