BEAR GANGS ON THE RISE ALL
ACROSS THE COUNTRY
It seems like an easily solvable situation. All
people have to do is lock their car doors.
But apparently that act is too strenuous for a
number of individuals in Estes Park, Colorado, as
a bear — or a gang of bears — broke into eight
vehicles over the last month in search of food.
The Colorado Parks and Wildlife department reported that there were paw prints on the handles
of numerous other cars as well, but those cars
were locked and bears haven’t figured out how to
use “Slim Jims” yet (a tool to unlock cars — not
the beef jerky).
“Unfortunately for the bear, it did receive some
food rewards which only encourages this sort of
unnatural and unsustainable behavior,” Officer
Frank Rylands said.
He also said the owners of the cars were “extremely fortunate” the bear(s) didn’t destroy the
cars.
One hungry bear in Tennessee ripped apart a car earlier this year after it locked itself
inside of the vehicle.
The owner of the car, watched in disbelief as the black bear demolished the vehicle
as it tried to find a way out.
“It was like that scene in Tommy Boy where the elk woke up and thoroughly trashed
the vehicle,” Officer Duke Snyder told a local TV station. “Except this car wasn’t drivable after the bear got done with it.”
“Every time I think about it, I start humming ‘Eres Tu,” the officer said, noting the
song Chris Farley and David Spade sang while driving the vehicle during the movie.
Regardless, the Colorado Parks and Wildlife department is urging all car owners to
start locking their doors.
“Make it a routine to lock all your windows and doors for both your vehicle and
home. This is for your safety and for the lives of these amazing and resourceful creatures,” Rylands said.
Noted Wyoming outdoorsman Paul Ulrich said this shouldn’t surprise anyone as
bears are “very intelligent animals.”
“A couple summers ago, I witnessed a bear using a car’s remote control to open the
hatch of a vehicle,” Ulrich said. “People need to quit being idiots and remember to lock
their doors and not keep their keys out.”

ILLEGAL GROW HOUSE SHUT DOWN
Sheriff Steve Kelley and The Kay County Sheriff’s Office would like to
thank the concerned citizens for the tips that led to an investigation of a
commercial marijuana grow. Based on an extensive investigation by Oklahoma Bureau of Narcotics a search warrant was executed early July 29th
morning in the city limits of Kaw City. This search warrant included two
adjoined properties containing six large structures and 13 very large wood
frame and plastic grow houses. Multiple subjects were detained. Arrests
were made and charges are being filed on other participants not present
at the time of the search warrant. Approximately 2700-3000 full grown
marijuana plants were seized and destroyed. OBN estimates the street
value of this plant seizure to be near $3 Million.
Other details of the investigation are not being released to the public at
this time. We want to apologize for any inconvenience the temporary road
closures in this area my have caused our citizens. Please keep in mind
that we never know what we will be facing during these types of events
where weapons are thought to be present and closing the road for a short
time was the best way to ensure the publics safety until the area was secured. Thank you for understanding!!

OSBI SEEKS INFORMATION IN 1974 COLD
CASE; OFFERS REWARD
The Oklahoma State Bureau of Investigation
(OSBI) is offering a $10,000 reward for information
that can assist agents in the 1974 murder of Tina
Mae Duffell. The Ottawa County Sheriff’s Office
requested OSBI assistance after Duffell (37) was
found on October 18, 1974. She was submerged
by timber and brush in Prairie Dog Pond a half mile
northwest of Quapaw, Okla. Investigators believe
Duffell was either abducted or left with someone
from the C and D grocery store in Quapaw where
she was working at the time of her murder. The
autopsy revealed she had stab wounds to her neck.

A MATTER OF TRUST
The former Pawnee County Jail Administrator has been charged with two counts of felony embezzlement, according to the Pawnee
County Sheriff’s Office.
John Paul Thompson, who was the jail administrator for the Pawnee County Sheriff’s Office, has been charged with felony embezzlement after an investigation revealed he had
stolen more than $1200 in cash from inmates
after they were booked into jail.
On Monday, August 16, a citizen returned to
the Pawnee County Sheriff’s Office to retrieve
a check for the money he was booked into the
jail with days before. Upon requesting his money, it was discovered the money was never deposited into the inmate trust
account and could not be located.
A search was made to locate the money, but it could not be found. An
internal investigation ensued and it was discovered Thompson was the
last person in possession of the money.
Sheriff Varnell immediately contacted District Attorney Mike Fisher and
requested assistance from his office.
On the morning of Tuesday, August 17th, Thompson produced an open
envelope with approximately $800 in cash. Thompson claimed the envelope containing the money had fallen behind another item instead of being
deposited in the safe. However, the money in the envelope was mostly
$20 bills. The missing money was mostly $100 bills.
After an independent investigation by the district attorney’s office,
Thompson was terminated from the Sheriff’s Office.
On Thursday, August 19th, a search of Thompson’s patrol car revealed
an open and empty cash envelope from another inmate. It was discovered
that inmate was booked in with more than $400, but the money was never
deposited into the trust account.
On Friday, August 27th a warrant was issued for Thompson’s arrest
for two counts of felony embezzlement. The warrant was issued with a
$10,000 personal recognizance bond.
Thompson had worked for the Sheriff’s Office since January of this year
and has been in Law Enforcement for more than 10 years.
Thompson has turned himself in on August 31 and was booked into the
jail and released on a personal recognizance bond.
“It’s a betrayal of the public’s trust and my expectations as an employee
of this Sheriff’s Office. I made a promise to the people of Pawnee County
to hold everyone accountable and enforce the law and I will do just that. I
was disheartened to see he was granted a PR bond and feel he should be
held as accountable as any other person. Mike Fisher and his office did an
excellent job investigating this case and I’m thankful to him and his office
for their hard work and dedication.” said Sheriff Darrin Varnell.

On August 24, officers with the Caney (Kansas)
Police Department conducted a routine traffic
stop for an equipment violation at 6th and McGee
in Caney.
The driver of the vehicle was identified as Kelly
Stokes, 58-years-old, from Dewey. Officers determined that Stokes was driving on a suspended
driver’s license.
Upon searching the vehicle Stokes was driving,
officers discovered suspected marijuana, methamphetamine, and drug paraphernalia.
Stokes was arrested and transported to the
Montgomery County Jail where he was booked in
on recommended charges of Possession of Controlled Substance (Meth), Possession of drug paraphernalia, Possession of
Marijuana and Driving on a suspended driver’s license.
Charging recommendations have been forwarded to the Montgomery
County Attorney’s Office.

29-year-old Koalton Bryan Ellis is facing charges
of first-degree murder after a woman he stabbed
passed away.
According to reports, Ellis allegedly stabbed the
woman in late July at the Skyline Motel, and he
was caught on camera. Surveillance footage from
the motel showed Ellis stab the victim multiple
times before walking away. He then walked back
to the victim and stabbed her several more times.
When officers arrived at the location, they found
the victim lying in a pool of her own blood. The
knife used in the stabbing was also found near
where the victim was lying.
The victim passed away on August 12 due to
her injuries.
Ellis is being charged with murder in the first degree with deliberate intent. His bond was set at $1M, and he is scheduled to appear in court on
November 2, 2021.
