A Lawton man who was wanted for a warrant led officers straight to his stash of meth
when he went to retrieve his wallet before going to jail.
On August 18, reports state that officers
were dispatched to a home on Southwest
Cornell to follow up with Kevin Anthony Shilling on some possible warrants. They made
contact with the man and checked his information. They learned that he had a Comanche County bench warrant and a warrant out
of Lawton for failure to appear.
They placed the man under arrest.
Shilling asked if he could grab his phone
and wallet. He led an officer to his room and
said the wallet was under a blanket. When the officer lifted up the blanket, he
saw two clear baggies filled with what appeared to be meth.
Officers searched the bedroom and found 94 grams of meth, 23.2 grams
of marijuana, a glass pipe, a scale, and a notebook containing names and
phone numbers.
Shilling is being charged with trafficking in illegal drugs, possession of controlled dangerous substances, and unlawful possession of drug paraphernalia. His bond was set at $50,000, and he is scheduled to appear in court on
November 29, 2021.

AROUND THE NATION
Professor charged with starting numerous California wildfires
A 47-year old man is being held on suspicion of starting
numerous fires in Northern California, including three near
the massive Dixie Fire. Dr. Gary Stephen Maynard has officially been charged with starting the Ranch Fire northwest
of Susanville, CA on August 7. However, an intensive investigation has implicated his involvement in at least five fires.
The former lecturer at Sonoma State and Santa Clara University is being held without bond in a Sacramento County
Jail and has been charged with felony arson. However the
investigation is ongoing and may result in further charges. A
preliminary hearing is scheduled for August 24.
The efforts by federal investigators linking Maynard to the
Conard, Ranch, Moon, Everitt, and Cascade Fires are nothing short of incredible. As reported by Wildfire Today, the use of near-real-time cell phone
tracking and vehicle tracking allowed responders to follow Maynard’s movements over
weeks. By keeping an eye on any suspicious activity such as long stops in remote areas,
each of the five fires was extinguished before growing beyond 1 acre. Responders were
able to suppress them before the dry conditions created by persistent drought enabled
them to grow out of control.
Maynard first became known to authorities on July 20. A US Forest fire investigator,
Brian Murphy, found him with his vehicle stuck in a ditch on the side of an unmaintained
forest service road. Murphy was responding to reports of a fire in Shasta-Trinity National
Forest, later named the Cascade Fire. Maynard was only 200 yards from the fire and
acting suspiciously. Murphy photographed the car and took measurements and further
photographs of tire tracks near the fire.
The next day, July 21, similar tire tracks were discovered near the site of the Everitt
Fire on the west side of Mount Shasta. Investigators declared the cause of that fire to be
arson as well. At that point, Murphy applied for warrants for near-real-time phone tracking and vehicle tracking for Maynard’s phone and vehicle. California Highway Patrol used
the cell phone data to find and pull him over, allowing Murphy to attach a tracking device
to his vehicle.
Using this tracking data, investigators were able to follow Maynard’s movements hundreds of miles to an area north of the PCT community of Chester, which narrowly survived
the advancing Dixie Fire. On August 5, a US Forest Service officer responded to the Moon
Fire minutes after Maynard drove through the area. With the help of an engine crew, the
fire was kept to just a few dozen square feet. The cause was determined to be arson.
Two days later on August 7, investigator Murphy hiked into an area where tracking
showed that Maynard had been parked for 28 hours. There he discovered the billowing plume of the Ranch Fire, less than one acre in size at the time. After extinguishing
the blaze, investigators with Cal Fire deemed its cause to be arson. Nearby tire tracks
matched Maynard’s.
Further scrutinizing the tracking data, six minutes after leaving the sight of the Ranch
Fire, Maynard made a 30-minute stop at a place where investigators later found the
1-acre Conard Fire. The cause of this fire was also determined to be arson.
Maynard was finally apprehended when he returned to the site of the fires a few hours
later. He was brought to Lassen County Jail and charged with entering a restricted area
(closed due to the Dixie Fire). Later, a felony arson charge was added for starting the
Ranch Fire, according to the criminal complaint.
Maynard is being held in Sacramento without bond due to the ongoing risk presented
by an at-large serial arsonist. As stated in his detention memo from August 10, obtained
by Wildfire Today, “arson is a dangerous crime and it is a crime for which it is particularly
difficult to fashion conditions of release. Here, the nature of the circumstances of Maynard’s arson offense show that he is particularly dangerous, even among arsonists.”

A 50-year-old Marlow man was taken to jail
after an Oklahoma Bureau of Narcotics Interdiction agent found drugs in his vehicle during a traffic stop on August 25.
According to the affidavit, the agent was
traveling south on Highway 81 when he saw
another vehicle following a car at an unsafe distance around 10:15 a.m. The agent
stopped the car near Osage Road.
The driver was identified as Zhou Can Ni.
The agent immediately smelled marijuana
coming from the inside of the vehicle. He also
noticed that it appeared as though Ni was trying to hide some items in the back seat with
a white sheet.
Ni appeared to be extremely nervous while
talking with the agent.
The agent asked the man to step out of the car while he issued him a warning for the traffic violation. When the agent asked Ni what he was doing, Ni
said he was getting some supplies to remodel a house.
The agent then asked the man if he had been smoking weed in his vehicle.
Ni said no and told the agent there was no marijuana in the vehicle.
The agent then asked if he had a small amount for personal use – Ni again
said no but told the agent he had smoked some weed in the vehicle the day
before.
Agents searched the man’s vehicle and found nine large trash bags and a
duffle bag containing 148 individually packed bags of marijuana.
Ni told the agent he had a license to grow marijuana, but he had left the
paperwork at home. He said he was taking the weed to a testing facility in
Duncan. An agent then asked the man if he had a manifest for transporting
marijuana. No said no.
Ni is being charged with trafficking in illegal drugs. His bond was set at
$150,000, and he is scheduled to appear in court on October 27, 2021.

BEAR GANGS ON THE RISE ALL
ACROSS THE COUNTRY
It seems like an easily solvable situation. All
people have to do is lock their car doors.
But apparently that act is too strenuous for a
number of individuals in Estes Park, Colorado, as
a bear — or a gang of bears — broke into eight
vehicles over the last month in search of food.
The Colorado Parks and Wildlife department reported that there were paw prints on the handles
of numerous other cars as well, but those cars
were locked and bears haven’t figured out how to
use “Slim Jims” yet (a tool to unlock cars — not
the beef jerky).
“Unfortunately for the bear, it did receive some
food rewards which only encourages this sort of
unnatural and unsustainable behavior,” Officer
Frank Rylands said.
He also said the owners of the cars were “extremely fortunate” the bear(s) didn’t destroy the
cars.
One hungry bear in Tennessee ripped apart a car earlier this year after it locked itself
inside of the vehicle.
The owner of the car, watched in disbelief as the black bear demolished the vehicle
as it tried to find a way out.
“It was like that scene in Tommy Boy where the elk woke up and thoroughly trashed
the vehicle,” Officer Duke Snyder told a local TV station. “Except this car wasn’t drivable after the bear got done with it.”
“Every time I think about it, I start humming ‘Eres Tu,” the officer said, noting the
song Chris Farley and David Spade sang while driving the vehicle during the movie.
Regardless, the Colorado Parks and Wildlife department is urging all car owners to
start locking their doors.
“Make it a routine to lock all your windows and doors for both your vehicle and
home. This is for your safety and for the lives of these amazing and resourceful creatures,” Rylands said.
Noted Wyoming outdoorsman Paul Ulrich said this shouldn’t surprise anyone as
bears are “very intelligent animals.”
“A couple summers ago, I witnessed a bear using a car’s remote control to open the
hatch of a vehicle,” Ulrich said. “People need to quit being idiots and remember to lock
their doors and not keep their keys out.”

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

An altercation between two men resulted in one
man being transported to the hospital.
Andy Garcia was charged August 25 with assault and battery with a dangerous weapon in
Jackson County District Court.
According to Atlus PD, the two men were arguing on August 17, shortly after 3:00 p.m., in the
1100 block of North Benson, when Garcia allegedly threw drain cleaner on the victim.The victim
suffered serious injuries as a result of chemical
burns to his face, chest and back.
The adult male victim was transported to Jackson County Memorial Hospital by EMS and later
flown to a hospital in Lubbock, Texas.
Garcia was later arrested on a $100,000 bond. His preliminary hearing
conference is scheduled for September 23 at 1:15 p.m.

September is National Campus
Safety Awareness Month
The Fall Semester is here and hopefully you had an enjoyable summer. As we
return to our offices and classrooms, it is important to remember that campus safety
should be an important part of our daily activities. September has been designated as
National Campus Safety Awareness Month. NCSAM received the unanimous support
of Congress in 2008. Each September, the Clery Center for Security On Campus partners with colleges, universities, and other agencies to offer campus safety programming – National Campus Safety Awareness Month.
Campus safety requires active participation from everyone. Do you know the name
of the head of your campus police or security department? Do you know the emergency and non-emergency numbers to the police/security department? Do you know
where you can find your college’s safety & fire policies and statistics? Thanks to the
Clery Act the answers are simple.
As a result of the horrible murder of 19-year-old Lehigh University freshman Jeanne
Ann Clery who was raped and murdered while asleep in her residence hall room on
April 5, 1986. Jeanne’s parents, Connie and Howard, discovered that students hadn’t
been told about 38 violent crimes on the Lehigh campus in the three years before
her murder. They joined with other campus crime victims and persuaded Congress
to enact this law, which was originally known as the “Crime Awareness and Campus
Security Act of 1990″.
During your daily endeavors you travel around your campus and speak with students, staff and faculty. If something doesn’t look right, sound right or feel right contact
campus safety. Believe your gut reaction. It is much better for campus safety officials
to come and find that there is nothing wrong than for a crime to occur. Sometimes
crimes can be prevented and offenders can be caught in the act because of quickthinking community members just like you.

Altus Police are investigating a Strong
Armed Robbery that was reported to
have happened at 501 East Broadway,
the Subway parking lot, shortly after the
noon hour on Monday, August 30.
The victim told police he was struck in
the head and face by a Hispanic male,
approximately 5 feet, 9in tall, and who
was wearing a face mask. The suspect
was also described as shirtless and having multiple tattoos. The suspect
stole several items from the victim’s pockets, including a cell phone and
a billfold. The suspect also took the victim’s shoes before fleeing the area
on foot. Police are attempting to identify the suspect. The victim suffered
minor injuries during the assault.

Federal Jury Convicts Stephens County Man
of Abusive Sexual Contact With a Child Under 12
A federal jury convicted Lawrence Junior
Loftis, 65, of Stephens County, of abusive
sexual contact with a child under 12 years
old, announced Acting U.S. Attorney Robert
J. Troester.
On April 20, 2021, a federal grand jury
returned a three-count Indictment against
Loftis, charging him with aggravated sexual
abuse and abusive sexual contact with a
child under 12 years old.
On August 13, 2021, after a four-day trial,
a federal jury found Loftis guilty of abusive
sexual contact with a child under 12 years old. Evidence at trial showed
that, between early 2018 and late 2019, Loftis knowingly engaged in and
caused sexual contact with a child, who was then eight to ten years old. The
jury heard testimony from witnesses who had helped bring the sexual abuse
to light, from the child victim, and from the Stephens County Sheriff’s Office
investigator who interviewed Loftis. Finally, the jury heard the testimony of
another victim who had been sexually abused by Loftis for many years when
that person was a child. The jury did not reach a verdict on the two counts
charging Loftis with aggravated sexual abuse of a child.
At sentencing, Loftis faces a maximum penalty of life in federal prison, restitution to the child victim, and a fine of up to $5,000. Loftis is in federal custody pending sentencing, which is expected in approximately 90 days.
Federal jurisdiction existed in this case because the crime was committed
in Indian Country and Loftis was Native American.
LOFTIS OSBI SEEKS INFORMATION IN 1974 COLD
CASE; OFFERS REWARD
The Oklahoma State Bureau of Investigation
(OSBI) is offering a $10,000 reward for information
that can assist agents in the 1974 murder of Tina
Mae Duffell. The Ottawa County Sheriff’s Office
requested OSBI assistance after Duffell (37) was
found on October 18, 1974. She was submerged
by timber and brush in Prairie Dog Pond a half mile
northwest of Quapaw, Okla. Investigators believe
Duffell was either abducted or left with someone
from the C and D grocery store in Quapaw where
she was working at the time of her murder. The
autopsy revealed she had stab wounds to her neck.

REMAINS OF MISSING CHICKASHA MAN
IDENTIFIED 33 YEARS AFTER HIS DISAPPEARANCE
The Oklahoma State Bureau of Investigation (OSBI)
has identified the remains of Alvin Stark, who disappeared from Chickasha, Oklahoma in May 1988. OSBI
agents recovered skeletal remains in Caddo County
that were believe to be Stark in November 2019. The
remains were examined by the Medical Examiners office before being sent to the University of North Texas’s
(UNT) Center for Human Identification. This week, UNT
confirmed the recovered remains are Stark.
“It is a good day, when after 33 years you can tell a
family member that their loved one has been located,” said Ricky Adams, OSBI
Director. “It doesn’t bring Alvin Stark back, but it does return him to his loved ones
for a proper burial. This is why we do what we do and why we have a dedicated
Cold Case Unit. We want to put our expertise and technical capabilities to work for
local agencies in an effort to solve their cold cases.”
The case began in May 1988 when Stark’s sister reported him missing to the
Chickasha Police Department. On May 23, 1988 she reported to officers that she
had not seen or heard from Stark since May 20, 1988.
Chickasha police investigated the disappearance until the OSBI was requested in
March 2019, just five months after the OSBI Cold Case Unit was stood up. A case
agent was assigned to the case and was assisted by an OSBI Cold Case agent.
They began by reviewing the case file provided by the Chickasha Police Department and re-interviewing anyone who might know anything about the case. That
led to a witness that provided agents with information that directed them to where
Stark’s remains were recovered.
“I appreciate the hard work and diligence of the Oklahoma State Bureau of Investigation,” said Jason Hicks, District 6 District Attorney. “This case is obviously one
that occurred many years ago, but there is an agency that refused to give up on
locating Mr. Stark. The determination of the OSBI agents is inspiring and I appreciate their hard work on this case. It would be simple for them to refuse to look at a
case this old, or to take it and just let it sit without any attention. It is their dedication
to justice that brings us to the point we are at today. The family of Mr. Stark can now
properly bury their loved one and can rest knowing that this search is over.”
A suspect was identified by Chickasha Police during their investigation. However,
without Stark’s remains, there was not enough evidence to charge the suspect,
who is now deceased.
