TULSA, Okla. – A man in Tulsa approached a woman and her two daughters and asked for cash. The victim reportedly informed the man, identified as Kelvin Simpson, that she did not have any money to give. Simpson reacted negatively to the victim’s lack of cash. The suspect exposed his genital region to the victims and proceeded to harass them. (Tulsa Police Department)
According to Tulsa police, the victim attempted to get away with her daughters, described as minors, but the suspect would not stop harassing them.

Simpson grabbed and “manipulated his penis”, according to Tulsa authorities. The suspect allegedly continued by placing and rubbing his penis on the victim’s vehicle. As he was exposing himself and doing the described acts, he also made lewd comments.
Once officers responded to the scene they were able to locate and arrest Simpson for two counts of indecent exposure, and procuring a minor to perform lewd acts (after form conviction of a felony).
