The former emergency manager for Canadian County was released from
custody on October 15 after he was arrested for embezzling state property.
According to reports, 48-year-old Troy Steven Mead was charged with
the crime on April 1, 2020. He allegedly committed the crime in February
2018.
While Mead was serving as the county’s emergency manager, court
documents state he allegedly violated state law “by wrongfully appropriating $1,200 in grant money awarded to Canadian County, a Brother brand
printer, a Samsung computer, a Garmin GPS device, a ballistic vest and
other software and equipment purchased with county funds.”
Mead served as emergency manager from May 2017 until resigning in
March 2018. Part of his position included applying for grants for emergency preparation and response. He allegedly embezzled $2,960.95, including
a grant check from Walmart totaling $1,200. Mead endorsed the check
and deposited the money into his personal account.
After leaving the position, he allegedly took $1,70.95 worth of items that
belonged to Canadian County.
Those items included a computer, printer, ballistic vest, computer software, and a GPS device and mount.
Mead is being charged with embezzlement of state property. His bond
was set at $5,000.

A 39-year-old Elk City man is facing felony
charges after he thought it would be a good
idea to go around digging up utilities. He
damaged city water and gas pipes and also
damaged a city street.
According to reports, Elk City officers were
dispatched to a home in the 1300 block of
Railroad Avenue on October 18. They were
sent to investigate a man digging up utility
lines.
When they arrived at the location, officers
found several large holes and trenches. They
also noticed that the suspect, later identified
as Edwin Baires Medina, had dug up three
to six feet of gas line in a 4-foot deep trench.
Due to the man’s digging, some asphalt on a nearby street had also been
damaged.
A neighbor also reported to police that when he returned to his home after
being gone for several days, he noticed that the water was turned off at the
street.
Officers were called back to the location the next day. They found Medina
digging inside a shop building. He had allegedly dug up another water meter.
Officers asked Medina about why he had been digging, but he didn’t have
a valid reason.
Medina is being charged with injuring pipes or wires and injury to a highway. His bond was set at $10,000, and he is scheduled to appear in court on
December 13, 2021.

ATTENTION, WALMART SHOPPERS
A 23-year-old Montgomery, Alabama, man
is facing charges in Custer County after he
was allegedly caught selling drugs inside the
Weatherford Walmart.
On October 15, reports state that a Walmart
Asset Protection Officer informed the Weatherford Police Department that someone was
distributing narcotics inside the building. The
employee tried to confront the suspect, identified as David Frederick Yu, but the man ran
out of the building and left in a vehicle.
Officers found the vehicle and stopped the
suspect.
While searching the vehicle, officers located
several small baggies containing suspected
marijuana, an eyeglass case containing white stems and purple and white
mushroom caps, a glass container filled with marijuana buds, a bong, three
cellphones, some smoking devices, grinders, lighters, baggies containing
weed and mushroom, and a scale with residue, along with other drug-related
paraphernalia.
The baggies found in the car contained approximately 474 grams of marijuana and 87 grams of mushrooms.
Yu is being charged with two counts of possession of a controlled drug with
intent to distribute. He is scheduled to appear in court on December 3, 2021.
Bond was set at $50,000.

OSBI RENEWING REWARD FOR INFORMATION IN
THE JENNIFER JESSE HOMICIDE INVESTIGATION
The Oklahoma State Bureau of Investigation (OSBI) is renewing a $5,000 reward for
information that leads to the identification of
a suspect in the murder of 30-year-old Jennifer Jesse. On March 11, 2020, Jesse was
found deceased by Union City police officers.
A passerby called 9-1-1 after discovering her
body on SW 44th near Gregory Road. Jesse
was positively identified on March 13, 2020.
The medical examiner determined she had
been shot multiple times.
On March 30, 2020, the OSBI released
photographs of a man that is believed to have
information that will assist agents with the investigation. The pictures were taken at the
Braum’s located at 7025 S. Western Ave., in
Oklahoma City at around 9:13 p.m. on March
2, 2020. The race of the man in the photographs is unknown. He is wearing distinctive
shoes, which are light blue with bright pink
shoelaces. He is believed to be wearing some
kind of bandana or head covering. Agents still
want to speak to this man.

LOTION IN MOTION
30-year-old Brandi Shontae Miller and 42-yearold Kenneth Frank Rasnic, who was already in the
Washita County Jail, are being charged with conspiracy after they allegedly worked together to take
drugs into the jail.
According to the affidavit, the suspects communicated through recorded jail calls, visitations, and
coded text messages about smuggling the contraband items into the correctional facility.
The communication took place from September
1 to October 7.
On September 11, Rasnic sent Miller a coded
message that said, “I need popcorn sized balloons
wrapped ready in condom placed on passenger
side back tire.” He sent her other coded messages
over the next couple of days.
On September 27, during a phone call, Rasnic
asked Milled to “get me something ready.” She told
him that she “still already got some ready.”
He also complimented her on the “whole code
thing” and said it was brilliant. The man told Miller
specific details about hygiene products. He told her
to purchase Sauve Lotion in a small white bottle.
That same day, he texted her and said he needed
lotion.
The next day, during another call, he told Miller
to get the “Sauve lotion in the bottle that is solid
white.”
She told him, “Yeah, I got you babe.”
He then told her to take it to the sheriff’s office the next evening. Miller told
Rasnic she forgot, then said she couldn’t take it because she was broke.
On October 4, she asked him if he still wanted her to get lotion and stuff.
The next day, she told Rasnic that she bought the items he asked for. They
then started discussing flavors of popcorn, and he asked, “Do you have both?”
She said yes.
On October 6, Rasnic told Miller to bring it the next day, and to not let them
refuse it.
Miller went to the Washita County Jail on October 7. She had a bag full
of numerous hygiene products, including the white Sauve bottle Rasnic had
asked for. She handed the items to a dispatcher.
Miller later told Rasnic that she brought him his stuff.
In the Sauve bottle, officers found a white substance that was identified as
meth and a green substance identified as marijuana.
Rasnic and Miller are is being charged with bringing contraband into a jail/
penal institution and conspiracy. Their bonds were set at $50,000.
Miller is scheduled to appear in court on January 4, 2022.
Rasnic is scheduled to appear in court on January 11.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

AROUND THE STATE
SHOOTING ARREST -- Man arrested after
shooting his neighbor.
Around 3:15 p.m. on October 12, officers
got called out to a shooting near 4300 N. Iroquois Ave. A woman called police saying her
neighbor shot her 23-year-old grandson.
The victim told officers he went to the
neighbor’s house to talk to him about WIFI.
After knocking on the door twice, the victim
says Edward Deonta White fired several gunshots through the window, hitting the victim
once in the shoulder.
The victim was taken to the hospital and is
expected to be okay.
Officers setup a perimeter around the
house. After 30 minutes of announcements without a response, the Special
Operations Team was activated. Officers also talked with a family relative who
identified White and provided additional information.
After several hours of making announcements, the SOT team made entry in
the house and found White had escaped.
Officers then received information that Edward White was spotted at several
area convenience stores. Eventually, Edward White was caught at a Walmart
fighting with deputies.
Edward White was arrested for:
Shooting with Intent to Kill AFCF (After Former Conviction of a Felony)
Possession of a Firearm AFCF
Drug Possession AFCF
