A traffic stop for a defective truck on September 11 led to the arrest of a
Duncan man and Marlow woman.
According to the affidavit, state troopers were traveling southbound on
U.S. 81 when they noticed the truck: it had a modified exhaust, tires that
extended past fender walls and no mud flaps.
The troopers pulled over the vehicle and made contact with the driver,
Amber Lucinda Smithers, 30, and 48-year-old Kevin Leroy Thomas. In
plain view next to Thomas, a trooper saw an opened bottle of vodka. A
strong odor of alcohol also greeted the troopers.
Smithers said she didn’t have a license, and she was extremely talkative.
Thomas had red eyes and appeared to be intoxicated.
During the rest of the traffic stop, the individuals continued to act intoxicated, and they identified each other as the driver in a hit-and-run
accident that had occurred a week earlier. Both told troopers they were
buzzed, and Smithers had track marks on her arms.
A trooper searched the vehicle and found an opened bottle of tequila
in the front seat. A syringe was also lying in plain view. Smithers told the
troopers she found the syringe in Thomas’s closet and placed it in the
vehicle. She said she was going to throw the syringe away.
Thomas said, “That’s her stuff. She’s the one that uses that s---, not me.”
Aw, the couple who blames goes to jail together?
Troopers also found a marijuana joint in a cellphone box on the dash of the car. Smithers said
the box was hers. She said it was trash and she was going to throw it away; she said she thought
the weed was a cigarette.
They were both taken to jail.
Once Thomas was at jail, he admitted to having two bags of meth in his pocket. A trooper
retrieved two bags containing a white crystal like substance. It tested positive for methamphetamine.
Smithers is being charged with possession of a controlled dangerous substance, unlawful
possession of drug paraphernalia, driving with license suspended and transporting an open
bottle of container of liquor. Her bond was set at $10,000, and she is scheduled to appear in
court on November 14, 2014.
Thomas is being charged with possession of a controlled dangerous substance and public
intoxication. He was released on a $10,000 bond and is scheduled to appear in court on November 19, 2014.

Children have a
wonderful capacity
for trust. The faith
they put in adults is unqualified, and that should humble us; we often don’t
deserve it.
Sometimes kids suffer from intentional betrayal by a trusted adult, like
former Penn State football coach Jerry Sandusky, recently convicted of
sexually abusing underprivileged young boys. Other times, they are neglected
by society at large, as are the 1.7 million children with a parent behind bars.
Many of these kids face enormous obstacles, but get little notice.
The Bible affirms that children are a central focus of God.
Our national problem is not that we somehow undervalue children; it’s
that we don’t always know where to look to find the children most in need
of our help. Inmates’ children in particular get placed on the back burner.
They grow up in single-parent homes, or they get shuffled into foster care.
They are five times more likely than their peers to live in poverty. They often
endure confusion, loneliness, depression, abandonment, social ostracism,
and profound anger. Should we be surprised if they often follow their
parents to prison?
It doesn’t take much to ease the burden of an inmate’s family. Churches—
and other people of good will—can incorporate prisoners’ children into their
existing programs, like VBS, youth mentoring programs, or summer camps.
They can make sure kids have the supplies they need to succeed in school, or
gifts to celebrate the holidays; the opportunities are boundless.
If we take seriously the notion that every child has inherent worth and
deserves our society’s nurture and protection, we cannot afford to ignore
children with an incarcerated parent. Like Jesus, we must reach out to them,
and their trust will for once not be betrayed. In turn we will discover that the
blessing goes both ways: They will teach us what it means to have faith that
pleases God, faith that presses in close, believing everything will be okay.

A Comanche man with a love for alcohol and a distrust of technology was
taken off the roads September 13 by a
deputy who found him driving under the
influence.
According to the affidavit, a Stephens
County deputy was near the intersection of Cherokee Road and 42nd Street
around 1:37 a.m. when he noticed the
truck in front of him; something wasn’t
right. The truck kept traveling left and
crossing the double marked yellow line, and traveling off to the
right and off the roadway. The deputy pulled the vehicle over
and made contact with the driver, Kevin Dale Ramey, 51.
The odor of alcohol was powerful around Ramey, and the
man’s glossy eyes and slurred speech (not to mention his terrible driving) made the deputy think that the man might have
been drinking.
He asked Ramey were he was coming from and where he was
going. Ramey told the deputy, “I will be honest…I was gonna
take the back roads and stagger home.”
Honesty is the best policy…unless you’re driving under the
influence.
When the deputy asked Ramey how many drinks he had consumed, Ramey replied, “Way too many”
The deputy asked Ramey to step out of the vehicle for standard field sobriety tests.
Not surprisingly, Ramey didn’t do well, and the deputy took
him to jail.
Ramey agreed to take the state’s test, but later refused, stating that he didn’t “trust this technology stuff.”
Ramey is being charged with driving a motor vehicle while under the influence of alcohol. He was released on a $1,500 bond
and is scheduled to appear in court on November 14, 2014.

that this state needs for its schools. No reason not to. Too much focus on it being illegal

for recreational use, I say yes. Colorado has already gave millions to schools and we could
use that money to build storm shelters for schools.

apartment I was kidnapped and held hostage overnight and my family extorted for almost
$1200 if this happened just a few hundred miles west in Colorado I would not have been
breaking the law and nothing would have happened

say the legal narcotics like loratabs.

POSS CDS DUI REFUSAL FAILURE TO COMPLY
A drunk Comanche woman was locked up when
an officer saw her stumbling around a convenience
store and running into shelves.
According to the affidavit, a Comanche police officer was on patrol near Rodeo and Hill around 1:45
a.m. when he saw a truck turn into the parking lot of
a nearby convenience store. The officer pulled into
the parking lot of the store and went inside, just in
time to see the driver of the truck acting so not sober. He watched 55-year-old Michelle Lee-Ann Wilson walk to a cooler in the back of a store. Well, if
you call stumbling walking.
Wilson seemed to have trouble maintaining her balance, and she kept running into shelves. After she grabbed her items, she walked up next to the officer at the counter; she kept swaying from side to side. The officer also noticed
that Wilson smelled like booze, and her eyes were red, watery and glassy.
The officer asked Wilson if she was OK. At first, she seemed confused, but
she started rambling incoherently in extremely slurred speech.
The officer asked her to step outside for a standard filed sobriety test. Wilson agreed, but she became angry once they were out of the store. She started
screaming and became increasingly hysterical.
The officer told her she was under arrest, but Wilson just became even
more angry. She struggled and resisted and refused to put her hands behind
her back, but the officer eventually won. He had to “drag/carry” her to the
patrol car.
Once they were at the jail, Wilson refused to follow instructions for the
breath test.
Around 7 a.m., a jailer told the officer she found a plastic bag containing a
white crystal substance in Wilson’s purse. The substance tested positive for
methamphetamine.
Wilson is being charged with possession of a controlled dangerous substance and driving a motor vehicle while under the influence of alcohol. She
was released on a $7,500 bond and is scheduled to appear in court on November 12, 2014.

McClain County woman Heather Kelley
Fletcher, 43, was accused of leaving a store
stealing a pair of jeans, she told police she
was too fat to wear the shorts employees
said she walked in the store wearing.
According to the affidavit, a Purcell
police officer was dispatched to the 1600
block of N. Green Avenue on August 3 at
approximately 3:24 p.m. Employees said
that Fletcher had switched her shorts for
a pair of jeans in the dressing room and
walked out after an employee tried to stop
her. They explained that she walked into
the dressing room carrying two pairs of
jeans and wearing white and plaid shorts.
When she exited the dressing room, she walked toward the door wearing a
pair of jeans.
When he arrived, an employee pointed at a woman leaving a nearby store
and said, “That’s her.”
He approached Fletcher. Before he could ask any questions, she told him
she didn’t know the employee and she doesn’t wear shorts because she is too
fat. Fletcher appeared to be wearing a new pair of jeans.
When he asked Fletcher when she got the jeans, she told him she bought
them the day before for her birthday. The officer asked her where she put
her shorts; she again told him that she doesn’t wear shorts because she’s too
fat. When he told her employees saw her wearing shorts before she went
into the dressing room, she still denied that she stole the jeans.
The officer placed her under arrest. During a search of her purse, he found
a pair of shorts matching the description of the ones employees said she
wore into the dressing room. He also found a double-edge dagger, a tube
with residue that field-tested positive for methamphetamine and a plastic
baggy.
Fletcher is being charged with possession of a controlled dangerous
substance, larceny of merchandise from retailer, unlawful possession of
drug paraphernalia and carrying weapons. She was released on a $5,000
bond and is scheduled to appear in court on September 10, 2014.

All over the state, kids are either
already back in school or about to
start, so what better time to talk
about bus and school zone safety? Everyone either has a child
starting, going back to school, or knows someone who does. We all
want to look out for the welfare of our young students, so I’ll touch
on a few items to refresh your memories about school zones and
school buses.
First, lets talk about school bus safety. One of the violations I
see most is drivers going the opposite direction not stopping for
a school bus that has its red flashers and stop sign out. I can
only assume that these drivers believe that those stop indicators
are only for the vehicles following the school bus, but this is not
true. Oklahoma State Statute Title 47-11-705 states:
The driver of a vehicle meeting or overtaking a school bus that is
stopped to take on or discharge school children, and on which the
red loading signals are in operation, is to stop the vehicle before
it reaches the school bus and not proceed until the loading signals
are deactivated and then proceed past such school bus at a speed
which is reasonable and with due caution for the safety of such
school children and other occupants.
An exception to this would be on a divided roadway where there
is a separation of the lanes of travel, such as a divided four-lane
highway. The drivers on the opposite side of the road do not have
to stop in this situation, but the drivers on the same side must stop
as stated. Again, this is only for highways that are divided by a
median, cable barrier, concrete barrier, etc. This is not applicable
for an undivided multi-lane highway. On that occasion, all traffic
must obey the bus loading signals.
Next, lets tackle the school zones. All a school zone does is reduce
the speed limit at certain times of the day. These times are when
there is a presence or potential presence of school children. What
this means is, just because you don’t see children out on the
playground, or outside the school building, does not mean the
school zone is not in effect, because the potential presence of
children is taken into account. The way a driver is notified of an
active school zone is with the flashing yellow lights attached to the
appropriate warning signs for the school zone. If a driver is cited
in a school zone, the fine doubles.
As safe and courteous drivers, we should always be looking out
for each other on the roadways, and a potential fine shouldn’t be
our motivation, but the safety of others as well as ourselves, and
especially for our youngsters. Remember, their safety is in your
hands; lets do our part to make this a safe and sound school

Three Chickasha men were arrested because they did
just that after breaking into a residence on September
9.
Silly burglars.
According to the affidavit, a Chickasha officer was
dispatched to Honda Lane around 8:31 a.m. due to a
burglary in progress. He was advised that three subjects had broken into a residence, but they were unable
to leave because they had locked the keys in their car.
When the officer arrived, he saw three men standing
around a white car. They were identified as Walter Joe
Glass, 19, Robert Lee Young, 20, and Leobardo Maldonado Jr., 18.
A woman told the officer she was in a room sleeping
when the door opened. She jumped out of bed, and a
male subject took off running. She said she then went
to her garage and opened the garage door.
She saw Maldonado standing next to a white car,
and one of her kids’ 19-inch televisions was lying on
the ground. She said she picked up the TV and took
it inside the house. When she confronted Maldonado
about who had taken the TV, he refused to speak to
her. She also saw two other men crouching behind the
white car.
The victim showed the officer how the men had entered her home and taken the TV; the back door had
been taken off its hinges.
Glass agreed to speak to the officer and became very
emotional. He denied being inside the building. Young
also denied being in the home, but Maldonado told the officer all three of
them had entered the residence.
All three men are being charged with first-degree burglary. Maldonado is
being held in lieu of a $35,000 bond. Glass is being held in lieu of a $50,000
bond. Young’s bond was set at $50,000. They are all scheduled to appear in
court on October 1. 2014.

Police call the relationship “toxic.” If the details of the
police report are accurate, folks won’t need much convincing.
Bear the Pomeranian disappeared in early August after the
dog’s owner and her then-boyfriend Ryan Eddy Watenpaugh
had an argument.
The woman fled her apartment after she was physically
assaulted by Watenpaugh, she told police in Redding,
California. When she returned, Bear was gone.
The couple, which police say had a tumultuous dating
relationship that included the woman being held against
her will, briefly reconciled the first week in September.
Watenpaugh, 35, cooked her a meal that included meat.
Then the text messages began.
“How’s your dog taste? I thought it was better with BBQ and those Hawaiian buns.”
“I guess u could bury what u didn’t eat.”
“The smile on my face when you read this … priceless,” KRCR reported.
Then early on Sept. 9, Watenpaugh showed up at the woman’s house and left a small bag
by her front door, police say. Inside was a note and two dog paws.
“Burn in hell,” the note says. “I hate you so much it hurts. Stay away from me. I want
nothing to do with you. F— you.” At the bottom of the note: a smiley face.
Redding police arrested him two days later. They say he’s admitted to sending the
messages and placing the dog paws at the woman’s residence, but has denied killing or
cooking Bear.
“You know this is extremely strange,” Redding Sgt. Todd Cogle told KRCR. “Unusual,
something we had never seen before.”
Watenpaugh has been charged with domestic violence, false imprisonment, stalking and
animal cruelty. He’s being held on $250,000 bail in the Shasta County jail.

Chickasha woman Kimberly Scott, 41, was arrested after she allegedly stole a man’s rental car.

On September 2, a man called Chickasha dispatch and said he was following a vehicle that he
had reported stolen earlier that day. The caller
said he was in the 3300 block of S. Fourth Street.
When the officer arrived, he spoke to the reporting party. According to the police report, the
man rented a car on August 1, and it was stolen
in Amber on August 2. He said he reported the
vehicle stolen to the Amber Police Department.
APD and the rental car company confirmed that the vehicle was reported stolen.
The man said he was renting another vehicle when he saw the stolen
car being driven by Scott. The man’s brother said Scott was at his house
the previous night; when she left, he noticed the vehicle was missing.
The men and officer followed Scott, and Scott exited the allegedly stolen vehicle and requested to speak to the officer. She told him that the
man’s brother allowed her to use the vehicle, which the two men denied.
Scott changed her story numerous times.
The stolen car’s keys were in Scott’s purse. All of the barcodes used for
identification on the vehicle had been scraped off, and new letters had
been added to the back window of the vehicle. It appeared as though
someone had tried to conceal the identity of the car.
Scott couldn’t explain why the letters were added to the vehicle or why
the barcodes had been scraped off. She continued to insist, however,
that she took the car with permission.
The officer impounded the vehicle per the rental car company’s request. Prior to an inventory of the car, Scott told the officer the man’s
brother had left methamphetamine in the vehicle and that’s why he reported it stolen.
During inventory, the officer found a black pouch containing a scale
with reside that field-tested positive for meth. The pouch was full of
Scott’s belongings.
Scott is being charged with possession of a stolen vehicle and possession of a controlled dangerous substance. She is being held on a
$25,000 bond and is scheduled to appear in court on October 1, 2014.

Six years ago, the remains of an unidentified woman were found in a shallow grave near
Lake Thunderbird outside Norman. The medical examiner’s office believes the remains are
those of a white female, possibly with Native
American heritage, who was approximately 5
feet, 5 inches tall and between 30 and 45 years
old. She also had given birth to at least one
child.
Due to the rate of decomposition, investigators believe she had been in the grave between
3 and 12 months.
A distinct tattoo of a sunburst was on a large portion of her back. Attempts
to identify the woman through DNA have produced no results.
OSBI Forensic Artist Harvey Pratt reconstructed her skull to provide a
likeness of the woman.

The OSBI agent, who flew to Gallup, New Mexico, over the weekend
of September 6 to interview Lofton
Gray, Jr. about the death of his girlfriend, is back in Oklahoma.
Gray, 31, was released from the
hospital Sept. 8 and booked into the
McKinley County Adult Detention
Center in Gallup on a complaint of
possession of a stolen vehicle.
Gray will be extradited back to
Oklahoma.
On Sept. 5, 24-year-old Amanda Cecil was found dead
inside the Chickasha home she shared with Gray. The
medical examiner’s office has not yet determined Cecil’s
cause of death.
OSBI and the Chickasha Police Department continue to
investigate her death.
