On February 14, Jatarvis Mandez Pratt, 26, of Lawton, was sentenced to serve 72 months in federal prison for being a convicted
felon in illegal possession of a firearm, announced United States
Attorney Robert J. Troester.
On February 18, 2021, a federal grand jury returned a onecount Indictment that alleged illegal possession of a firearm after
being convicted of a felony. On June 14, 2021, Pratt plead guilty
to the Indictment.
Public records reflect that, on September 4, 2020, Lawton Police Department officers noticed Pratt driving a vehicle. Knowing that Pratt did
not have a valid driver’s license, officers initiated a traffic stop. Pratt stopped and
exited the vehicle then fled the scene on foot. Officers chased Pratt though an
apartment complex, where he was eventually caught and taken into custody. Pratt
also verified his status as a member of a street gang during the encounter. A loaded pistol was later found during an inventory search of Pratt’s vehicle.
Public records further reflect that Pratt had multiple prior felony convictions.
These convictions in Comanche County District Court, case number CF-14-245,
include using an offensive weapon during the commission of a felony, feloniously
pointing a firearm at another, burglary in the first degree, and assault and battery
with a dangerous weapon. He was released from Oklahoma state prison in May
2020 after serving a prison term for these felony offenses.
On February 14, 2022, Chief U.S. District Judge Timothy D. DeGiusti sentenced
Pratt to serve 72 months in federal prison, followed by three years of supervised
release.

Johnny Sapcut, 18, of Elgin, has been arrested for murder
in connection with a death in Indian country, announced U.S.
Attorney Robert J. Troester.
According to an affidavit in support of a criminal complaint
filed, in the early hours of February 15, 2022, law enforcement
responded to a home after a woman called 911 in apparent
distress. The affidavit alleges that Sapcut and the woman
were the only two in the home and that the woman was deceased. An investigation into the cause of death is underway.
The case is charged in federal court because the alleged
crime took place on tribal land of the Comanche Nation both the defendant and
victim are members of the Comanche Nation.
Sapcut was arrested in the early morning hours and made his initial appearance
today before U.S. Magistrate Judge Shon T. Erwin. Judge Erwin ordered that Sapcut be detained pending a detention hearing on February 18, 2022.
If found guilty, Sapcut faces a maximum potential penalty of life in prison, five
years of supervised release, a fine of $250,000, and mandatory restitution. This
case is a result of an investigation by the FBI’s Oklahoma City Field Office, the Comanche Nation Police, and the Comanche County Sheriff’s Department. Assistant
U.S. Attorney Tiffany Noble is prosecuting the case.
The public is reminded that this charge is merely an allegation and that the defendant is presumed innocent unless and until proven guilty beyond a reasonable
doubt.

Rebecca Lanette Taylor is accused of offering another Walmart shopper up to half a million dollars to purchase her baby.
A Texas woman is accused of trying to buy
another woman’s baby for hundreds of thousands of dollars while in line at a Walmart
self-checkout.
Rebecca Lanette Taylor, 49, was arrested on
Jan. 18 and charged with the offense of the
sale or purchase of a child in connection with
an incident that allegedly occurred five days
prior, according to a Crockett Police Department probable cause statement obtained by
local outlet The Messenger.
On Jan. 13, the mother of the child in question called police “advising a
white woman with blonde hair approached her in the Crockett Walmart,
wanting to purchase her son,” according to the probable cause statement.
The mother claimed that Taylor allegedly approached her as she was
waiting to scan items in self-checkout. She claimed that Taylor “began
commenting on her son’s blonde hair and blue eyes” before asking “how
much she could purchase him for.”
When the mother laughed over the question — assuming it was a joke
—Taylor allegedly “told her that she had $250,000 in the car and she
would pay that much for him.”
The mother also claims that both Taylor and a female companion began
calling her son by his name, without having been told it.
The mother claims that Taylor followed her out to the parking lot where
she proceeded to offer more money for her child.
“Once in the parking lot, Taylor began screaming [...] saying if she
wouldn’t take $250,000 for him, then she would give her $500,000 because she wanted him and she was going to take him,” the statement
says.
Surveillance video from Walmart seemingly confirmed the incident, The
Messenger reports.
“Taylor said that he was the perfect fit and she had been wanting to buy
a baby for a long time now,” the affidavit said, according to NBC News.
The Crockett Police Department was unable to provide a copy of the affidavit to Oxygen.com before publication. It’s not clear if the other woman
who was with Taylor will face any charges.
While Taylor’s bond was set at $50,000, and she bonded out of Houston
County Jail on Jan. 20, a spokesperson for the Houston County Sherrif’s
Department told Oxygen.com on Thursday. She has not yet been indicted
and it’s unclear if she has an attorney.

UP IN SMOKE
Tulsa man My Van Nguyen, 54, allegedly
started a fire at an old marijuana grow in Stephens County on February 12.
According to the affidavit, a Stephens County deputy was dispatched to the 2600 block
of East Osage at approximately 12:30 p.m. to
investigate a structure fire. When he arrived,
he saw two people jumping up and down and
waving their arms.
The pair told the deputy that they were helping clean up an old marijuana grow so the new
owners could start using it. While they were
cleaning, they saw Nguyen, one of the property owners, light some dead plants on fire with a lighter. The fire started
spreading quickly, but they were unable to put it out. They told the deputy
Nguyen was somewhere on the property.
The deputy found the man trying to put out a fire between two trailer homes. Nguyen told the deputy that a pile just caught on fire, but he
wasn’t sure how it happened. The deputy advised that the witnesses told
a different story - Nguyen then said that he was smoking a cigarette, and
he threw it on a pile, starting the fire.
The deputy told Nguyen that the witnesses said he started the fire with
a lighter. Nguyen said, “No.” He then started filming the fire with his cellphone.
The deputy confiscated the phone and asked if Nguyen would sign a
consent form for him to search the phone. Nguyen, who had been communicating with the deputy just fine, said he didn’t understand English very
well. He gave the deputy a few different codes to access the phone, but
none of them worked.
Eventually, one of the codes worked, and the deputy put the phone
in airplane mode and turned it off. While searching Nguyen, the deputy
found a blue lighter on the man’s person. He was placed under arrest and
transported to jail.
Nguyen is being charged with unlawful burning. His bond was set at
$25,000, and he is scheduled to appear in court on May 18, 2022.

Malcolm Penney was sentenced to life for 2nd-degree murder and 10
years for leaving the scene of a fatality with the 2 sentences running consecutively.
Penney caused the death of Marissa Murrow on October 3, 2020 while
driving the wrong way on the Kilpatrick Turnpike in Canadian County while
DUI. Penney fled the scene on foot after the collision.
Murrow’s family was pleased with the outcome and appreciative of the
work of members of the OHP.

someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

HOMETOWN HERO
On January 19, 2022, Game Warden Larry Green was alerted to three duck hunters
whose boat had capsized while out on the
water at Kaw Lake.
Warden Green immediately went into action
by retrieving a boat from the Kaw office and
requesting an ambulance. The conditions at
the time had made a turn for the worse with
winds gusting 25 - 30 mph with temperatures
falling into the low 30’s.
Warden Green met with Corps of Engineers
Ranger Aaron Brown at the boat ramp who
assisted with unloading the boat. At the time
they launched the boat the lake had waves
up to 4’ and Warden Green, who is recognized as one of the agency’s most accomplished boat operators, was able to
pilot the boat across to reach the three duck hunters.
All three hunters were displaying signs of hypothermia from being in the
water for an extended period of time. Ranger Brown assisted with loading
the hunters into the boat while Warden Green maintained the position of the
boat. All three hunters were returned successfully to the boat ramp where the
ambulance was waiting to tend to them.
Warden Green along with Ranger Brown put their lives on the line by treading into harsh conditions, and we want to commend Game Warden Larry
Green and Crops of Engineer Ranger Aaron Brown for their efforts in this
rescue.
This is a good reminder to be prepared for anything while outdoors and be
keen on changing weather conditions.

March is National Youth Violence
Prevention Month
The National Association of Students
Against Violence Everywhere is a nonprofit
aiming to provide safer environments for
our youth. Its mission is to decrease the
potential for violence in our schools and
communities by promoting meaningful student involvement, education and service
opportunities.
SAVE’s Vision: Schools and communities will be safer and more secure, free of
fear and conducive to learning as a result of
students being actively involved in meaningful violence prevention efforts.
How It Got Started: SAVE was started by students in Charlotte, North Carolina in 1989 after the tragic death of a classmate who was trying to break up a
fight at an off-campus party. A group of students who did not want this death
to be “just another statistic” took action and created a violence prevention
program.
Chapters: SAVE has evolved into a national association with chapters in
elementary, middle and high schools as well as at colleges and community organizations across the country. Today, there are more than 200,000 students
involved nationwide.
Activities: Student members take the lead in planning chapter activities by
using the three SAVE Essential Elements: conducting crime prevention activities, conducting conflict management activities and providing meaningful service through projects in schools and communities. SAVE chapters also plan
safety rallies and safety awareness campaigns, engage in peer mentoring to
younger students, and conduct fun and educational meetings.
