An Enid man is facing multiple felony
charges after he allegedly beat several
puppies to death with a hammer to “put
them out their misery.”
Joshua Alexander Henry, 31, was
charged with five counts of cruelty to animals and one count of child neglect, in
Garfield County District Court.
According to Enid Police Department,
about 3:30 p.m. on February 26, EPD officers responded to a residence to assist
Animal Welfare officers after a resident admitted to killing his puppies by hitting them
with a hammer.
Officers responded to the 3100 block of Forrestridge Drive and
upon arriving, found five dead puppies and one puppy severely injured.
An Animal Welfare officer advised she spoke with the owner of the
dogs, who called the shelter and reported hitting the puppies with
a hammer. The injured puppy was seized and taken to Enid Animal
Welfare’s shelter.
Officers spoke with the resident, Joshua Henry. He said two hours
before calling Animal Welfare, the puppies had been taken outside
and given food and water. When he checked on them, he said the
puppies appeared to be sick.
Henry claimed he called the police department, fire department,
and Animal Welfare and none of them could do anything. Records
from the 911 Center show no such calls were received.
When asked by police officers how the puppies died, Henry admitted to intentionally bludgeoning the puppies with a hammer to
“put them out of their misery.” He said he did not have the money to
take the animals to a veterinarian. Henry also noted since he was on
probation, he was not allowed to have a firearm to shoot the dogs.
Henry was placed under arrest and search warrant for the residence was obtained and served. Several items were seized, including a blood-stained hammer.
Unfortunately, the injured puppy was later euthanized at the shelter due to the severity of its injuries.
Bond amount for Henry was set at $14,000 and he was ordered
to next appear in court on April 4.

Malcolm Penney was sentenced to life for 2nd-degree murder and 10
years for leaving the scene of a fatality with the 2 sentences running consecutively.
Penney caused the death of Marissa Murrow on October 3, 2020 while
driving the wrong way on the Kilpatrick Turnpike in Canadian County while
DUI. Penney fled the scene on foot after the collision.
Murrow’s family was pleased with the outcome and appreciative of the
work of members of the OHP.

HOMETOWN HERO
On January 19, 2022, Game Warden Larry Green was alerted to three duck hunters
whose boat had capsized while out on the
water at Kaw Lake.
Warden Green immediately went into action
by retrieving a boat from the Kaw office and
requesting an ambulance. The conditions at
the time had made a turn for the worse with
winds gusting 25 - 30 mph with temperatures
falling into the low 30’s.
Warden Green met with Corps of Engineers
Ranger Aaron Brown at the boat ramp who
assisted with unloading the boat. At the time
they launched the boat the lake had waves
up to 4’ and Warden Green, who is recognized as one of the agency’s most accomplished boat operators, was able to
pilot the boat across to reach the three duck hunters.
All three hunters were displaying signs of hypothermia from being in the
water for an extended period of time. Ranger Brown assisted with loading
the hunters into the boat while Warden Green maintained the position of the
boat. All three hunters were returned successfully to the boat ramp where the
ambulance was waiting to tend to them.
Warden Green along with Ranger Brown put their lives on the line by treading into harsh conditions, and we want to commend Game Warden Larry
Green and Crops of Engineer Ranger Aaron Brown for their efforts in this
rescue.
This is a good reminder to be prepared for anything while outdoors and be
keen on changing weather conditions.

Prevention Month
The National Association of Students
Against Violence Everywhere is a nonprofit
aiming to provide safer environments for
our youth. Its mission is to decrease the
potential for violence in our schools and
communities by promoting meaningful student involvement, education and service
opportunities.
SAVE’s Vision: Schools and communities will be safer and more secure, free of
fear and conducive to learning as a result of
students being actively involved in meaningful violence prevention efforts.
How It Got Started: SAVE was started by students in Charlotte, North Carolina in 1989 after the tragic death of a classmate who was trying to break up a
fight at an off-campus party. A group of students who did not want this death
to be “just another statistic” took action and created a violence prevention
program.
Chapters: SAVE has evolved into a national association with chapters in
elementary, middle and high schools as well as at colleges and community organizations across the country. Today, there are more than 200,000 students
involved nationwide.
Activities: Student members take the lead in planning chapter activities by
using the three SAVE Essential Elements: conducting crime prevention activities, conducting conflict management activities and providing meaningful service through projects in schools and communities. SAVE chapters also plan
safety rallies and safety awareness campaigns, engage in peer mentoring to
younger students, and conduct fun and educational meetings.

OSBI INVESTIGATING HOMICIDE OF TEXAS
MAN IN BOISE CITY
The Oklahoma State Bureau of Investigation (OSBI) is investigating the early morning
homicide of a Texas man. At approximately 2
a.m. on Sunday, February 20, 2022, the Cimarron County dispatch received a 9-1-1 call
reporting a shooting in the 200 block of N.
Texas Street in Boise City.
The Boise City Police Department and Cimarron County Sheriff’s Office responded to
the scene and found 34-year-old Eric Ortega,
of Perryton, Texas, with a gunshot wound.
Ortega was transported to the local hospital
where he was pronounced deceased.
The Boise City Police Department requested OSBI assistance with the investigation.
Based on the initial investigation, agents have learned that 26-year-old Jonathan Robinson, of Boise City, forced his way into the residence on N. Texas
where a gathering was taking place. He was encountered by Ortega, whom
Robinson shot. The Cimarron County Sheriff’s Office took Robinson into custody at the scene and he was transported to the Cimarron County Jail where
he remains.
The OSBI investigation is open and ongoing.

REWARD OFFERED IN
TWO-YEAR-OLD MURDER CASE
On March 2, the Noble County Sheriff’s Office,
District 8 District Attorney and the Oklahoma State
Bureau of Investigation (OSBI) announced that the
remains found in a fire that occurred in Red Rock
on February 19, 2020, are identified as Bobby
Gene Ratliff and his wife, Ruby “Faye” Ratliff. The
Ratliff’s remains were found in the charred rubble of
the Ratliff’s home located on X Road in Red Rock.
During the early morning hours of February 19,
2020, deputies from the Noble County Sheriff’s Office and firefighters from the Red Rock Fire Department responded to a house fire located at 19200
X Road in Red Rock. Shortly after responding, firefighters were able to extinguish the fire, but most
of the home had burned to the ground. Found within the rubble were the
charred remains of one person. At that point, the fire scene became a crime
scene.
On February 20, 2020, the Medical Examiner’s Office notified the OSBI that
the remains were Bobby’s and that he had been shot. Later in the investigation, the medical examiner notified agents that some of the human remains
collected from the fire were of a second person. The second remains were
determined to belong to Faye after a DNA comparison. The medical examiner
also found that Faye had been shot. It was determined the fire had been set
to cover up the murder.
Bobby was born and raised in Red Rock, Oklahoma. He and Faye had
lived at their home on X Road since 1989. Bobby worked for Ditch Witch
since 1986 and was a volunteer firefighter for Red Rock Fire Department.
Faye worked off and on for Frontier Public Schools for more than 20 years.
At the time of the fire, Faye was the administrative assistant to the school
superintendent.
The OSBI is offering a $10,000 reward for information about the Ratliff murders. Anyone who has any information about this case or saw anything suspicious at the time of the fire is urged to contact the OSBI at (800) 522-8017

MCSO SEARCHING FOR BURGLARY SUSPECTS
The Major County Sheriff’s Office is currently
search for two suspects wanted in association
with a burglary near Ames.
According to MCSO, on February 16, a rural residence near Ames was burglarized with
thousands of dollars worth of firearms and
tools stolen. Through the subsequent investigation, and cooperation between the Major
County Sheriff’s Office, Garfield County Sheriff’s
Office, and Enid Police Department, three suspects were developed and numerous search
warrants carried out in the following days. Ultimately, a portion of the victim’s property was
recovered, in addition to recovering other property from unsolved cases in Garfield County.
Christopher Fraley, Misty Peterman, and
Robert Martin, were issued warrants for their
arrest stemming from their involvement. On
March 4, Misty Peterman was arrested and
taken into custody at the Garfield County Jail
on related charges.
Fraley has been charged with one count of
Burglary in the Second Degree, and one count
of Conspiracy. Peterman was also charged
with one count of Burglary in the Second Degree and one count of Conspiracy. Martin has
been charged with one count of Aiding and
Abetting Burglary in the Second Degree.
The Major County Sheriff’s Office would like
to thank GCSO and Enid PD for their prompt
and professional assistance; the recovery of
the stolen property would have been impossible without their cooperation.
