A Park Hill man was taken into custody after he
allegedly shot and killed his neighbor.
Randal Kurt Young, 67, was booked into the
Cherokee County Jail on February 28 when he
allegedly admitted to shooting his neighbor five
times.
Cherokee County deputies and OHP troopers
responded to a call in the Pettit Bay area on South
Ranch Lane and found Stephen Roger Raney, 50,
lying on his back on the floor of a shop building.
Raney appeared to have been shot at least two
times in the chest and once in his right foot, reports state.
Along with Raney’s body, they found an empty
whiskey bottle on the floor nearby, along with three spent 9 mm shell casings. Two bullets were found in the walls of the hallway outside of the room
of the shop building.
Young was located and arrested at another neighbor’s house, and a
handgun was found in the yard.

A 35-year-old Tulsa man entered a guilty
plea today in U.S. District Court for digitally
producing images depicting the sexual abuse
of children and distributing almost 500 other
graphic image and video files of the sexual
abuse of children, announced U.S. Attorney
Trent Shores.
At the plea hearing, Jerry Matthew Berry admitted to producing obscene visual representations of the sexual abuse of children and distributing child pornography in 2017 and 2018.
Cyber Crimes detectives from the Tulsa Police
Department and agents from Homeland Security Investigations discovered Berry’s illicit activities during a peer-to-peer file sharing undercover investigation. After executing a search warrant on Berry’s apartment,
investigators also discovered hundreds of additional images and videos
of child pornography on his phone. Berry, a former private school teacher
in Oklahoma City, admitted to distributing child pornography on file sharing programs. He also admitted to downloading pictures of children from
Facebook and digitally altering the photographs to depict himself sexually
assaulting and physically harming the children.
“Tulsa Police Department Cyber Crimes detectives and Homeland Security special agents are resilient and committed to the fight to defend our
children from online perpetrators. Their dedicated efforts enable the U.S.
Attorney’s Office to bring child sex offenders to justice,” said U.S. Attorney
Shores. “These days, parents must be ever vigilant because predators
like Mr. Berry are lurking about on the internet. The facts of this case are
a stark reminder that parents should check their privacy settings on social
media and be aware when posting photos of their children.”
U.S. District Judge Claire V. Eagan accepted Berry’s guilty plea and set
sentencing for May 7, at 10 a.m. At that time, Berry faces a mandatory
minimum sentence of 5 years and up to 20 years in federal prison, at least
five years and up to life of supervised release, and a $250,000 fine for each
count. He remains in custody.
The Tulsa Police Department’s Cyber Crimes Unit and Homeland Security Investigations conducted the investigation. Assistant U.S. Attorney
Christopher J. Nassar prosecuted the case.
This case is part of Project Safe Childhood, a nationwide initiative
launched in May 2006 by the United States Department of Justice to
combat the growing epidemic of child sexual exploitation and abuse. Led
by the United States Attorney’s Offices and the Criminal Division’s Child
Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.

Oklahoma senator proposes bill to allow counties to decide on medical marijuana legalization
OKLAHOMA CITY – Six months after Oklahoma voters approved a measure
legalizing medical marijuana, an Oklahoma lawmaker has filed a bill that would
allow counties to decide whether or not the measure applies to their area.
In June, over 891,000 voters cast their ballots in regards to State Question
788, which legalizes medical marijuana in Oklahoma. Ultimately, the measure
passed by a majority vote.
Under State Question 788, a person 18 years or older would need to apply
for a medical marijuana license with the Oklahoma State Department of Health
after receiving a note from their doctor. If approved, the patient would then
have to pay $100 to obtain that license.
Since applications became available in August, officials say more than 30,000
patient applications have been approved by the Oklahoma Medical Marijuana
Authority.
Now, an Oklahoma lawmaker has proposed a bill that would allow counties
to decide whether they want to follow State Question 788.
Senate Bill 325, which was authored by Sen. Casey Murdock, would add
restrictions to where medical marijuana can be consumed, sold or possessed.
“A county may, by vote of a majority of the registered voters in the county,
restrict or prohibit the possession, consumption, transport, sale, cultivation or
manufacture of marijuana or marijuana products, or any combination thereof,”
the bill states.
Murdock told KJRH that his measure would give counties flexibility.
“The locals, whether it’s the municipalities or whether it is the local law enforcement, they’re the ones that are going to have to deal with this new law,”
Sen. Casey Murdock (R-District 27) said.

Sean R. The people voted for it. It shouldn’t be changed by politicians and
their “interests”
Mike B: I agree. Sounds like he’s wanting to shut down growers and everyone would have to buy from him
Bobbi H: Unconstitutional bill.... the ppl have spoken
John J: Ok if they wanna do that they shouldn’t be allowed to have any
access to the sales tax from it either. So all state taxes should be funded accordingly. Let’s see if they like losing that.
Sandy S: I agree! It has already produced a major windfall in OK. Just in the
licensing. I haven’t heard how much it has made in the pharmacies yet but I’m
sure it is a lot.
Donnie C: don’t have a problem with that. It’s worked with liquor in the past.
John J: liquor is not a prescription drug. Now since the law has passed
that would be just like outlawing Xanax, antidepressants and hormone pills
because these are all mood-altering or possibly mind-altering drugs. just like
marijuana like it or not these are all prescribed medical drugs
Austin H: Less government is the best option. Vote him out
Richard F: It is medical. You cannot compare it to liquor and wet or dry
counties. Medications are regulated for all people
Nancy M: Can we VOTE out this fool?
Tania J: Wasting tax payer money to try n oppress voters n votes IMO. It
was voted on n passed into state law by the voices of voters. Now, let’s find a
way to write a bill n make the voters votes be negated. Go figure
Cyndi J: It’s already been decided - this is crazy
Matthew M: I hope this guy loses his job next election
Stephen S: This jackass needs to be put out to Pasture. We the people
of Oklahoma passed this law and the law makers need to stay out of it. The
people of Oklahoma are tired of having to sue their representatives o er a law
we passed.
Donnie C: what representatives have you sued and when ?
Stephen S: I haven’t sued any and nobody else’s have sued a representative. The people of Oklahoma have had to file lawsuits over the lawmakers
trying to add they’re 2 cents in on the law or not implementing it properly. Actually the people of Oklahoma have had to basically sue their selves. No lawsuits
have had to go to court because the lawmakers recanted on their decisions.
Maybe that’s a little clearer. Sorry for the confusion.
Victor D: Vote him out of office we shouldn’t tolerate these kind of representatives!!!
Nick J: The people have spoken, these clowns need to get over it already.
Michael M: Sounds like the People spoke and this man thinks he and his
ideas should trump the peoples Vote. This is starting to become a trend. This
politician is a joke
Winnie B: Notice they don’t give a choice to opt out of ANY laws we don’t
want to follow. It’s just an end run around the law. Here is the next run at circumventing the will of the voters. Still not ready for an SQ that allows immediate recall and kicked to the unemployment curb? http://www.soonerpolitics.
org/.../the-first-wave-of...
Chris H: If we as a state chose to go recreational I believe there should be
a choice just like a dry county but the medical part should not be bothered or
meet the same standards.
Tyler B: This is bullshit and this guy needs a high five. I’m the face. With a
stapler
Heather M: What a joke!

a sniff catches a whiff
A Wagoner man was caught with drug
paraphernalia and a loaded gun in his vehicle
after a K9 officer sniffed the items out during
a traffic stop near the Rocky Point area.
Sheldon Dale Prince, 51, was charged with
possession of a firearm after former felony
conviction, transporting a loaded firearm in
motor vehicle, unlawful possession of drug
paraphernalia, and driving with license cancelled, suspended, revoked, in Wagoner
County District Court.
According to the Wagoner County Sheriff’s Office, at about midnight on February 13,
Wagoner County K-9 Deputy Watkins and his
K-9 partner, Bane, conducted a traffic stop
on U.S. Highway 69 South of 690 Road. While on the stop, Deputy Watkins
and Bane conducted a narcotic sniff on the vehicle. Bane alerted on the vehicle, and upon searching, a loaded Ruger P94, electronic scale with meth
residue, and a used glass meth pipe with meth residue were discovered.
The driver, Prince, a convicted felon, was arrested and transported to the
Wagoner County Detention Center.
Wagoner County Sheriff Chris Elliott stated “This shows how valuable and
necessary the Wagoner County K-9 program is in combating illegal narcotics.
In many instances, without the K-9, this suspect may have evaded law enforcement. I am very pleased with the success our program here at Wagoner
County.”
Bond for Prince was set at $10,000 and he was ordered back to court on
March 12 at 9:00 a.m.

Registered Sex Offenders for The Area
The sex offenders page is not a complete listing of all offenders in these counties; we will be
publishing more in each month’s issue.
Tips for Parents:
• Trust your instincts when you are with someone
about whom you feel uncomfortable (e.g., in an
elevator, in a car, in your home). This can be
especially difficult for both children and adults who
have been socialized to be polite.
• Do not talk yourself out of feeling uncomfortable
being alone with someone simply because he or
she is an acquaintance or a friend of a friend. Most
sexual abusers are someone the victim knows and
may even trust. Be wary of friends or dates who
test your boundaries by making unwanted physical
advances to you and then ignore or minimize your
protests and other signs that you do not like their
behavior.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

TRAFFICKING IN ILLEGAL DRUGS
Presumed Innocent Until Proven Guilty 19 | MARCH 2019 SEQUOYAH COUNTY
A man in Florida stole some medication out of his roommate’s lockbox. They
were labelled Hydrocodone. But, they weren’t. They weren’t opioids. They were
laxatives. And yes, he did find out the hard way. His roommate called the cops
when the pills went missing. He admitted he stole them and then threw the rest
out. So, not only did he get a horrible stomach ache, he was publicly humiliated... and arrested.
Also in Florida, a guy was with his wife. She was upset over an issue she was
having with a family member. She wanted to talk about it with him, but he went
into Taco Bell and got himself lunch instead. When he got back, he tried to give
his wife a burrito. But he was dangling it in front of her, making fun of her for
being so upset. That wasn’t a smart move... she grabbed it and threw it on the
floor. Apparently, that’s a fighting act. He picked up the burrito and shoved it in
her face and up her nose. He was arrested for battery... by a burrito.
In Kansas, a family was playing Monopoly and wound up getting into a fight.
It escalated and as two cousins were arguing, one guy’s girlfriend hit the other
cousin and shoved him into a mirror. Then she took off running. The guy went
to the hospital for stitches but they are still looking for the girlfriend who is now
wanted on assault charges. And you know, when they catch her, she will have
to go directly to jail... without passing go... and without collecting her 200 dollars.
A guy was pulled over in Florida for having a light out. But, he was on probation and driving with a suspended license so he decided to make a run for
it. He ditched his car and tried to hide from police under a tree in a field. And it
may have worked if it weren’t for some crime fighting horses. There were three
horses that apparently didn’t like him in their field and started chasing him. He
hopped a fence, where he was promptly taken into custody.
A man was caught on surveillance footage sitting in front of a porterhouse
steak, a lobster tail and a 20-ounce beer in a California restaurant before pocketing the hunk of meat and walking out.
“What type of person will take a steak and watch the juice drip off and then
wrap it in a linen napkin?” said House of Beef lead server Denise Loya. “It’s just
highly unusual.”
Loya said the man dressed in a suit came into the Oakdale restaurant and
asked for a table for four. She said he looked like a villain from an ‘80s movie.
“Definitely a used car salesman or bad real estate agent. Slimeball,” she told
KTXL.
His actions were just as animated. The video shows his eyes shifting constantly as he looks up at the surveillance camera and over his shoulder.
“Just keep your eyes on this person ‘cause his eyes, you can see him, you
know, he’s watching,” said the restaurant’s owner, Steve Medlen.
One last look into the camera and the man picks up the slab of meat then
folds it into the napkin lifted from the bread basket. He’s unethical,” Medlen
said. “He’s out to commit a crime.”
Medlen said he decided to post the video on social media to catch the steak
smuggler.
“The monetary part is not part of the equation,” he told KTXL. “The part that
we want to do is take this person off the street.”
In the final moments, the man picks up his haul and walks away, all while a
little girl watches in his direction.
“Be great if he would come in and pay his bill and apologize but I highly doubt
that’s gonna happen,” Loya said.
The staff said if he had truly been starving they would have helped.
“We always help people,” Loya said. “When they come in off the streets, we
will buy them a bowl of soup or a sandwich.”
The staff says that was a $56 meal. The owner did file a police report with the
Oakdale Police Department but no arrests had been made.

Stilwell Man Sentenced To 34 Months, $33,000
Restitution For Possession Of Stolen Firearm
Stilwell Man Sentenced To 34 Months,
$33,000 Restitution For Possession Of Stolen Firearm
Stoney Ray Mendenhall, 19, of Stilwell, was
sentenced to 34 months imprisonment, three
years of supervised release, and ordered to
pay restitution in the amount of $33,767.23,
for Possessing, Receiving And Concealing A
Stolen Firearm.
The charges arose from an investigation by
the Adair County Sheriff’s Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives (“ATF”).
The Indictment alleged that on or about
February 3, 2018, Stoney Ray Mendenhall,
knowingly possessed, received and concealed a stolen firearm which had
been shipped and transported in interstate commerce.
United States Attorney Brian J. Kuester said, “Violent criminals frequently
use stolen firearms to commit their crimes, so bringing someone to justice
that has stolen or knowingly possesses a stolen firearm goes hand-in-hand
with our efforts to combat violent crime. I am glad we were able to work with
the Adair County Sheriff’s Office and the ATF to achieve a swift and just resolution to this case.”
The Honorable Ronald A. White, U.S. District Judge in the United States
District Court for the Eastern District of Oklahoma, in Muskogee, presided
over the hearing. Assistant United States Attorney Dean Burris represented
the United States. Mendenhall will remain in custody pending transportation
to the designated federal facility at which the non-paroleable sentence will be
served.

the insider
A former employee of the Muskogee County Court
Clerk’s office and two others are being charged with
conspiracy after they allegedly worked together to intimidate a witness whose identity was in a sealed court
document.
According to reports, 28-year-old Alison Rachel Morgan uses her position working in the office to discover
the name of an informant. She allegedly told Jasmine
McCoy, who passed the information along to 31-yearold Cornelious Joshua Jones, who was in jail.
The informant was beaten after Jones learned who
he was.
Reports state McCoy knew that Morgan would have
access to the informant’s identity, and she asked the
woman to get the information. Investigators believe
Morgan saw the informant’s name on a search warrant
before it was sealed.
Morgan, who had worked at the court clerk’s officer
for four to five years, was immediately terminated from
her job.
Morgan is being charged with conspiracy. Her bond
was set at $2,500.
Jones is being charged with conspiracy and intimidation of a witness. His bond was set at $5,000, and he is
scheduled to appear in court on March 27, 2019.
McCoy’s bond was set at $5000 and she is scheduled to appear in court March 27, 2019.
