Oklahoma State Bureau of Investigation
(OSBI) Internet Crimes Against Children
(ICAC) agents arrested Gregory Neil Bias, 38,
on Wednesday, January 26, 2022.
Bias is facing one federal charge of Distribution of Child Pornography. Additional
charges may be added as Bias, a previously convicted felon, was in possession of two
firearms at the time of the arrest.
Between September 2020 and October
2021, the OSBI ICAC Unit received multiple
cybertips from the National Center for Missing
and Exploited Children (NCMEC) reporting an
individual uploading child sexual exploitation
material onto an online photo storage platform. NCMEC received additional cybertips from an online messaging platform for the same individual. The content reported in the cybertips from the
online messaging platform consisted of the sexual abuse of an infant/toddler
and prepubescent aged females. The individual reported by both platforms
was identified as Bias.
Due to Bias’ tribal status, a federal case was filed in the Eastern District of
Oklahoma. A federal warrant was issued for his arrest, which was completed
with the assistance of the United States Marshal Service (USMS) Eastern District of Oklahoma Fugitive Task Force and the Oklahoma Highway Patrol. Bias
was arrested at his Cherokee County home without incident. He is currently
in federal custody in the Okmulgee County Jail.

HOMETOWN HERO
On January 19, 2022, Game Warden Larry Green was alerted to three duck hunters
whose boat had capsized while out on the
water at Kaw Lake.
Warden Green immediately went into action
by retrieving a boat from the Kaw office and
requesting an ambulance. The conditions at
the time had made a turn for the worse with
winds gusting 25 - 30 mph with temperatures
falling into the low 30’s.
Warden Green met with Corps of Engineers
Ranger Aaron Brown at the boat ramp who
assisted with unloading the boat. At the time
they launched the boat the lake had waves
up to 4’ and Warden Green, who is recognized as one of the agency’s most accomplished boat operators, was able to
pilot the boat across to reach the three duck hunters.
All three hunters were displaying signs of hypothermia from being in the
water for an extended period of time. Ranger Brown assisted with loading
the hunters into the boat while Warden Green maintained the position of the
boat. All three hunters were returned successfully to the boat ramp where the
ambulance was waiting to tend to them.
Warden Green along with Ranger Brown put their lives on the line by treading into harsh conditions, and we want to commend Game Warden Larry
Green and Crops of Engineer Ranger Aaron Brown for their efforts in this
rescue.
This is a good reminder to be prepared for anything while outdoors and be
keen on changing weather conditions.

Rebecca Lanette Taylor is accused of offering another Walmart shopper up to half a million dollars to purchase her baby.
A Texas woman is accused of trying to buy
another woman’s baby for hundreds of thousands of dollars while in line at a Walmart
self-checkout.
Rebecca Lanette Taylor, 49, was arrested on
Jan. 18 and charged with the offense of the
sale or purchase of a child in connection with
an incident that allegedly occurred five days
prior, according to a Crockett Police Department probable cause statement obtained by
local outlet The Messenger.
On Jan. 13, the mother of the child in question called police “advising a
white woman with blonde hair approached her in the Crockett Walmart,
wanting to purchase her son,” according to the probable cause statement.
The mother claimed that Taylor allegedly approached her as she was
waiting to scan items in self-checkout. She claimed that Taylor “began
commenting on her son’s blonde hair and blue eyes” before asking “how
much she could purchase him for.”
When the mother laughed over the question — assuming it was a joke
—Taylor allegedly “told her that she had $250,000 in the car and she
would pay that much for him.”
The mother also claims that both Taylor and a female companion began
calling her son by his name, without having been told it.
The mother claims that Taylor followed her out to the parking lot where
she proceeded to offer more money for her child.
“Once in the parking lot, Taylor began screaming [...] saying if she
wouldn’t take $250,000 for him, then she would give her $500,000 because she wanted him and she was going to take him,” the statement
says.
Surveillance video from Walmart seemingly confirmed the incident, The
Messenger reports.
“Taylor said that he was the perfect fit and she had been wanting to buy
a baby for a long time now,” the affidavit said, according to NBC News.
The Crockett Police Department was unable to provide a copy of the affidavit to Oxygen.com before publication. It’s not clear if the other woman
who was with Taylor will face any charges.
While Taylor’s bond was set at $50,000, and she bonded out of Houston
County Jail on Jan. 20, a spokesperson for the Houston County Sherrif’s
Department told Oxygen.com on Thursday. She has not yet been indicted
and it’s unclear if she has an attorney.

At noon on January 16, Wagoner County
Deputy A. Hull was patrolling area of 193rd
and 71st in Wagoner County when he observed a maroon pickup pull into a mobile
home park and appeared to be speeding. He
attempted to make contact with the pickup,
but it accelerated and fled at a high rate of
speed, through a mobile home park. Upon
checking the vehicle tag, Wagoner County
E-911 Dispatch confirmed the vehicle was
stolen out of Cherokee County.
The driver of the stolen vehicle attempted
to lose Deputy Hull on several occasions by
driving through fields and parking lots. After a
lengthy pursuit, the suspect wrecked his vehicle in the area of 21st and Garnett in Tulsa.
A short foot pursuit ensued before the suspect was taken into custody without any further incident.
The suspect identified himself as Jesse Smith of Tahlequah. The suspect
was transported to the Wagoner Community Hospital where he was found to
be fit for confinement by medical staff. The suspect was then transported to
Wagoner County Detention Center and booked on complaints of Felony Eluding an Officer, Possession of Stolen Vehicle, Attempted Assault with a deadly
weapon, Driving Under Suspension and Speeding.
On January 20, Wagoner County Deputies discovered that the suspect had
provided a false name to deputies. The suspects real name is Brandon K.
Hembree, 33, of Welling. Brandon Hembree will receive additional charges
for providing false information to deputies.
The Wagoner County Sheriff’s Office would like to thank Tulsa Police, Oklahoma Highway Patrol, and the Broken Arrow Police Department with their

WAGONER COUNTY DEPUTY RECEIVES LIFE SAVER AWARD
On January 24, Wagoner County Sheriff Chris Elliott presented Deputy D. Street
with a Life Saver Award during the Wagoner County weekly commissioners’
meeting. The information below states
why he received the award.
On December 16th, 2021, at approximately 1527, Deputy Street was dispatched to 8300 Block of South 300 E
Ave for an accidental shooting. The victim
accidentally discharged his firearm into his
leg.
Upon arrival Deputy Street observed the
male lying on the ground next to a Jeep
Cherokee in the driveway. The male was
holding pressure on the side of his right
thigh. Street noticed a T-shirt shirt was used as a make-shift tourniquet on
what appeared to be the exit wound. Street applied a tourniquet on the victims upper thigh above his wound. Street used his medical shears to cut
off the victims pant leg to expose the wound. Street then used gauze and
wrapped the entry and exit wound.
While Street treated his injuries, the victim was coherent and alert. The
victim advised he was installing a magnetic weapon holster on the kick panel
of his Jeep. He claimed he thought he unloaded his 9mm pistol but did not.
The victim advised he wanted to “dry fire” his pistol before stowing it in his
holster. While sitting in the driver’s seat, he pulled the trigger, discharging a
round into his thigh.
No one else was injured during this incident. EMS arrived for further treatment. The victim was transported to St. Francis Main.

CHILD PORNOGRAPHY CHARGES
The Oklahoma State Bureau of Investigation (OSBI) Internet Crimes Against Children
(ICAC) Unit arrested 18-year-old Hunter Ryan
Chronister of Roland on February 9 on multiple felony charges related to child pornography.
The OSBI ICAC Unit received a cyber tip
from the National Center for Missing and
Exploited Children (NCMEC) regarding the
uploading of child pornography on a social
media platform. During the investigation,
Chronister was identified as the suspect
associated with the social media accounts.
Chronister was arrested without incident and
booked into the Sequoyah County Jail on the
following charges:
• Possession of Child Pornography
• Violation of the Oklahoma Computer Crime Act.
Chronister is being held without bond. The OSBI appreciates the assistance
from the Sequoyah County Sheriffs Office and the Roland Police Department
with Chronister’s arrest.

Malcolm Penney was sentenced to life for 2nd-degree murder and 10
years for leaving the scene of a fatality with the 2 sentences running consecutively.
Penney caused the death of Marissa Murrow on October 3, 2020 while
driving the wrong way on the Kilpatrick Turnpike in Canadian County while
DUI. Penney fled the scene on foot after the collision.
Murrow’s family was pleased with the outcome and appreciative of the
work of members of the OHP.

JUST GO AWAY
A 26-year-old Gore man assaulted an officer after he was trespassed from three different residences on January 17.
According to the affidavit, officers were dispatched to a residence in the 1500 block of
N. First Avenue around 7 p.m. The reporting
party advised that a man, identified as Jacob Chance Dylan Farrar, was watching his
10-year-old daughter play outside.
Officers trespassed the man from three different residences and let him go.
One of the officers stayed in the area. He
was headed down Second Avenue turning
onto Williamson Circle when he was dispatched back to the residence. When the officer arrived back at the location, he saw Farrar standing in front of the house.
When Farrar saw the officer, he took off running.
Officers found the man in a nearby park. Farrar started fighting with one of
the officers. The other officer pulled out a taser and warned Farrar that he was
going to tase him. Officers were eventually able to get control of the man and
place him in handcuffs. He was then transported to the Muskogee County
Jail for booking.
Farrar is being charged with battery/assault and battery on a police officer
and possession of a controlled dangerous substance. His bond was set at
$25,000.

March is National Youth Violence
Prevention Month
The National Association of Students
Against Violence Everywhere is a nonprofit
aiming to provide safer environments for
our youth. Its mission is to decrease the
potential for violence in our schools and
communities by promoting meaningful student involvement, education and service
opportunities.
SAVE’s Vision: Schools and communities will be safer and more secure, free of
fear and conducive to learning as a result of
students being actively involved in meaningful violence prevention efforts.
How It Got Started: SAVE was started by students in Charlotte, North Carolina in 1989 after the tragic death of a classmate who was trying to break up a
fight at an off-campus party. A group of students who did not want this death
to be “just another statistic” took action and created a violence prevention
program.
Chapters: SAVE has evolved into a national association with chapters in
elementary, middle and high schools as well as at colleges and community organizations across the country. Today, there are more than 200,000 students
involved nationwide.
Activities: Student members take the lead in planning chapter activities by
using the three SAVE Essential Elements: conducting crime prevention activities, conducting conflict management activities and providing meaningful service through projects in schools and communities. SAVE chapters also plan
safety rallies and safety awareness campaigns, engage in peer mentoring to
younger students, and conduct fun and educational meetings.
