A Lawton man has been charged
with forcible sodomy and procure/
produce/distribute/possess juvenile
pornography in Comanche County
District court.
Webster allegedly molested an
8-year-old child and recorded it on
his phone.
Reports state Webster was already
in jail on another charge when police found out about the molestation from a woman who said she
had stayed at Webster's home and
took Webster's cell phone. She saw
the video on the phone and told her
boyfriend about it, who then gave the phone to police. Webster was
charged Friday with forcible sodomy and possession of child pornography.
Webster entered a plea of not guilty before Judge Harris on April
18. His bond was set at $200,000. He is scheduled to appear next in
court on May 8, and again on June 27.

As the weather starts to warm
up, recreational thoughts naturally
turn to the wonderful lakes
and other waterways in the state of Oklahoma. Along with the
increase of activity in and around the water, comes the potential
for drownings or near drownings, most of which can be prevented
with the use of Personal Floatation Devices. I’ve talked about them
before, but a refresher never hurts, so here goes!
First, let me just say that there are 5 types of PFDs. I’m not
going to get into their descriptions, just which types are required
for what situation. All PFDs must be U.S. Coast Guard approved,
and used in accordance with their label. The label will also state
the type. All vessels must carry one wearable (Type I, II, III,
or V) USCG approved PFD for each person on board or being
towed. In addition to that, vessels 16 feet in length or longer
must have one Type IV USCG approved PFD on board and readily
accessible. Oklahoma Law requires that all children under 13 years
of age wear an approved PFD whenever underway in a vessel less
than 26 feet in length. Each person on a personal watercraft or
sailboard must wear an approved PFD. Anyone being towed on
water skis or similar devices must wear an approved PFD. Ski belts
are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull
it up off them. If it can come off, it is not the right size for the
wearer.
Those are the requirements, so now lets talk about the
suggestions. If you have children in or around water, make
sure they have a PFD on. Air mattresses, floaties, and other toy
floatation objects don’t count. There have been way too many
stories of toddlers near the water’s edge falling in and drowning,
and these could be prevented by following this suggestion. Also,
keep a watchful eye on those kids...even if they are only out of
your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it

A Hartshorne man’s plans of a sexual encounter were thwarted when he ran into a
light pole on his way to get a hand job.
On April 12, a Hartshorne police officer responded to a traffic accident at the intersection of Eighth Street and Pennsylvania Avenue. According to the affidavit, someone
had crashed into a light pole. When he arrived, he saw a car with damage to the front
bumper in front of a residence in the 800 block of Pennsylvania and man staggering
into the house. He knocked on the door, and 71-year-old Gilbert Lee Grigsby opened
the door.
Grigsby smelled of alcohol, and his eyes were red and watery.
The officer asked Grigsby to step outside to talk. He agreed but had to hold on to the officer’s arm to
walk. The officer asked Grigsby if he lived at the residence, but the man told him no, he was there to get
a hand job.
When the officer asked him if he had been drinking, Grigsby admitted to drinking “quite a few.”
A witness told the officer she had seen Grigsby’s vehicle hit the light pole and had called the police.
The officer shined a flashlight in Grigsby’s vehicle and saw a grinder commonly used with marijuana
in the front seat. He opened the door and picked up the grinder; it had small pieces of green leaves
inside and smelled of marijuana.
He searched the rest of the vehicle and found other illegal items, including: hand-rolled cigarettes
with a green leafy substance, a burnt light bulb, a glass smoking device that tested positive for meth, a
baggie containing a green leafy substance and some pills.
Grigsby is being charged with two counts of possession of a controlled dangerous substance and unlawful possession of drug paraphernalia. He was released on a $5,000 bond and is scheduled to appear
in court on May 8, 2014.

A Manitou man who said he had had enough of everyone telling him what
to do was arrested on April 16, after he snapped and allegedly chased a man
with a piece of pipe.
According to the affidavit, witnesses told Tillman County police that Michael J. Milks, 35, was speaking to his uncle and his uncle's neighbor before
he began chasing the neighbor around with a piece of pipe in the 300 block
of South Broadway.
The victim showed a deputy the 3-feet long piece of pipe that Milks had
chased him with. The victim said Milks dropped it in his yard, because he told
Milks the police were on the way.
Milks left the residence, but the deputy spoke to Milks regarding the incident the next day.
Milks told the deputy that his uncle made him mad and wanted to fight, and that he was tired of
everyone telling him what to do.
In regards to the pipe, Milks told the arresting officer that he "blacks out and cannot remember
what happens."
The deputy asked how he had ended up in the neighbor's yard, which was across the street from
where the altercation had taken place.
Milks said he couldn't remember.
When the deputy informed Milks he was under arrest, Milks began cussing and screaming loudly.
He was still locked up.
Milks is being charged with assault and battery with a dangerous weapon. He is being held in lieu
of a $10,000 bond and is scheduled to appear in court on May 13, 2014.

Life is just a game to some
Luis Matienzo, a 19-year-old Illinois man, was jailed after he
allegedly played a video game for hours while his 2-year-old
stepson cried out in pain from a broken leg.
According to police, Matienzo was watching his 2-year-old
stepson when the child suffered a broken right femur while
playing inside a playpen at the home.
Matienzo allegedly played the video game “Grand Theft Auto
V” for two and a half hours “while knowing that the child was
injured with a leg injury, later found to be a broken right leg,”
according to the arrest affidavit.
Investigators say Matienzo later admitted to knowing that the
child was injured, but left the boy in his play pen crying because he didn’t want to stop
playing the video game.
He eventually stopped playing when it was time to pick up his wife. That’s when the child
was brought to a local hospital for medical care.
Matienzo was booked into jail and charged with misdemeanor child endangerment.

A crazy-driving Anadarko man
with a dangerous weapon and too
much alcohol in his body was arrested April 21 for his drunken
antics.
According to the affidavit, a Hobart police officer was dispatched
to the area of Fifth and Hill due to
a reckless and dangerous driver.
The reporting party said the
driver was traveling at a high rate
of speed, weaving in and out of
traffic, and just driving dangerously.
Just before the officer arrived,
he was advised that a man was
standing in front of a residence in the 400 block of S. Randlett,
making threats to the homeowner and holding a bat with nails.
Just as the officer arrived at the residence, a vehicle matching
that of the suspect sped off. Witness told the officer the suspect was
driving the vehicle.
The suspect, later identified as Victor Lee Smith III, was driving
recklessly and driving all over the road.
The officer initiated a traffic stop, and as soon as Smith came to
a stop, he immediately jumped out of the truck. The officer pulled
out his weapon and ordered Smith to the ground.
As the officer placed Smith in handcuffs, he smelled a strong
odor of alcohol coming from Smith. Smith had red bloodshot eyes,
slurred speech, and was unsteady on his feet.
Smith admitted that he had consumed "6 or 7 beers."
Another man walked up to the officer and told him Smith had
thrown a rock through his window. He said he had never seen
Smith before and didn't know him. Smith became angry and tried
to pull away from the officer, acting as though he was going to hurt
the man.
The victim of Smith's bat-wielding threats was too traumatized
to make a statement, according to the affidavit. Witnesses told the
officer Smith went to the front door of the home carrying the stick.
The officer found a piece of wood with nails in it in the bed of
Smith's truck.
Before Smith was taken to jail, the officer searched him for illegal
items. He found a small baggy with a green leafy substance that
smelled like marijuana.
Smith is being charged with possession of a controlled dangerous substance, driving a motor vehicle while under the influence
of alcohol and malicious injury to property under $1,000. He was
released on a $4,000 bond and is scheduled to appear in court on
June 26, 2014.

Tremane Wood was convicted of
stabbing a 19-year-old Montana man
to death in a motel room on New
Year’s Day 2002.
Prosecutors alleged that Wood
and his brother, Zjaiton Wood, 34,
robbed Ronald Wipf, 31, and another
Montana man, Arnold Jonathan
Kleinsasser, before the stabbing.
Zjaiton Wood was sentenced to life
in prison without parole and an
additional 120 years for the robbery
and killing.
Wipf and Kleinsasser were working on a harvesting crew at a
farm in Chickasha. The two men were members of the Hutterites
of the Riverview Colony, a religious sect in Montana, and had
returned to Oklahoma after spending the holidays with their
families.
Prosecutors alleged that Kleinsasser and Wipf met two women,
Lanita Sue Bateman and Brandy Lynn Warden, at a restaurant
on New Year’s Eve 2001 and that they off ered to have sex with
the pair for $210. But prosecutors alleged that the women were
setting the men up to be robbed.
Bateman, 29, was sentenced to life in prison plus 101 years
for her role in the crime. Warden, 30, pleaded guilty to a lesser
charge and testifi ed against Bateman in exchange for a 45-year
prison sentence.

Fort Cobb man Carl Edward Johnson, 62, told police that he wasn't
"into that s---" when they found a
crack pipe in his pocket on April 20.
Obviously he was.
According to the affidavit, an Oklahoma Highway Patrol trooper pulled
over Johnson's vehicle at US 62 and
West Second, after he noticed that the
man wasn't wearing a seatbelt and
his vehicle's right brake light was not
working.
When the trooper made contact
with Johnson, he could smell alcohol
coming from the vehicle.
He asked Johnson if he had been drinking. Johnson slurred, "No.
I only had a few, but not much.
Johnson had trouble retrieving his information, and his eyes were
red and watery.
The trooper asked Johnson to step out of the vehicle. During a pat
down search, the trooper noticed a sharp object in Johnson's pocket.
He asked Johnson if the object was a crack pipe. Johnson optimistically replied, "I hope not!"
It was.
The trooper retrieved the pipe, which had a black burnt residue,
but Johnson told him that he wasn't into that s---.
While attempting field sobriety tests, Johnson repeatedly dropped
f-bombs and refused to follow instructions. He also had trouble
standing in one place without moving his feet to keep from falling.
The trooper placed him in the patrol car, and Johnson told him, "I
know what y'all trying to do. I'm going to jail anyway!"
Johnson is being charged with driving a motor vehicle while under
the influence of alcohol and unlawful possession of drug paraphernalia. He was released on a $2,000 bond and is scheduled to appear
in court on August 14, 2014.

Repair Fraud!
In Oklahoma, the wind and
rain that come with spring can
wreak havoc on our homes and
property. By being prepared
and being aware, consumers
can avoid being victimized.
Be alert to several clues that
might indicate a less-than-reputable repairman. Be wary of
anyone who solicits door-todoor, offers discounts for finding other customers or “just
happens to have” materials left
over from a previous job. Also,
be suspicious of a repairman who accepts only cash payments, pressures you for an immediate decision or asks you to pay for the entire
job up-front.
Remember the following tips:
-Ask people you trust for referrals.
-Whenever possible, deal with local firms with roots in the community.
-Check out the repairman with the Attorney General’s Consumer
Protection Unit.
-Ask for customer references.
-Get written estimates from several firms.
-Don’t do business without a written contract.
-Get all guarantees, warranties and promises in writing.
-Agree on start and completion dates and have them written into
the contract.
The same rules apply when dealing with lawn, landscape, swimming pool or any type of speciality work.
Whether doing weather-related repairs or just general property
updates or repairs, consumers need to exercise caution before opening up their homes and their wallets. We can keep scam artists at
bay-even if we can’t say the same thing about Oklahoma weather.

Tulsa Police arrested a 20-year-old man for a rape that they
say was filmed on a cell phone. Willie Donnell Jackson is being
held in lieu of a $75,000 bond on complaints of first degree
rape and rape by instrumentation.
Police say the victim went to her boyfriend’s apartment in
the 4800 block of South Darlington, agreeing to have sex with
him and another man. She drank about seven shots of alcohol
and smoked marijuana with them, an arrest and booking report
states.
“The victim stated at some point and time she passed out losing consciousness,”
the report states.
Police showed the woman cell phone video of Jackson having sex with her, and
the officer said the victim was shocked and very emotional, saying several times
that she did not give consent to having sex with Jackson.
She believed the marijuana cigarette had been laced with something because
“she did not remember a thing” that she saw on the video.
“The victim at the time of the sexual intercourse was unconscious of the nature
of the act,” the arresting officer said.
Police say Jackson would have been aware of her state because the men were
“physically moving her body into positions as well as turning her over onto her
back and stomach, and she appeared to be like a rag doll.”

A Burkburnett, Texas, man with much respect
for police was arrested on April 17 because he
drank too much before getting behind the wheel
of his truck.
According to the affidavit, an Oklahoma Highway Patrol trooper conducted a traffic stop when
he caught Michael Duane Baird, 57, driving 93
mph in a 75 mph. The man was also driving over
the line.
When the trooper asked Baird for his license and
insurance verification, Baird told him, "I respect what you are doing."
According to the trooper, Baird's speech was extremely slurred and he
smelled like alcohol.
The trooper asked Baird to have a seat in the patrol car, and Baird was
unsteady on his feet as he walked to the vehicle.
He kept telling the trooper that he respected what he was doing.
Baird demonstrated his counting skills by first telling the trooper that
he had consumed three beers, then he said four beers, and he finally
settled on five beers.
Unfortunately, counting three to five wasn't part of the field sobriety
tests.
Baird performed poorly on the tests, and he eventually told the trooper that he wasn't able to complete them.
During the tests, the trooper continued to smell a strong odor of alcohol. He also noticed that Baird's eyes were red and watery, and his
balance was poor.
The trooper placed him under arrest and transported him to jail.
At the jail, Baird refused to sign anything, because he told police that
he didn't believe that his speech was slurred.
That's not very respectful!
Baird is being charged with driving a motor vehicle while under the influence of alcohol. He was released on a $1,741.50 bond and is scheduled
to appear in court on August 13, 2014.

A nervous Hollis man was arrested for drug possession because he just couldn't subdue the signs of nervousness after
being pulled over on April 11.
An Oklahoma Highway Patrol trooper pulled over Calvin
Jamol Ross, 31, in the 100 block of Blain Street because the
man was traveling well over the posted speed limit. At one
point, the trooper said Ross hit a dip in the road and almost
went airborne. One of Ross's brake lights also appeared to be
defective.
When the trooper made contact with Ross, he could smell
the odor of alcohol and noticed that Ross appeared to be extremely nervous. The trooper asked Ross to have a seat in the
patrol car while he wrote him a ticket for the defective vehicle
and speeding.
While in his patrol vehicle, the trooper continued to observed the unusual level of nervousness that Ross had. According to the report, the trooper stated that although he had made
contact with many nervous people during his career, "Ross's level of nervousness rated near
the very top."
He figured something must be up, especially when Ross kept reaching toward his right
pocket.
The trooper touched Ross's pocket and noticed an object that felt like a pipe.
Because Ross was acting so nervous, the trooper acted like he didn't feel it and he didn't
retrieve it.
An Altus police officer arrived to assist, and police asked Ross to step out of his vehicle so
they could pat him down.
In his right front pocket, they found a pipe believed to be for the consumption of marijuana
and a silver container with a green leafy substance.
Ross is being charged with possession of a controlled dangerous substance and unlawful
possession of drug paraphernalia. He was released on a $2,500 bond and is scheduled to appear in court on May 13, 2014.

plea to anyone who might have historic pictures, or artifacts related to
our agency to share them with us.
“The Oklahoma County Sheriff’s Office is working on a history project.
If you, your family, friends or acquaintances have any old photos or artifacts related to OCSO would love to have them or a digital copy”, said
Oklahoma County Sheriff John Whetsel.
The Oklahoma County Sheriff’s Office has been in existence since the
1890’s well before Oklahoma became a state in 1907, and we have very
few items in house to document our history. “These items we are looking for could be from the 1890s, the 1900s, during the Oklahoma City
Bombing – just historical photos involving the Oklahoma County Sheriff’s Office including people, vehicles, etcetera”, said Whetsel.
