lawton pd gets tools to
fight the good fight
The Lawton Police Department has
entered the Proof of Concept phase for
body cameras and upgraded patrol car
cameras – a project approved by Lawton City Council in August at a cost of
$1.37 million, paid through reallocated
CIP funds as a result of the January
2019 Proposition passage by Lawton
voters.
The first three sets of equipment
were received and installed last week.
As of Sept. 1, the Proof of Concept phase – implementing operational cameras on officers and in units – officially began. Information Technology staffers monitor and inspect the connectivity of the equipment for optimal use
during this phase. Additional cameras – in sets of 20 – are then set to be
ordered, installed and distributed to Lawton Police officers. In total, 134 sets
of equipment will be obtained over the next seven months. The equipment set
contains a chest body camera for the officer, two front dashboard cameras,
a backseat camera and a small camera monitor that is placed at the center
console of the patrol unit. The cameras will record up to 12 hours of visual
images and audio.
“This will be a very good tool that will help our officers and citizens stay
safe,” said Police Chief James Smith. “It will help our community and our relationship with citizens by improving transparency. These are great tools that
will assist us in doing our jobs and help us focus in specific areas of training.”
The purchase and policy implementation are steps forward in the Digital
Transformation underway at the City of Lawton, a result of the shared visions
of City Manager Michael Cleghorn, Mayor Stan Booker and the Lawton City
Council.

A 38-year-old Duncan woman was transported to jail for public intoxication on September 19, but even police officers were surprised to find what she had hiding away in her
nether regions.
According to the affidavit, Duncan officers
were advised that Cindy Morales was causing a disturbance and had just left a residence
on foot. They found her near Sixth Street and
Bois D’Arc Avenue.
Morales was speaking incoherently and
sweating excessively. She also was moving
her arms, legs and head in an exaggerated
fashion. An officer tried to perform a sobriety test, but he was only able to give Morales
about half the instructions before she started talking and moving.
Believing the woman might be under the influence of meth, the officers
decided to place her under arrest.
One of the officers told her to place her hands behind her back. She obeyed
but kept moving her hands and fingers, making it difficult to secure her in
handcuffs.
While the officer put the woman’s property in his trunk, she kept speaking
incoherently and rocking back and forth.
The officer took the woman to jail and left her with detention officers, but
he received a call a short time later. A detention officer advised him that during booking, she found a foldable box cutter stuck up in Morale’s anal cavity.
Morales is being charged with public intoxication and bringing contraband
into jail. Her bond was set at $10,000, and she is scheduled to appear in
court on November 6, 2019.

Cops hunting a serial rapist in Georgia found him right under their noses — when he
tried to join their police force.
Kenneth Thomas Bowen III, 24, only came into the spotlight when he joined the Clayton County Police Department’s academy in 2018. He was fired after just a few months
for lateness and constant lying.
Officers later realized Bowen had been named a “suspicious” person after at least
one of eight sex attacks that terrorized Jonesboro since 2015, according to the Atlanta
Journal-Constitution.
Detectives soon noticed the “striking resemblance” between Bowen’s photo and
police sketches, police said at a press conference.
After also linking Bowen’s tattoos to the suspect’s description, officers obtained a
search warrant for his DNA, which linked him to the eight attacks, police said last week.
“Had he not attempted to join ranks in the Clayton County Police Department, it is
questionable as to when we would have apprehended him,” Clayton County Police
Chief Kevin Roberts said, according to the AJC.
Bowen has been charged with seven counts of rape and one count of sexual battery.
Officials said the attacks all happened within a two-mile radius of where Bowen lived in
Jonesboro. None occurred during his time at the academy.
“WE GOT HIM!” the police department wrote on Facebook last week alongside a
video of Bowen under arrest.
“Citizens of Clayton County can rest a little bit easier knowing that the serial rapist
has been CAPTURED! Great investigative skill set and excellent teamwork has brought
his terror to an end!”
Police in Middletown, NJ, have arrested two of three women wanted for stealing a
baby stroller from a local store.
The theft happened at Bambi Baby on Route 35. Police say that the women also had
three children with them.
Police say that one of the women went to the front of the store to grab the stroller,
while the other two women distracted an employee. After they left, one of the women
came back after she realized that she left one of the children behind.
“It rubs me the wrong way…stealing a stroller is more important than remembering
your child,” says Bambi Baby owner Enelio Ortega.
Authorities say that the women arrested are from England. Both are in their early-20s.
They are facing shoplifting and conspiracy charges. The third woman is still at large.
Forget about stolen vows, she took the wedding gifts.
Texas cops are hunting a woman dubbed “The Wedding Crasher” after she allegedly
stole thousands of dollars in gifts from at least a half-dozen newlywed couples.
The avowed thief executes the stunt by dressing as a wedding guest and sneaking
into the reception where she snatches up envelopes full of cash, checks and gift cards,
according to the Comal County Sheriff’s Office.
Authorities first became aware of the matrimonial mugger when she hit up nuptials in
Spring Branch last November.
Since then, she’s struck at least five more times, mostly at the same venue.
“This is someone that is marking somebody’s special day and essentially ruining it,”
Comal County Detective Scott Frakes told KSAT-TV.
Investigators said they’ve obtained surveillance footage from several shops showing
the sacrilegious swiper using the allegedly stolen gift cards.
Cops are still working to count up the losses, but they estimate the total is in the
thousands of dollars.
“The difficult part is not all of the victims retained their receipts so it’s going to be
difficult in actually tracking everything that was stolen,” Frakes said.

the cat that swallowed the canary
Frederick man Christopher Raymond Journey, 44, was arrested after he was caught on
camera stealing three boxes of the cat litter
from a store on September 16.
According to the police report, the manager of Dollar General, located in the 900 block
of North Main, contacted a Frederick officer
around 8 a.m. on September 17. She said
one of her employees told her that a man had
stolen some boxes of cat litter from a display
that was on the sidewalk outside the store.
Due to the employee’s information, the
manager checked the security footage from
the night before. Lo and behold, at around
midnight, she watched as a tall, skinny male
loaded several boxes of Tidy Cat into his blue truck that was missing a window.
Based on the suspect’s description and the description of the man’s vehicle, the officer was able to identify the suspect as Journey.
Journey was allegedly the suspect in some other unrelated property crimes.
The manager handed over the CCTV footage to the officer. He watched as
Journey casually walked by the display, each time grabbing a 28-pound of cat
litter and putting it into his truck.
Based on the security footage, it didn’t appear that Raymond made any
attempt to pay for the litter as he loaded it into his truck.
The stolen litter was valued at $32.25.
Raymond is being charged with larceny. His bond was set at $500, and he
is scheduled to appear in court on October 8, 2019.

murder investigators
The Altus Police Department is busy investigating two homicides in Altus within the last month.
According to the Altus Police Department, officers responded to the Apple Creek Apartments,
located at 1501 South Park Lane, shortly after
4:30 a.m. on September 22, after a report of a
man had been shot. Police discovered the victim
on the walkway just outside the 400 building.
Later that afternoon, investigators arrested a
man who they believed is responsible for the victim’s death, 32-year-old Justin Mitchell.
Shaquille Traylor, 26, of Altus, was taken into
custody and later transported to the Jackson
County Jail on a charge of 1st Degree Murder.
Police are continuing their investigation.
Earlier in the month, Altus Police arrested a
man in connection with the shooting death of
30-year-old Tychance Martin.
Police obtained an arrest warrant for First Degree Murder, through the Jackson County District Court, for 28-year-old Quamell Daunte Massenburg. Massenburg contacted Altus Police
Detectives September 9 and wanted to surrender. Detectives traveled to OKC and took Massenburg into custody without further incident.
Massenburg was transported back to Altus and
is being held at the Jackson County Jail without
bond.
Massenburg is accused of the shooting death of Tychance Martin, in the
early morning hours of Sunday, September 9, 2019. Police responded to the
intersection of South Joy and West Victory Street, shortly after 3:00 a.m.,
and discovered Martin had suffered multiple gunshot wounds.

The North Carolina woman accused of
cutting her husband’s penis off used a rose
pruner to carry out the heinous attack — as a
“message against sinning … and fornication,”
she said in a 911 call.
Victoria Frabutt, 56, allegedly tied up and
mutilated her soon-to-be ex-hubby James
Frabutt at their Newport home — and later
called the cops to say he was bleeding from
“his favorite part of himself,” WITN reported.
When the operator asked if James, 61, was
bleeding badly, Victoria coldly replied: “Oh no
… I couldn’t even get enough blood to make
the sign of the cross, or write sinner, or anything like that.”
Authorities haven’t revealed a motive for the maiming.
But when Victoria was asked what caused her spouse’s pain, her answer
was: “That would be part of the message against sinning against God and
fornication,” according to the call.
She said she’d put a towel on her husband and told him he wasn’t going to
die “because you’re going to carry a message,” the outlet reported.
Deputies found the detached manhood and placed it on ice.
It wasn’t immediately known whether doctors were able to reattach his
severed member.
Victoria, who has been charged with malicious castration and kidnapping,
sobbed during her first court appearance. Her bond was increased from
$100,000 to $500,000 during the hearing.
