An undercover Internet Crimes Against Children investigation using the Craigslist website nets a Warr Acres man
often paid by metro schools to play Santa.
On July 11, 2013, an OSBI Internet Crimes Against Children Task Force member from the Guthrie Police Department, along with a Logan County Sheriff’s deputy, arrested
Wiley Gene Davis, Jr. 49.
Davis responded to a Craigslist advertisement he believed
was posted by a 15-year-old girl. Davis made numerous
sexual and lewd proposals and even referred to himself as
“Santa”.
At approximately 7:30 that evening, Davis arrived at a convenience store in the area of Coltrane and Waterloo outside
Edmond to meet this 15-year-old girl. Once Davis exited his
vehicle, undercover agents noticed Davis was wearing a loaded pistol and a private investigator badge. He was immediately arrested for lewd acts proposals to a child under
16, violation of the Oklahoma Computer Crimes Act, and possession of a firearm while
in the commission of a felony. He was booked into the Logan County Jail.
Davis is also a co-ed baseball coach for kids six years and younger in the Oklahoma
City metro area.

A routine speeding traffic stop
led Enid police to bust a couple
of prescription drug dealers July
30.
Around 10:20 p.m. that day,
officers spotted a white Cadillac
speeding 45 mph in a 35 mph
zone for more than a mile near
the intersection of Cleveland and
Randolph streets and pulled the
driver over. When they confronted the driver, Cody Hamm, 22,
he said he didn’t have his license
with him. What he did have,
however, was a large stack of cash.
When asked for his name, Hamm provided a different name
and said he was 17 years old. The name he provided had a suspended license, which landed him an arrest for the complaint.
Hamm said he had a ticket for not having insurance but did not
know the license was suspended.
The passenger, Steven Shelton, called for a ride home from
the scene while officers investigated Hamm further. A search
of his car revealed a prescription pill bottle that had two small
bags of marijuana inside, which had Shelton’s name on them,
meaning he and Hamm were spending at least one night together in jail.
Also, a small mason jar inside the car had several clear plastic bags of marijuana and a prescription pill bottle, which had
small bags each containing light yellow prescription Clonazepam pills. They were marked for personal use and for sale,
police said. Worse still, the driver’s door storage compartment
had Hamm’s ID inside, which had his real name on it. Hamm
had no license issued and a bench warrant in Garfield County.
His wallet had $810 in drug proceeds inside as well.
In an interview, Hamm said he borrowed the pill bottle from
Shelton because “it was for a different sell.” After, he asked police, “You aren’t detectives so you’re not going to charge with
trafficking right?”
Shelton remains free on bond, but Hamm remains in custody. Shelton has court set for 9 a.m. Aug. 13. Hamm’s court
date has not yet been set.

An Enid man’s attempted drug deal landed him some time in county
lockup July 28.
At 3:40 p.m. that day, officer Aaron Barber was on patrol when he
saw a silver Pontiac Grand Am in which the passenger wasn’t wearing
his seat belt. The Pontiac also did not signal before making a turn, and
they kept looking backward at the police car, so he initiated a traffic stop.
The driver, who was not arrested, and Hank Gregg Jr., 24, were inside
the car. While performing a license check, the driver gave Gregg something, and Gregg began moving around in attempts to hide the object.
Seeing this, Barber asked the driver to step out of the Pontiac and walk
to the car. When asked, the driver said “There might be drugs in the car
but it’s not mine,” adding that he didn’t have anything in his possession.
At that point, Gregg made a sudden movement to reach under his right pant leg near his ankle,
which earned him investigative detention. A frisk of Gregg didn’t turn up any weapons but he admitted having a hypodermic needle in his shoe. When he took the right shoe off, there was also a
bag of marijuana and two other empty plastic bags. The needle was concealed in the left shoe, and
Gregg was then arrested, despite his excuse of “holding the items for someone.”
A search of the car after Gregg’s arrest revealed methamphetamine lying on the floorboard. In
an interview, Gregg said the driver gave him the drugs to “hold on to” and that he ate the bag of
marijuana. Sure enough, when he opened his mouth he had weed still inside.
Despite admitting to having the marijuana, he denied knowledge of the methamphetamine, saying “I ate the weed, I didn’t know about that.”
Gregg remains in custody. A court date has not yet been set in his case.

Anthony Rozelle Banks
An Oklahoma death row inmate set to die
in September has waived his right to seek
clemency from the state Pardon and Parole
Board.
Anthony Rozelle Banks is set to be executed
on Sept. 10. He was convicted in the 1979
rape and murder of Sun I. Kim Travis in
Tulsa County. The conviction came 20 years
after the crime because of newly discovered
DNA evidence. Banks had been serving a noparole life sentence for an unrelated killing
in which he originally had been sentenced to
death. An appeal reversed that conviction,
and he made a plea bargain to avoid death.
A co-defendant, Allen Wayne Nelson, received a life sentence.
Banks and Nelson were charged in August 1997 when the DNA of both
men was detected in evidence found on the victim.
Banks has been on death row since November 14, 1999.

The OSBI is seeking the public’s
assistance in identifying the
suspect who murdered 77-year-old
Charles Nieman at the Boise City,
Oklahoma, Loaf’n Jug convenience
store on June 12. The suspect is
believed to be a Hispanic male,
5’6”-5’8”, medium build, in his
late 20s to early 30s. He was seen
fl eeing the area on foot wearing
khaki shorts and a dark-colored
t-shirt.
Agents are also seeking
information regarding a late 1990s
to early 2000s GM extended-cab pickup truck that the
suspect was seen getting out of just moments before the
shooting. The truck was occupied by two other Hispanic
males.
Within one to one and a half hours after the shooting,
both the vehicle and suspects were reported in Campo and
Springfi eld, Colorado, convenience stores approaching
individuals and asking for money to buy fuel. Witnesses
at both locations reported the truck had Louisiana license
plates. The subjects told one witness that they were traveling
to Denver, Colorado.
The OSBI is offering up to a $5,000 reward for information
leading to the arrest and conviction of the person(s)
responsible for the murder. If anyone has information in this

A woman taking her 7-year-old daughter to the restroom at a
Keystone Lake park saw a man looking up at her from inside
a public toilet. The man, 52-year-old Kenneth Webster Enlow,
was arrested on a Peeping Tom complaint.
Tulsa County Sheriff’s Deputies were called to White Water
Park women’s bathroom July 7 by a park ranger. The park,
on the southeast side of Keystone Dam, has toilet facilities
that include a septic tank under a cement slab. A plastic toilet
seat sets over the hole that allows access for septic service,
according to an arrest report.
Deputy Brian Osman said in his arrest report that he saw
Enlow standing in the septic tank. Keystone Fire and Rescue helped Enlow climb
out of the toilet and used a fire hose to clean him off.
Enlow first told authorities his girlfriend “Angel” hit him in the head with a tire
iron and dumped him in the toilet. Enlow did not have any fresh injuries that
backed up his story.
Enlow was taken to Tulsa County Jail where he was booked on a Peeping Tom
complaint and on outstanding warrants from Okmulgee County.

Looking for a “stable” relationship
Cirilo Castillo, a 43-year-old Texas man, was jailed July
3 after he allegedly had sex with a horse three months after
his release from prison for committing the same crime.
According to the Hidalgo County Sheriff’s Office, Castillo
was jailed in January, 2012, after he allegedly engaged in
sex acts with horses on two different ranches.
Investigators say the owner of one horse, named Nadia, suspected that Castillo had been released from prison
when she found a bucket turned upside down inside her
horse’s stall.
Investigators say the ranch owner set up surveillance
cameras on her property which reportedly caught Castillo
in the act of having sex with Nadia.
“We have a hell of a surveillance tape. It is not going to
America’s Funniest Videos, that is for sure,” said Hidalgo
County Sheriff, Lupe Trevino.
Castillo has been booked into jail and charged with trespassing and cruelty to animals.

As if getting arrested wasn’t bad enough, an Enid man seemingly thought
that not making any profit off the drugs in his possession was worse.
According to the affidavit, a Perry police officer noticed a car speeding on
July 12. He pulled the car over and the driver, Timothy Jordan Simmons, 19,
told the officer that he was lost due to the construction. He said that he was
headed to Tahlequah to pick up his girlfriend.
The officer ran Simmons’ license through dispatch and discovered that
his license was suspended. Simmons insisted that a sergeant at the Enid
Police Department had signed paperwork that said that his license would
not be suspended.
When he failed to produce adequate paperwork, the officer placed Simmons under arrest and advised the juvenile passenger to contact his parents.
While conducting an inventory of the vehicle, the officer found a pink gift bag in the back seat
that contained a baggie with a green and brown leafy substance, clear plastic baggies with a crystal-like substance, empty baggies and a black scale. He also located a white plastic tube that contained a burnt residue.
Simmons refused to speak to the officer, but the juvenile male told the officer that that marijuana belonged to Simmons and Simmons had bought it before he picked him up.
The juvenile added that they had planned to smoke the marijuana when they returned from
Tahlequah.
Simmons was taken to the Noble County Jail. During booking, he told police, “You know the bad
thing about this, I’m not making any profit.”
He explained that he was taking the meth to Tahlequah to sell it for his girlfriend’s mother. He
told police more about his girlfriend’s drug-selling mom before he was placed in a jail cell.
Simmons is being charged with possession of controlled dangerous substances with intent to
distribute, causing/aiding/abetting a minor in a drug crime, driving under suspension and possession of drug paraphernalia. His bond was set at $5,000 and he is scheduled to appear in court
on Aug. 26, 2013.

I’ve touched on this subject
before, but it never hurts to revisit important topics, and with the
warm weather we are experiencing
right now, motorcycles are back out in force on the roadways. I’m
going to talk about some more ways to share the road and make
things safe from both the motorcyclist’s point of view as well as the
more common four wheeled motorists!
First, for those of you who are out riding your motorcycles,
always watch the other person, and assume they are not watching
you! Leave yourself an out and be prepared for any situation. Make
yourself seen! Try to make eye contact with other drivers, and use
your turn signals every time you change lanes or turn. “Cover”
your brakes! This does not mean to ride your brakes, just have
your hand or foot on them in case you need them. Make this a
habit and you will greatly increase your chances of getting out of a
bad situation. The acceleration capabilities of a motorcycle allow
them to gain speed much quicker than cars. Just remember that
this acceleration can carry you into a dangerous situation quicker
as well. At 60 miles per hour, you are covering over 80 feet of
roadway per second. Concentrate on the road in front of you and
avoid daydreaming. Road debris are not your friend and can get you
in trouble quickly!
Wear protective clothing! Use gloves, long sleeve shirts and
pants, and always wear boots! Skin and asphalt do not go well
together! Wear your helmet, it’s a choice in Oklahoma, but look
at the choice professional riders make...they wear them every
time! There are a lot of options out there as far as leathers,
reinforced jackets, etc. that are out there that will protect you in
case of an accident. Last, obey all laws of the state, and look into
taking a safety course designed for motorcycles. These are relatively
inexpensive and can enhance your operator skills a great deal. You
will be amazed at what you learn and you will be eager to pass this
information on to fellow riders.
Now for the four or more wheeled motorists. Be a defensive
driver. Check mirrors and blind spots before entering or leaving a
lane of traffic and at intersections. Signal your intentions before
changing lanes or merging with traffic. Allow 3 to 4 seconds when
following a motorcycle so they have time to maneuver. Road
conditions which are minor annoyances to vehicles pose major
hazards to motorcycles! Make eye contact with motorcyclists, it lets
them know you see them! Finally allow the motorcyclist a full lane
width.
Finally, these are only a few tips and suggestions to help keep
everyone safe. Most of this information comes from brochures from

Imagine waking up and walking into your living room to find
a nude man asleep on your couch; although that sounds like a
nightmare, it was the naked truth for a Hennessey woman.
On July 24, a deputy with the Kingfisher County Sheriff’s Office
was dispatched to a Hennessey residence in response to a reported burglary. When he arrived at the house, the resident’s son told
him that an unknown nude white male had entered his mother’s
home and gone to sleep on her divan.
According to the affidavit, the woman said that she awoke
around 7 a.m. and went into her living room and saw someone covered up and sleeping on her divan. At first, she said she
thought it was her son, but upon closer examination realized it
was not.
The man, later identified as 52-year-old Warren Lee Cheasbro of Dover, told the woman that he had spent part of the night in her storm cellar, but became too cold and went
into the house. The woman told Cheasbro to stay where he was and sleep. She then
called her son and the sheriff’s office.
The deputy entered the home and attempted to speak to Cheasbro. The completely
nude man was groggy, smelled of alcohol and had no clue where his clothes were. The
woman’s son found part of Cheasbro’s clothes in the storm cellar.
Cheasbro was placed under arrest and transported to the county jail.
The birthday suit wearing burglar is being charged with burglary in the first degree
and his bond was set at $2,500. He is scheduled to appear in court on Aug. 26, 2013.

to this, community efforts
to reduce poverty and

opportunities for all community members can help eliminate
crimes of desperation and strengthen the fiber of the community.
To eliminate crime entirely, wouldn’t we also need to address
other issues that cause criminal behavior? Wouldn’t we need to
address things such as dishonesty, disrespect, greed, and hatred
that seem to come from within individuals? As Jesus pointed
out, “Evil thoughts come out of the heart” (Matthew 15:19 New
International Reader’s Version). To end criminal behavior, we
need to reach the heart of people with the healing touch of divine
Love.
Jesus’ life, recorded in the Bible, shows us how to love as God
loves. This spiritual love changes people’s hearts. Knowing that
God is only good and is the true Father and Mother, the governing
Principle, of all humanity, Jesus looked beyond the erring human
personality to discern the pure and perfect spiritual identity of an
individual. Jesus loved – deeply appreciated and acknowledged –
this true identity. When he met Zacchaeus, a corrupt tax collector,
Jesus loved him as God had created him, looking beyond his
corrupt behavior to perceive reality – Zacchaeus’ honesty and
uprightness (see Luke 19:2-8). This perfect love reached the heart
of Zacchaeus and changed his behavior. He pledged to return the
money he had taken unlawfully, recompense for the wrong he had
done, and reestablish his life on an honest foundation.

It’s best not to do drugs and drive at any time, but it’s especially
best not to do when your child is in the vehicle.
Brittanie Marie Baier, 27, of Canton, undoubtedly lost a spot in
the running for mother of the year when she did just that.
On July 29, an officer with the Fairview Police Department noticed a vehicle traveling in the wee hours of the morning with an
expired tag. According to the police report, he pulled the vehicle
over and immediately noticed that Baier was nervous and fidgety. He asked Baier for her license and watched as she searched
through her wallet and overlooked her wallet three times before
finding it.
He asked Baier to step out of the vehicle and walk to the front
of the patrol car. He noticed that she was unable to control the movements of her hands
and could not stand still.
The officer asked Baier if she had used drugs and she admitted to using methamphetamine. She said that the meth was still in her system. He explained to her that she was
under arrest for driving under the influence of meth; Baier said she had been arrested in
April for the same charge.
Baier’s mother took her granddaughter into custody and Baier was taken to the Major
County Jail. She refused to take a blood test and explained that her lawyer had told her
not to if she had used drugs.
Baier is being charged with child endangerment by DUI and she is scheduled to appear
in court on Aug. 15, 2013.

Phillip Williams was an unhappy consumer.
So he stopped two Tampa, Florida, police offi -
cers, handed over his crack pipe, and asked if they
wouldn’t mind testing the crack cocaine that he’d
bought earlier, just to make sure it was the real
deal. Good news! It was. Bad news! They arrested
him.
A 17-year-old suspected arsonist approached a
car in Lambertville, Michigan, intending to siphon
gas from it. What he forgot to do was ask permission from the detective sitting in the front seat.
When Sheboygan, Wisconsin, police pulled over
a car for not having proper registration, a passenger did what many criminals do — he supplied the
cops with an alias. Bad move. Turns out, that particular alias was wanted for vehicular homicide.
Alexander D. Smith walked into an Augusta,
Georgia, bank and tried to open an account with a
$1 million bill. Great idea — except there is no such
thing as a $1 million bill.
Two machete-wielding men barged into a Sydney, Australia, bar demanding money. Because
they didn’t know the club was hosting a bikers’
meeting, one ended up in the hospital, the other
hog-tied with electrical wire.
Convicted of receiving stolen property, James
Wombles, 37, had to wear an ankle bracelet as
part of his parole. The bracelet came complete
with a GPS monitoring system that let cops track
his every move. Over the course of a few weeks,
the Riverside, Ohio, man allegedly broke into six
homes. You know where this is going — just as the
cops knew where Wombles was going. Following
the signals from his bracelet, they tracked him to
his car, where they found him sitting on the stolen
booty.
When Ellis Cleveland was arrested in Honolulu,
a detective informed him he was suspected of robbing four banks. “Four?” responded Cleveland,
according to the detective’s affi davit. “I didn’t do
four; I only robbed three banks.”
