CONGRATULATIONS!
On August 4, Chief Bryan Skaggs presented Officer Shawn Aebi and Officer
Jordan O’Reilly with Life Saving Awards from the department for their actions
while on duty earlier this year.
On April 25th, 2022, Officers Shawn Aebi and Jordan O’Reilly responded
to an unwanted guest call. They arrived at the call and found an unconscious
man. It was believed the man was pretending to be asleep, but the officers,
after conferring with the man’s family, believed he needed medical intervention.
Aebi and O’Reilly worked with the man’s family to get him transported for
treatment. It was discovered that the man was suffering from a large brain
hemorrhage and the man was immediately flown to a medical facility in Oklahoma City for specialized treatment.
An attending doctor confirmed our officers’ unwavering insistence to get
the man treated saved his life, and without it, he would have surely died.
Actions such as theirs in this situation are commendable and deserving of
recognition.
Please join us in congratulating these two gentlemen on a job very well
done.

At 11:36 p.m. Saturday
Aug. 6, 2022, Enid Police
Department officers responded to an alarm activation at Grand Avenue
Haze Dispensary, 1520 N.
Grand Ave.
Arriving officers were
told an armed robbery of
the dispensary had just
occurred.
The suspect is a lightskinned Black male, with
a high-pitched voice,
armed with a black pistol.
The suspect wore a face
mask, blue hoodie, black
pants and sneakers. The
suspect stole cash and
loose leaf medical marijuana.
No one was injured during the robbery.
The suspect was last seen fleeing eastbound.

Enid Police Department is notifying the public of
a sex offender that has registered with the department, as is required by law.
EPD was notified by Oklahoma Department of
Corrections that Paula Pearson has been classified as a sex offender. Pearson was arrested for
statutory rape and pled to the charge of indecent
exposure out of North Carolina.
Whenever a sex offender moves into a location,
the police department of that jurisdiction is required by state statute to notify residents.
Pearson was convicted of indecent exposure
on May 3, 2016 in Pender County, NC. She is a
white female, 37 years old, 5 feet, 7 inches tall,
weighs 190 pounds, with brown hair and brown eyes.
Pearson is not wanted for any crimes and has appropriately registered
as a sex offender with our department.
Pearson resides at 2816 N. 3rd in Enid, which is an approved address as
outlined in the Oklahoma Sex Offender Registration Act.

THE WALKING DEAD
An Alva man is facing multiple charges after
he allegedly faked his own death.
Mathew D. Hansel, 20, was charged July 25
with a felony discharging firearm into dwelling
and a misdemeanor charge of acts resulting
in gross injury/outraging public decency, in
Woods County District Court.
Reports state that in the early-morning hours
of July 5, Hansel and his girlfriend got into an
argument at their home over her being at a
fireworks show with a friend and not at home.
He allegedly trashed the house during the argument. Hansel then went into the bedroom
and a short time later, she heard a loud bang. She went into the bedroom
and found Hansel lying on the closet floor. Assuming the worst, she ran
outside for help.
Two people passing by the house heard the girlfriend screaming for help
and they called 911.
When officers arrived, Hansel was gone. They searched the house, but
he was nowhere to be found.
When the officers asked about a weapon, the girlfriend said there was
one in the closet, but, like Hansel, it was gone.
Hansen was later found at his parents’ house. He told the officers that
he and his girlfriend had gotten into a fight and he went for a walk to cool
off. He added he eventually went back to the house to find the girlfriend
gone. He then got on his bicycle and went to his parents’ house.
When asked about a weapon, Hansel said it was at his house. Officers
took Hansel to his house and he showed them a .22 rifle in the closetwhich hadn’t been there earlier when they looked.
Hansel denied touching or moving the rifle. On closer inspection of the
rifle, one fired shell casing was in the chamber and 14 live rounds in the
tube magazine. When asked about the spent shell casing, Hansel said he
didn’t know anything about it.
One of the officers took Hansel back to his parents’ house and the other
conducted an investigation. Upon closer inspection, he found a .22 bullet
hole in the ceiling.
Hansen was later taken into custody and booked into the Woods County jail for discharging a firearm into a dwelling and acts resulting in gross
injury/outraging public decency. The misdemeanor charge was filed for
faking a suicide and causing a 911 call to be made.
Bond was set at $2500 and he was ordered back to court on September 13.

MAKE MULTIPLE ARRESTS
Special Agents with the Oklahoma State
Bureau of Investigation (OSBI) Internet Crimes
Against Children (ICAC) Unit have arrested two
men on charges related to the sexual exploitation of children.
On June 28, 2022, OSBI ICAC Special
Agents, assisted by officers from the Grady
County Sheriffs Office and the Amber Police
Department, served a search warrant in the
200 block of East 1st Street in Amber. As a result of the search warrant, 32-year-old Carl Lee
Moore was arrested and faces multiple child
pornography charges.
The case originated in October of 2021, when
the National Center for Missing and Exploited
Children (NCMEC) forwarded a cyber tip they
received from an electronic service provider to
the OSBI. The IP address traced back to an
East 1st Street address in Amber. After further
investigation, the OSBI uncovered that Moore
had used his neighbors unsecured IP address
to upload and share child pornography.
Moore is charged with the following:
• Possession of Child Pornography
• Distribution of Child Pornography
• Violation of the Oklahoma Computer Crimes Act.
Also on June 28, 2022, William Bryant Pope, 48, was arrested by the
U.S. Marshals in Harrison County, Texas, on an arrest warrant out of Pittsburg County. The arrest warrant was for the following:
• Buying, Possessing or Procuring Obscene Material
The case against Pope began after a social media platform reported
NCMEC that a user was posting images that were flagged as child pornography. A search warrant for the social media platform was issued and
an OSBI ICAC Special Agent reviewed the material. The Special Agent
found several child sexual explicit materials. An arrest warrant was issued
in March 2022.
Pope was transferred back to Pittsburg County where he is being held
on a $260,000 bond.

POPE We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

OSBI ARRESTS EPIC CHARTER SCHOOL FOUNDERS, FORMER CHIEF FINANCIAL OFFICER ON MULTIPLE FELONY CHARGES
On June 23, the Oklahoma State Bureau of Investigation (OSBI) is announcing the arrest of Epic Charter
Schools founders Ben Harris and David Chaney, and former Chief Financial Officer (CFO) Josh Brock. They were
taken into custody at approximately 10 a.m. and were
transported to the Oklahoma County Detention Center for
booking. Harris, Chaney and Brock are facing the following charges:
• Racketeering
• Embezzlement of State Funds
• Obtaining Money by False Pretense
• Conspiracy to Commit a Felony
• Violation of the Oklahoma Computer Crimes Act
• Submitting False Documents to the State
• Unlawful Proceeds
The OSBI investigation began in 2013 at the request of
then-Governor Mary Fallin based on a complaint from the
State Department of Education (SDE) of dual enrollment.
A second request was made in 2019 from a state legislator concerned about misappropriation of state funds that
were obligated to Epic Blended Learning Centers.
“This has been a very complex and arduous investigation with many roadblocks causing delays in getting to the
truth,” said Ricky Adams, OSBI Director. “Harris, Chaney
and Brock came up with a ‘get rich quick scheme’ that
lined their pockets with tax dollars that were to be spent
for the benefit of Oklahoma students. The OSBI criminal
investigation unraveled the intricate scheme layer by layer,
in spite of a lack of cooperation, legal obstacles and delay
tactics.”
Through Epic Charter Schools, Epic Youth Services
(EYS) and the Student Learning Fund, a complicated
criminal enterprise emerged that involved among other
things: co-mingling of funds, excessive and unnecessary
management fees, the use of Oklahoma tax dollars in
California, political influence, concealment of profits, submission of false invoices,
and the illegal use of employees. Over the years, the scheme resulted in a cost to
the state of Oklahoma in excess of $22 million.
“We are grateful for the assistance of State Auditor & Inspector Cindy Byrd and
multiple independent private audit agencies that helped throughout the investigation. I also want to thank District Attorney David Prater for pursing this case on
behalf of Oklahoma students, their families and the tax payers,” said Adams.
Harris, Chaney and Brock have a $250,000 bond.
The OSBI will not comment further on this investigation as it is now pending
prosecution.
