A career criminal is lucky to be alive when
police responded with firepower after the man
pointed an object at officers during a police
chase.
Lance Michael Cruz, 27, was charged January 8 with three counts of burglary third degree,
possession of firearm in the commission of a
felony, attempted burglary third degree, possession of a firearm after former felony conviction, obstructing officer, assault on police officer, and reckless conduct with fire, in Garfield
County District Court.
The Enid Police Department stated that on
January 2, at 11:53 pm, police were called to the High Point Trailer Park,
2700 N. Van Buren, regarding a report of shots fired. Upon arrival they
learned that someone had burglarized a vehicle parked there and stolen a
handgun from inside the vehicle. In the process of doing so, the suspect
discharged a round that struck another nearby parked vehicle.
Officers searched the area and were unable to locate the suspect. Several officers continued attempts to locate the burglar by patrolling nearby
neighborhoods.
Just over an hour later, at 1:20 am, they observed a man burglarizing a
vehicle in the 3500 block of N. Lincoln. The man was holding a handgun.
When officers confronted him, he dropped the gun and fled on foot. Officers pursued the man into the area of Crossland Park, where he suddenly
turned back towards the officers and pointed an object believed to be a
handgun at them. One of the officers responded by firing a round at the
suspect, missing him. The suspect turned and continued fleeing until he
surrendered in the back yard of a residence near 3400 N. Lincoln.
Cruz is a convicted felon and already had outstanding felony Garfield
County warrants for his arrest at the time of this incident. During a subsequent interview he admitted to burglarizing several vehicles in the area
and to stealing the handgun. He also admitted to turning and pointing at
officers during the foot chase in a deliberate effort to make them believe he
was about to shoot at them in hopes to stop their pursuit.
He was booked into the Garfield County Detention Facility.
Police remind everyone to lock your vehicles and secure your valuables.
Doing so will vastly lower your odds of becoming a victim. An unlocked
vehicle is not a proper place to store your firearms and, as is illustrated by
this incident, could easily result in arming a criminal.
While we are fortunate that no one was injured during this incident, it is
a stark reminder of the dangers our officers sometimes face and the life
altering decisions they must make with little more than a moments notice.

police looking for person of
interest in robbbery, assault case
On December 30, 2019, at 11:02 am, Officers found an injured man near the intersection of 7th Street and Owen K. Garriott Rd.
The victim was bleeding from several cuts
and abrasions. He was transported to St.
Mary’s Hospital where he was treated and
released.
The victim told police that he’d been parked
in the Government Springs South Park earlier
when a small dark colored 2-door sports car
pulled up and a man got out of the passenger
side and approached him. The man was described as a short hispanic male armed with
a short barreled shotgun and wearing a long
coat. The suspect beat the victim and then
stole his wallet, phone, and truck.
The victim’s stolen truck is described as a black 2013 Chevrolet extended
cab pickup, with possible Oklahoma tag number GSY611. The truck has a
black brush guard on the front, a Steelers decal on the front bumper, and
Steelers and OU decals on the back bumper.
Amy Lynn Redhat, age 36, is a person interest in this case. She has not
been charged with any crime but investigators need to speak with her about
this incident. She may be staying in the Watonga, El Reno, or Enid areas.

Bristow Man Found Guilty of Coercion and Enticement of a Minor
A federal jury convicted a Bristow man on
December 17 of coercion and enticement of a
minor, announced U.S. Attorney Trent Shores.
Arthur James Mann, 34, was found guilty of
communicating with an individual he believed
to be 13 years of age but who was an undercover officer. From July 29 to Aug. 17, 2018,
Mann communicated with the “girl” on Facebook, telling her that his name was Andrew
Mason and he was 16 years old. Mann initiated
multiple sexual conversations with the girl and
requested nude photos. Mann further suggested the two meet in order to
have sex on Aug. 17, 2018. Mann arrived that night in his pajamas and
slippers to meet the 13-year-old girl. Instead, he was met by officers from
the Bristow Police Department and taken into custody.
“The jury has spoken, and Arthur Mann is guilty as charged of attempting
to coerce and entice a minor via Facebook. Parents must be aware that
sex predators like Mann use social media to find, groom, and entice their
prey. In this case, we were lucky the defendant was talking to an undercover law enforcement officer and not a 13-year-old child. Key evidence
in this trial included a cell phone and communications on Facebook. The
ever-present threat of online child predators underscores the importance
of lawful access by law enforcement to various tech devices and social
media platforms,” said U.S. Attorney Trent Shores.
“I hope the public understands that law enforcement gains “lawful access” to cell phones and social media accounts through warrants and
wiretaps approved by impartial judges,” Shores continued. “‘Warrant proof
encryption’ or ‘end-to-end encryption’ touted by some social media platforms actually facilitates and protects the criminal acts of pedophiles and
others online. Bottom line, when technology prevents law enforcement
officials from having lawful access, it puts our children and communities at
risk. Thankfully, law enforcement officials in this case were able to search
Mr. Mann’s cell phone to obtain critical evidence.”
U.S. District Judge Gregory K. Frizzell set sentencing for March 2020.
At that time, Mann faces a minimum penalty of 10 years in prison, supervised release of not less than five years up to life, and a fine not to exceed
$250,000.
The Bristow Police Department conducted the investigation. Assistant
U.S. Attorneys Edward Snow and Scott Proctor are prosecuting the case.

Woodward man Sentenced to More Than 13 Years
for Gun Possession and Violence While Detained
Scott Allen Jones, 32, of Woodward, has
been sentenced to 161 months in prison for
possessing a firearm and ammunition after a
felony conviction, as well as for assaults on detention officers while in the custody of the U.S.
Marshals Service, announced U.S. Attorney
Timothy J. Downing.
According to an indictment filed on September 5, 2018, Jones possessed a .40 caliber
pistol and various kinds of ammunition on August 21, 2018, after he had been convicted of
a felony. He was ordered detained pending trial
in the custody of the U.S. Marshals Service.
Later that month, on September 17, 2018,
Jones assaulted three detention officers at the
Logan County Jail, where he was being held
pursuant to a contract with the Marshals Service. As described in a separate indictment filed on July 17, 2019, he struck each officer in the head and
thereby interfered with the performance of their official duties.
A probable cause affidavit filed in Logan County District Court states that
Jones refused to cooperate with jailers and punched them with his fists before
they were able to use a taser to subdue him.
On December 18, 2018, a jury found Jones guilty on the count charging
possession of a firearm and ammunition. Jones pleaded guilty to all three assault counts on August 22, 2019.
On December 16, 2019, U.S. District Judge David L. Russell sentenced
Jones to ten years in prison on the firearm count, to be followed by three
years of supervised release. The court further sentenced Jones to 41 months
in prison for the three assaults and ordered that sentence to run consecutively, that is, to be served after the ten-year firearm sentence.
This case is the result of an investigation by the Federal Bureau of Investigation—Oklahoma City Field Office, with assistance from the Bureau of Alcohol,
Tobacco, Firearms, and Explosives; U.S. Marshals Service; the Woodward
County Sheriff’s Office; and the Logan County Sheriff’s Office.
