OSBI ICAC UNIT ARRESTS GARFIELD COUNTY
MAN ON CHILD PORNOGRAPHY CHARGES
On December 21, Special Agents with
the Oklahoma State Bureau of Investigation (OSBI) Internet Crimes Against Children
(ICAC) Unit arrested an Enid man on child
pornography charges. With assistance from
the Enid Police Department and their Special
Weapons and Tactics Team, a search warrant was served in the 2000 block of West
Oklahoma in Enid and subsequently arrested
27-year-old Mitchell Andrew Cheek on multiple felony charges.
On September 26, 2022, the OSBI ICAC
Unit received a cyber tip from the National
Center for Missing and Exploited Children
(NCMEC) regarding the uploading of child
pornography to a Google Account. The IP
address where the uploading occurred traced back to Rogers County. The
investigation reveled Cheek as the suspect associated with the Google account and that Cheek had a connection to the location associated with the
IP address. An arrest warrant was issued for Cheek out of Rogers County.
After his arrest, Cheek was booked into the Garfield County Detention Center in Enid, and a hold was placed on him for the Rogers County Sheriff’s
Office.
Cheek will be extradited to Rogers County, where he will be held without
bond for the following charges:
• Aggravated Possession of Child Pornography
• Publish/Distribute/Participate in Obscene Material
• Violation of the Oklahoma Computer Crimes Act

Garfield County District Attorney’s Office, and the Rogers County District Attorney’s Office with this investigation.

Giving the finger
Deputies assigned to the Patrol Operations Bureau have
arrested a man for a robbery that occurred at a Chase Bank
in unincorporated Seminole, Pinellas County, Florida.
On October 10, 2022 at approximately 1:28 p.m., the
suspect entered the Chase Bank located at 10755 Starkey
Road in unincorporated Seminole, Fla. Once inside the
bank, the suspect, later identified as 56-year-old Paul Sinclair, approached the bank teller, implied he had a gun and
demanded cash. Sinclair was given $120 in cash.
Detectives say the suspect then fled from the bank.
Through various investigative techniques, deputies located Sinclair less than 10 minutes later at 8727 Bardmoor Place in Seminole,
where he was taken into custody.
Detectives interviewed Sinclair, who admitted to the robbery and to putting his
hand under his shirt to form the shape of a gun while demanding cash from the
teller.
Sinclair was charged with one count of robbery and was transported to the Pinellas County Jail.
The investigation continues.

ROAD TO NOWHERE
A 26-year-old Alva man was arrested in
Kansas after deputies found him with a stolen
vehicle on December 11.
According to reports, an Alva man contacted the Woods County Sheriff’s Department and advised that a Kansas dealership
had contacted his wife regarding their vehicle. The dealership told the woman that their
2002 GMC Yukon was impounded by the
sheriff’s office in Pratt County.
The man said he last saw his vehicle on December 6. It was being stored in a garage on
their farm and wanted to report the vehicle
as stolen.
A Woods County deputy contacted the law
enforcement agency in Pratt County regarding the vehicle. The Pratt County
deputy advised that the stolen vehicle was sitting on the side of the road.
Another deputy stopped to check on the vehicle’s occupant, later identified
as Anthony James Altobella.
While checking Altobella’s information, the deputy was advised that the
man had warrants for his arrest. He placed him under arrest and took him to
the Pratt County Jail.
Back in Alva, a deputy met with the victim at his residence. The owner of
the stolen vehicle said the south-facing door of the building was open, but the
other doors were closed. He told the deputy that he believed the vehicle was
the only thing that Altobella took from the garage.
Altobella is being charged with burglary in the second degree and larceny of

A Woodward man was taken into custody and
faces several felony charges after he allegedly
downloaded multiple child porn pictures and videos.
Tucker Gene Heglin, 33, was charged January 6
with possession of child pornography and violation of computer crimes act in Woodward County
District Court.
According to Oklahoma State Bureau of Investigation (OSBI), Special Agents from the Internet
Crimes Against Children (ICAC) Unit arrested
Heglin on December 4 at Boiling Springs State
Park and booked into the Woodward County Jail.
His bond was set at $100,000.
The investigation originated with the New Mexico Attorney General’s
Office Internet Crimes Against Children Task Force. New Mexico Agents
identified an IP address that downloaded more than 70 files of child pornography including videos and images. Authorities located subscriber information for that IP address and it belonged to Heglin. At that point, New
Mexico ICAC forwarded the case to the OSBI ICAC Task Force for further
investigation.

Joseph Goetz’s alleged attempt to rob a York, Pennsylvania, bank met with some
snags. Cops say the fi rst teller he tried to rob fainted and the next two had no more
cash in their drawers. Fed up, Goetz stormed out, threatening to write an angry letter
to the bank.
A German bank robber sent mocking emails to local police, ridiculing their eff orts to
arrest him. First, he let them know they had his age, build, and accent wrong. Then he
corrected their announcement that he’d escaped on foot; no, he had a getaway car!
The cops got the last word in, though, when they arrested the guy a few hours later.
They used his email to trace him.
After a man kicked in the front door of a Texas home at 3:30 a.m., the resident fl ed
and called police. When cops arrived, they were surprised to fi nd that the intruder
hadn’t stolen a thing. Police found the man in the bathroom, enjoying a warm bath.
Robby Rose lost his fi rst-place medal and was charged with a felony after it was
discovered that he’d cheated in a Texas fi shing tournament by stuffi ng a one-pound
weight down the throat of a bass he’d caught. Offi cials became suspicious when they
placed Rose’s fi sh in a tank and it sank to the bottom.
According to the bus driver, it was a brutal, unprovoked attack. A woman got on his
bus and assaulted him with a half-eaten banana. “I had banana all over me,” he insisted. “On my tie, my shirt, and my eye.” The woman explained that the driver had almost
hit her car and that when she entered the bus to rationally discuss the matter, the banana slipped … right into his tie, his shirt, his eye … The court may not have believed
that, but it did believe her when she argued that it was “unreasonable that a banana
could cause this much damage.” They slapped her with a fi ne of only about $100.
Police in Pico Rivera, California, had an easy time pinning a four-year-old murder on
Anthony Garcia. That’s because he pinned it on himself—with an elaborate tattoo on
his chest, depicting the killing. Cops noticed the incriminating ink when taking Garcia’s
mug shot for a petty crime. The tattoo revealed all the details of the night, from the
Christmas lights and bent streetlamp near the liquor store where the body was found to
the image of an angry helicopter—Garcia’s nickname was Chopper—machine-gunning
the victim.
James Rhyne of Memphis was charged with forgery after he handed a waitress a
$100 bill. The waitress knew something was funny with the money: Instead of the portly
visage of Ben Franklin, it was the star of the $5 bill, Abe Lincoln, who was staring back
at her.
A woman in Somerset, Massachusetts, was arrested for breaking and entering. But
she was quickly caught thanks to her ankle bracelet … the one fi tted with a GPS system … that she had gotten from the police … for being on probation from an earlier
breaking-and-entering case.

Armstrong won’t be able to use the “Get out
of Jail Free” card for this one.
On November 26, around 6:30 p.m., officers responded to a call of shots fired at a
home near 4th Pl. and 91st E. Ave. after a
family game night turned violent.
The caller said John Armstrong chased
them down the street with a gun and fired a
shot at the caller and her father. Officers arrived and took Armstrong into custody.
The investigation revealed that the family
was drinking alcohol and playing Monopoly
when a fight broke out between John Armstrong and his stepfather. After knocking over
the Monopoly board and turning over furniture, another family member told
Armstrong and his stepfather to take the fight outside.
During the fight outside, Armstrong suffered a cut to his head, then pulled
out a pistol and chased his stepfather and stepsister down the street at gunpoint. Armstrong admitted to firing one round.
Officers found Monopoly money and game pieces scattered around the
living room. Neighbors reported hearing a gunshot from the street. Officers
believe Armstrong hid the pistol before they arrived, and the gun was not
located.
He was arrested for Assault with a Deadly Weapon.

GIVING UP THE GHOST
The alleged straw or “ghost” owner of a
marijuana farm where a quadruple murder
took place was arrested December 28.
The Oklahoma Bureau of Narcotics classifies a “straw” owner as someone whose
name is listed as owning 75 percent of a marijuana operation. They aren’t actually involved
in running the operation.
According to reports, Oklahoma City man
Richard Ignacio, 35, was a straw owner for
an operation where four murders took place,
an act that is considered illegal in the state of
Oklahoma. He was paid for $2,000 a month
for his role as partial owner.
According to the OBN, the 75-percent
owner of an Oklahoma marijuana business has to have lived in the state for
at least two years. They also are required to be involved in the day-to-day
management of the operation. If they’re not involved, they’re considered to
be a “straw” or “ghost” owner. Being a paid straw owner is considered fraud.
The murder suspect, Wu Chen, allegedly killed four people on November
20 at the Lui and Chen Inc. marijuana grow farm, located near Hennessey.
Ignacio told investigators that he turned the operation over to a Chinese national. He also said that he lent his name to six different Oklahoma marijuana
farms and added that he made more than $100,000 over the past two years
for being a straw owner.
Ignacio is being charged with conspiracy against state or subdivision. His
bond was set at $20,000, and he is scheduled to appear in court on January
17, 2023.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
