Enid man Colby Sheppard, 18, was placed under arrest after he allegedly shot a man on June 18.
According to the police report, Enid officers were dispatched to the 1700 block of Van Buren around midnight due to a “suspicious vehicle and gun shots.” Witnesses told police the suspect parked his car underneath
an awning at a nearby business.
Police found a spent 45-caliber shell and what appeared to be blood in the breezeway connecting the business and a local motel.
The victim was located at a convenience store down the street. He had been shot in the chest.
Police viewed surveillance tapes, and they saw a car drive through the parking lot and park under the awning. The driver exited the vehicle and a short time later, he ran back to the car and drove away.
One witness said she heard a gunshot and saw a man run to the suspect car and pull out of the parking lot.
She said she stopped the vehicle and recognized the driver as Sheppard. She asked him “What was all that about?” He told her,
“Don’t worry about it.”
Another witness said he was outside his room when he saw a suspicious man standing in the corridor. Another man (the victim)
approached the suspicious man, and the witness said he heard a gunshot.
The victim told police he was walking through the breezeway when he was approached by Sheppard. He said the man said,
“What’s up?” He then heard an explosion and smelled sulphur. He then realized he had been shot.
Police located Sheppard and placed him under arrest. He told police when he got off work, he worked on his car and took it for a
drive. After grabbing some gas and Cheetos, Sheppard said he went back home.
When an officer mentioned the victim, Sheppard said he knew the man and asked, “What did he do?”
After he was told that the victim identified him as the shooter, Sheppard kept changing his story.
Police searched the man’s room, and they found a gun cleaning rod stamped with “Glock.”
Sheppard’s parents said they didn’t own any guns.
Sheppard is being charged with shooting with intent to kill. Bond was set at $500,000 and he was ordered back to court on July
20 for his bond appearance.

Oklahoma Highway Patrol
With all the water we have
received this year, there seems
to have been a large number of
drownings so far on Oklahoma lakes and waterways, the majority
of which could easily have been prevented. I am going to cover
some of the rules on wearing Personal Floatation Devices, as well
as some strong suggestions regarding them, in the hopes that we
can slow down this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not
going to get into their descriptions, just which types are required
for what situation. All PFDs must be U.S. Coast Guard approved,
and used in accordance with their label. The label will also state
the type. All vessels must carry one wearable (Type I, II, III,
or V) USCG approved PFD for each person on board or being
towed. In addition to that, vessels 16 feet in length or longer
must have one Type IV USCG approved PFD on board and readily
accessible. Oklahoma Law requires that all children under 13 years
of age wear an approved PFD whenever underway in a vessel less
than 26 feet in length. Each person on a personal watercraft or
sailboard must wear an approved PFD. Anyone being towed on
water skis or similar devices must wear an approved PFD. Ski belts
are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull
it up off them. If it can come off, it is not the right size for the
wearer.
Those are the requirements, so now lets talk about the
suggestions. If you have children in or around water, make
sure they have a PFD on. Air mattresses, floaties, and other toy
floatation objects don’t count. There have been way too many
stories of toddlers near the water’s edge falling in and drowning,
and these could be prevented by following this suggestion. Also,
keep a watchful eye on those kids...even if they are only out of
your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
on. Thanks for reading, buckle up those PFDs and seat belts, and

Leon S: I had a flatbed trailer stolen one time I knew exactly where I was at the cop
told me to go steal it back. It’s really just a bunch of bullshit to protect and to serve my ads.
I would sue the police department for not doing their job. I bet if you said the guy with the
iPad had a gun there somebody would’ve showed up.? The next time you’re stealing your
stuff back don’t be so freaking honest only thieves and liars get away with stuff like that
honest people always get caught .

Kristy J: I had the whole top end of a motor stolen out of my racecar. Called the
sheriffs office because I knew exactly who got it and where it was located. Said they couldn’t
do anything the guy was already in jail for assaulting his gf. That was 6 years ago and still
haven’t gotten part of my motor back. So I applaud this guy!!! Hate a thief and a liar!!!!!

Michael L: Even better one, at a rodeo I watched people crawl to their vehicles
stone cold drunk, get in and drive off, in front of the police. When asked if they are going to
bust them for drunk driving, said cop replied with “ no we ain’t going to bust them, if we did
then it would bring bad business against the rodeo” Many times have I seen someone tell
the police that they broke into a place, or that they actually stole what the cop was asking
them about, yet the police did nothing, just thanked them and told them to have a nice day.
Oh wait did I also mention how said person threatened to beat the crap out of someone in
front of the police, and they still did nothing. The only person they got mad at was the one
that called them and told them which city ordinance they was breaking, when they trashed
that persons yard.

Tulsa police arrested a man after he
broke into a house, beat up the homeowner, and took an item and jewelry.
Authorities said Brian Masingale
was tracking an iPad that was stolen
from his parents house. The tracking led him to a friend’s house where
Masingale searched the house for
other stolen items. Masingale said he
found a small bag of jewelry that belonged to his parents.
Police say that’s when Masingale
beat the homeowner with a baseball
bat. The man is expected to be okay.
Masingale called police to give them his side of the story.
“Upon further talking with him, he believed what he was doing was right. Rather
than getting the police involved, he was just going to recover the property himself,
“ said TPD Sgt. Darren Bristow.
Police say he confessed to everything. Masingale was arrested for assault with a
deadly weapon and first degree burglary.

Noodling or hand fishing is extremely popular, but can be very dangerous
too. Noodling at night can be even more
dangerous, and has resulted in several
noodlers drowning, over the past few
years. Regulations were changed, last
year, making it illegal to noodle at night.
These noodlers were caught illegally
noodling at night on June 11, 2015 at
Robert S. Kerr Reservoir. Oklahoma
Game Warden J.D. Stauffer (Haskell
Co.) apprehended them with one large Flathead and a smaller Blue catfish, both caught
well after dark, driving around the lake in a pontoon boat without required navigation
lights. Remember, please be safe while enjoying our great outdoors!

Alva man Brandon James Nesseralla, 18, and two juvenile accomplices
were arrested June 28 after they admitted to firing an airsoft gun at Sonic
employees.
According to the affidavit, a Fairview police officer was flagged down by
the restaurant manager shortly after 7 p.m. in the 1200 block of N. Main.
He told the officer some patrons had fired at two of his employees with
an airsoft gun.
One of the victims told the officer he took an order out to a vehicle. He
recognized one of the vehicle occupants from school. While he delivered
the food, he saw a tan airsoft gun sitting in the man’s lap. When the victim
turned around to walk back in the restaurant, he said he was shot by someone in the vehicle.
The other victim told the officer he was sitting outside waiting for his shift to start when a
truck drove by. Someone in the truck fired at him and hit his arm.
When the officer located the suspect vehicle, he placed the juveniles under arrest. Nesseralla was also with the underage boys -- he told the officer the airsoft gun was his, and he was
with the boys when they were at Sonic.
He was also placed under arrest.
Police located the weapon in the floorboard.
All three suspects admitted to firing at the victims.
Nesseralla is being charged with assault and battery with a dangerous weapon. He was released on a $5,000 bond and is scheduled to appear in court on August 13, 2015.

Two 18-year-old men were arrested June
21 after police found drugs and paraphernalia in their vehicle during a traffic stop.
According to the affidavit, a Perry officer noticed the smell of “green marijuana” when he approached the car after he
stopped the men shortly after 11 p.m. at
9th and Rose Terrace. The driver, Perry
man Logan Jack Lewis, appeared to be
very nervous and his hands were shaking.
The officer asked him to step out of the
vehicle. He then asked the man where the
marijuana was -- Lewis told him there
wasn’t any marijuana. He continued to
deny it and said he didn’t know anything
about any marijuana.
The officer conducted a sobriety test and
was able to determine Lewis was under the
influence of the drug. The man then admitted he had smoked a couple of hours ago.
One of Lewis’s passengers, Red Rock
man Chantay James Sigwing, 18, also tried
to deny that marijuana was in the vehicle.
The officer began a search of vehicle due
to the stench of the drug. He immediately
found small pieces of a green leafy substance in the ashtray and several packages of flavored cigars. Police also found a baggy containing a green leafy substance, and an officer found four pills in a baggy
in Lewis’s sock.
Lewis and Sigwing were placed under arrest.
The officer completed an inventory of Lewis’s vehicle. He found
more baggies containing a green leafy substance, a cigarette pack
containing a “tan rock-like substance,” digital scales and 13 cans of
cold beer.

The men were transported to jail.
Sigwing is being charged with possession of controlled dangerous substance within 1000 feet of park/school/minor under 12 and
unlawful possession of drug paraphernalia. He was released on a
$5,000 bond and was scheduled to appear in court on June 29,
2015.
Lewis is being charged with possession of controlled dangerous
substance within 1000 feet of park/school/minor under 12, unlawful possession of drug paraphernalia and possession of low point
beer by a person under 21. His bond was set at $5,000, and he is
scheduled to appear in court on July 15, 2015.

A pre-school teacher and her husband are accused of chaining their
14-year-old twin sons to furniture and beating them as a form of punishment.
Brian and Shauna Paque of Texas were both arrested in April and
charged with child abuse after one of their sons ran crying to a Decatur
police headquarters.
The parents were recently released on bond and Shauna Paque resigned
from her job as a pre-school teacher for the Decatur school district where
she was an employee for 11 years. Brian Paque is also a former teacher.
Reports state the boy had a bruised throat, a footprint on his back, and
other injuries when he arrived at police headquarters.
'[He] came through the door crying and everything, just begging for
help,' said Decatur Police Chief Rex Hoskins.
The boy told police that his mother choked him and hit him over the
head with a pan.
Police found the boy's twin brother at an apartment complex nearby.
He told police that his father unchained him so he could look for his
brother who ran off with a camera.
In the arrest affidavit, Shauna Paque admitted to choking her son while
trying to get a camera away from him with footage of the alleged abuse to
prevent him from giving it to the authorities.
'He got a video camera and he was going to film his mother beating his brother,' Hoskins said.
Shauna Paque later guided police to her home where she hid the chains used to restrain her
sons.
She showed police how she used the chains to attach her sons to furniture.
'Shauna wrapped the chain around Investigator Pawley's ankles a couple of times, then advised
that they would use a padlock to lock the chains in place,' said an officer.
Shauna and Brian Paque are free on $20,000 in bond and face multiple felonies. The boys told
police the abuse has been going on for over 10 years.
'They told us this abuse they were describing to us had been going on since they were four,'
Hoskins said.
The boys were removed from the home by Child Services until an investigation is complete.

A Bethany man and his female passengers
were all arrested when an officer stopped them
on June 20 for speeding.
The man admitted to smoking weed, but told
the officer marijuana doesn’t affect his driving.
The women also admitted to partaking of the
herb.
According to the police report, a Kingfisher officer stopped the weed-smoking trio shortly after
7 p.m. in a parking lot on Starlite Drive. When
the officer made contact with the subjects, he was
greeted by an overwhelming odor of marijuana.
He asked the driver, 29-year-old Lamar Delane
Arnett, to come back to his patrol car.
Arnett told the officer they had smoked approximately 30 minutes prior to the stop. He
said he was fine to drive and marijuana doesn’t
affect his driving.
The officer didn’t believe it, and he placed Arnett under arrest after the man failed sobriety
tests.
The passengers were identified as Oklahoma City woman Shay Lynn Kennedy, 23, and
40-year-old Rebekah Rachel Gatzke of Calvin.
Police searched the vehicle, and they found
partial marijuana joints and four baggies containing cocaine. The cocaine was found in a
purse belonging to Kennedy.
Gatzke told police all three of them were smoking a blunt right before they were pulled over. She said Kennedy tried to hide the blunt
under the seat. She also said that Kennedy had a cocaine problem
at one time, and she wasn’t surprised police found the drug in the
woman’s purse.
All three subjects were placed under arrest and transported to jail.
Gatzke is being charged with possession of controlled dangerous
substance. She was released on a $1,000 bond and is scheduled to
appear in court on August 10, 2015.
Arnett is being charged with driving a motor vehicle while under
the influence of drugs, possession of controlled dangerous substance
and transporting open bottle or container of liquor. He was released
on a $2,000 bond and is scheduled to appear in court on July 20,
2015.
Kennedy is being charged with two counts of possession of controlled dangerous substance and unlawful possession of drug paraphernalia. His bond was set at $15,000, and he is scheduled to appear in court on July 16, 2015.
