After an Enid officer caught 18-yearold Romean Robert hiding in a vehicle
that wasn’t his on August 18. The Enid
man at first denied it, but then told the
officer he was just trying to get out of
the rain.
The vehicle’s owner wasn’t amused.
At approximately 2:25 a.m., the officer was at the intersection of Locust
and Grand when he saw a truck with
the dome light on and passenger door
open. He thought that was weird, especially when he noticed a set of feet at
the bottom of the door; he was unable
to see the rest of the person.
As the officer turned onto the 1000 block of N. Grand, he saw a
man rise up from inside the vehicle and look at him. The man then
closed the door and started to walk away from the vehicle.
The officer stopped the man, who was identified as Robert. He
asked Robert why he was in the vehicle – Robert said he wasn’t.
The officer then asked him if he owned the truck. Robert said no.
Since the suspect was obviously lying, the officer detained him until he could speak to the truck’s owner.
According to the police report, the officer went back to the truck
and noticed that the dome light was still on and the glove box was
still open. The truck’s owner said he didn’t leave the light on or the
glove box open, and Robert shouldn’t have been in his vehicle.
Robert continued to deny that he was ever in the truck, but he
eventually broke down and admitted that he was. He did give the
officer an explanation, though. He said he was just trying to get out
of the rain.
Robert is being charged with second-degree burglary. He was released on a $2,500 bond and is scheduled to appear in court on September 14, 2015.

There is a saying that all good
things must come to an end. I
would like to think that my
monthly Tips From a Trooper articles have been a good thing, and
hopefully put some good information out there. Alas, this will be
my final installment of Tips. A new chapter has opened up in my
career as an Oklahoma State Trooper, and I will be taking on a
new assignment. It took a lot of thought and prayer to come to the
decision to take on my new assignment, and I thought that process
was worthy of some consideration in this final Tips.
When this opportunity presented itself, obviously it was
something that could not be decided spur of the moment. Usually,
when faced with new opportunities, we can experience either
apprehension or excitement initially. Decisions shouldn’t be made
in either of these conditions. A good piece of advice that I received
a long time ago is to sleep on it. If you have time, and we usually
do, take that time, and see how you feel about the issue 24 hours
later. If you still feel excited, or apprehensive, then those feelings
should be further explored!
A great thing to do when you have a tough decision to make is
the old pros and cons list. This tool is invaluable, and was for me
in my decision! Gather as much information as you can to help
you in making this list. If you have one side of the ledger that is
overwhelmingly longer than the other, then you should seriously
consider what that means, and perhaps decide accordingly!
Talk to your family! Many decisions not only affect you, but your
family as well, so you should get their take on it. Be sure and run
down those pros and cons as they may be able to add to the list. It
is important to have your family involved in those big decisions, as
they will be supporting you whichever way you decide.
Last but not least, pray. I don’t intend this to be a religious
stance, but it is part of who I am, and prayer helped me immensely
in this decision. Whatever your belief system is, seek guidance
through prayer.
After going through this process, I decided to accept an assignment
in the Office of Professional Standards within the Oklahoma
Highway Patrol. Taking this assignment was made much easier
knowing that Troop K and Payne County would be in good hands
with the current Command Staff in Troop K. Thankfully, no move
is required, so my family and I will continue to be part of this great
community! I would like to thank each and every one of the people
I have worked with, both OHP and other agencies. I would also like
to thank everyone who came up and said they enjoyed my articles,
you don’t know how much that meant to me!

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A Perry man told police he just “lost
control” because his younger brother
was trying to get with one of his exgirlfriends.
Police arrested 18-year-old Desmond Tre’von England on August 6
for allegedly attacking his brother and
punching an officer.
According to the affidavit, Perry
officers were dispatched to the 900
block of Grove Street shortly after 12
p.m. due to an assault. When they arrived, an officer escorted England out
of the residence.
England’s brother and another man were standing in the driveway. England started yelling at them, despite police commands to
calm down. He then started resisting and tried to punch an officer
twice. He didn’t calm down until an officer tased him.
Police placed him in handcuffs and spoke to his mom. England’s
mother told police she was tired of him beating on both her and her
other son. She told an officer to “watch him closely, because he will
try to kill [the officer] if given the chance.”
The officer placed England under arrest and told him he was going
to jail. As if it wasn’t obvious enough, the officer told him it was for
assault and battery.
England told police he just got too angry and lost control. He said
his brother was trying to get with one of his ex-girlfriends, and his
mom was siding with his brother, which made him even angrier. He
said, “I started swinging on him because I was mad.”
England is being charged with assault and battery on police officer
and resisting an officer/arrest. He was released on a $1,000 bond
and is scheduled to appear in court on September 3, 2015.

An Okarche couple was arrested August 19 after police found
drugs and paraphernalia in their vehicle.
Tyler Stephen Davis and Heidi Elizabeth Clark, both 20, initially tried to deny that they smoked weed, but the stench of
their car convinced officers otherwise.
A Kingfisher police officer stopped the couple just west of
Eighth Street on Erwin Avenue at approximately 11:35 p.m.
because he noticed their vehicle had an expired tag. When he
walked up to the driver’s window, he was greeted by the smell
of marijuana.
The driver, identified as Davis, denied that there were drugs
in the vehicle. He told the officer he was just smoking a cigarette.
The officer replied that a cigarette was not what he smelled.
Police asked him when he last smoked weed – he said a month
ago. Officers agreed with each other that the smell in the vehicle
seemed fresher than a month ago.
Davis finally admitted that he and Clark both smoked weed,
and they smoke it together.
An officer told Davis that Clark said she didn’t smoke marijuana. Davis said she just probably didn’t want to get in trouble.
She also eventually admitted that she had smoked a week before.
An officer asked Davis if there was anything illegal in the vehicle. Davis told him there might be some weed in the car and if
there was, it would be in the glove box.
He was right. Police found a green leafy substance that later
tested positive for marijuana, some Swisher Sweets, a burnt
straw and a partial joint in the vehicle.
Even though Davis tried to take all the blame, both subjects were placed under arrest and
transported to jail.
Clark is being charged with possession of controlled dangerous substance and unlawful
possession of drug paraphernalia. She was released on a $1,500 bond and is scheduled to
appear in court on September 14, 2015.

Ricky Rio Rankin Sr., 52, apparently wasn’t just in the market for
some new cologne when he went into a store on August 13. The Fairview man was arrested after a salesperson alleged Rankin slapped
her on the butt and told her he was turned on.
According to the police report, a Fairview officer was dispatched
to the store in the 800 block of E. State Road shortly after 7 p.m. to
investigate the incident. The victim told him Rankin came into the
store and asked her where the cologne was located. When she took
him to the aisle, which was out of view of customers and other employees, he slapped her on the butt.
As if that wasn’t bad enough, he proceeded to tell her how hot she
made him, and how turned on he was.
Ew.
The victim said she pushed Rankin away from her.
After the man purchased his cologne and left the store, she called the police. When officers
went to Rankin’s home, he didn’t deny the assault. He said, “Well yeah, I was just playing
though.” Rankin added, “I thought we were just kidding around.”
He admitted that the victim pushed him. When the officer demonstrated a push, Rankin
said, “Well, she didn’t push me like that.”
Rankin was placed under arrest and transported to jail. He is being charged with sexual
battery and was released on a personal recognizance bond. He scheduled to appear in court
on September 17, 2015.
