A Maysville man was taken into custody for assault after he tried to escape the law with the help
of his big sister.
Gary Lee Smith, 34, was charged April 15 with
assault and battery with a deadly weapon, and his
sister, Heather Lee Smith, 37, was charged the
same day with accessory after the fact, in Garvin
County District Court.
According to court records, on April 13, Gary
allegedly stabbed another man in the stomach, back, and shoulder with a knife, causing
life-threatening injuries. His older sister, Heather, drove her brother out of Maysville to another
location, where he jumped out of the vehicle to
evade arrest for the stabbing.
Both were taken into custody and transported
to the Garvin County jail where they were booked
in on the charges.
Bond for Gary was set at $150,000 and Heather’s bond was set at $5000. Gary is scheduled
to next appear in court in May, Heather in June.

On March 27, Arkansas City Police Department
officers executed a search warrant at Cowley College’s Kirk Dale Dorms, cumulating a month-long
counterfeit currency investigation.
Over the past month, officers have been getting
reports of a male individual going to a local business and paying or attempting to pay with what
was believed to be counterfeit currency.
Officers talked with employees and witnesses and developed a suspect, Lam
Gok Kuany, 20, of Nebraska.
ACPD officers, in cooperation with Cowley College Campus Security, executed a search warrant at Kirk Dale Dorms. Inside the room, they found over
$28,000 in different denominations in what is believed to be counterfeit currency.
Officers also located suspected illegal substances and items associated with
their use.
Kuany, a Cowley College men’s basketball player, was taken into custody on
March 28, 2024, without incident. He faces five counts of counterfeiting currency, four counts of theft by deception, possession of marijuana, and possession
of drug paraphernalia. His Bond is $17,500.

Farmer faces jail for breeding ‘massive mutant sheep’
A farmer has been caught illegally breeding “massive” mutant sheep
to sell to private hunting reserves for up to $10,000, a court in Montana
heard.
Arthur “Jack” Schubarth, 80, who owns a 215-acre ranch in Vaughn,
Montana, pleaded guilty to criminal charges of wildlife trafficking and
conspiracy to traffic wildlife at a court in Great Falls.
Prosecutors say he illegally used tissue and testicles from wild sheep
killed by hunters in Central Asia, and the US, to breed hybrid sheep
for sale.
According to court documents, Schubarth conspired with at least five other people between 2013 and 2021 to
create a larger hybrid species of sheep that would generate high prices from shooting reserves, where people pay
to hunt captive trophy game animals.
Schubarth’s ranch specialises in the purchase, sale and breeding of “alternative livestock” such as mountain
sheep, mountain goats and various ungulates, according to prosecutors. They claimed that Schubarth secretly
brought parts of the largest sheep in the world, the Marco Polo argali sheep from Kyrgyzstan, into America.
Marco Polo males, which are native to the mountains of the Pamir region of Central Asia, can weigh more than
22 stone with horns that span more than 5ft. They are protected species internationally and the court also heard
how they are prohibited in Montana to protect native sheep from disease and hybridisation.
Prosecutors say Schubarth sent genetic material from the Marco Polo’s body parts to a lab to create cloned
embryos. He then implanted the embryos in ewes on his ranch, resulting in a single, pure genetic male Marco Polo
that he named “Montana Mountain King” or MMK, the court heard.
Court documents stated that Schubarth worked with the others to use the Montana Mountain King’s semen to
artificially impregnate various other species of ewes and create hybrid animals. He agreed to sell one offspring to
two people in Texas for $10,000, the court heard.
To move the prohibited sheep in and out of Montana, Schubarth and others forged veterinary inspection certificates, falsely claiming that the sheep were legally permitted species, the court heard. Prosecutors said Schubarth
also sold semen from the Montana Mountain King directly to sheep breeders in other states.
“This was an audacious scheme to create massive hybrid sheep species to be sold and hunted as trophies,”
said Todd Kim, assistant attorney general. “In pursuit of this scheme, Schubarth violated international law and the
Lacey Act, both of which protect the viability and health of native populations of animals.”
The Lacey Act prohibits trade in wildlife that has been taken, possessed, transported or sold in violation of
federal or state law.
Schubarth also illegally purchased genetic material from a Rocky Mountain bighorn sheep, the largest wild
sheep in North America which stand around three feet tall and can weigh over 21 stone, to traffic to buyers in other
states. He paid $400 to a hunter for the testicles from one of the wild sheep, which had been shot in Montana, to
breed more of the species and crossbreed with the argali
sheep.
“The kind of crime we uncovered here could threaten
the integrity of our wildlife species in Montana,” Ron Howell,
head of state wildlife enforcement, said.
Each count carries a maximum penalty of five years in
prison and a $250,000 fine. Sentencing for Schubarth is set
for July 11.
On a Facebook page in his name which features numerous photos of livestock, Schubarth wrote two days ago:
“We have not been able to sell sheep for about three years

ARDMORE NURSE SENTENCED
FOR TAMPERING WITH PAIN
MEDICATION
Rebecca Elaine Holloway, 33, of Oklahoma City, was
sentenced to 12 months in prison for one count of Tampering with Consumer Products.
The charges arose from investigations by the Food
and Drug Administration—Office of Criminal Investigations and the Oklahoma Bureau of Narcotics.
On August 31, 2023, Holloway entered a guilty
plea, admitting to stealing fentanyl and hydromorphone intended for intensive care patients while she was employed at the Intensive Care Unit (ICU) of Mercy Hospital in Ardmore. According to investigators, Holloway removed the pain medication from their vials,
refilled the empty vials with tap water, and returned the tampered vials to the controlled
storage locker. Holloway admitted she did so despite knowing the pain medication vials
were intended for patients in acute pain and distress, and that by depriving patients of the
medication, she knew she was placing them at risk of death and bodily injury.
“Patients rely on the knowledge that they will receive FDA-approved medications to
manage their pain,” said Special Agent in Charge Charles Grinstead, FDA Office of Criminal Investigations, Kansas City Field Office. “We will continue to pursue and bring to
justice healthcare professionals who jeopardize patients’ health by tampering with their
pain medications.”
“The defendant did not merely steal drugs from a hospital: she compromised the health,
safety, and comfort of vulnerable patients when she tampered with their medications for
her own self-serving ends,” said United States Attorney Christopher J. Wilson. “This
office stands ready to prosecute those who would callously exploit medical patients, and
we are grateful to the FDA and the OBN for their outstanding work in investigating this
case.”
Holloway will self-report on June 6, 2024, to a designated United States Bureau of

On April 18, 2024, OBN’s Marijuana Enforcement Teams
were conducting an inspection of an OBN Registration Applicant south of Davis in Murray County. During the inspection, OBN MET Agents discovered an additional indoor
marijuana grow operating next door to the OBN Registrant
location. After speaking to one of the individuals present
and conducting an investigation, it was discovered the location at 1750 US Highway 77 was cultivating marijuana
without an OMMA License or OBN Registration. A criminal
Search Warrant was obtained and executed at the location. As a result, law enforcement seized 11,771 marijuana
plants and 545 pounds of processed flower marijuana. Five
individuals were arrested for the crimes of Illegal Cultivation
of Marijuana, Aggravated Manufacture of Marijuana, and
Trafficking of Marijuana. Those individuals were: Wenhua
Chen, Yuejha Jhuang, Meihua Lian, Jingding Qiu, and Jianshem Wu. OBN was assisted by the Murray County Sheriff’s Office and The Murray County Commissioners.
Since 2021, OBN’s Marijuana Enforcement Teams (MET)
have shut down over 3,000 marijuana grows, arrested over
300 individuals and seized over 1 million pounds of marijuana as part of criminal investigations for operating with
a license obtained by fraud and/or growing for the out-ofstate black market.
As a result of these OBN enforcement efforts, Oklahoma’s medical marijuana program has seen a drastic reduction in the number of criminal organizations operating
illegal farms in Oklahoma. OBN Registrations for growers
dropped from 9,400 in 2021,
to 6,400 in 2022, and today
that number is down to approximately 3,200.

AROUND THE NATION
On April 1, at approximately 11:45 am, drug agents
with the Colbert County (Alabama) Drug Task Force
conducted at traffic stop on South Hook Street in
Tuscumbia. After speaking with the driver, consent to
search the vehicle was given.
The passenger was identified as Jamarious Dequan Qualls, 29, of Russellville, AL. It was confirmed
that Qualls had misdemeanor warrants for
his arrest in the city of
Sheffield. During arrest agents located two plastic containers with 176 fentanyl pills inside and a plastic bag
containing 1oz of “spice”synthetic cannabis.
Qualls was charged with drug trafficking and unlawful
possession with intent to distribute a controlled substance. Qualls is being held in Colbert County Jail on a
$150,000 bond.

AROUND THE STATE
On March 30, 2024, the Texas County Sheriff’s
Office requested the Oklahoma State Bureau of
Investigation to investigate the suspicious disappearance of 27-year-old Veronica Butler and
39-year-old Jilian Kelley.
Their vehicle was found abandoned near Highway 95 and Road L, south of
Elkhart, Kansas, in rural Texas County. OSBI special agents immediately began
investigating the vehicle and determined there was evidence to indicate foul play.
On April 13, 43-year-old Tad Bert Cullum, 54-year-old Tifany Machel Adams,
50-year-old Cole Earl Twombly, and 44-year-old Cora Twombly were arrested in
Texas and Cimarron Counties. All four individuals were booked into the Texas
County Jail on two counts of First-Degree Murder, two counts of Kidnapping,
and one count of Conspiracy to Commit Murder in the First Degree.
On April 14, the OSBI, FBI – Federal Bureau of Investigation, Texas County
Sheriff’s Department, and the Office of the Oklahoma Chief Medical Examiner
recovered two deceased persons in rural Texas County. Both individuals will be
transported to the Medical Examiner’s Office to determine identification, as well
as cause and manner of death. This is still an ongoing investigation. Anyone with

ANOTHER ONE BITES THE BUST
On Monday, April 22, Agents with the Oklahoma Bureau of Narcotics’ Marijuana Enforcement Team (MET)
served a Search Warrant at Bright Stones LLC. in Lindsey, Oklahoma (10942 170th Street) as part of an ongoing investigation into illegal activity involving this marijuana growing facility. OBN Spokesman Mark Woodward says the investigation began in January of 2024
when Missouri State Police stopped a fake Amazon van
for several traffic violations after entering Missouri from
Oklahoma.
“A search of the van uncovered 246 pounds of packaged marijuana which had recently been picked up at the location in Lindsey. OBN began
an investigation into this black-market shipment and discovered Bright Stones LLC had
obtained its license by fraud, using a ‘straw ownership’ scheme. The main target of this
investigation has been linked to several other illegal marijuana operations in Oklahoma,”
said OBN Spokesman Mark Woodward.
OBN MET Agents on that day, seized 9,143 marijuana plants and 215 pounds of processed marijuana at Bright Stones LLC. Arrests are pending as this investigation continues. OBN is grateful to the McClain County Sheriff’s Office for their assistance with the
Search Warrant on Monday.
Since 2021, OBN’s Marijuana Enforcement Teams (MET) have shut down over 3,000
marijuana grows, arrested over 300 individuals, and seized over 1 million pounds of marijuana as part of criminal investigations for operating with a license obtained by fraud and/
or growing for the out-of-state black market.
“As a result of these OBN enforcement efforts, Oklahoma’s medical marijuana program
has seen a drastic reduction in the number of criminal organizations operating illegal
farms in Oklahoma. OBN Registrations for growers dropped from 9,400 in 2021, to 6,400
in 2022, and today that number is down to approximately 3,200,” said OBN Director
Donnie Anderson.

A Newcastle man with a previous history of
violence, was arrested again after he allegedly
caused his own baby’s death.
Oklahoma State Bureau of Investigation (OSBI),
on April 11, the Newcastle Police Department requested the Oklahoma State Bureau of Investigation to assist with a child abuse investigation.
On the afternoon of April 10, officers received a
call stating a 9-month-old baby was unresponsive at a residence in Newcastle.
The baby was quickly transported to a local hospital to be evaluated and treated.
On April 12, the baby unfortunately passed away. OSBI special agents spoke
with 25-year-old Hunter Allen Smiley, the baby’s father, who was with the child
when officers arrived on scene.
Based on the information obtained during the investigation, Smiley was arrested on April 15. He was booked into the McClain County Jail on a First-Degree
Murder charge.
According to court records, Smiley was charged with domestic assault and
battery against a pregnant woman in January 2023. The no contact order was
lifted in March of 2023 when the victim requested the order be set aside.
As of press time, formal charges have not been filed.
The baby was transported to the Office of the Oklahoma Chief Medical Examiner to determine a cause and manner of death.
