Speeding through Tonkawa did not end
well for Lori Lynn Richecky, 51, after police found drugs and paraphernalia in her
vehicle.
On Feb. 28, a Tonkawa police officer was
on patrol near Public Street and North Avenue when his radar indicated that a blue
truck was traveling 27 mph in a 20 mph
zone. The officer conducted a traffic stop
and made contact with the driver of the
truck, Richecky, and asked her for proof
of insurance and her driver’s license.
After she gave him the items, the officer contacted dispatch,
who advised him the vehicle did not have insurance and that Richecky did not have a valid driver’s license. Dispatch also advised
that Richecky had a valid warrant with the Blackwell Police Department.
The officer informed Richecky of her warrant and suspended
license and placed her under arrest.
While conducting an inventory of her vehicle, he found a gray
and black pencil pouch. Inside the pouch was a glass pipe with a
white crystal residue, a small baggie containing a powdery white
substance and a measuring spoon with a white crystal residue.
The substance in the baggie later field-tested positive for meth.
After a towing company arrived and took possession of the vehicle, the officer transported the lead-footed woman to jail.
Richecky is being charged with unlawful possession of a controlled dangerous substance, unlawful possession of drug paraphernalia, failure to maintain security and driving while license
suspended. She was released on a $5,000 bond and is scheduled
to appear in court on April 16, 2014.

At least he didn’t try to drive!
Perry man Dwight Wade Denny, 58, was
arrested after he had drunkenly hitched a
ride from a man with a broken down truck.
According to the affidavit, a Ponca City
police officer was patrolling 14th Street and
Madison Avenue on Feb. 28, when he saw a
truck parked on the shoulder of 14th Street.
The officer saw a man standing outside of
the truck, and he turned his patrol vehicle
around to see if the man needed help.
When he pulled up behind the truck, another man, later identified as Denny, stumbled out of the truck. He attempted to walk,
but he continued stumbling and almost fell down. He caught
himself on the bed of the truck.
Denny continued to totter toward the officer and told him in
thick slurred speech that he was walking to his brother’s house.
Walking was debatable, however, because Denny allegedly
couldn’t seem to keep his balance.
When Denny staggered by the officer, the officer could smell
the odor of alcohol on his breath. He placed Denny under arrest
for public intoxication.
The other man said he didn’t know Denny and had only given
him a ride from Marland.
Once they arrived at the jail, the officer patted down Denny and
found a black pipe in his pocket that had a burnt green substance
that later tested positive for marijuana.
Denny is being charged with possession of a controlled dangerous substance, unlawful possession of drug paraphernalia and
public intoxication. He was released on a $1,500 bond and is
scheduled to appear in court on May 21, 2014.

The Bible does not specifically use the term
“child abuse.” There is no record of a single
instance in the Bible where a child is being abused.
What the Bible does tell us is this: children have
a special place in God’s heart and anyone who
harms a child is inviting God’s wrath upon Him.
When Jesus’ disciples tried to keep children from
coming to Him, He rebuked them and welcomed
little children to His side, saying, “Let the little
children come to me and do not hinder them for the kingdom of God
belongs to such as these” (Mark 10:14). Then He took the children in His
arms and blessed them (v. 16).
Children are abused and mistreated in several different ways, all of which
are abhorrent to God. Too many children are the victims of angry beatings
and other physical abuse as their parents take out their own anger and
frustration on their children. Anger is almost always sinful, and anyone
who abuses a child in anger commits multiplied sins. “An angry man stirs
up dissension, and a hot-tempered one commits many sins” (Proverbs
29:22). There is no place for unrighteous anger in the life of a Christian,
as Paul reminds the Ephesians: “In your anger do not sin: Do not let the
sun go down while you are still angry, and do not give the devil a foothold”
(Ephesians 4:26-27). Anger should be confessed to God long before it comes
to the point of physical abuse against a child or anyone else.
Psychological and emotional abuse is also forbidden in Scripture.
Ephesians 6:4 warns fathers not to “exasperate” or provoke their children,
but to bring them up in the “training and instruction of the Lord.” Harsh,
unloving discipline alienates children’s minds from their parents and
renders their instructions and corrections useless. In addition, it often leads
to sin against God, as it is difficult in the best of children to be angry and
yet not sin. Parents can provoke and exasperate their children by placing
unreasonable requirements on them, belittling them, or constantly finding
fault, thereby producing wounds that are far worse than any physical
beating can inflict. Colossians 3:21 tells us not to “embitter” our children so
they will not become discouraged. Ephesians 4:15-19 says we are to speak
the truth in love and use our words to build others up, not allow rotten or
destructive words to pour from our lips, especially toward the tender hearts
and minds of children.
So, even though the Bible does not specifically mention child abuse, it is
abundantly clear how God feels about the issue. Anyone who suspects a child
is being abused has the obligation to report it to appropriate authorities.

Anonymous tips lead police to the Bartlesville home of
Todd Jopling Kent on March 11. When the 38-year-old man
saw authorities near his home, he suspiciously sped by but
was unable to escape arrest for being in possession of meth.
According to the police report, Bartlesville police officers were doing surveillance near a suspected drug house,
known to be occupied by Kent, in the 500 block of E. 13th
Street, when a vehicle they believed to belong to Kent drove
by.
Since police had been receiving anonymous tips that Kent
was selling methamphetamine, and the officers knew that
Kent had an outstanding warrant and suspended driver’s
license, they attempted to catch up with the vehicle.
The suspect vehicle appeared to accelerate and pulled into the residence police
had been observing.
Kent exited the vehicle. An officer asked to see his driver’s license. Kent, who
appeared to be very shaky and sweating profusely, handed over the driver’s license.
The officer informed Kent of his outstanding warrant and placed him in handcuffs.
A K9 arrived and performed a free air sniff around Kent’s vehicle. The dog gave
a positive alert on the driver’s side door of the car.
An officer noticed that Kent appeared to be getting increasingly nervous, and
he allegedly began sweating through his shirt.
Police conducted a search of Kent’s vehicle and found two baggies containing a
white crystal-like substance that tested positive for methamphetamine.
Kent is being charged with possession of a controlled dangerous substance and
driving with license suspended. He was released on a $5,000 bond and is scheduled to appear in court on April 11, 2014.

A Bartlesville man was arrested March 9, after he was allegedly caught smoking weed with
three women in a vehicle parked in Johnstone
Park.
According to the affidavit, a Bartlesville officer was patrolling in the park when he noticed
a car parked in the southeast corner of the
park. He noticed that there were four subjects
in the car and what appeared to be smoke coming from the open sunroof.
The officer exited his patrol car and walked
toward the vehicle. As he approached the car, he could smell the odor
of burnt marijuana coming from the vehicle.
He made contact with the occupants of the car and asked them
who had marijuana. They all insisted that they didn’t have any and
that they hadn’t smoked any weed in the car.
Police detained the driver, identified as Leonte Joseph Mayhew,
19, and the other occupants of the vehicle.
A woman told the officer that the marijuana was hers. She said she
bought the marijuana from a man in Nowata, but when the officer
asked her where she had met the dealer to buy the weed, she began
to fumble around and told him she didn’t know.
She eventually admitted that the marijuana wasn’t hers.
Mayhew told the officer that the marijuana was actually his. He
said he bought the weed from a dealer in Bartlesville.
Mayhew added that they had smoked all of the marijuana prior to
the officer’s arrival, and that the officer would find the pipe they used
near the steering wheel.
Police searched the vehicle and found the pipe, along with five pills,
which the officer later identified as Vynanse, a schedule II narcotic.
Mayhew said the pills were his and told police that his doctor had
prescribed them to him for ADD.
Mayhew admitted to knowing that it was illegal to carry pills outside of their prescription bottle and said that the bottle was at his
house.
The officer asked him what doctor had prescribed the pills to him.
Mayhew said he didn’t know the doctor and that he goes through his
mom.
After the officer told Mayhew that didn’t make sense, Mayhew admitted to purchasing the pills the night before.
Mayhew is being charged with possession of a controlled dangerous substance and possession of drug paraphernalia. He was released on a $2,500 bond and is scheduled to appear in court on April
11, 2014.

Spring is a time of new
beginnings, brought about by
spring rains that start quenching the winter thirst of all things
dormant through the winter. Although lately, things seem to have
been drier than usual, I’m writing this Tips in the hopes of maybe
bringing about some much needed rain by talking about it! If you’ve
lived in Oklahoma any period of time, you know that spring rains
usually bring spring flooding, which can significantly impact travel
in the state. I’m going to talk a little about the dangers that roadway
flooding can present, and some tips for avoiding them.
Every year that we have flooding, we get stories about motorists
who are stranded in water that has risen up over the roadway. The
news has the usual shot of one vehicle with its hazard lights on not
moving, followed by video of other vehicles still driving through
these flooded roads. The solution is very simple, if you don’t want
to be that vehicle that is stranded, don’t drive through standing
water! Most of the locations that typically flood over in heavy
rains are traditional places where this happens year after year. The
problem with this is that usually, the locals think since they’ve been
able to drive through it before, it shouldn’t be any problem now. A
lot of things can happen under water that we can’t see though. Parts
of the roadway could wash out, debris could be covered up that can’t
be seen, and other unseen hazards could be present. All of these
things can spell disaster for the person who assumes it will be ok to
drive through standing water on the roadway.
Next, don’t drive around “Road Closed” signs. Every year
in these traditional flood areas, the public safety officials close the
roads for safety, and every year people drive around those signs and
end up needing rescued. Not only are those signs put up for your
safety, it is illegal to drive around them. They are Official Traffic
Control Devices, and as Oklahoma State Statute 47:11-201A states:
The driver of any vehicle shall obey the instructions of any official
traffic-control device...unless otherwise directed by a traffic or
police officer.
Last, be aware of your surroundings, so that you can find an
alternate route if needed. In today’s technology driven world, this is
easier than ever to do. Use that smart phone, tablet, or GPS device
to find a way around flooded areas. Also, when the potential for
floods can cause roads to be closed, give yourself extra time to reach
your destination, in case an alternate route is needed.
Hopefully, this spring will be full of showers that bring out
the green grass and flower blooms, instead of continued burn
bans. If those April showers bring those May flowers, now you’ll
have some tips for avoiding any of the pitfalls that inherently come

Bad vibes
Cara Claffy, a 35-year-old New Mexico woman, was jailed after
she allegedly assaulted her own mother with a vibrator.
According to police, officers were dispatched to an Albuquerque
residence after Sheryl Claffy, 60, called to report that her
daughter, Clara, “struck her on the head with a vibrator” and
was attempting to flee the scene.
When officers arrived at the residence, Sheryl Claffy pointed
them towards a nearby truck and told them that she believed her
daughter was inside. Officers noted that the Sheryl Claffy was
“bleeding profusely” from her head.
Officers inspected the truck and found a male driver inside
with a vibrator laying on the passenger side floor. Cara Claffy was not inside the
truck, however, she was detained moments later as she exited a neighbor’s home.
During a police interview, Claffy admitted to arguing with her mother but denied
striking her with a vibrator. She then insisted that her mother’s injury was self
inflicted.
Officers interviewed Sheryl Claffy who stated that she and her daughter were
watching television when an argument ensued. That’s when her daughter allegedly
picked up a vibrator and struck her in the head with it.
Cara Claffy was booked into the Bernalillo County Jail and charged with aggravated
battery and domestic violence. Her bond has been set at $3,500.

An Oklahoma City attorney is facing prison time after being arrested inside the Oklahoma County jail. The Sheriff’s office says
the investigation when a female inmate told deputies the man she
thought was her attorney was engaging in sexual acts during visitations.
Deputies arrested Frank Kirk, 70, on Monday after setting up a
sting that caught him on audio tape with the inmate. Investigators
say the inmate originally contacted Kirk in January about representing her, but it turns out he never filed to be her attorney of
record.
“Kirk told the victim that since she didn’t have the cash to pay for his services she
could make it up to him by performing sexual acts instead,” said Sheriff John Whetsel.
Sheriff Whetsel said the investigation revealed the Kirk only pretended to represent
the woman who was in jail on drug charges. She discovered the ruse when the public
defender’s office contacted her about her case. That’s when the woman talked to deputies and agreed to assist in the investigation.
Investigators say the woman met with Kirk inside the jail and he is heard on audio
tape making advances towards her. The sheriff’s office says the woman was told to
use the phrase “my pants are too tight” to signal deputies to enter the room. “During
his visit, Kirk furnished her with lubricating jelly and a sex toy and as this began our
investigators opened the door and arrested Frank Kirk immediately.”
According to court documents the female inmate told investigators that Kirk coerced her into performing sexual acts while he watched at least four times.

Pawhuska man Sean Michel Reeves, 20, told
officers, “f--- you pigs,” when authorities found
him stumbling down the road on March 5 with a
can of Four Loko and a bottle of whiskey.
According to the affidavit, a Pawhuska police
officer was dispatched to 10th and Lynn Avenue
in reference to an individual that may be intoxicated.
When he arrived, the officer saw a male subject,
later identified as Reeves, walking northbound
on Lynn Avenue. When Reeves spotted the patrol vehicle, he allegedly
poured the contents of a green can onto the ground. After pouring out the
drink, Reeves lost his balance and fell to the ground.
The officer noticed that Reeves had a very thick slurred speech and
could not stand on his own without falling. He also smelled like alcohol.
The officer identified the green can as a Four Loko drink; Reeves also
had a bottle of whiskey. In addition to the alcohol, Reeves allegedly admitted to smoking eight bowls of synthetic marijuana.
EMT was called because Reeves complained that his heart felt like
it was beating too fast. After EMT cleared Reeves for transport to jail,
Reeves became angry and told the officer, “F--- you pigs. I don’t like you.”
Another officer arrived to assist and Reeves continued his verbal tirade
against the officers.
Once in the patrol car, Reeves began kicking the back passenger
window. The officer opened the door in an attempt to stop Reeves, but
Reeves just began kicking the officer instead.
Reeve’s kicking rendered the window unable to work.
Reeves is being charged with assault and battery on police officer, malicious injury to property, public intoxication and possession of alcohol
by a person under 21. He was released on a $2,000 bond and is scheduled to appear in court on March 21, 2014.

Charles Warner raped and
murdered 11-month-old
Adrianna Waller in 1997 in
Oklahoma County. He was
convicted in 1999. Adrianna
was the daughter of Warner’s
live-in girlfriend. During the
sentencing phase, jurors heard
testimony that he had previously
sexually and physically abused
his ex-wife and a fi ve-yearold girl. Warner’s seven-year-old son testifi ed for the
prosecution that he had witnessed his father abuse
Adrianna on previous occasions. During the ultimately
fatal attack she was sexually molested. She had a sixinch skull fracture, a broken jaw, three broken ribs,
bruised lungs and a lacerated liver and spleen.
Warner has been on death row since August 4, 2003.
Charles Warner and another inmate scheduled to
die this month, Clayton Lockett, have fi led a lawsuit
challenging the constitutionality of a state law
prohibiting disclosure of the identity of people who
provide drugs to be used in executions. It also asks that
their executions be blocked until the information is
provided, reports say.

A Kellyville woman is in trouble for lying
about the contents of her purse after being
taken to jail, even though she was extremely truthful during an earlier traffic stop.
A Pawnee County deputy was on patrol in
Hallett March 6, when a man approached
him at a convenience store and told him
that a woman who had just entered the
store had been driving erratically and almost hit a construction worker, the affidavit states.
The deputy assured the man that he would watch the woman
when she left the store.
The woman eventually exited the store, but she failed to put
her seat belt on when she drove out of the parking lot.
The deputy conducted a traffic stop and made contact with
the driver, identified as Tracy Lou Reece, 43.
She told him that she had a valid driver’s license, but she
didn’t have it with her.
The deputy checked her information and was informed that
her license was revoked.
When he returned to her vehicle, she allegedly told him, “I
lied to you right out of my mouth.” She added that her license
was revoked and she had a firearm in the backseat of the car.
The deputy asked her if she had been convicted of a felony.
She said she couldn’t remember if it was a felony or misdemeanor; the deputy confirmed that it was a felony.
He placed Reece under arrest and transported her to jail. Before entering the jail, the deputy asked her if there was anything illegal in her purse. She replied, “I’m proud to say there’s
nothing illegal in there.”
She wasn’t being so truthful this time.
Police found numerous pills, including hydrocodone and
diazepam, in bottles with different names on them inside her
purse.
Reece is being charged with possession of firearm after former felony conviction, possession of a controlled dangerous
substance, failure to wear seatbelt and driving with license revoked. Her bond was set at $15,000, and she is scheduled to
appear in court on March 25, 2014.
