around the state
A New Jersey man pleaded guilty in
federal court to conspiring with others
to purchase, transport and sell more
than 1,000 box turtles that were unlawfully collected from the state of Oklahoma, announced U.S. Attorney Trent
Shores.
From May 1, 2017 to May 31, 2018,
William T. Gangemi, 26, of Freehold, New Jersey, knowingly facilitated the
purchase and transport of unlawfully collected three-toed and western (ornate) box turtles from Oklahoma to New Jersey in order to sell them for
profit. Gangemi was part of a syndicate of wildlife smugglers where protected turtles were exchanged back and forth between the United States
and China.
By smuggling the turtles, Gangemi violated the Lacey Act, a federal law
which makes it a felony to engage in the sale or purchase of protected
wildlife with a market value in excess of $350 knowing that the wildlife was
taken, possessed, transported or sold in violation of laws or regulations of
any state. In Oklahoma, the collection of both types of box turtles for commercial purposes is against the law. Box turtles reach sexual maturity at
approximately 10 years of age and have a high nest and juvenile mortality
rate. Due to these factors, the harvest of the turtles can have highly detrimental effects on populations.
“Oklahomans respect and value wildlife, and we don’t appreciate those
who would seek to exploit our vulnerable wildlife populations for their corrupt greed. Laws created by Congress to protect wildlife, like the box
turtle, will be enforced by the U.S. Attorney’s Office. Defendant Gangemi
flagrantly violated state and federal laws by illegally collecting and exporting box turtles to the black market,” said U.S. Attorney Trent Shores. “As a
result of the diligent investigative work undertaken by agents from the U.S.
Fish and Wildlife Service and Oklahoma Department of Wildlife Conservation, Mr. Gangemi must now face the consequences.”
“This case is an excellent example of how state and federal law enforcement agencies work together to combat the illegal wildlife trade,” said Phillip Land, a Special Agent in Charge for the U.S. Fish and Wildlife Service.
“We would like to thank the Oklahoma Department of Wildlife Conservation and the U. S. Attorney’s Office for their assistance with this case. Together, we can hold traffickers accountable and protect imperiled species
for future generations.”
As part of his plea agreement, Gangemi agreed to pay $250,000 in
restitution to the Oklahoma Department of Wildlife Conservation and a
$100,000 fine to the U.S. Fish and Wildlife Service for violation of the Lacey Act. The final restitution and fine amounts will be determined by the
Court at the time of sentencing, which is scheduled for Jan. 27, 2020.
Gangemi also pleaded guilty to additional federal charges for trafficking
wildlife in South Carolina and New Jersey.

Presumed Innocent Until Proven Guilty KAY COUNTY 5 | DECEMBER 2019
A Ponca City man will spend the next 20 years
behind bars for raping a 10-month-old baby in
September of 2018.
Thomas Jay Wells, 25, was charged September
24, 2018, with rape first degree (under 14) and
child neglect, in Kay County District Court.
Court records stated that on October 28, 2019,
Wells appeared before the court and waived his
right to a preliminary hearing and entered a plea
of no contest. He was then sentenced to life in
prison with all but 20 years suspended as long
as he obeys all laws, completes a special sex offender registration, and pays fees and fines.
According to reports, Wells never admitted to
sexually assaulting the baby, but evidence on a pair of shorts found by
police contradicted his denial.
In March of 2010, a lewd molestation charge was filed in Kay County
against Wells after he allegedly molested an 8-year-old girl. The charges
were dismissed and refiled under Juvenile Delinquency Proceedings. He
was 15-years-old at the time. The outcome of those proceedings is unknown.

DECEMBER IS NATIONAL DRUNK AND
DRUGGED DRIVING PREVENTION MONTH
Deaths in crashes involving
drunk drivers with a blood alcohol concentration (BAC) of .08+
dropped in 2010, but despite this
decrease, there were still 10,228
lives lost – that’s one person every
51 minutes. That makes it everyone’s problem.
It seems that many people were
doing their part to put a stop to
this completely preventable epidemic. Alcohol-related traffic fatalities reached a low point in the late 1990s.
Research also indicates that 62% of Americans exposed to the now-iconic Friends Don’t Let Friends Drive Drunk campaign have personally intervened
to stop someone from driving drunk, no doubt saving countless lives.
However, since the late 90’s, alcohol-related driving deaths have been
steadily increasing. It seems that though the campaign was very successful, it did not change the behavior of many potential impaired drivers. Many
thought the messages to be targeted at overtly drunk drivers, and not them.
When decision time came, they would consider themselves merely “buzzed”
and get behind the wheel.
The new PSAs created to address this gap were released in December
2005 with the objective to inspire dialogue and recognition of the dangers of
“buzzed” driving and subsequently, to motivate people to stop driving buzzed.
The next installment expands on this message, equating buzzed driving and
drunk driving and demonstrating the devastating consequences that can occur as a result of buzzed driving. The overall campaign hopes to educate
people that consuming even a few drinks can impair driving and that Buzzed
Driving is Drunk Driving.

Presumed Innocent Until Proven Guilty OSAGE COUNTY 9 | DECEMBER 2019
A sting operation landed a major Osage County
drug trafficker being bars in late October.
Skiatook man Gary Lee Guffey, 53, was caught
with 20 grams of meth that he was transporting to
Pawhuska on October 23.
Reports state Pawhuska officers noticed an increase of burglaries in their town over the summer.
While officers usually worked about a dozen property crimes a month, they found themselves working around 30. This increase led them to believe that
people in the area were stealing things to exchange
for drugs.
While multiple arrests were made, officers worked hard to bring down
the major players. Alicia Gibony was arrested in September for trafficking
120 grams of meth onto tribal land. Guffey was arrested just a month later
when an undercover officer caught him trying to sell some meth during a
sting operation.
The two arrests resulted in taking approximately $14,000 worth of drugs
off the street.
Guffey is being charged with distribution of controlled dangerous substance. His bond was set at $20,000, and he is scheduled to appear in
court on December 12, 2019.

A 24-year-old Cleveland man allegedly admitted to
stealing a gun while he was drunk on October 22.
According to the affidavit, Cleveland officers were
dispatched to a residence in the 200 block of N. D
street at approximately 12:35 a.m. to investigate
a stolen firearm. A man said his son woke him up
around 10 p.m. and asked if he had moved his firearm. The man said no, and they searched the area
together.
The gun was missing. A box of ammunition that
was stored beside the missing gun was also missing
three rounds.
The gun owner’s dad said one of his neighbors said
she saw Beau Godfrey Allen walk into his house. The
gun owner said Allen had been in the home earlier
and had seen the now-missing Taurus 740.
The officer asked the victim if he knew were Edwards might be. The man told
him two different addresses.
Officers first went to a home in the 900 block of W. Cherokee. A man who answered the door said Allen wasn’t in the house, but he gave officers permission to
search the property. They didn’t find him.
Officers then went to a residence in the 300 block of N. Vine looking for the
suspect. When they arrived, they saw a BMX bike on the lawn that they knew
Allen used.
They knocked on the door and a woman answered. They asked if Allen was at
the residence – she said yes and pointed at him. Allen was sleeping on the couch,
but an officer woke him up. He initially denied knowing where the gun was, but he
later told them it was under a couch at the residence on W. Cherokee.
Allen and the officers went to retrieve the gun. An officer asked Allen why he
had taken the firearm in the first place. Allen said he was drunk. The homeowner
answered the door and immediately said, “I told you he didn’t live here!”
The officers and Allen walked inside the residence. Using his foot, Allen pointed
under the couch. An officer looked under the couch and saw the gun.
The suspect was placed under arrest and transported to jail.
Allen is being charged with knowingly receiving stolen property.

Dewey man Marshall Allen Perry, 33, is facing
charges of kidnapping for allegedly holding a woman in her home against her will on November 2.
According to reports, the Washington County
Sheriff’s Department was dispatched to a home in
rural Washington County. A woman was being held
in her home by Perry.
Perry and the woman had dated in the past, and
this wasn’t the first time the man had displayed a violent nature. At the time of the kidnapping incident,
he was facing a pending domestic case.
Reports state that when deputies entered the
home, they first made sure the victim got out of the residence safely. Deputies then yelled for Perry to come outside. He refused, and they found him
hiding in the shower in a bathroom in a back bedroom.
The victim told police that Perry wouldn’t let her answer the door or
leave the bedroom before they arrived on scene.
Perry is being charged with kidnapping and direct or indirect contempt
of court. His bond was set at $50,000, and he was scheduled to appear in
court on November 22, 2019.

Police are searching for a man who walked into a bank in Nebraska this week
and tried to open a checking account with a fake $1 million bill. Staff at the Pinnacle Bank branch in Lincoln reported the incident to police. The Lincoln Journal Star reports that bank employees say the man was adamant that the bill
was real despite tellers’ attempts to convince him otherwise. The man eventually left with the bill, but without a new account. Police are reviewing surveillance
video to try to identify the man. Police say they want to check on his welfare and
make sure he was not the victim of a crime. The largest denomination note ever
issued for public circulation was the $10,000 bill.
A Florida judge got to see more evidence than he expected when an accused
woman flashed her breasts in court. Susan Surrette, 54, was arrested for disorderly intoxication in Fort Lauderdale. She appeared in a Broward County bond
court via a video feed, NBC Miami reports. At one point during the hearing,
Judge John Hurley asked Surrette what she did for a living. She replied that she
worked as an escort and porn star under the name “Kayla Kupcakes.” During
the hearing, Surrette alleged she was the victim of police brutality and lifted up
her shirt to offer proof, according to WPTV. After her visual demonstration, Surrette told the judge she has a mental condition. Her attorney then told the
judge: “She’s somebody that needs help. She’s not going to get the help that
she needs at the jail,” according to WPLG. The judge ordered Surrette to pay
$100 bond and undergo a mental evaluation. Under the name Kayla Kupcakes,
Surrette has appeared in numerous adult films since 1998, including “Private
Stuffers 1,” “Sexcretaries” and “Mature Thunder Buns 1.”
When police in Largo, Florida, arrested Jeffrey Forrest Poole on charges of
violently resisting a police officer, the authorities made sure to list things like
his age, weight and address in his arrest report. Officers also included an alias
that Poole has allegedly used in the past ― and it’s pretty awesome, as well
as NSFW. Police were called to the 37-year-old suspect’s home on a reported domestic disturbance. When the officer arrived, according to the criminal
complaint, Poole exited his home and said, “I will beat every cop’s ass!” Then
Poole “raised his right fist and began to extend it towards my face in an attempt to strike me,” the arresting officer wrote, according to The Smoking Gun.
Since Poole was arrested and taken to the Pinellas County Jail, it is highly
unlikely he made good on his ass-kicking promise. Poole was charged with
assaulting a police officer and violently resisting a police officer. What makes
this case interesting beyond Pinellas County is one tiny detail: The criminal alias
Poole has previously used, one “Dickface Johnson.” That name showed up
because Poole was either asked if he had any alias or a record on file under that
name, according to brobible.com.
You know when you’re in an art gallery and you decide to steal one of the
paintings off the wall and then you can’t find a way to jam it into your sweatshirt because it’s a painting and large rectangular paintings don’t belong inside
sweatshirts? Hate it when that happens! Well, this art thief ran into a similar
problem. Luckily, the piece was recovered by gallery staff before the suspect
could escape with it. However, the would-be thief is still on the lam. Police in
the U.K. have released surveillance video in the hopes that viewers will be able
to help locate him. Probably won’t be difficult, given his general difficulty with
the concept of hiding.
