in complete denial
A Ponca City woman allegedly allowed her
ex-husband to sexually abuse their two daughters while they were still married.
Reports state Floyed Dean Allison Jr. allegedly assaulted the two girls and exposed
them to illegal drugs in March 2017. He’s currently serving time in jail in Washington County,
where he’s been since November 2017. He also
has an outstanding warrant in Kay County for
the crimes detailed in the case of his ex-wife,
39-year-old Samantha Jeanne Allison.
Samantha Allison allegedly knew about what
her ex was doing to their daughters. In an interview with police, the victims, who were 12 and
15 at the time, said their father made them perform various sexual acts and would slap them
or hit them with a belt if they didn’t comply with
his demands.
According to reports, an affidavit filed on April 22 says that Allison knew about
the sexual abuse and her husband’s drug use around the children. Not only that,
but she let him return to the home after being granted a five-year protective order
against him in September 2016. She told officers she let the man stay overnight
at her house five or six times after the protective order was granted. During those
instances, she said she caught the man naked on the couch with the girls at least
three times. She later filed to have the order dismissed, apparently on the same
day that she first reported that one of her daughters had been molested.
A final order of dismissal was filed 7 days after that.
With the final dismissal, Allison wrote a letter that said her husband had completed rehab and was no longer a threat to her or her children. She later retracted
her previous statements and told police that she didn’t know anything about her
ex having inappropriate sexual relations with the girls.
Allison is being charged with child neglect, enabling child sexual abuse and
failure to report child abuse. Her bond was set at $50,000, and she is scheduled
to appear in court on August 16, 2019.

10 | JUNE 2019 OSAGE COUNTY Presumed Innocent Until Proven Guilty
June is Internet Safety Month
Computer interconnectivity has produced
enormous benefits, but has also enabled
criminal activity that exploits this interconnectivity for financial gain and other malicious purposes, such as internet fraud, child
exploitation, identity theft, and terrorism. The
Internet can give identity thieves, hackers,
and scammers online access to your computer, financial and personal information and
more. Additionally, today’s mobile devices are well integrated with the internet
and have far more functionality than mobile phones of the past. They are
increasingly used in the same way as personal computers, potentially making them susceptible to similar threats affecting computers connected to the
Internet.
For youths, the internet often serves as a positive and powerful arena for
socializing and learning. However, the use of the internet also brings about
risks to their safety, including the dangers of sexual solicitation, online harassment and bullying, and exposure to illegal content. By discussing responsible socializing and communicating, parents -- regardless of whether they
are technologically savvy -- can help their kids make better decisions about
online behavior.
Efforts to address cybercrime include activities associated with protecting
networks and information, detecting criminal activity, investigating crime, and
prosecuting criminals, . The Administration has taken significant steps to better protect America against cyber threats and has developed a pragmatic
and focused cyber-security legislative proposal for Congress to consider. The
proposed legislation is focused on improving cyber-security for the American
people, our Nation’s critical infrastructure, and the Federal Government’s own
networks and computers.

around the state
54-year-old Gary Lee Branson was put behind bars and his whiskey-making business
was shutdown after officers found an illegal
distillery at his Eagletown home in January
2019.
He was arrested in April for the crime.
According to the affidavit, ABLE officers
were advised by a McCurtain County deputy in early January that there was an illegal
moonshine operation going on somewhere in
Eagletown.
The deputy said they learned during an investigation that Branson was allegedly making the booze at his home in the 3300 block
of Union Valley. The man was then taking the
moonshine to a nearby convenience store,
Short’s Beer To Go, who would sell it to customers.
Undercover officers bought some moonshine from the business on two
separate occasions.
In late January, officers went to Branson’s home.
As officers approached his property, they smelled an odor associated with
the manufacture of illegal moonshine.
They obtained a search warrant and returned to the man’s residence a
short time later.
During the search, officers from multiple law enforcement agencies seized a
variety of items, including collection pots, cookers, burners, thumpers, glass
containers (some were filled with liquid), bags of sugar, containers of yeast,
mash barrels and other items that were marked with Branson’s name.
The suspect was not home at the time of the search.
Branson is being charged with operation of whiskey still or distillery without
distiller’s license. His bond was set at $2,500, and he is scheduled to appear
in court on August 2, 2019.

20 | JUNE 2019 WASHINGTON COUNTY Presumed Innocent Until Proven Guilty
that’s not nice
Ramona man Ty Havens Smith, 24, was locked up for
allegedly shooting at a woman on May 8. The victim said
Smith had called her fat earlier that day.
According to the affidavit, a Washington County deputy was dispatched to a residence on U.S. 75 at approximately 1:48 a.m. to investigate some shots being
fired. When he arrived, he met with two women who
were standing in the driveway. One of the women said
she had been speaking to Smith earlier that day when he
called her fat. She was upset, so she came to the house
to speak to him about what he said and to hang out.
She said Smith apologized to her and they went inside
the home.
At some point, Smith became angry and started actively defensive. The woman said she told him that they should leave, and Smith told
her that they should.
As they were leaving the house, Smith pulled out a gun and followed them to the
back door. The woman told the deputy that Smith pointed the gun at her face. When
they walked outside, Smith started firing the gun. The woman wasn’t sure where
Smith was firing, but she said it felt like he was shooting at her.
The women’s friend gave the deputy the same account of events.
Another witness at the residence also said that Smith pointed the gun at the victim’s
face and fired the gun as they left.
During the investigation, the deputy found Smith hiding in a field. When the deputy
asked him why he was hiding, the man replied that he didn’t want to go to jail for
shooting the gun. Smith admitted to calling the victim fat earlier that day. He became
angry when she said they needed to leave, so he grabbed his gun. He told the deputy
he shot the gun three times.
The deputy asked if he pointed the gun at anyone. Smith started crying and said no.
He said he grabbed the gun to protect his property. He knew the victim was upset,
and he wasn’t sure what she was capable of doing.
Smith is being charged with feloniously pointing firearm and threaten to perform act
of violence. His bond was set at $15,000, and he is scheduled to appear in court on
May 24, 2019.
