BRAMAN COUPLE LOCKED UP FOR
ALLEGED CHILD ABUSE
A Braman couple is facing child abuse
charges for allegedly abusing and neglecting a
child in their care.
The couple, identified as 30-year-old Megan Raleen Hughs and 32-year-old Ryan Levi
Gower, allegedly hit the victim and screwed his
bedroom door shut.
According to reports, a Kay County deputy
was dispatched to Braman Park to investigate
reports of child abuse. The juvenile victim said
he had been beaten with a belt. He also said
there were dog and cat feces in the home.
The deputy met with the victim and noticed a
bruise on the boy’s back.
The victim said Hughs hit him with a belt. He
also said Gower screwed his bedroom door
shut. When asked about the belt, Hughes told
police she had spanked the child twice in six
months.
When asked about the bedroom door being
screwed shut, she said Gower put a screw in
it so it would make noise if it was opened. She
said she didn’t know anything about the bruise
on the victim’s back.
A female in the home told officers that the
juvenile’s account of events was accurate. She
said the door was screwed shut - she used a
power drill to open the door so the victim could go to the bathroom.
A worker with the Department of Human Services was called to the
scene. The victim told the worker he had also been beaten with a vacuum
cord, a hanger, and a wooden back scratcher. He also said he hadn’t taken a bath in 6 days.
While at the couple’s home, the DHS worker and deputy could smell
urine and feces. The victim’s room was nearly empty and had no fan or
windows.
Gower admitted to screwing the victim’s door shut. When asked how he
would have felt if something happened to the juvenile, the man allegedly
shrugged his shoulders.
DHS took the child into custody on August 2. Charges were filed against
the couple on the same day.
The couple is being charged with child neglect and child abuse.
Their bonds were set at $25,000, and they are scheduled to appear in
court on October 7, 2022.

FORMER COMANCHE COUNTY DETENTION OFFICER
ARRESTED FOR 2ND DEGREE RAPE
Special Agents from the Oklahoma State Bureau of Investigation (OSBI) arrested Kevin Warren
Buttler, 49, after a female inmate reported being
sexually violated by the former detention officer.
The OSBI investigation began at the request of
the Comanche County Sheriff’s Office on July 25
after the inmate reported the incident to jail staff
the day before. The inmate stated that Buttler
came into her cell to deliver lunch. While inside
her cell, he unzipped his pants, pulled out his genitals and motioned for her to come over to him
and perform a sexual act. She was performing the sexual act for about five
seconds when Buttler heard a noise and zipped up his pants. The inmate’s
cellmate was present during the incident.
Buttler was questioned by OSBI Special Agents on August 4 at the Comanche County Sheriff’s Office. After being interviewed, he was arrested
and booked into the jail. He is facing a charge of Second Degree Rape.

On the morning of 8/19/2022 at approximately 0800hrs, Captain William Hargraves was traveling eastbound on US Highway 60 on his way
to the Sheriff’s Office. Captain Hargraves was
involved in a collision at the intersection of US
Highway 60 and State Highway 18 where he
succumbed to his injuries from the collision.
William Hargraves was hired in 1998 as a
Jailer by Sheriff Russell Cottle. In 2000 he was
promoted to Field Deputy. In 2003 he was promoted to K-9 Handler and worked drug interdiction and drug detection for the
public schools within Osage County with his K-9 Jasmine.
In 2004 Sheriff Wes Penland promoted him to Patrol Sgt, where his duties
consisted of the Supervision of patrol shifts while continuing to work with his
K-9 Partner.
In 2006 Sheriff Ty Koch promoted him to Patrol Lieutenant, where he was
responsible for supervising all of the patrol and conduct Criminal Investigations for the west area of Osage County.
In 2020 Sheriff Eddie Virden promoted him to Jail Lieutenant, where he
supervises the everyday functions of the day to day operations of the Osage
County Detention Center and Transportation Division. After Captain Charlie
Cartwright retired in 2021 he was promoted to Jail Administrator/Captain.
In 2022, William was promoted to Captain of Investigations.
Our thoughts and prayers are with Willy’s family and everyone affected by
this event.

A LONG TIME COMING
Pawnee County Sheriff’s Office, with the assistance of several other agencies,
arrest three people in connection to thefts across
the area.
On Wednesday, July 27th, 2022, Pawnee County
Sheriff Darrin Varnell and deputies served a search
warrant at an address on Keystone Keys Road in
the Cleveland area of Pawnee County. The Oklahoma Highway Patrol’s tactical team was requested to
help due to the high-risk nature of the warrant.
Pawnee County Sheriff’s Office, Cleveland Police
Department, Mayes County Sheriff’s Office, Payne
County Sheriff’s Office, Noble County Sheriff’s Office, District 8 DA task force, and the OSBI all assisted with the warrant and help conduct a search
of the property.
Investigators located an active meth lab, two
stolen motorcycles, a stolen car, a stolen gun, and
property from two other burglaries.
Investigators were able to obtain stolen property
from at least eight other stolen property cases.
“These guys have been allowed to run Pawnee
County for years and years without worry. We started gathering information on this case shortly after I
took office and we finally had enough evidence to
put them in jail and end their part of this thief ring. As
long as I’m Sheriff, the Sheriff’s Office will continue to
find these criminals and put them in jail,” said Pawnee County Sheriff Darrin Varnell.
Children were inside the residence and known to
stay there at the time of the warrant. Due to the living conditions and meth lab, DHS was in called to
investigate. DHS concluded the residence was not
safe for the children to remain in and took custody
of them.
Edward Dilley, Jeffrey Ray Wiggins, and Heather Renee Wiggins were arrested and charged with
Child Endangerment, Possession of stolen property,
Possession of a firearm while in the commission of a
felony, Possession of a Firearm after former conviction of a felony, endeavoring to manufacture CDS,
and Burglary in the second degree.
One of the burglaries the suspects were arrested in connection to, was from late Pawnee County
Sheriff Dwight Woodrell, stepmother’s house. Investigators learned the suspects liked to brag about
“robbing the dead sheriff’s mom’s house”.
It’s believe these suspects are connected to several other burglaries and larcenies in the area and
this case is still under still investigation.
Varnell continued “We have information about others who are in involved in this
theft ring, and we are coming for them next”.

MAN PLEADS GUILTY TO CYBERSTALKING AND
THREATENING REPRESENTATIVE KEVIN HERN
A man known for showing up uninvited to political events and attempting to get close to politicians
pleaded guilty August 10 for cyberstalking and making multiple threatening statements regarding U.S.
Representative Kevin Hern and his family. Hern represents Oklahoma’s first congressional district.
Keith Charles Eisenberger, 39, of Bartlesville,
pleaded guilty to cyberstalking; threatening to kidnap and assault a member of Congress; and threatening to kidnap and assault the spouse of a member
of Congress.
“The U.S. Attorney’s Office and our law enforcement partners will not tolerate online threats
of violence meant to intimidate elected officials or
members of our community. Keith Eisenberger now
understands there are legal repercussions to committing these criminal acts,” said U.S. Attorney Clint Johnson.
“While the First Amendment gives us the right to express our own opinions, it
does not protect those who cross the line of making violent criminal threats,” said
FBI Oklahoma City Special Agent in Charge, Edward J. Gray. “The FBI will continue
to work closely with our law enforcement partners to ensure elected officials can
perform the duties of their office safely.”
Eisenberger admitted that between Nov. 27, 2018, and May 11, 2022, he threatened and harassed Representative Hern via electronic communication in an effort
to cause emotional distress to Hern and his immediate family. He further admitted
that during the same timeframe, he threatened to assault and kidnap Hern with the
intent to interfere with the congressman’s official duties and to retaliate against him.
Finally, he admitted that on May 11, 2022, he threatened to kidnap and assault the
congressman’s wife.
According to court documents, Eisenberger began making concerning statements about Hern when he took office in November 2018. Eisenberger’s statements became increasingly more violent over time and were made during visits
and phone calls to the congressman’s offices in Washington, DC and Tulsa and
on social media.
In January 2019, Eisenberger appeared in the Washington, DC offices, yelling
and demanding to see Hern. He later told U.S. Capitol Police special agents that
he was angry with Hern because he believed the congressman had been appointed to the seat without Eisenberger being considered for it. He then stated that he
had flown to Washington, DC on a one-way ticket and would not be returning until
Hern resigned.
In a social media post dated Nov. 9, 2020, Eisenberger again voiced his anger
about the election and further suggested that the congressman and the state of
Oklahoma deserved to be “federally executed” and that if that was not feasible
then the resignation, death or expulsion of Hern was acceptable.
In a lengthy October 2021 social media video post, he touted that he was going
to assault the congressman, whether it be at a debate, a conference, or elsewhere.
In a May 11, 2022, social media post, Eisenberger stated that he hoped to kidnap Hern and his wife. He further wished harm would come to the congressman’s
family.

OSBI OFFERS REWARD FOR INFORMATION
IN COMANCHE COUNTY COLD CASE
The Oklahoma State Bureau of Investigation (OSBI) is offering a $5,000
reward for information about the murder of 21-year-old Ci’Lina Teira Bell-Deloney, who also went by Cici. Bell-Deloney, who was a mother, was found
dead in the middle of NW Paint Road in Cache on January 16, 2017. She had
been shot multiple times.
Bell-Deloney was last seen alive at the Walmart on Sheridan Road in Lawton at 5:45 a.m. She left the Walmart with people she knew. Her whereabouts
after leaving the Walmart and until her body was discovered at 11:00 a.m. are
unknown.
The Comanche County Sheriff’s Office investigated this case until OSBI assistance was requested in December of 2021.

A South Carolina man was caught rubbing buttered toast all over his neighbor’s SUV
window. Seems like a foolproof plan, how did he get caught? According to MSN, He
just dropped the toast a few feet away from the car and made his departure, causing
a nearby woman to notice and call the police. The police charged the now hungry man
with “malicious damage to property” and estimated the cost of damage to be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was
in physical terms, we all know we were the hottest at our 5th grade, bowl-cut, chubs
stage. But really, to what extent would you go to cool off?
Hopefully not so far you’d get arrested, but this is exactly what a group of four young
men in Germany did. On a hot day, they decided to make their own pool in a car.
In a BMW no less. A policeman noticed a very strange convertible driving down the
road. Upon closer viewing, it appeared that the bathing-suit clad men were splashing
around in the water-filled car, clearly intoxicated. Though there was no law against driving around with a pool in someone’s car, they were probably charged for driving without
a permit. Talk about hot water.
What do you guys think about sausage? I suppose it’s better than a hot dog, which
in turn is better than bologna (which is basically giant hot dog slices?). And no matter
what, it has to be better than Lunchables *shudder*.
No matter your opinion, sausage was a huge disappointment for this Phoenix man.
He attempted to rob two large businesses, first an Ace Hardware and then a Safeway.
He put his hand under his shirt to look like a gun, but the cashier was not fooled and
calmly said “no” to his request for money. Equally unsuccessful was his attempt to rob
a Safeway, which resulted in him being escorted out of the building. He waited a few
minutes before returning into the store to snag a small breakfast sausage and was
therefore charged with shoplifting. I guess all that failing worked up an appetite.
Sometimes people don’t want their babies. Throughout history, these people have
found convenient ways to get rid of them. In the middle ages, a popular solution was
to leave a swaddled infant on the doorstep of a misfortunate new parent. Worse for the
child, another option was an orphanage. In later times, parents could even put their kid
in the circus for life. The last one, I’m actually jealous of.
It might not have been this Florida woman’s goal to give away her child, but that’s
sure what it looked like. She had gone shopping at Dillard’s, and tried to shoplift $260
worth of clothing using her baby stroller. When a police officer followed her out to her
car, she flipped out and eventually threw her baby in its little carseat at him. The baby
was not injured. The shoplifter received three charges, including “resisting a police officer without violence”. Um. What would be violent, throwing her entire family?
