Eighteen-year-old Brittany
Phillips was a student who
was taking courses at Tulsa
Community College and was
days away from her 19th
birthday. She was described as a
bubbly, happy person who had
no known enemies, the type of
girl who always kept in contact
with family and friends and was
always responsible, taking her
school work seriously. So it was
surprising when she suddenly stopped showing up to TCC
and couldn’t be reached by phone.
On October 1, 2004, after a couple days of missed classes,
a concerned friend decided to stop over Brittany’s apartment
at Union Apartments, where she was living alone. She walked
into a horrifying scene, Brittany’s decomposing body. She
had been laying there for several days.
The last time anyone had contact with Brittany was on the
evening of September 27, 2004. Sometime during the latenight hours of 09/27/04 and the early-morning hours of
09/28/04, an unidentifi ed man was in her apartment. It is
unknown if he was invited in or broke in. She was assaulted,
raped and then strangled to death and he left her bruised and
battered body lying on her bed in her second fl oor apartment.
Since her murder, authorities have interviewed MANY
people and have compared thousands of DNA with no luck.

An apparently unlucky Broken Bow
man was arrested after leaving the
casino in Broken Bow with drugs and
paraphernalia.
He probably he didn’t bet on that!
On Nov. 27, a McCurtain County
deputy saw a red truck leave the casino
with a defective driver’s side headlight,
the affidavit states.
The deputy conducted a traffic stop
and made contact with the driver,
Jeffery Chad Richbourg, 26. There was
also a female passenger in the vehicle.
While the deputy was speaking to Richbourg about the reason
for the stop, the deputy noticed Richbourg was acting very nervous
and had trouble making eye contact with him.
Due to Richbourg’s strange behavior, the deputy requested
the assistance of a drug task officer and his K9. When the officer
arrived, he and the K9 walked around Richbourg’s vehicle. The K9
alerted on the truck.
Police asked Richbourg and his passenger to step out of the
vehicle. The deputy searched the truck and found a small red can
that smelled like marijuana, but was empty.
An officer conducted a search of Richbourg and noticed an
unusual bulge in the front of Richbourg’s pants. The bulge turned
out to be a glass pipe that contained a white residue. The white
substance field-tested positive for meth.
Richourg was arrested and transported to the McCurtain County
Jail.
Richbourg is being charged with possession of a controlled
dangerous substance, possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. His
bond was set at $20,000, and he is scheduled to appear in court
on Dec. 19, 2013.

Hello to all, and Happy
Holidays! By the time you read
this, you will have probably made all your holiday travel plans, if
you are going somewhere, or have people coming to your home to
celebrate. The roadways will be extra busy, and with a lot of people
traveling at the same time, the chances for accidents also go way
up. I’m going to give a few tips on how to minimize your chances
of being involved in an accident, and some ways to help insure your
holidays are safe.
Every year, we work a lot of accidents on people who are “running
late”. Speed plays a major role in accidents, as well as the severity of
an accident. Speed decreases reaction time, which a driver needs to
be able to react to anything that happens in front of them. What is
the best thing you can do to not be “running late”? Simply plan your
holiday travel a little in advance. You know what time you and your
family get off work, or get out of school, so plan your departure time
accordingly. Give yourself plenty of time for delays, bathroom and
snack stops, etc. Also, if you are running late, its OK! The people
you are going to see would rather you be late, than not arrive at all
because you were involved in an accident.
Another major factor in holiday accidents are a result of
celebrating, and then making a bad decision. I’m not going to tell
you not to enjoy your holiday, and if partaking in some egg nog or
other alcoholic drink is part of your celebration, that’s fine. Just
don’t decide to drive after you drink. Drinking and driving is a
decision, not an accident. Planning here goes a long way towards
a safe holiday. If you know you are going to drink, plan on staying
where you are, or have a designated driver.
Another thing you can do to stay safe is wear your seat belt. The
accident may not be your fault, and you may be doing everything
right, and could still end up in the hospital or worse, because you
didn’t have your seatbelt on. Even minor accidents can cause
significant damage to us if we are not properly restrained. Every
Trooper on the road has worked a fatality accident which we all
know in our heart would not have resulted in death had the person
been using a seatbelt. It takes no time to put on, but it may be the
most important thing you can do this holiday season.
To sum up, slow down and enjoy the holiday season! Plan ahead,
and use a designated driver or stay put if you use alcohol in your
celebrations. No one wants to spend the holidays in a hospital or
worse!
Holidays are for celebration, so lets take care of ourselves and
each other. Thanks for listening, buckle up and drive safe.

An Atoka teen was taken into
custody after a dead skunk and a
cigarette butt helped crack the case
of a break-in at a local church.
Dakota Brand, 18, was charged
Nov. 11 with second-degree burglary
in Atoka County District Court.
According to the police affidavit,
Atoka County Sheriff’s Deputy
Clint Holland was called to a rural
area outside Atoka in reference to
something leaving a disabled truck
on his property. Numerous ruts and
tracks were carved into the ground
and the truck looked as if it had run over a bale of hay. A dead
skunk was also laying behind the truck. The farmer told the
deputy he wanted to press charges on whoever tore up his field.
An investigation led Holland to Brand as the person who last
drove the truck. He left word at a residence that Brand needed
to go to the sheriff’s office for questioning.
During the investigation, Holland was sent to a local church
that had been the victim of a burglary. Two sets of prints and
a cigarette butt was left at the crime scene. Inside, the burglars
had partaken of several pops and juice drinks.
Brand showed up at the sheriff’s office several hours later. He
admitted to running over the skunk, tearing up the field, and
then later going inside the church, but not breaking into it; he
just wanted to warm up. He accused a juvenile he was with of
breaking the window, but the juvenile, in turn, accused Brand
of the crime.
Brand was placed under arrest. Bond was set at $10,000 and
his court date was set for Jan. 14, 2014.

Alcohol hurts thousands a year. Yet its
legal. Weed on the other hand helps
people, no reported deaths or ODs, but
yet its illegal. Makes perfect sense.

A 12-year-old Wagoner boy was killed Nov. 9 by a driver suspected of being under the influence of alcohol. Chief
of Police Bob Haley said the boy was riding home with his
brother when he was hit by an SUV.
Haley said the two brothers were northbound on North
Story Avenue near N.E. Ninth Street just before 11 p.m. Billy
Lord, 12, was struck by a northbound SUV driven by Richard Roth of Wagoner.
Roth left the scene but later returned, Haley said.
The other brother was not injured.
Haley said Roth, 34, was booked on anticipated charges of manslaughter
and leaving the scene of a personal injury accident. Any other charges will
await the results of a blood test, but police do have reason to suspect alcohol
is a factor, he said.

A tale of two ex-lovers and a stolen token of affection resulted in the
arrest of a Coalgate woman.
According to the police report, a Coalgate police officer was dispatched
to an apartment on Dec. 2. When he arrived, the defendant, Jessica
Marez, 46, was walking away from the apartment. The officer asked
Marez what was going on, and she told him that she and another woman
had been arguing, but the argument had not been physical.
The officer spoke to the other woman, who told him that she had
been away from the apartment for about an hour and a half. When she
returned, Marez was going through her belongings.
The women told the officer that she and Marez had been in a
relationship but were no longer together. She added that Marez had been
at the residence the night before, but had left and did not have permission to enter the residence.
The woman accused Marez of stealing a small silver ring.
The officer spoke with Marez and asked her to empty her pockets onto the hood of his patrol car.
She placed a ring that matched the description of the stolen piece of jewelry on the hood.
The officer asked her about the ring, and she told him that she had bought the ring for the other
woman and now wanted it back.
When asked how she had entered the residence, Marez told the officer that the other woman had
picked her up a few days earlier and she had been at the residence since.
The jewelry thief was arrested and transported to jail.
Marez is being charged with burglary in the second degree and knowingly concealing stolen
property. She is being held on a $12,000 bond and was scheduled to appear in court on Dec. 5,
2013.

An Antlers man found himself in the county jail once again
after an officer heard his tire blow out when he jumped a curb.
Shad Sparks, 35, was charged with felony aggravated DUI
Nov. 18 in Pushmataha County District Court, his second DUI
charge within a year.
According to the police affidavit, Officer Stewart Stanfield
was parked in the old Gene Hill body shop on West Main when
he heard a loud bang behind him. He looked to see where the
noise had come from and saw a maroon Dodge pickup traveling
west near AmeriBank. The right front tire was blown, but the
truck was still going.
Stanfield activated his emergency lights and the truck pulled
over. He immediately recognized the driver as Sparks from an
arrest earlier in the year.
The officer told Sparks he pulled him over for driving on a blown tire and immediately
noticed signs that Sparks was intoxicated. Sparks looked sleepy, had slurred speech, and
reeked of booze.
When Stanfield tried to give Sparks a field sobriety test, he failed it miserably. A breath test
revealed Sparks had a blood alcohol level of .25, three times the legal limit.
While Sparks was under arrest, Stanfield noticed that Sparks had run all four tires over the
curb and onto the grass of the bank.
Sparks was then taken to the Pushmataha County Jail and booked.

A Nowata man was arrested in
Bryan County after police found
evidence of the manufacture of
meth in his son’s barn.
On Nov. 25, an anonymous caller
informed the Bryan County Sheriff’s
Department that Terry Edward
Thomas, 41, was at a Durant
residence, the affidavit states.
According to the caller, Thomas had
a warrant for his arrest out of Atoka
County and was currently cooking
meth.
A deputy verified the warrant with
Atoka County, and police went to the Durant residence. A deputy
watched the backyard while police approached the residence.
As a deputy pulled up to the front of the house, he received a
call that a man had just run out of the barn that was located east
of the house.
The deputy ran toward the location and found a man standing
behind the barn. The man identified himself as Thomas.
The deputy placed Thomas under arrest for his warrant. As
they were walking to the patrol car, a man exited the house and
identified himself as Thomas’ son.
He told the deputy that the house and barn were his, but he
was letting his dad stay there because he didn’t have a place to
stay.
The deputy told the man about the caller that said Thomas was
cooking meth. The man told the deputy, “I don’t know what the
stuff looks like, but you are welcome to check the barn.”
Inside the barn, the deputy found a toolbox that contained
items consistent with the manufacture of meth, including cold
medicine and drain cleaner.
While the deputy was checking the items, he heard police radio
traffic in the barn; in the east side of the room, he found a police
scanner that was tuned into Bryan County’s radio frequency.
Thomas agreed to speak with police and said that someone
else had brought the toolbox and items over earlier in the day.
The deputy asked Thomas if his finger prints would be on the
items, and Thomas said yes, because he had put the toolbox in
the barn.
Thomas is being charged with attempting to manufacture a
controlled dangerous substance (methamphetamine) and use of
police scanner in commission of a felony. His bond was set at
$15,000.

On Friday, October 18, an Oklahoma Internet Crimes Against
Children Task Force member from the Edmond Police Department
arrested Stephen DeWayne Huckeba, 52, at his residence. The case
was initiated by an Edmond detective into the distribution of child
pornography on the Internet. Huckeba distributed more than a
dozen child pornography videos to the detective.
Task force members from the Edmond Police Department,
Oklahoma State Bureau of Investigation, Oklahoma Attorney
General’s Office, with the assistance of the Logan County Sheriff’s
Office, served a search warrant at Huckeba’s residence, 200 East
Rock Circle Drive in southern Logan County.
During the search of the residence, several computer-related items
were located and seized. Huckeba admitted to the Edmond detective that he distributed and
possessed child pornography images and videos.
The computer items will be taken to the Edmond police computer laboratory for forensic
examination. The case is still under investigation to determine if any local children are in any
of the images.
Huckeba was booked into the Logan County Jail and is charged with one count of
distribution of child pornography, one count of possession of child pornography, and
violation of the Oklahoma Computer Crimes Act.

Craigslist crazy man
Anthony Brinkman, a 32-year-old Missouri man, was jailed Nov. 1
after he allegedly posted an ad on Craigslist seeking an individual who
would be willing to rape his daughter while he watched.
According to St. Louis Police, an investigation was launched after
Brinkman posted an ad on Craigslist seeking an individual who would
be willing to have sex with his 11-year-old daughter while he watched.
Someone who saw the ad clicked the “report abuse” feature on the
site, and the report was forwarded to the Missouri Internet Crimes
Against Children Task Force.
Investigators say a female undercover officer posing as a 27-year-old
woman responded to Brinkman’s ad and discussed his request.
Brinkman reportedly told the officer that he was looking for someone
who would engage in sex with his daughter using various sex toys. As
the conversation continued, Brinkman told the officer that he wanted
her to be his girlfriend and planned to participate in the assault.
Brinkman agreed to meet the undercover officer at a nearby Cracker Barrel restaurant. If all
went well, Brinkman planned to bring the officer to his home where the assault was to take place.
When Brinkman showed up at the restaurant, officers were surprised to see that he brought
the little girl with him. After Brinkman’s arrest, his daughter was released into the custody of
other relatives.
A search warrant was then served at Brinkman’s apartment in Cuba, Missouri. Investigators
are awaiting the results of a forensic examination of his computer.
He was booked into jail and charged with attempted statutory sodomy. He remains held in lieu
of $100,000 bond.
The case remains an open investigation and additional charges are expected.

Police out helping keep the streets clean arrested
a man suspected of stealing a street sweeper.
According to Sacramento Police, offi cers out on
patrol near Truxel Road and Brewerton Drive saw

The truck promptly ran a red light – and didn’t
have its headlights on – prompting the offi cers to try
and pull the street sweeper over. However, police
note, the driver pushed on and didn’t stop until he
had hit three parked cars. The driver then bolted
from the truck.
A police perimeter was set up in the area, but
the suspected driver – 18-year-old Lavonn Dill –
eventually surrendered himself to a K-9 offi cer.
Dill now faces charges of fl eeing, possession of a
stolen vehicle and hit-and-run charges.
A Florida man who was doing a mean-spirited
Santa Claus impression might be spending Christmas
behind bars after getting caught in the chimney of a
Naples, Fla., home during an attempted burglary.
Richard Tyler Brandon, 25, got trapped in a
chimney after running out of cash during a night
out. His friend, Derek Grenfell, alerted two Naples
police offi cers about the situation after it became
apparent Brandon was stuck.
A team of police offi cers and local fi re department
offi cials broke into the home and saw Brandon’s foot
hanging in the fi replace.
“I said, ‘Dude, you’re not Santa Claus, what are
you doing?’” Grenfell reportedly said to the police.
It took two hours, but Brandon was freed from the
chimney and taken to the hospital for treatment of
issues including leg pain and trouble breathing. It
could have been worse.
“There is a chance he could have died,” said
Naples Detective Robert Young. “That space he was
jammed into was really tight. He couldn’t move.”
Brandon was hit with two burglary charges and
Grenfell was charged as an accessory to the crime
after the fact.
A Vero Beach, Fla., man who was angry with his
wife left a phony bomb on a kitchen counter, an
Indian River County Sheriff ’s Offi ce spokesman.
Randolph Smith, 51, was arrested on charges of
aggravated assault with a deadly weapon, planting
a hoax bomb and resisting arrest without violence.
Deputies received a call from a woman who said
her husband left a gray pipe with a wire protruding
from one end on the kitchen counter. There were
several hand-written notes on the counter, including
one that read, “This is (an) explosive. (It’s) a bomb.”
Smith’s wife told deputies she is in the process of
getting a divorce.
The bomb squad was called and determined that
the device didn’t contain any explosives.
Deputies tracked Smith down at a Burger King
and arrested him. During questioning, Smith tried to
leave the interview room and had to be handcuff ed,
according to the arrest report.
Smith told detectives that he left the hoax bomb
on the counter because his wife “pissed him off .”

A traffic stop for a shattered window
shattered a Hugo woman’s dreams of
escaping arrest after she attempted
to run from police.
On Dec. 4, a Hugo police officer
was on patrol when he observed a
black vehicle driving with a shattered
windshield.
According to the affidavit, he
attempted to conduct a traffic stop,
but the driver of the vehicle was
apparently not OK with the flashing
lights in her rear view mirror. The
suspect accelerated to a high rate of
speed and ran several stop signs, narrowly avoiding collisions with
other motorists.
The suspect drove the vehicle inside a rodeo arena and finally
came to a complete stop. The suspect jumped out of the vehicle and
took off running.
A female passenger that exited the vehicle was ordered to the
ground and placed in handcuffs. She told the officer that 36-yearold Noel Hammons had been the one behind the wheel during the
pursuit down the streets of Hugo.
Police apprehended Hammons and she told them that she ran
because she was driving under suspension.
A wrecker was called to impound the vehicle, and during inventory
of Hammons’s car, the officer found a red Solo cup in the console
with what appeared to be, and smelled like, an alcoholic beverage.
Hammons was transported to the Choctaw County Sheriff’s
Office.
Hammons is being charged with felony eluding, defective
equipment, transporting an open container, driving under
suspension and reckless driving. She was released on a $2,500
bond and is scheduled to appear in court on Jan. 28, 2014.
