We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A Perkins man tried to escape from the
back of a police car after he was arrested
for possession of drug paraphernalia on
May 27.
He almost got away with it, but unfortunately for him, hiding in nearby bushes
just didn’t work.
According to the affidavit, a Payne
County deputy responded to a 911 call that
sounded like a domestic dispute. When he
arrived at the location on Main Street in
Ripley, he met with the man and woman
that had been arguing outside an apartment building.
The deputy checked both subjects for warrants, and was advised
that 37-year-old Jessie Randall Hiltzman, 37, had an outstanding
felony warrant through Kay County.
The deputy placed him under arrest. While searching the man,
the deputy found a syringe in Hiltzman’s pocket.
The deputy put Hiltzman in the patrol vehicle.
Another deputy arrived on scene, and while speaking about the
incident, they noticed two subjects in an apartment, one of which
had an outstanding warrant for her arrest.
The deputies went to arrest her, and when they returned, they
noticed Hiltzman was no longer in the patrol car. The rear window had been rolled down, and the backseat was empty. It wasn’t
too long, however, before police located Hiltzman hiding in some
bushes about 50 yards away from the vehicle.
The deputy was able to successfully take Hiltzman somewhere
where it won’t be so easy to escape — a jail cell.
Hiltzman is being charged with escape from arrest or detention
and unlawful possession of drug paraphernalia. He is being held
in lieu of a $20,000 bond and is scheduled to appear in court on
June 23, 2014.

As the weather starts to warm
up, recreational thoughts naturally
turn to the wonderful lakes
and other waterways in the state of Oklahoma. Along with the
increase of activity in and around the water, comes the potential
for drownings or near drownings, most of which can be prevented
with the use of Personal Floatation Devices. I’ve talked about them
before, but a refresher never hurts, so here goes!
First, let me just say that there are 5 types of PFDs. I’m not
going to get into their descriptions, just which types are required
for what situation. All PFDs must be U.S. Coast Guard approved,
and used in accordance with their label. The label will also state
the type. All vessels must carry one wearable (Type I, II, III,
or V) USCG approved PFD for each person on board or being
towed. In addition to that, vessels 16 feet in length or longer
must have one Type IV USCG approved PFD on board and readily
accessible. Oklahoma Law requires that all children under 13 years
of age wear an approved PFD whenever underway in a vessel less
than 26 feet in length. Each person on a personal watercraft or
sailboard must wear an approved PFD. Anyone being towed on
water skis or similar devices must wear an approved PFD. Ski belts
are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull
it up off them. If it can come off, it is not the right size for the
wearer.
Those are the requirements, so now lets talk about the
suggestions. If you have children in or around water, make
sure they have a PFD on. Air mattresses, floaties, and other toy
floatation objects don’t count. There have been way too many
stories of toddlers near the water’s edge falling in and drowning,
and these could be prevented by following this suggestion. Also,
keep a watchful eye on those kids...even if they are only out of
your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it

June’s Officer of the Month Award goes to…
Athena • Pushmataha County
Athena
Officer of the Month
Athena is a K-9 Officer with the Pushmataha
County Sheriff’s Office. She was nominated for
her loyalty and quick action when a deputy
was being assaulted by a suspect. She is one of
three K-9 officers the county has on the street.
On April 8, Antlers dispatch radioed that an
officer needed help on NE A Street in Antlers.
The suspect, Barney Sutterfield, was being
placed under arrest for an outstanding warrant
when he ran from police. After a Pushmahata
deputy later located Satterfield, Satterfield
again resisted arrest and tried to escape. Several times Satterfield was warned to stop resisting or the deputy would release his K-9,
Athena, and he would be bitten. Satterfield did
not heed the warning and began kicking the officer. On her own, Athena bit Sattefield on the
leg. Athena’s actions forced Satterfield to stop assaulting the deputy and taken into custody.
Because of Athena’s quick action, she has been named OK Jailbird’s Top Cop for June, 2014.

Mary Elizabeth Morgan Pewitt, 25, was found inside her
residence in Comanche, OK on June 4, 1988. A divorced
mother of two, Mary worked at a local bar and had closed
the establishment around midnight June 3. After driving
over to the bar owner’s house where she dropped off the
day’s proceeds, she returned home where she was met by a
boyfriend. Mary and her boyfriend visited for a short while
before he left the residence, becoming the last person known
to have seen her alive. It was shortly after the boyfriend’s
departure that investigators believe someone entered the
house and viciously stabbed Mary to death. Mary had recently
been involved in a volatile relationship regarding child support. On the night she was
murdered, Mary’s children were not at the home because they had spent the night with
Mary’s parents. The OSBI did not enter the case until 1997 when the agency asked to
assist the Comanche Police Department.

“It is important to review the events
surrounding the execution of Clayton
Lockett to ascertain what transpired
and to ensure the death penalty is
administered correctly. It’s equally
important that any such review
be conducted with a commitment
to objectivity. Transparency and
impartiality in the fact-fi nding
surrounding this execution will give
Oklahomans confi dence and lend
credibility to the state’s most solemn of
duties: carrying out the sentence of death.
As the state’s chief legal offi cer, and to ensure the fair administration
of justice, I am taking the following actions:
• Assigning investigators from the Attorney General’s
Offi ce to work with DPS Commissioner Michael Thompson as he
gathers information on the execution of Lockett;
• Designating a special advisor(s) to assess the results of
the review of Lockett’s execution, and Department of Corrections’
procedures, and then to recommend, if necessary, any changes
surrounding such issues;
• Instructing my staff to work with lawmakers on any
relevant legislative proposals emanating from the review;
• Ensuring victims’ concerns in the process are addressed.

If you are involved in two vehicle collisions happening just
minutes apart from each other, there might be something
wrong with you.
For Brian Dewayne Henry, 33, it was meth.
According to the affidavit, Mounds police arrested the Kellyville man on May 17 after he was allegedly involved in two
accidents, one of which caused life-threatening injuries to a
woman.
According to witness, Henry ran into the back of a car that
was parked off the roadway on 13th and Commercial. The
victim had been putting items in the passenger side of her
car when Henry “violently” struck her car at the rear. When
the officer arrived at the scene, the woman was seriously injured and Henry was nowhere to be found.
Witnesses told police he drove off, but one of the witnesses
followed him in an attempt to catch him.
While investigating the incident, the officer was advised of another accident near the area
of 17300 S. Highway 75A. When he arrived, he saw a truck that matched the description of
Henry’s. A witness was able to positively identify Henry as the suspect. Henry was still in the
driver’s seat of the truck, and after checking that he was OK, the officer asked him to exit the
vehicle.
Henry was unsteady on his feet and told the officer in slurred speech that he had not consumed any intoxicating substance. The officer later overheard Henry tell medical personnel
that he had taken “five or six hits” of methamphetamine earlier that day.
The officer placed him under arrest and conducted a search of his vehicle. Mounds Fire Department personnel told the officer that Henry kept asking about a gun that was in his truck.
During the inventory of Henry’s vehicle, the officer located the gun, along with a marijuana
pipe.
Henry is being charged with leaving scene of accident involving injury, possession of a
firearm during commission of a felony, driving a motor vehicle while under the influence of
drugs and unlawful possession of drug paraphernalia. He is being held in lieu of a $7,000
bond and is scheduled to appear in court on June 6, 2014.

If someone needs their ass beat,
39-year-old Jake Leroy Goad is gonna be
the one to do it!
At least, that’s what the Guthrie man
told police when he was arrested for assault on May 28.
According to the affidavit, Logan County deputies were dispatched to the 2900
block of Terrill Drive in Guthrie due to
an assault that had occurred. They were
told that the suspect had left the scene.
A woman told police that Goad, her exboyfriend, had beat up another man.
The victim had deep lacerations on the
top of his head, and there was bruising and swelling along his eyebrows. He was also unable to open one of his eyes due to the injuries.
While police were with EMS attending to the victim, a witness
alerted them to the presence of Goad. A deputy told Goad to come
speak to him, but Goad refused and told the officer with some expletives, “I’ll go to jail when I’m ready!”
The deputy aimed his Taser at Goad, and apparently he decided
he would go now, because he followed commands and was placed in
handcuffs.
When the deputy asked him his name, he replied, “Jake mother
[expletive] Goad!”
The deputy conducted a search of Goad and noticed the smell of
alcohol. He asked Goad if he knew why people were accusing him.
He nicely replied, “Because I beat his mother [expletive] ass! I beat
[expletive]’s asses when [expletive]’s asses need to be beat.”
On the way to jail, Goad continuously screamed obscenities and
insults at the deputies. He was belligerent and had to be placed in a
restraint chair once at the jail.
Goad is being charged with aggravated assault and battery and
public intoxication. His bond was set at $10,000, and he is scheduled
to appear in court on Aug. 28, 2014.

with a defective right brake light while
on routine patrol at Joe Long and Mattheyer Drive. He stopped the vehicle
and made contact with the driver,
Louisea Faye Lee, 32. While giving the
officer her information, Lee appeared
to be very nervous and her hands were
shaking.
The officer asked her why she was so nervous, and she told him that
she didn’t know. It was then that the officer saw that the “5” on her
temporary tag had actually been altered from a “4.”
While dispatch was checking her info, the officer conducted a free
air sniff around Lee’s vehicle with his K9. The animal alerted to the
presence of an illegal substance on the driver’s side of the truck.
The officer told Lee that the K9 had indicated that there was something illegal in her vehicle.
Lee told the officer that there was some methamphetamine in a
black wallet inside the vehicle.
The officer looked in the wallet and found a small plastic bag that
contained a clear crystal-like substance. The substance field-tested
positive for meth. The officer also found more small plastic bags that
were unused.
Lee is being charged with possession of a controlled dangerous
substance, unlawful possession of drug paraphernalia and altering
license plate decal. She was released on a $5,000 bond and is scheduled to appear in court on June 9, 2014.
