BAD JUDGEMENT CALL
Despite being found guilty of multiple of sex crimes against
teenage girls, an 18-year-old Stillwater student has managed
to avoid jail time.
Jesse Mack Butler managed to dodge prison time because
he pleaded no contest to several rape and assault charges.
Back in March, when Butler was just 17, he was charged
as an adult with 10 felony counts related to sex crimes against
two girls, both of whom were students at Stillwater High
School. Sadly, one of the girls was choked unconscious and
almost died, according to her doctor.
Butler’s charges included two attempted rapes, three counts of “rape by instrumentation,” one
count of sexual battery, one count of forcible oral sodomy, two counts of “domestic assault and
battery by strangulation,” and one count of domestic assault and battery.
Butler didn’t admit to any of the charges, and the Payne County District Attorney Laura Austin
Thomas’ office made a deal with his lawyers to change his status from an adult to a youthful offender.
The victims’ families really wanted the D.A. to reject the deal, but in July, Judge Susan Worthington
agreed to the deal. In August, Butler changed his plea from not guilty to no contest.
The plan included more than 100 hours of community service, a curfew, no social media, daily
check-ins and weekly counseling until his 19th birthday.; it was approved.
The ruling states, in part, according to Oklahoma State Courts Network: THE OFFICE OF JU

FUL OFFENDER ACT AND APPROVES THE YOUTHFUL OFFENDER REHABILITATION PLAN
AS SUBMITTED BY THE OFFICE OF JUVENILE AFFAIRS HEREIN. THE YOUTHFUL OFFENDER
REHABILITATION PLAN, RULES OF PROBATION, AND ALL INTERLINEATIONS ARE SIGNED IN

TWICE REMOVED
The Oklahoma Multi-County Grand Jury has indict
ed a woman on one felony count of voting illegally.
Victoria Vincenza Dill, 31, is accused of voting
twice in the general election in November 2024.
The Oklahoma State Election Board discovered Dill
voted in person in Oklahoma County and submitted
an absentee ballot in Payne County on the same day.
The general election ballot included president/vice
president, state leaders like corporation commission
er, U.S. representatives, state senators and represen
tatives, judges and state questions.
“The integrity of our elections is fundamental to ensuring every vote counts,” said
Attorney General Gentner Drummond. “Every illegal vote cancels out a legitimate vot
er’s voice and undermines public confidence in our elections. My office will continue
to investigate voter fraud and hold accountable those who violate Oklahoma’s elec
tion laws.”
Dill could face up to five years in prison and/or a $50,000 fine, if convicted.

5 | NOVEMBER 2025 Presumed Innocent Until Proven Guilty PAYNE COUNTY
A Whitley County, Kentucky, woman is facing charges
after allegedly biting two sheriff’s deputies and breaking
one deputy’s nose with his own baton on October 13.
Amy Mabes, 37, was arrested after a deputy respond
ed to a disturbance call on U.S. Highway 25 in Williams
burg, where someone was allegedly breaking windows at
a home.
According to an arrest citation, the deputy found Mabes
in the backyard with a large metal tool in her hand. When
ordered to drop the tool, Mabes initially refused and tried to get away when the deputy tried
to detain her.
A foot chase began when Mabes ran across U.S. Highway 25 into a heavily wooded area.
The deputy tried to use his Taser, but it was not effective. After taking Mabes to the ground
and putting her in handcuffs, the citation says she continued to resist arrest as they made their
way out of the woods.
Mabes slipped one handcuff and attempted to escape by striking and kicking the deputy.
During the physical confrontation, the deputy used his baton to get Mabes to stop resisting,
but he dropped the baton during the struggle.
Mabes picked it up and struck the deputy in the face with it, breaking his nose and causing
a laceration above his left eye that required stitches.
A second deputy arrived on scene to assist, but Mabes bit both deputies during the arrest.
Both deputies received medical treatment at Baptist Health in Corbin. After being taken into
custody, Mabes told authorities she has AIDS and hepatitis.
Mabes was lodged in the Whitley County Detention Center on charges of criminal mischief
first degree, disorderly conduct second degree, fleeing or evading police first degree on foot,
resisting arrest, assault third degree on a police officer and assault first degree on a police
officer.

7 | NOVEMBER 2025 Presumed Innocent Until Proven Guilty PAYNE COUNTY
A Randolph County, West Virginia, woman is behind
bars after drugs were allegedly found in her personal
space during a traffic stop.
Michelle Lea Hawkins, 28, of Elkins, WV, is charged with
possession with intent — methamphetamine, and false
evidences, forgery of title and registration, both felonies.
She is being held in the Tygart Valley Regional Jail on a $10,000 cash only bond set by
Randolph County Magistrate Mike Dyer.
According to the criminal complaint, prepared by Trooper H.J. Bonetti of the West
Virginia State Police, the officer noticed a black 2001 Volkswagen Jetta driving without a
right mirror in Beverly.
Bonetti conducted a traffic stop and spoke with the driver, Hawkins, who said she did
not have her license with her, and that she did not have insurance on the vehicle, the
complaint states.
Running the vehicle’s registration through the State Police database, the officer learned
the registration had been expired since 2001, although the vehicle’s registration sticker
showed a “colored in black square with a white in color ‘2025’ writing,” according to the
complaint.
The officer placed Hawkins under arrest, the complaint states, and she said she “had
dope in her bra.” She removed a blue container from her bra and
handed it to the officer. It held two yellow baggies which contained
a white powder suspected to be methamphetamine.
The officer also searched Hawkins’ purse, finding $3,300 in
cash, a silver container and multiple-size baggies. Inside the sil
ver container was a measuring scale, according to the complaint.
The officer asked Hawkins where the drugs came from, and she
allegedly said she was given the blue container in Beverly and was
delivering it to Mill Creek.

ANOTHER SEX OFFENDER OFF
THE STREETS... FOR NOW
A former Mannford Police Officer was sen
tenced on October 21 to two years in prison,
followed by eight years of probation, for sexually
assaulting two teenage boys.
Matthew Waltman accepted a plea deal from
the prosecutors last month and pleaded guilty to
all eight charges, including rape by instrumenta
tion and giving alcohol to minors.
Waltman served as a Mannford Police Officer and a school resource officer in
Mannford Schools.
Prosecutors charged Waltman with rape last March after a Mannford student
came forward saying Waltman invited him over to his house, gave him 12 shots
of whiskey, and then sexually assaulted the boy.
Investigators reported that the student became ill and lay down to recover, but
woke up to Waltman assaulting him. They mentioned that the student demand
ed Waltman take him home, and later, the student shared what happened with
a pastor, who then called the police.
Investigators stated that Waltman admitted to the police chief, a pastor, and
the Mannford Schools superintendent that he gave minors alcohol but denied an
assault, later suggesting that things happened between two consenting adults.
Prosecutors charged Waltman with additional crimes this year after another
boy came forward, claiming that Waltman had an inappropriate relationship with
him when he was a minor.
Waltman will be required to register as a sex offender.

TRAUMA ROOM
A registered sex offender is back in jail after a woman
reported that he sexually assaulted and kidnapped her
for hours at a Mulhall home.
On October 7, a Logan County Deputy was dis
patched to the Edmond OU Emergency Room to speak
with an alleged victim. The victim, who had recently
moved into a residence in Mulhall with Waylon Rush,
claimed that Rush allegedly pushed her and raped her
while she was doing laundry.
The victim said that when she tried to escape to her bedroom for safety, Rush allegedly
followed her, harassing her and trying to force her to have sex. When she fought back,
Rush allegedly slammed her head against the concrete floor. She grabbed at his arms,
believing she had left marks and nail scratches.
Rush also allegedly strangled her, causing her to lose consciousness several times. He
threatened to kill her and repeatedly banged her head against the floor, She added that
the physical assault lasted for about four hours. She eventually stopped resisting out of
fear that he would hurt her more, noting that he was “significantly bigger and stronger
than her.” She was convinced he would kill her.
After the alleged assault, the victim said Rush refused to let her leave the residence.
She said she was able to make it outside at one point, but he allegedly dragged her back
inside. Rush then reportedly forced her to accompany him everywhere inside the house,
including the restroom.
The victim made her escape after Rush finally went into the bathroom alone and shut
the door. Hearing the shower turn on, the woman fled from the house and ran to a neigh
bor’s residence.
Neighbors provided statements to law enforcement, confirming that the woman arrived
at their home “frantic and scared.” They reported seeing her “extensive injuries” and not
ed that she was terrified of Rush and afraid of involving law enforcement.
On the same day, a search warrant was approved and executed at Rush’s home.
During the search, a 10-page lease agreement was discovered, listing Rush and the
female as tenants.
The report reveals that Rush is a registered sex offender whose current registration is
in Oklahoma County and had not submitted any change of address information to the
Logan County Sheriff’s Office. Also, the residence is situated “directly across the street
from a public park, as well as being in the vicinity of an elementary school,” making it an
ineligible residence for a registered sex offender under state law.
According to online records, Rush is was taken into custody and charged with rape in
the first degree, kidnapping, violation of the sex offender registration act, and domestic
assault and battery by strangulation. Bond set fat $250,000.
