OHP Trp. Jason Richardson #367, who
was injured January 19 after being struck by
a vehicle in Pottawatomie County, has returned to work at OHP Troop A.
Richardson suffered serious injuries in the
crash, including a broken leg, broken ribs
and internal injuries.
Richardson was working previous crashes on the icy roadway along I-40 west of
Shawnee when the driver of an SUV lost
control, causing the vehicle to slide into
the center median cable barrier, where it
overturned. The vehicle struck the Trooper,
throwing him into the roadway.
“My life was turned upside-down in a hurry,” Richardson said at a Wednesday press
conference in Oklahoma City. He added that he was “humbled and very
appreciative” for the outpouring of support from Oklahoma residents and
others across the country in the following months.
Department of Public Safety Commissioner Mike Thompson and OHP
Chief Ricky Adams spoke at the event in Oklahoma City on Wednesday.
“We’re just thrilled to have Jason back,” Thompson said. “We are grateful to have him here with us today.”
OHP officials reminded Oklahoma drivers to be alert and to avoid distractions when driving, to slow down during inclement weather, and to slow
down and move over when emergency vehicles are stopped beside the
road.
Richardson graduated from the 52nd OHP Academy in 2000. He returned to duty Oct. 3 after almost nine months of extensive rehabilitation
and physical therapy.

TIPS FROM A TROOPER REWIND
This month’s Tips is less of a tip
than it is a serious request for help
from you, the motoring public. I
would like to make a personal appeal
to each and every reader who sees
this to help us Troopers try to eliminate one of the toughest jobs that we
ever have to do. It is something that
everyone who drives can have an impact on.
The Oklahoma Highway Patrol is
tasked with the investigation of motor vehicle accidents on the public roadways outside the city limits in the State
of Oklahoma. In the course of this, we investigate a huge number of fatalities. For each fatality victim, it is the duty of the Oklahoma Highway Patrol
to personally notify the next of kin. For each life lost, there is a knock on a
door somewhere, where an OHP Trooper has to deliver news that will forever
change the lives of the person or persons on the other side. Sadly, these
knocks on the door could have been prevented by somebody involved in the
accident. Sometimes it’s the person who died whose unsafe or unlawful action caused the accident that took their life. Often times it is not.
Each and every Trooper you see working the roads every day has had to
knock on that door. I think if you asked, every single one would tell you this
is the worst aspect of our job. Trying to prevent this is one of the reasons
we do what we do. We know if we work hard, we can stop some of these
knocks. We also know the motoring public can help us stop some of these
knocks as well. The following are just a few ways for you to do your part to
help.
First and foremost, obey the law. It really doesn’t matter if your personal
opinion of the rules of the road don’t make sense, or shouldn’t apply in certain situations. Each one of them is designed for us to travel safely on the
road. Slow down, and give your full, undivided attention to the road. Watch
out for the other driver. When you see something happening ahead of you,
slow down! “I was late”, or “I was texting” just doesn’t cut it as responses to
a grieving family when they ask why this happened. Is it something you could
live with if it was your reason for taking a life?
The people on the other side of that knock aren’t the only ones affected by
the experience. We Troopers have all held strangers as the initial horror and
shock of the news takes hold of them. We have all prayed with families we
just met, and asked if we could have done more to prevent it. Each and every
day we are trying to stop The Knock. Now I’m asking you to help us. Thanks

At approximately 9:30 am on September 8,
OSBI special agents arrested a school teacher who
worked at the alternative school in Tishomingo for
inappropriate contact with a child.
The Tishomingo Police Department requested
OSBI investigate an allegation that a teacher, Shelly
Jo Duncan, 48, was having inappropriate contact
with a male student.
OSBI special agents conducted interviews and
collected evidence in the case. That morning, special agents arrested Duncan in the parking lot of the
alternative school. She was booked into the Johnston County jail on a complaint of lewd or indecent proposals or acts with
a child under 16.
According to reports, Duncan is also a high school cheerleading coach,
wife to the superintendent, and is on reserve with the Murray State College
Police Department.
Also according to reports, the mother of the 14-year-old boy called authorities in Tishomingo and told them her son was in a relationship with the
48-year-old teacher. They, in turn, called OSBI.

Doug T: Regarding the officer's guilt or innocence, that is still yet to be
determined. She will have her day in court. But regarding the narrative that a
cop just shot an innocent black man with a broke down car in the middle of
the road, well that narrative has been proven false!
Chafferty S: People on PCP are unaware, fearless and crazy strong. The
characteristics of someone on PCP are easily recognizable. If she recognized
that, she is in the right in my opinion.
Charley E: Everyone actually following this case are not surprised. And no
one should be surprised if Shelby either gets her charges reduced or if she's
acquitted.
Mark M: It's easy to be an arm chair critic after the fact. Years ago I had to
deal with a guy strung out on Coke. He was naked, covered in blood, and he
was able to pull a newel post out from a porch because of his high. Because
there were more than just myself there, he was subdued with batons. You
weren't there, you don't know, don't judge!

she shot and killed him in cold blood just be cuz he wouldn't listen smh still

James W: Here's a guy on his way home from college, a devoted family
man. A leader in his church, who broke down on the road, was gunned down
by police while his hands were up and unarmed....but since he tested positive
for a drug. It's a good kill.
Trey C: Mixed feelings is about the only way to describe how I feel about
this one. On one hand you have a felon who is acting irrational and non compliant. On the other you have a man who o don't believe needed to be shot.
I wasn't there so I can't judge too harshly. But I understand her training as I
have been through it. I'm almost certain she didn't mean to shoot him, she
only fired one round. Which is not what she is trained to do, she was the only
one that fired a shot. You could hear the stress in her voice, cops are human
and get scared too. Bottom line is this, she got scared and had her booger
hook on the bang switch. The shooting was most likely a involuntary body response to stress. The studies are out there and have been done, when people
get scared the body takes over. The same as when someone scares you, you
instantly take in a quick breath. You can't stop that from happening the body
takes over. Accidents have consequences and I fell that she will answer for
it. A man lost his life and a public servant lost her career. Bad deal all the way
around.
Mariette W: Whatever happened to shooting someone in the leg? If your
aim isn't good enough you should not be carrying. Shooting in the leg may
have killed him also, given, but he would have stood a chance and she would
no longer be in danger (unless he was armed)
Willy E: The officers guilt or innocence is still going to be evaluated in court,
regardless of this toxicology report. So everyone, please don't go burn down
the city.
Wendy L: So the fact that he was on drugs proves that...he was on drugs.
Doesn't prove that he did anything to deserve being shot dead. And why was
it that she shot him dead when the other officer used a taser?
David M: Acquittal....if those idiots think the law does apply to them they
deserve to get shot when the safety for the officers is involved...
Sherrayle C: how long can PCP stay in one's system? Does it mean that
he was high that day or could you smoke PCP 2 days ago 3 days ago? These
are questions that need to be answered.

INSTRUMENT FOR RECORD
Calvin man Jason Paul Stiles, 28, allegedly
crashed into his wife’s car after he became
upset about hitting a deer with his vehicle on
September 19.
According to the police report, Hughes
County deputies were dispatched to a residence in the 8100 block of East 154.5 in Non
to investigate an assault. When they arrived,
they met with Stiles’s wife. She told them that
her husband was upset about hitting a deer
with his vehicle. When she went to check on
him, she found him in the floor crying. He was
belligerent and told her to leave.
The woman said she went to her vehicle
and left the residence, but Stiles also jumped into his vehicle and started
to chase her. Not far from the house, Stiles pulled in front of his wife and
turned his vehicle sideways, blocking her from going any further. When she
tried to backup to get away, she said her husband crashed into her vehicle
head on.
The deputies went to Stiles’s home in Calvin and knocked on the front
door. A man, later identified as Stiles, walked up to the door and stared at
the officers.
A deputy told him to open the door.
Stiles just shook his head no.
A deputy told the man that if he wasn’t going to come out, then the
deputy was going to come in.
Stiles then raised a long gun up the the glass and pointed it at the deputy. The deputy yelled at the man to drop his gun as he pulled out his service
weapon.
Stiles didn’t drop the gun. Instead, he just started waving it around and
yelled at the deputy through the door. The man retreated back into his
home, and the deputies were unable to see where he was. They went to
their patrol cars to wait for backup.
Other officers arrived to assist.
Stiles’s wife called the man, but he seemed angry and agitated. The
woman cautioned police that there were several firearms in the house.
After telling Stiles to exit the house multiple times, the man finally emerged
from the residence without a weapon. He was immediately placed under
arrest and transported to jail.
Stiles is being charged with assault and battery with a dangerous weapon - vehicle and feloniously pointing firearm. His bond was set at $10,000,
and he is scheduled to appear in court on October 14, 2016.

officer-Involved shooting
that happened on October 8.
Dylan Rogers, 39,
was shot and killed after he attempted to run
over a Wetumka police
officer at approximately
3 pm. The shooting occurred after Rogers was
arrested, handcuffed, and placed in the back seat of
a Wetumka police cruiser following a pursuit with officers.
The pursuit started in the city limits of Wetumka and
ended at Hughes County roads 127 and 381. Rogers
slipped out of one cuff, got out of the car, and into
a Hughes County sheriff deputy's car. Rogers then
drove toward the Wetumka officer. That officer fired
his weapon striking Rogers at least one time.
Rogers died at the scene.
The Hughes County Sheriff's Office requested OSBI
investigate. The district attorney will determine if the
shooting was justified. Rogers is from Hughes County.

Convicted felon Dondrea Jammal Florie,
23, was arrested for being in the same vehicle as a handgun.
The Wewoka man told an officer it wasn’t
his -- the officer told him it didn’t matter.
On September 24 around 10 p.m.,
Seminole police officers were dispatched
to a residence on NS357 Road to investigate reports of a man firing shots into
a residence. When they arrived, Florie’s
brother told them the two men had gotten
into an altercation, but Florie had left the
residence on foot.
According to the affidavit, the man said
Florie was headed to Walmart with his
girlfriend. Florie’s brother insisted that no
shots were fired during the “small fight.”
After confirming that Florie had warrants out of Seminole County, officers scoured the area, looking for the suspect. One officer walked into
Walmart and showed a loss prevention officer a picture of Florie. After
about an hour of searching, the employee called the officer and advised
he believed Florie was in the store and was about to leave.
By the time officers arrived, the employee told them that Florie had left
the building, and he wasn’t sure where the man went.
Some officers searched the perimeter of the store while others looked in
the parking lot. Two officers spotted Florie in a gray car that was headed
out of the parking lot.
There were a total of four occupants in the car, including Florie and his
girlfriend. A gun was located in a purse in the floor of the backseat. One
of the occupants said the gun belonged to Florie’s woman. The two other
people in the vehicle said they were in the checkout line when Florie approached them and asked if they would give them a ride to New Lima.
They said they agreed, since they were heading that way anyway.
When an officer informed Florie he was under arrest for possession of
the handgun, Florie said the gun wasn’t his, and he just found it on the
ground while walking. The officer informed him it was still illegal for him to
be in the same vehicle as the gun.
Florie is being charged with possession of firearm after former conviction of felony and possession of firearms after conviction or during probation. His bond was set at $30,000, and he is scheduled to appear in court
on October 20, 2016.

Christopher Wallace may share a name with the Notorious B.I.G., but any
similarities end there. The 22-year-old was arrested in March while Snapchatting his whereabouts (he was currently hiding in a cupboard from police, who
were searching his home at the time). That was actually his second incriminating post to the platform – his first was kind enough to inform police that he was
at home in the first place.
John Mogan already made the poor decision of getting face and neck tattoos, which aren’t the most helpful accessories for bank robbers, but he also
posed for numerous photos with the loot from his alleged haul, along with his
girlfriend, Ashley Duboe. Needless to say, they were arrested shortly after his
pictures hit the web.
Renaud ‘Junior’ Plaisir broke into John Terrell’s New Hampshire home with
the intent of robbing it. At some point, he found the refrigerator, which held
some leftover chicken wings. He ate those, and then promptly fell asleep in
the guest bedroom, where he was discovered and detained by Terrell until the
police arrived.
Devin Gesell and two accomplices broke into a Missouri home in March
and took, among other things, a box containing what they thought was cocaine. Turns out, it was the homeowner’s father’s ashes. And even worse,
the woman, Debora Matthews, claims that two of the unnamed teens were
the deceased man’s grandchildren. That’s gonna make for an awkward family
reunion.
Frank E. Blake Jr. was already incarcerated in a Virginia jail when he was
visited by his second and third wives. Turns out, he was still married to his
second wife, whom he’d married before his divorce from his first wife was
finalized. These developments complicated things considerably: Blake was
charged with bigamy, which increased the length of his sentence by a year and
a half. Maybe he just really liked weddings?
Patrick Rempe, 24, drove his 2002 Toyota through the front door of Indian
River County Jail’s Building C. That didn’t work, so he backed out and then
tried to go through the fence. That also didn’t work, so he tried to climb the
fence, where he got stuck on the razor wire. What was Rempe trying to accomplish? He told police he wanted to visit friends who were currently incarcerated, a decision he’d reached after getting high on “flakka,” a synthetic
stimulant.
Reliford Cooper, III, fled from police one Wednesday evening in October,
leading them on a high-speed chase that involved running through a stop sign
and two ditches before crashing into a house. “I wasn’t driving that car,” he
told police when he was being handcuffed. “My dog was driving that car.” No
dog was found at the scene.
Police in Anchorage, Alaska, spent at least some of August searching for
a man in a “fairly realistic” bear costume who was caught harassing several
actual bears in the Chilkoot River. “This is not the first time we’ve encountered
a man in a bear suit,” Fish and Game spokeswoman Megan Peters told the
Associated Press, though the experience apparently did not help them make
an arrest.
