a race against time
A high-speed chase involving three law
enforcement agencies led to the arrest of a
Broken Arrow man who allegedly kidnapped
a woman and tried to steal a car.
According to reports, Catoosa police officers responded to a burglary call in the early
morning hours of March 22. When they arrived at the residence, a woman inside the
home told them she didn’t want them there.
They later found out she said that because
she was being held at knifepoint by 34-yearold Garrett Daniel Estes. Apparently, three
people were inside the home when Estes
entered, but one of the victims was able to
escape and call the police.
While officers were at the residence, they saw a white car speed away from
the property. The vehicle was driven by Estes, with a female victim inside.
Reports state that the victim and Estes didn’t know each other.
Officers chased after the vehicle, joined by Tulsa police officers and the
Oklahoma Highway Patrol. Estes sped through Tulsa and was eventually
stopped by state troopers.
Officers tried to convince Estes to step out of the car, but after five to ten
minutes of talking, he refused. So, police used pepper balls and tasers to
force him out of the vehicle.
The victim was treated for non-serious injuries.
Estes is being charged with kidnapping, burglary in the first degree, eluding/
attempting to elude police officer and larceny of automobile, aircraft or other
motor vehicle. His bond was set at $100,000, and he is scheduled to appear
in court on April 29, 2019.

April is National Child Abuse Prevention Month, a time to recognize that we each can play a part in promoting the social and
emotional well-being of children and families in communities.
Parenting is one of the toughest and most important jobs
in America, and we all have a stake in ensuring that parents
have access to the resources and support they need to be successful. Entire communities play a role in helping families find
the strength they need to raise safe, healthy, and productive
children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when support is nearby.
Help a family under stress. Offer to babysit, help with chores and errands, or suggest
resources in the community that can help.
Reach out to children in your community. A smile or a word of encouragement can mean
a lot, whether it comes from a parent or a passing stranger.
Be an active community member. Lend a hand at local schools, community or faithbased organizations, children’s hospitals, social service agencies, or other places where
families and children are supported.
Keep your neighborhood safe. Start a Neighborhood Watch or plan a local “National
Night Out” community event. You will get to know your neighbors while helping to keep your
neighborhood and children safe.
Learn how to recognize and report signs of child abuse and neglect. Reporting your
concerns may protect a child and get help for a family who needs it.

A man was arrested after throwing a brick into the plexiglas window of a jewelry store...the brick bounced back, hit him in the head and knocked him cold
until the police got there.
Police interrogated a suspect by placing a metal colander on his head and
connecting it with wires to a photocopy machine. The message “He’s lying”
was placed in the copier, and police pressed the copy button each time they
thought the suspect wasn’t telling the truth. Believing the “lie detector” was
working, the suspect confessed.
Burglars in Maryland tried to cut through a safe using a Laser Tag gun.
When two service station attendants refused to hand over the cash to an
intoxicated robber, the man threatened to call the police. They still refused, so
the robber called the police and was arrested.
Police in Los Angeles had good luck with a robbery suspect who just couldn’t
control himself during a lineup. When detectives asked each man in the lineup
to repeat the words, “Give me all your money or I’ll shoot,” the man shouted,
“That’s not what I said!”
In a small town of 1700, a student attempted to rob the local convenience
store wearing his letterman’s jacket. He did not realize that he was the only male
named Dana in the whole town.
A company called “Guns For Hire” stages gunfights for Western movies, etc.
One day, they received a call from a 47-year-old woman, who wanted to have
her husband killed. She got 4-1/2 years in jail.
Mexico - A group of drug traffickers cleverly decided to use a propane tanker
to cross the border from Mexico to El Paso, Texas. They released the propane
and concealed it within the truck 6,240 pounds of marijuana. The men did not
realize, however, that they had misspelled the name of the gas company.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

When a warrant is issued, the amount is sent to a collection agency. At that time, the collection agency will have an additional fee of 25% of the amount of the warrant added onto the
amount due. The town is offering two options at this time. If you would like a pay order, you
will need to pay 35% down of the amount due and sign a pay order. After 35% is paid and
a pay order is signed, the warrant will be recalled and the collection agency will be paid. If

a night at the movies
A Grove man who said he was upset because his girlfriend broke up with him told police he didn’t know why he opened fire at a
movie theater on March 12.
40-year-old Christipher Franks just said he
was drunk.
Reports state Grove officers were dispatched
to the movie theater shortly after 6 p.m. to investigate a shooting. When they arrived, they
were advised that a vehicle had been shot,
and some rounds had hit the building.
At the time of the shooting, there were four
people in the lobby and two people elsewhere
in the theater. A witness told police that the
suspect was driving a black or gray SUV.
A deputy found the suspect vehicle traveling on Firebird Lane. When the
SUV came to a stop in the 1100 block of Firebird Lane, officers placed the
driver, identified as Franks, under arrest.
The man agreed to speak to police. When an officer asked him what happened that night, the man replied that he didn’t know. He said he went to see
a movie and fired some bullets at a car, but he didn’t know why. He said he
was drunk and his girlfriend had just broken up with him. Franks also told the
officer he had been in therapy but recently quit going.
The officer questioned the man further, but Franks insisted he didn’t know
why he decided to fire the 9mm handgun. He said, “I just pulled it out and
did it.”
Officers later located the handgun and three magazines in the man’s vehicle. During the investigation, officers determined that Franks fired at least
7 rounds.
Franks is being charged with use of vehicle to facilitate intentional discharge
of weapon. He is scheduled to appear in court on April 4, 2019.

Oklahoma senator proposes bill to allow counties to decide on medical marijuana legalization
OKLAHOMA CITY – Six months after Oklahoma voters approved a measure
legalizing medical marijuana, an Oklahoma lawmaker has filed a bill that would
allow counties to decide whether or not the measure applies to their area.
In June, over 891,000 voters cast their ballots in regards to State Question
788, which legalizes medical marijuana in Oklahoma. Ultimately, the measure
passed by a majority vote.
Under State Question 788, a person 18 years or older would need to apply
for a medical marijuana license with the Oklahoma State Department of Health
after receiving a note from their doctor. If approved, the patient would then
have to pay $100 to obtain that license.
Since applications became available in August, officials say more than 30,000
patient applications have been approved by the Oklahoma Medical Marijuana
Authority.
Now, an Oklahoma lawmaker has proposed a bill that would allow counties
to decide whether they want to follow State Question 788.
Senate Bill 325, which was authored by Sen. Casey Murdock, would add
restrictions to where medical marijuana can be consumed, sold or possessed.
“A county may, by vote of a majority of the registered voters in the county,
restrict or prohibit the possession, consumption, transport, sale, cultivation or
manufacture of marijuana or marijuana products, or any combination thereof,”
the bill states.
Murdock told KJRH that his measure would give counties flexibility.
“The locals, whether it’s the municipalities or whether it is the local law enforcement, they’re the ones that are going to have to deal with this new law,”
Sen. Casey Murdock (R-District 27) said.

Man’s dramatic response to traffic
stop leads to his arrest
A simple traffic stop on March 10 led to the
arrest of Miami man Justin Levy Eby, 23, who
allegedly fired a gun at a police officer for no
known reason.
According to the police report, some Miami
officers were on patrol when they saw a white
vehicle traveling northbound on F Street NE
around 1:10 a.m. After watching the vehicle
stop at a red light over the white stop line,
then make a left turn from the right-hand
lane onto G Street NE, an officer activated
his lights and stopped the vehicle in the 200
block of G Street. As the officer approached
the vehicle, he looked into the car with his
spotlight. He saw a backseat passenger, later
identified as Eby, moving around and reaching underneath or behind himself.
At some point, Eby opened the door and stumbled out of the vehicle. He
then turned to his right, pointed a gun at the officer and fired multiple rounds.
The officer returned fire as the man took off running.
The driver of the vehicle stuck his hands out of the window and told the officer, “I want nothing to do with that s---.”
Officers searched the area, including Eby’s father’s home, but they were
unable to immediately locate the man.
An NEO officer told police that he saw Eby near the corner of Fourth and I
Street NE. Officers found the man at a residence in the 400 block of E. Rockdale Boulevard, where he was hiding in a closet. He was removed from the
residence at gunpoint and immediately placed under arrest.
Eby is being charged with shooting with intent to kill and possession of firearm after conviction or during probation. His bond was set at $550,000, and
he was scheduled to appear in court on April 2, 2019.
