desperate times
A 20-year-old Owasso man was taken into
custody after he allegedly shot and killed his
mother’s ex-boyfriend during a dispute on
March 23.
According to reports, Owasso police officers responded to a shooting east of 114
Street North shortly after 10 p.m. When they
arrived, they found a 46-year-old man who
had a gunshot wound. He was immediately
transported to a Tulsa hospital where he was
pronounced dead.
A man at the scene, identified as Micah
Turner, told police that he shot the man. Turner explained that the victim, his mom’s exboyfriend, had been threatening his mom. He
said the victim had been living in the garage, and he refused to leave, despite
what he and his mom did.
A neighbor told police that Turner’s mother had posted about trying to get
the man out of her home on the HOA page.
Turner said the victim had become increasingly violent. He also said that the
ex had stolen all of their guns except for one – the one Turner used to shoot
him.
Reports state Turner told police that he shot the victim so he “couldn’t hurt
my mother or my brother.” The man added that he didn’t mean to shoot the
gun, but instead he was just trying to scare the ex-boyfriend.
When officers arrived on scene, Turner was trying to administer CPR to the
victim.
Turner was arrested for suspicion of first-degree murder.

April is National Child Abuse Prevention Month, a time to recognize that we each can play a part in promoting the social and
emotional well-being of children and families in communities.
Parenting is one of the toughest and most important jobs
in America, and we all have a stake in ensuring that parents
have access to the resources and support they need to be successful. Entire communities play a role in helping families find
the strength they need to raise safe, healthy, and productive
children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when support is nearby.
Help a family under stress. Offer to babysit, help with chores and errands, or suggest
resources in the community that can help.
Reach out to children in your community. A smile or a word of encouragement can mean
a lot, whether it comes from a parent or a passing stranger.

A 41-year-old Pryor woman is facing charges of
second-degree rape after she allegedly had sex
with a 16-year-old male while working at a school.
Jennifer Lynn Frazier, a former employee of
Chouteau High School, resigned from her position
as a classroom paraprofessional after Pryor police
officers found video and photographic evidence
of her illicit sexual relationship with the student.
Reports state that the school district first placed
Frazier on a leave of absence after hearing about
the allegations. As the investigation progressed,
she left her position.
A warrant was issued for her arrest on March 4,
and she was arrested shortly thereafter.
Frazier is being charged with two counts of rape in the second degree
and possession and/or manufacturing of child pornography. Her bond was
set at $75,000, and she is scheduled to appear in court on May 28, 2020.

If you have a warrant with the Town of South Coffeyville, Okla., and would like to get rid of
that warrant once and for all, you can contact the Court Clerk at 1-918-255-6045, option 1.
When a warrant is issued, the amount is sent to a collection agency. At that time, the collection agency will have an additional fee of 25% of the amount of the warrant added onto the
amount due. The town is offering two options at this time. If you would like a pay order, you
will need to pay 35% down of the amount due and sign a pay order. After 35% is paid and
a pay order is signed, the warrant will be recalled and the collection agency will be paid. If
you want to pay the warrant and collection fee, a discount on the warrant will be given for a
total that is over $500. No discounts will be given for pay orders. This will not apply to new

someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Inmate visitation to cease across state
prisons
OKLAHOMA CITY – The Oklahoma Department of Corrections is canceling all
visitation and all volunteer access to facilities effective at 6 p.m. today. This decision
is necessary to keep staff, inmates and
volunteers safe from the spread of COVID-19 inside a facility.
ODOC is taking a number of proactive
steps to prevent introduction and spread
of COVID-19 inside facilities, closely adhering to guidelines set by the American
Correctional Association, Oklahoma State
Department of Health (OSDH), and Centers for Disease Control & Prevention. The
agency is utilizing its “Management of Pandemic Influenza” procedure (MSRM-140118-02) as the basis for developing
a specific, comprehensive response to COVID-19. Steps include screening
all new inmate arrivals for symptoms of COVID-19 and suspending all inmate
security movements. Exceptions will be made on a case-by-case basis.
ODOC understands the importance of inmates connecting with family
members. The agency is working to expand options to allow such interaction.
Each week, the agency director will reassess the need to keep visitors and
volunteers from entering facilities. For the most up-to-date information, the
public can call 405-425-2556 to hear a recorded message. The public can
also follow ODOC’s website and social media platforms for updates.
The agency continues to work closely with OSDH and emergency officials
as they respond and manage Oklahoma’s response to the COVID-19 virus.
Numerous other states’ corrections departments are similarly restricting access to prisons in order to keep staff, inmates and volunteers safe from the
spread of COVID-19.

Two Grove women are facing felony charges
of intimidating a witness for allegedly attacking
a woman in her motel room on March 15.
According to the police report, Marie Elaine
Morrow, 24, and 26-year-old Heather Griffith
went to the Honey Creek Motel at approximately 5:20 a.m. and confronted the victim.
They told her it was her fault that a man was
going to trial and getting the death penalty, because of what she said while testifying in court
in February.
Griffith told the victim she had no right to say
what she did.
Morrow screamed at the woman and
punched her in the mouth.
At one point, both suspects jumped on top
of the victim and started hitting her in the head.
Griffith brought things to a stop and told Morrow that was enough. She pulled Morrow off
of the victim and then tried to take the victim’s
phone.
When the victim asked for her phone back,
Griffith threw it at the door frame. After taking
some cigarettes and a few dollars in cash, the
women left the motel room.
Around 15 minutes later, the victim said she
heard a vehicle pull up outside. When she
looked out the window, she saw Morrow exit the vehicle. She broke the
chain lock on the motel room door and asked the victim, “You want some
more, snitch?”
Morrow attacked the victim with a box cutter knife. She stabbed the
woman on her side, back, arm and face. Another woman in the room told
Morrow she needed to leave, because they were going to call 911. As
Morrow was leaving the room, she said, “Maybe that will teach you not to
snitch on people – don’t do it again.”
Morrow is being charged with intimidation of a witness, assault, battery
or assault and battery with a dangerous weapon, and first-degree burglary.
She is scheduled to appear in court on July 24, 2020. Bond information
was unavailable at time of print.
Griffith is being charged with intimidation of a witness. Her bond was set
at $25,000.

ODOC agents capture NOCC

Agents with Oklahoma Department of Corrections’ Inspector General’s Office have
captured the second of two walkaways from
Northeast Oklahoma Correctional Center in
Vinita. Devan Johnson, 25, was located and
arrested at 6:35 p.m. on March 28 in Perry.
With inmate Kaden White, Johnson walked
away March 25 from NOCC, a minimum-security prison for men located on the grounds
of the Oklahoma Forensic Center. White was
located later that evening, but Johnson remained at large.
ODOC agents took Johnson into custody
without incident. As a COVID-19 precaution,
he will be quarantined at Lexington Correctional Center for 14 days before transferring
to another facility.
When he walked away, Johnson was serving five years for second-degree burglary out
of Oklahoma County, aggravated assault and
battery out of Pottawatomie County, and other crimes.
ODOC will present escape charges against
Johnson and White to the Craig County District Attorney’s Office.

Fairland man faces murder charges
The Oklahoma State Bureau of Investigation (OSBI) and the Oklahoma Highway Patrol
(OHP) responded to a shooting on March 24
in Fairland that left one man dead and two
others injured, including an Oklahoma Highway Patrol (OHP) Trooper.
The incident began when a woman and
her son and brother went to her former boyfriend’s home on East 230 Road in Fairland.
Edwin Ball, 48, was threatening to injure himself. Upon arriving, the woman’s 25-year-old
son, Brendan Van Zwell, was shot and killed,
and her brother, Peter Stokes, was shot and
injured. Ball then barricaded himself in his
residence.
OHP was requested by the Ottawa County
Sheriff to assist around 7:00 p.m. While members of the Ottawa County Sheriff’s Office and OHP were establishing a perimeter around Ball’s residence,
he began firing at them. A trooper was struck in the eye by a pellet and was
taken to a hospital in Joplin, Mo., for treatment. The Ottawa County Sheriff’s
Office also contacted the OSBI to assist with the murder investigation.
Ball remained barricaded in his residence and the OHP Tactical Team was
activated. He remained barricaded for the next six hours and failed to comply
with negotiators. He fired numerous rounds at the Tac Team, as well. CS Gas
was introduced into the residence and troopers were finally able to take the
suspect into custody around 5:15 a.m.
Ball was transported to a hospital for observation. He was then taken to
the Ottawa County Jail where he is facing multiple charges including Felony
Murder and two counts of Shooting with Intent to Kill.
Stokes was taken to a hospital in Joplin, Mo., with non-life threatening injuries. No other troopers were injured.

Quapaw Man Convicted of Sexually
Abusing a Child Under 12
A federal judge found a Quapaw man guilty on March
16 of sexually abusing a child under 12 years of age in
Indian Country, announced U.S. Attorney Trent Shores.
Wilkie Bill Burtrum, 60, was convicted of aggravated
sexual abuse of a minor under 12 in Indian Country and
with abusive sexual contact with a child under 12 in Indian Country.
“Wilkie Burtrum was a very real danger to children. Today he was convicted of child sex abuse for the second
time in his life. He previously spent 14 years in prison for
sexually abusing two children, and my office will be asking that he now spend the rest of his life in prison,” said
U.S. Attorney Trent Shores. “No child should ever suffer
at the hands of a pedophile nor endure abuse in silence.
Along with the Quapaw Tribal Marshals Service and Miami Police Department, the
U.S. Attorney’s Office commends this young victim for his courage to come forward to
report these horrific crimes.”
Burtrum abused the victim between August 2018 and October 2019. The prosecution contended that the defendant paid extra attention to the victim and offered him
special privileges in order to gain the child’s trust. During the time the defendant and
victim were together, Burtrum purposefully touched the victim sexually both over his
pants and under his clothing. The child eventually confided in a relative then his father.
The father immediately reported the crimes to authorities.
During the trial, the prosecution introduced into evidence a 1993 sexual abuse conviction, establishing a pattern of behavior by the defendant. In that case, Burtrum
served 14 years in prison for four counts of aggravated sexual abuse in Indian Country
with children under 12. An additional victim testified Monday about abuse he suffered
at the hands of Burtrum approximately five years ago. He recently came forward to
report the crime.
U.S. District Judge Gregory K. Frizzell presided over the trial and set sentencing for
June 25, 2020.
The Quapaw Tribal Marshals Service and Miami Police Department conducted the
investigation. Assistant U.S. Attorneys Shannon Cozzoni and Scott Proctor are prosecuting the case.

A Missouri church leader and professor used Grindr to connect with students
at his university and then attempted to compensate them for sexual acts using
an Arby’s gift card, among other unconventional gifts. Barry Poyner, 57, a Kirksville, Mo., resident, professor at Truman State University and a church elder with
the Kirksville Church of Christ, used the handle “DILF” on Grindr to connect with
male students at Truman State, according to the Daily Express. Poyner then
offered to pay for sexual acts in unorthodox ways, telling an undercover officer
that he “might throw in an Arby’s card” along with paying to fuel up the officer’s
vehicle at a local gas station. Poyner said he was interested in a “sugar daddy
relationship” and that he’d provided partners with gift cards, clothes and cold
hard cash in the past, the Daily Express reported. Police set up the undercover
account after receiving a tip about Poyner’s use of the app, which is similar to
Tinder but specific to gay, bisexual and bi-curious men. Poyner offered to pay
for the fuel prior to the sex acts, and officers set up a sting at a local gas station,
according to the Daily Express. Poyner attempted to flee the scene when he
saw the cops, but only made it several blocks before giving up and pulling over.
When confronted, Poyner denied that he was there to provide gas, or Arby’s
Reubens, in exchange for sex acts, claiming instead that he was simply trying
to help out a student. Poyner has been charged with patronizing prostitution,
a misdemeanor, and faces up to six months in prison and a fine of $1,000 if
convicted, the Daily Express reported.
Rizwan Fadnis and Rajesh Surve, both 33, were arrested outside a bus depot in Mumbai for being in possession of 7 kg of whale vomit valued at over
$275,000 reports The Hindu. The substance, also known as ambergris, is unlawful to possess without a license. From the article: “The accused tried to
sell the whale vomit by claiming that its consumption helps increase the libido.
Ambergris is mainly used in perfumes and cosmetics and fetches a handsome
price based on its age. It has an unpleasant smell soon after it is secreted, and
as it ages, starts producing a sweet smell,” an officer said.
A white man in Maryland wearing blackface robbed a bank, police said. The
suspect robbed a PNC bank in Perryville, Maryland, a town about 40 miles
northeast of Baltimore, near the Delaware and Pennsylvania borders. “We are
seeking the public’s help in identifying the below pictured subject,” Perryville
police wrote on Facebook. Police described the suspect as “a white male, with
paint on his face,” who seemed to be in his late 20s to early 30s. Authorities did
not specify how much money he may have been able to steal from the bank.
A Florida motorist who had an open 38-ounce can of Budweiser in his car
door reportedly told police that the crack cocaine they also found in his vehicle
must have come through an act of nature. Zak Joseph, according to an affidavit
posted on the Smoking Gun, said the “wind must have placed it there” when
Fort Pierce found cocaine residue in his car. He also theorized the police had
planted the coke, which was found alongside what appeared to be a crack
pipe. The east Florida cops reportedly said the 37-year-old man had earlier
been spotted drinking in his car in a hotel parking lot. Officers say the hotel
where he was hanging out is a hotbed for drugs and prostitution. When Joseph’s vehicle pulled away and allegedly rolled past a stop sign, officers in an
unmarked car pulled him over and claimed to have seen him trying to conceal
his beverage. Officers also noted Joseph’s blurry eyes and said he was “very
confrontational and looking around the vehicle as if to conceal another item.”
That alleged item was a baggie of residue that tested positive for crack cocaine.
He was booked on charges including possession of paraphernalia. He maintained the drugs are not his.

Former Fredonia, Kansas, City Administrator Sentenced to 7+Years for Child Pornography
A former city administrator of Fredonia, Kan.,
was sentenced today to 90 months in federal
prison for child pornography, U.S. Attorney for the
District of Kansas Stephen McAllister said.
Michael P. Ohrt, 40, Fredonia, pleaded guilty to
one count of transporting child pornography. In his
plea, he admitted using his Yahoo email account
to establish a Dropbox storage account and then
uploading videos of child pornography. Dropbox
identified the material as child pornography and
reported the user’s information to authorities. Investigators traced the IP address to Ohrt’s work
and home in Fredonia.
