INOLA MAN PLEADS
GUILTY TO CHILD
PORNOGRAPHY CHARGES
An Inola man pleaded guilty last month in
federal court to child pornography charges, announced U.S. Attorney Clint Johnson.
Eli Cooper Cailler, 24, of Inola, pleaded guilty
on Feb. 16, 2023, to possession of child pornography and receipt of child pornography. In his plea agreement, Cailler
stated that he possessed, accessed and received child sexual abuse material. The material included an extensive number of photographs and videos of
minors under the age of 12. He further stated that he possessed the images
on his own electronic devices, which no one else had access to and that he
received the visual depictions using Google Drive and the dark web. The Tulsa Police Department and Homeland Security Investigations conducted the
investigation. Assistant U.S. Attorney Leah Paisner is prosecuting the case.

WHAT WERE YOU
THINKING?
Accused car thief released from NC jail allegedly steals bond agent’s SUV
CHARLOTTE, N.C. — A man accused of stealing a car apparently could not resist another theft
when he bonded out of jail.
According to a bail bond agent in Charlotte, North Carolina, her vehicle was
stolen after she went inside the Mecklenburg County Jail on Dec. 30 to post bail
for a client, WSOC-TV reported. She accused a man who had just posted bail
of swiping her vehicle.
“He has to be the boldest and the dumbest criminal in the city,” Nymea Cropper told the television station. “The audacity to get out of jail, walk outside of the
jail and steal a car.”
According to police, Anthony Deshawn Goddard, 29, posted $3,000 bail after
being arrested on Dec. 29. According to online Mecklenburg County Sheriff’s
Office booking records, Goddard had been charged with possession of stolen
goods, resisting an officer, reckless driving, speeding, and operating a vehicle
without an operator’s license.
According to police, surveillance video showed Goddard breaking into Cropper’s SUV and driving away, WSOC reported.
“The car was definitely stolen at 11:02 (p.m.). I came outside at 11:05,” Cropper told the television station. “So this kid just thinks he can steal a car and
nothing’s going to happen to him.”
Cropper said that she has spoken to other bail bond businesses and believes
that if the alleged thief is caught, bail will be next to impossible to secure. She
also reiterated her message to the person who swiped her vehicle.
“I would say you’re stupid,” Cropper told WSOC. “You’re the stupidest criminal and I can’t wait until you get caught, ‘cause no one is going to bond you
out,” she said.

AROUND
THE STATE
Agents from the Oklahoma State Bureau of
Investigation (OSBI) Internet Crimes Against
Children (ICAC) Unit arrested Christopher
Spaulding, 19, for allegations of possessing
child pornography.
The case originated in October 2022 when the National Center for Missing
and Exploited Children (NCMEC) received a report of suspected child pornography from Dropbox. The IP address associated with the account was located in Altus and NCMEC forwarded the tip to the Altus Police Department.
Altus police requested assistance from the OSBI ICAC Unit in December.
On March 2, agents served a search warrant at a residence in the 1000
block of N. Jackson Street in Altus. Spaulding was arrested at the home
and transported to the Jackson County Jail. He is facing one felony charge
of Aggravated Possession of Child Pornography and one felony charge of
Violation of the Oklahoma Computer Crimes Act. Spaulding is being held
without bail.
OSBI was assisted by the Jackson County Sheriff’s Office and the District

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

14 | APRIL 2023 DELAWARE COUNTY Presumed Innocent Until Proven Guilty
TWO DOWN,
ONE TO GO
A man who took part in a shooting that led to
the death of one man and the injury of a woman
pleaded guilty in federal court.
Dakota Chase Buzzard, 21, of Grove, pleaded
guilty to conspiracy to carry, use, brandish, and
discharge a firearm during and relation to a crime of violence, announced U.S.
Attorney Clint Johnson.
Buzzard admitted in a plea agreement that he agreed with others to carry
and use a .22 caliber rifle to confront victim Jerry Tapp at his home in Delaware
County. Tapp was killed during the confrontation. The other two individuals allegedly involved in the killing were the defendant’s brother Cody Dwayne Buzzard, 29, and his father James William Buzzard, 50.
On Aug. 1, 2019, the Delaware County Sheriff’s Office responded to a 911 call
reporting a shooting near Jay. Deputies discovered Jerry Tapp deceased in his
front yard. It appeared that Tapp sustained multiple gunshot wounds to his body
and that a second victim had sustained a gunshot wound to her arm.
According to court documents, the victim told investigators that she heard a
noise outside the home early that morning and thought Tapp had forgotten his
keys to the house. When she turned on the light and opened the door, she heard
gunfire and felt a sudden pain in her right wrist. She then shut and locked the
front door, crawled to another room, and called 911.
The three defendants were later charged with the crime.
On Aug. 11, 2022, Cody Buzzard pleaded guilty to second degree murder in
Indian Country and conspiracy to carry, use, brandish, and discharge a firearm
during and relation to a crime of violence.
James Buzzard is currently scheduled for trial in April. He is innocent until
proven guilty in a court of law.

ESSENTIALS FOR CHILDHOOD
The CDC’s National Center for Injury Prevention and Control defines three critical
qualities of relationships and environments
that can reduce the occurrence and negative
effects of child maltreatment and other ACEs
(CDC, 2019):
1. Safety: The extent to which a child is free
from fear and secure from physical or psychological harm within his or her social and
physical environment
2. Stability: The degree of predictability and
consistency in a child’s social, emotional, and physical environment
3. Nurturing: The extent to which children’s physical, emotional, and developmental needs are sensitively and consistently met
CDC’s Essentials for Childhood focuses on four goals that are critical for creating
the context for safe, stable, nurturing relationships and environments:
Goal 1: Raise awareness and commitment to promote safe, stable, nurturing
relationships and environments for all children
Goal 2: Use data to inform actions
Goal 3: Create the context for healthy children and families by changing norms
and programs Goal 4: Create the context for healthy children and families through
policies
While each individual goal is important, meeting the four goals together is more
likely to build a comprehensive foundation of safe, stable, and nurturing relationships and environments for children. CDC has funded seven State health departments to implement the four goals.
For additional information on Essentials for Childhood, refer to the following:

Environments

DRIVER'S
SEAT
A Missouri couple was locked up after they allegedly led
officers on a high-speed pursuit on the evening of February 17.
According to the affidavit, a Wyandotte Nation police officer
saw black car with a Missouri tag near the intersection of US
Highway 60 and E. 145 Road. He watched as the driver failed
to signal and crossed the white fog line and center line multiple
times.
The officer tried to stop the vehicle, but the driver didn’t
stop and accelerated northbound on State Highway 10. The
vehicle kept jerking back and forth.
Another officer parked his patrol vehicle partially in the intersection of SH 10C and S. 670 Road with emergency lights
activated. As the driver approached the patrol vehicle, the driver drove off the roadway and headed through a field. At some
point, the driver drove back onto the road, losing parts, as the
driver reached speeds in excess of 100 mph.
Officers deployed spike strips at the intersection of SH 10C
and S. 695 Road. The vehicle hit the strips and came to a
stop in a field.
Ronald Scott Adams, 56, was in the driver’s seat. Gina Renee Norris was in the backseat. Adams and Norris did not
unlock the vehicle or roll down the windows. When officers
approached the car, Adams then rolled down the front window.
Officers eventually placed the couple in handcuffs.
Norris said she climbed into the backseat, because she was scared the car was going to roll. She
said she had felony warrants for her arrest out of Missouri.
Adams said Norris was his girlfriend, and she was pregnant with his baby. He said Norris was
actually the one driving. He said they switched seats before entering the field where the chase came
to a stop.
Norris said she sat on Adams’ lap and used the steering wheel while he controlled the vehicle’s
pedals.
Adams confirmed that Norris was sitting on his lap, but he denied controlling the pedals.
Norris is being charged with running a roadblock, endangering others while eluding/attempting
to elude a police officer, and driving after driver’s license was denied/canceled. Her bond was set
at $11,000.
Adams is being charged with running a roadblock and endangering others while eluding/attempting to elude a police officer. His bond was set at $12,500.
